you )re looking live at the olympic torch in south korea on this thursday, february 15th. welcome to "today in the bay," a live look outside. this is olympic torch. another day of competition in the books and tonight all eyes will be on the ice. good morning to you and thank you for joining us. i'm laura garcia. >> we'll check on the weather in a moment. first let's head all the way over to pyeongchang, south korea, garvin thomas is live there now. those winds today after it was gusty yesterday, how are things going now? >> reporter: the winds died down but, boy, is the competition still hot and heavy including a bay area athlete who competed while were you sleeping. we'll tell you how she did coming up. first, we'll send it back to you. >> garvin, we barely sleep.

what are you talking about? >> the same for him. >> that's right. he's working overtime on that. a cool start to your morning. that will wake you up for sure. >> it's a morning you walk out the door and feels like, okay, it is still winter and we are going to see those temperatures going from the 30s to 40s into the 60s again today. here is a live look outside in san jose where now we're starting out at 43 degrees. we do have some 30s in some of the interior valleys. a look at our temperature trend as we go through the day in san jose. 44 at 8:00 a.m. and at noon 60 degrees. warmer than yesterday and we'll get more sun. more on that coming up in a few minutes. mike is checking in on what's happening at the bay bridge. >> we saw a sudden big backup at the toll plaza. the metering lights, well, they're not on and it's smooth from the toll plaza. look over here, we do have slowing just after the metering lights. we see this build about 5:00 and that will continue to build as we look at your maps.

what happens it starts to slow on the incline over here and that's the reason they turned the metering lights on. that's the pattern that's starting right now. the north bay still has that alert, eastbound 80 at lagoon valley road. it's fine to vacaville. it's fine getting anywhere around the bay. a little slowing out of the altamont and that car fire as well through the castro valley. >> thank you very much. this is just tragic, all too familiar images playing out yet once again. terrified students running for their lives after another tragic shooting on a school campus. this rampage in florida one of the deadliest school shootings this u.s. history. some of this video, of course, is so incredibly hard to watch. we're about to play one small piece of it from inside the classroom. [ sound of gunshots ] can you imagine the horror. this is the moment a former

student armed with a semiautomatic rifle walked into his high school firing at will yesterday. it happens in stoneman douglas high school. 17 people died, at least 14 victims are still in the hospital. students say the suspect is troubled with a serious fixation on guns. >> he's just always been a really crazy kid. i heard some people say one day he would have done this and, unfortunately, i think that was today. >> this morning authorities released a mug shot showing 19-year-old suspect nikolas cruz. he is expected to appear in court this morning. authorities captured him about a mile from the school. >> certainly that affected so many people across the country. all new this morning a bay area company working to help better connect first responders and teachers during a shooting. our bob redell is live. bob, there is this new app. explain to us how it works. >> reporter: good morning to you, marcus.

the company here in palo alto wants to help improve the way law enforcement responds to these school shootings. in many instances officers arrive blind, unaware of the layout of the school, not aware of the location of the teachers and students nor the shooter for that matter. this company called safeguard oes is about to release an app that would allow teachers to use their mobile devices to communicate directly with first responders in real time. the app would automatically notify police of the teachers and students locations in the school, provide a map of the campus, and help officers navigate to their location. teachers could share their status, the choices being stable, unstable, assistance needed, medical only. there's also a chat feature that would allow faculty to go into more detail about their situation and, if possible, lead officers to the location of the shooter. >> we're not only helping to keep our students and staff safe, we're helping to keep law enforcement professionals and emergency responders safe as

well. and i think for better risk informed decision making process we're able to eliminate a problematic situation a whole lot quicker. >> safeguardoes says agencies are testing their app now. would not identify which ones, however. they said the release of the app is scheduled for next month. reporting live in palo alto, bob redell, "today in the bay." thank you very much, bob. it is 5:05. new details now, jurors have reportedly convicted a 25-year-old homeless woman in a deadly stabbing two years ago in san francisco. this happens at a construction site south of market street in june of 2016. the 58-year-old victim was a construction worker who would not allow her attacker to use an on site port-a-potty.

her boyfriend was convicted of being an accessory to the crime. >> a sweep began on sunday an i.c.e. claims its focus on individuals that are believed to pose a threat to national security. so far more than 100 people have been detained. i.c.e. tells the "l.a. times" the lack of cooperation from city agencies is forcing federal agents to conduct their own arrests. that operation is still ongoing. at 5:06 as we look at capitol hill building -- we'll get to that in a moment. today that debate is really over daca and it may heat up. late last night we learned there may finally be a bipartisan deal. >> kris sanchez joins us live with what people are planning to do today. good morning, kris. >> reporter: good morning to you, laura and marcus. in five hours folks will rally in the name of protection from

deportation from young dreamers and a path to citizenship. we're just 18 days away now from the end of that daca protection for those young people. so the pressure is clearly on for all sides. now clear ly washington there ws a lot of talk about a plan supported by the president which would create that path to citizenship with 1.8 million children brought to the u.s. illegally by their parents. now both sides are onboard with that. the problem for democrats, though, is that at the same time it eliminates some forms of immigration that are legal right now. any plan needs 60 votes to pass the senate, and here is where things stand this morning. >> the daca kids and border security, that's the only thing that can pass this chamber. >> we must also ensure the safety of the american people. that's why the daca resolution should be paired with new security measures at our borders and common sense steps to

several hours yesterday due to high winds. "today in the bay's" garvin thomas joins us live. a bay area athlete competed. >> reporter: that's right. not only did she compete but she did very well. the goal of every athlete is to win a medal, of course, but not winning a medal doesn't necessarily count as a loss. that was the case for two local athletes who competed here and held their own in pyeongchang. bryce bennett skied the men's downhill race, finished in 16th place which the downhill is an event where experience counts for a lot so for a 25-year-old in his first olympic games this is a good result. bryce told me right after the run that standing in the starting gate for the olympic downhill after years of hard work felt pretty darned great and he believes this experience was one he needed in order to do even better in the future.

>> what i took away from this experience you have to have all your ducks in a row and have everything in your career lined up and in place so when this day comes and when it does come you can execute. >> reporter: execute is just what palo alto's joanne reid did in the 15k individual event. reid had a disappointing finish in the sprint missing most targets and finishing second to last. overnight she turned in an amazing performance making 19 of 20 shots and finishing 22nd, just a few spots ahead of teammate -- or a few spots behind her teammate. reid only learned she was doing just hours before it started. >> i was actually the alternate in the event. i wasn't supposed to race it. because the race got moved, here i am. i didn't want to disappoint my roommate who really wanted to

race. i wanted to shoot as well as i could for her. >> i don't know, i was hoping she was going to do well but this is just spectacular. it is so cool. >> reporter: now what's interesting you heard reid mention about the scheduling. the event was bumped by a day. that meant her parents, who had a flight out of pyeongchang today were on their way back and couldn't see her compete overnight and perhaps they've made it back and watching right now. good morning. >> good to know. how exciting for the family as well. thanks, garvin. here's the latest medal count, norway leading the pack with 16. germany has 14. the netherlands and canada have 11. the u.s. has eight medals. looking pretty good. a lot of people enjoying the games, enjoying the cooler temperatures. getting the boots out if you're

in south korea. >> right. look how cold it is. 24 degrees there. it's even colder now in squaw valley. 19 degrees this morning. in pyeongchang over the next several days our temperatures will actually be warming up. we'll be into the low 40s by sunday. that will be interesting to watch the olympics on tv. here as we bring it back home we'll see a day with highs reaching into the low to mid-60s today and mostly sunny skies. we'll talk more about what's ahead as we go into the next couple of days and a closer look at squaw valley. mike, you've been tracking some of the issues on the road this morning. >> i mentioned a car fire that might raise alarms for folks. let me talk about what's going on. it's not on a major highway. it is in castro valley and it is a roadway that folks want to focus on if you take palomar heading from 580 down to 84. there's a car fire reported right around two miles off the freeway.

and the commute is pretty chill. a little slowing. still following that alert for vacaville up in the north bay. we'll see what's going on for folks heading out of the area. the markets are set to open higher this morning. they moved higher as well yesterday. that was the surprise. the dow up 253 points, nasdaq up 130 even though we got the news inflation was much worse than economists guessed. it is the side effect of a good economy. the more likely prices are to go up and interest rates rise. apple and facebook are in the news. billionaire investor warren buffett increasing investment in apple and laura will tell us more about-face book. the nation's top intelligence says americans should not use phones and other devices made by china's huawei. huawei has a big headquarters in

san jose but has been dogged by accusations it's connected to the chinese government. that apple home pod speaker, the answer to alexa, did not get favorable reviews. we're hearing of another problem, apple says it's possible the silicone rubber on the bottom of the speaker may discolor the table top you put it on leaving a ring behind. apple suggests you wipe down the area and says it's probably due to a small amount of oil leeching out of the speaker's ring. it has a rubber ring on the bottom to keep it from vibrating when it's playing loud music and if you search twitter you'll find a few examples. phil nickelson posted this picture showing the ring it left on his wood table. i do have a suggestion. it's the same suggestion i give my two boys, pledthat would use quite well, use a coaster.

let's get to our high temperatures for this afternoon. in milpitas expect a high of 65 degrees and 66 degrees today in morgan hill. and the seven-day forecast in san francisco coming up at the bottom of the screen showing a big drop in the temperatures but still all dry and in concord today danville 67 degrees and 63 in san mateo. san francisco, 63 for the afternoon and 68 degrees in novato. santa rosa, 67. heading out for a jog a chilly start. you do need the long sleeves, something nice and warm to wear and then as we go through the rest of the morning at noon it will feel a lot more comfortable. in oakland a touch warmer than yesterday. we will briefly make it into the low 60s, most of the day in the 50s. you do need something warm there as well. we're going to have this area of high pressure in here and an area of low pressure moving in now this is what causes rain and we've had high pressure and

up. the rest of the bay a great drive, a little slowing, no problems, guys. back to you. >> thank you, mike. developing this morning we are learning more about the former student who police say shot and killed 17 people at a school in parkland, florida. at least 14 are still in the hospital. we got the suspect's mug shot. a student told the "today" show bullets narrowly missed her. her best friend is among those who did not make it. after i heard the two gunshots then we started running and he came for our classroom. >> other classmates huddled behind a bookshelf. the gunman shot through the

window and the door. >> this latest tragedy impacting people everywhere as is what some believe the endless cycle of gun violence plaguing america leaving innocent people dead. warriors coach steve kerr addressed the problem before his team took the floor last night in portland. >> it doesn't seem to matter to our government that children are being shot to death day after day in schools. it doesn't matter that people are being shot at a concert and a movie theater. it's not enough, apparently, to move our leadership, our government, the people running this country to actually do anything. >> kerr himself has been touched on the deepest level by gun violence. his father, malcolm kerr, was the president of an american school in lebanon in 1984 when

gunmen shot and killed him. well, more details now. this map from the nonprofit every town for gun safety shows how many school shootings there have been in the united states since 2013. the dots representing every shooting at nearly 300. so far this year 18 shootings. last year more than 60 including the las vegas massacre that steve kerr just referred to. that was the worst in u.s. history. congress did not pass a single federal gun reform law but did pass a law drastically limiting states' ability to enforce concealed carry laws. 6:34. students at stanford law school will return to classes. this is one day after being evacuated during a hazmat scare. authorities say an envelope containing white powder was sent to the stanford law professor. that teacher is among those leading an effort to recall judge aaron perskey who presided over the brock turner case.

a similar envelope last week contained glitter. >> there was just white powder all in the envelope and all over it. we had both touched it. so at that point i reported it. >> the teacher and her assistant were both examined by doctors. the school says the powder was not harmful. the debate over school start times continues to confound leaders. earlier this month the san jose school district held a meeting about starting later. by the end of it only 51% supported later start times. 43% opposed it with 6% unsure. school leaders say more research and polling will be done. now the discussion revolves around the future of two schools in the san bruno park elementary school district and how much longer they will be around. let's check in with "today in the bay's" pete suratos live this morning to talk about some of the details that are going to go on on today's planned discussion where parents can get a little bit of clarity on the issue. good morning, pete.

>> reporter: yeah, good morning to you, laura. a lot of parents want more clarity on that issue that you're talking about here and a discussion will revolve around a potential school closures here in the san bruno district. that governing board will discuss it during a meeting later on tonight. the two schools that are in question, at least there are proposals for the schools to close down. one of them will be here in san bruno and also where we're standing at rollingwood in san bruno. the plan is to close and cons consolidate them into bigger schools. they can save as much as $300,000 per year if they close down these schools. altogether between the two schools talking 250 students that would be affected. as those schools close down they would be relocated to nearby campuses. now as far as why they're doing it, they need $200 million for improvements. some of the school buildings are more than 80 years old and the district can sell the vacant

property and use revenue as funds for improvements. now they also are talking about a tax initiative on the upcoming fall election on the ballot that would help fund those improvements as well. this comes days after the oak grove school district in san jose closed three of its schools but in that case it was due to declining enrollment not a budget issue. the district is still trying to figure out where impacted students will go. if the plan moves forward here in san bruno, el crystal would be the first to close that would happen in june. of course the proposals are up for discussion. it will be discussed during that meeting later on tonight at 7:00 p.m. live in san bruno, pete suratos for "today in the bay." all right, good to know. thanks so much, pete. now a look at the morning commute with mike, looking pretty green behind you. >> not me. >> not you. >> we're looking at a little bit of slowing right here in san jose typical for 101 and that's about it. castro valley we had that car

sunday, that's when we'll have those changes. those winds will start to pick up. the clouds will be moving in and it will be cooler. we are talking about the best day to get outside. maybe this is your day to stay inside, go to the movies, to a show, or just enjoy time with family. in san jose on saturday we have the lunar new year community day celebration and that is going to start out at 60 degrees making it into the upper 60s throughout the day. we're still going to keep the sunshine so this will be a nice one to check out. going to paso robles, it starts out warm. 70 on friday. 75 on saturday. friday 71. and on sunday you'll start to feel the cooler temperatures moving in. now for the sierra, that also brings about some big changes because in kirkwood we'll have sunshine in the low 40s throughout friday and saturday. sunday we'll start to see some snow showers coming down. it looks like it's fairly light, though. we're not expecting a really big

a live look just north of 280. right where our camera is. that's the only issue in the south bay. a typical pattern right here. happening today the man and woman accused of killing a tracy woman and leaving her for dead on a rural road near livermore are back in court. today's hearing is a continuation of daniel gross and melissa leonardo's arraignment. police say they beat, stabbed, and dumped lizette andrea cuesta on the side of tesla road. she was able to get help until investigators -- told investigators who they were before she died. new this morning a bay area school driver facing felony child abuse charges for what she allegedly did to a special needs child. >> 64-year-old kim klopson is accused of assaulting a 7-year-old girl when the little girl refused to get off the bus. this happened at browns valley elementary in vacaville last week. police say they have seen the

surveillance video from inside that bus and say klopson used force on that second grader. >> physically began to move her about the bus. at one point the child is down on her buttocks and the driver forcing her knee up against the student. >> the child is not seriously hurt, but she does have cuts on her back and ribs. the vacaville unified school district says klopson no longer works there. 5:45. the city of santa cruz is taking drastic steps to stop rent hikes. a freeze on increasing things above 2%. now that's effective immediately. here's the back story. renters called for that freeze as signatures collected for a rent control measure for the november ballot. if that measure does not qualify by september 1st, the freeze will be over. if it does qualify, the freeze will end regardless whether the measure passes or fails.

and the president is heading back down to florida this weekend. scott mcgrew joins us now. the president's resort is 40 miles from the latest school shooting. >> that's right. we expect the president will speak about the shooting some time today, laura, and it's quite possible he'll visit the scene over the weekend. president trump seen here did tweet about the shootings. saying the shoot her mental problems and displayed erratic behavior. he encourages americans to report their suspicions. in his words must always report such instances to authorities again and again. the president also came out forcefully against domestic violence. this after the white house was royaled by accusations rob porter who had been married twice beat both of those wives. >> i am totally opposed to domestic violence of any kind. everyone knows that.

it almost wouldn't have to be said. so now you hear it but you all know it. >> that issue with porter is not dying down. the president and his chief of staff kelly both supported porter even after the allegations were made public. the fbi says it told the white house months ago of the allegations as it did background checks. now the house oversight committee has launched a brand-new investigation into what the white house knew and when did it know it. stormy daniels now says she's free to talk after president trump's lawyer revealed it was he who paled her $130,000. her agent says if the lawyer's talking that validates the nondisclosure deal they made. as we reported yesterday attorney michael cohen says he paid the porn star out of his own pocket. we think he said that because there was concern the funds came from trump's election fund that would have violated laws. but a lawyer paying someone on

behalf of a presidential candidate allegedly for their silence may not be legal either. case in point, john edwards. friends of the democratic candidate gave huge sums of money to edward's mistress, ostensibly to buy her silence. edwards was indicted nonetheless, though the jury never came to a verdict. the cases are very similar. and get a better view of it. it's all clear this morning and chilly, 37 degrees right now in napa and 38 in morgan hill and those are the only spots where we've seen 30s, mostly 40s, as you get ready to step out. the seven-day forecast is up at the bottom of the screen showing 60s and then those temperatures will be dropping. we're going to be up to 66 degrees today in san jose. 65 in napa and san francisco 62 degrees. starting out you do need something nice and warm, a coat. it's not yet time to put that away. you need a coat and a hat. dress in layers because later on today it will be much more comfortable. what are you doing this afternoon? we are going to have this going on, the spca's year of the dog yappy hour so we're going to be celebrating with maybe a new pet. if you want to check that out that will be going on, temperatures reaching into the low 60s. and we will have that blast of cold air moving in on sunday so that will be the big change.

those winds picking up and dropping temperatures. it will be a cold start to next week. as of now it looks like that rain, we just have to take it out of the forecast. it doesn't look like it's going to happen. and so we continue on with some very dry weather and some high winds for sunday into monday. mike, you're saying there's another crash now in the north bay. >> there is, kari, and it's the same site as an existing traffic alert. i want to show folks, most of the bay just fine. the south bay up into san francisco where oakland, depending on which side of the bay you are currently driving or are going to drive, to the north bay, though, and this is eastbound getting away from fairfield and into vacaville. a second crash, possibly a third crash, which caused the alert. only one lane is blocked now. chp is on scene. it doesn't sound like any injuries from this other crash. we're tracking it with more traffic coming westbound and flashing lights now is a distraction with folks into your commute direction as well. the tri-valley, a nice, easy
