that makes it feel even more chilly out there as you get ready to head out the door. we're going to start with some low 40s for the south bay and peninsula. we're about where we were yesterday and we'll continue to see the temperatures falling a few more degrees until sun rise and our high temperatures today warmer than yesterday reaching up to 65 degrees in napa. 66 in san jose. and today in livermore, 63 degrees. mike, you have a traffic alert? i do. most of our bay. most of our drivers and viewers will notice no problems right now. but i'll take you pretty far up to the north out of our area. fairfield to vacaville. there is a jackknifed big rig in lanes blocking the two right lanes as you're traveling over to fairfield. there's a lot of slowing at the scene because you're down half the freeway as far as the width goes. westbound coming into our area traffic flows smoothly. this will affect folks from fairfield into vacaville. the bulk of the commute no

disturbance, no problem. your traditional slowing right there for 24 off highway 13 eastbound. road crews typically move around until about 5:00. we'll track them. back to you. thank you very much, mike. developing this morning new details emerging in one of the deadliest school shootings in u.s. history. >> yes, 17 people shot and killed in florida. police say a disturbed former student was the gunman. less than an hour ago authorities released this mug shot showing that shooter, 19-year-old nikolas cruz. he's expected to appear in court this morning. he was expelled last year from a school in floor floor near boca raton. police say he stormed his former school. at least 14 victims are still in the hospital. one student spoke about the sheer terror before getting away. >> i heard six shots loud, loud shots.

we have to go. i started running as fast as i can. >> authorities captured the suspect about a mile from the school. they believe he pulled the fire alarm and started shooting as students came outside. students say he was troubled and had a serious fixation on guns. >> more details now, a map from the nonprofit every town gun safety, showing just how many school shootings there have been in the united states since 2013. those dots you see there represent every shooting, nearly 300. so far this year there have been 18 shootings. last year more than 60 including the las vegas massacre, the worst in u.s. history. congress did not pass a single gun reform law in 2017 but did pass a law drastically limiting states' abilities to enforce concealed carry laws. >> one of the first things emergency responders have to do is figure out exactly where that threat is and where it is happening on campus. now news this morning, a palo

alto company is about to release an app that aims to solve that problem. safeguard oes is getting ready to launch their app. teachers and school staff can use the app in case of a major emergency. this is to alert law enforcement officers exactly where they are. company ceo mike jacobs says that information can help officers get to where they need to be right away. >> they're able to see a list view of where communications are coming from that includes date and time stamps, the specific condition. they're able to monitor all of the information coming in for the most up to date decision making process. >> there's also a chat feature some schools and law enforcement agencies are testing out right now. bob redell is looking into the app and will have more in half

an hour. the man and woman accused of killing a tracy woman and leaving her for dead near livermore are back in court today. today's hearing is a continuation of daniel gross and melissa leonardo's arraignment. they say they beat, stabbed, and dumped a woman on the side of tesla road. she was able to get help and tell investigators who her attackers were before she died. at 4:35 this morning a bay area school bus driver facing felony charge for what she allegedly did to a special needs child. she is accused of assaulting a 17-year-old girl when the little girl refused to get off the bus. it happened in vacaville last week. police have surveillance video from inside the bus and say clarkson used force on the second grader. >> physically began to move her about the bus. at one point the child is down on her buttocks and the driver forcing her knees up against the

student. >> the child was not seriously hurt, but she did have cuts on her back and ribs. the vacaville unified school district says she no longer works there. at 4:36 now to the olympic games in pyeongchang. olympic gold medals are never guaranteed. so much can happen. but after watching mikaela shiffrin last night hard to imagine she's not going to win many more. the best female skier on the planet, won the first gold medal. she won't have to wait long to try it again. her best event is slalom and it's today. here's the latest medal count. norway leading with 16 medals. germany has 14. the netherlands and canada have 11 each. the usa with eight. south bay's own vincent zhou makes his winter olympics debut tonight. you can watch that starting at 5:00 tonight right here on nbc

good morning. i'm courtney reagan live at cnbc global headquarters. here are today's top business headlines. wall street is set to open high they are morning adding to yesterday's strong gains. the market rose four straight sessions pushing stocks back into positive territory for the year as investors shrugged off the latest sign inflation is rising. now that has sparked concerns in recent weeks the fed could hike interest rates at a faster pace to keep inflation in check and the economy on a steady path. look for another report on inflation this morning as well as data on manufacturing. the dow jumping 253 points yesterday to 24,893. the nasdaq rising 130 points to 7143. warren buffett increases his bid on apple. the billionaire's investor's company berkshire hathaway

raised its stake. that's a big move for the legendary buffett because he rarely invests in technology. berkshire also dumped nearly its entire stake in ibm. last year buffett told cnbc he's more sure of apple's future than ibm and continues to put his money where his mouth is though he still uses the old flip phone. uber ceo wants to expand beyond cars. uber is to cars like amazon is to books, a reference to amazon's start as an online bookstore. hard to remember but it was the case. he says uber could eventually be a mark place for other types of transportation like bikes or public buses. you may know that uber is already testing a bike shares program in san francisco. marcus and laura, back over to you. a lot of things happen here first. good to see you. coming up next on "today in the bay," a major recall you need to know about before you feed your dog. plus, kari has your forecast. before you take your dog out for a walk, bundle up. put on a nice, warm jacket. a live look outside in san jose.

because of the wind farms and those wind turbines picking up on that. we won't have much to track here. we're starting out with some really cold temperatures, only 34 degrees in napa and most likely will drop a few more degrees so in parts of the north bay we'll be below freezing. check out that seven-day forecast at the bottom of the screen. today in ukiah we're going to see a high of 60 degrees and 62 degrees in san francisco. 65 in palo alto. 66 in san jose. that's where we begin as we take a live look outside with a morning where you do need more layers and we're talking a nice, warm coat and also a hat. later on today i think you'll be comfortable with long sleeves. looking at the outlook for what we're going to see heading into the weekend dipping to the south.

we will get a blast of some really cold temperatures. that's going to be a huge deal. it's going to be much colder heading into sunday. some clouds rolled in. look at how cold it's going to be to start out next week. i'll have more on that. a car fire warming folks up. fortunately no one was in the car from what we understand. a nice, easy drive out of the altamont. south from 580, less than two miles there. a car fire reported.

this is an issue if you come down off the area into highway 84 and over to the niles canyon area. lots of options for you. you don't even have to worry about whether they'll close those lanes for any period of time. the north bay still has a little slowing remaining, down to one right lane closed eastbound going from fairfield into vacaville away from our viewing area and that is because of a big rig crash. no major injuries. back to you. >> right now let's see if it changes. 4:48 right now. wildfires, sadly, a way of life in california, some say the state is spending too much trying to prevent the unpreventible and not enough on protecting neighborhoods from the inevitable. >> vicky nguyen is here to show

missing skier in new york has been found in sacramento. that's nearly 3,000 miles away. he was reported missing last week. his belongings were at a ski lodge in new york and the car was still in the parking lot. hundreds of volunteers combed through the mountains for him. he was found disoriented wearing the same ski clothes two days ago. investigators say he has no idea how he got there. it is 4:50. taking drastic steps to stop rent hikes. it's effective immediately. here's the back story. renters called for that freeze. if that measure does not qualify by september 1st, the freeze will be over. if it does qualify the freeze will end regardless whether the

our team spent hours on the nbc bay area responds to a woman in the middle of an international trip. >> chris chmura is here with an important reminder for all of us. >> she and her daughter had just flown from sfo 12-plus hours crammed in economy class. the problem is they expected premium economy class and their receipt clearly showed premium economy. she says she paid an extra $3,000 for wider seats with extra leg room, premium economy. she says she tried to fix that for days but wasn't getting anywhere at all. we quickly called justfly.com, the website where she booked. over three long hours on the telephone agents told us there was a mistake with the reservation.

but they wouldn't correct it. the woman and her daughter flew home in economy class again. after they landed we contacted just fly again. just fly offered a $3,000 refund. she wrote us with the good news and said without us calling them, they might never have achieved a satisfactory solution. just fly declined to discuss details about the case. however it did write us and say we would like to thank you for inquiring about mrs. iyer's file and commend you and your organization for an excellent job defending the interests of your consumers. that's kind but it doesn't explain what happened. here is something helpful, a reminder if you book airline tickets through a third party, always follow up directly with the air carrier to make sure you will actually get what you paid that middleman for.
