it is monday morning, presidents day back home, 7:00 a.m. here in pyeongchang, south korea, it is 9:00 at night. we're kicking off our second week at the winter olympics. and our crowd is still flying high. >> our crowd is flying high. they're in for a great show. rachel platten is going to sing. i just saw adam rippon in the green room. we're going to have a bunch of athletes to come out to say hey. >> nathan chan will come out in a bit, too. >> we have all of the olympic highlights coming up in a bit. we'll start with the news. the top story, the fallout from the president's twitter tirade over the weekend, ripping everyone except for russia in the wake of stunning, new indictments tied to election meddling. we've got two reports now and we'll start at the white house with nbc's kristen welker. kristen, good morning to you. >> reporter: good morning to you. the president is pointing the finger of blame at just about everyone except vladimir putin and moscow, after special counsel robert mueller indicted

13 russian officials and 3 businesses last week. the kremlin this morning is calling the allegations unfair and baseless. and now a number of the president's critics are accusing mr. trump of failing to stand up to russia. this morning, new signs the president's frustrations with the russia probe are boiling over, after special counsel robert mueller charged 13 russians with engineering a massive social media and field operations campaign aimed at meddling in the 2016 election. over the weekend, the president played the blame game, lashing out in a tweet storm, to president obama. for doing nothing to thwart russia. and at the fbi, for missing signals sent out by the florida school shooting. accusing the agency of spending too much time trying to prove russian collusion with the trump campaign. there is no collusion, he wrote. and in one stunning tweet, the president writing, they are laughing their asses off in moscow. get smart, america. the president's critics slamming him for not calling out the

interference itself. >> i think this indictment is not only indictment of the russian figures involved, it's also an indictment of the inaction of this administration. >> reporter: even most republicans acknowledging the enormity of indictment. >> what this indictment has told us is what we've known all along, russia is not our friend. this is his job. this is what we wanted him to do. >> reporter: all weekend, the president was on defense, denying he ever absolved russia of meddling in the election. the russian hopes is that the trump campaign colluded with russia, it never did. but the president has frequently cast doubt on whether russia meddled. >> i believe that president putin really feels -- and he feels strongly, that he did not meddle in our election. >> that was a democrat hoax. it was an excuse for losing the election. >> reporter: the president undercutting his national security adviser, after h.r. mcmaster said on saturday -- >> as you can see with the fbi

indictment, the evidence is now really incontrovertible and available in the public domain. >> reporter: the president firing back. general mcmaster forgot to say that the results of the 2016 election were not impacted or changed by the russians. while it's true the indictment does not say that russia changed the outcome of the election, american intelligence officials have said they have no way of calculating the effect of the interference. now, the president was up and tweeting overnight, not about the russia probe, but about oprah. almost baiting her to challenge him in 2020. tweeting, just watched a very insecure oprah winfrey, who at one point i knew very well, interviewed a panel on "60 minutes." the panel was slanted and biased. the facts incorrect. hope oprah runs so she can be exposed and defeated just like the others. there's been speculation about whether oprah winfrey would run for president after she gave

that impassioned speech at the golden globes. but oprah said she is not interested. as for the president, he returns from mar-a-lago later today. savannah? >> kristen, back to russia's attack on the u.s. is the trump administration planning to do anything about it? >> reporter: that's the key question. so far, the president has shown little appetite for retaliating against russia. mr. trump didn't mention anything about retribution or next steps in his tweet storm over the weekend as we saw. and for context, congress has passed sanctions against russia, savannah, for interfering in the election, but so far the trump administration hasn't actually imposed them. the only robust sanctions that have been implemented against russia was under president obama. now secretary of state rex tillerson did say over night that the administration is evaluating possible sanctions for individuals, still many democrats and some republicans say this administration just isn't being tough enough against russia. the critics say, the root of the problem is that the president takes personally the issue of russian meddling.

he sees it as a tool that democrats are trying to delegitimize his victory. and that, critics charge, may be clouding his judgment. savannah? >> kristen welker, thank you. the president's words are adding fuel to a growing call of action from survivors of the florida school shooting. we're also learning more about the confessed gunman's past, amid more questions about missed warning signs. nbc's gabe gutierrez is in parkland, florida, with the latest. hey, gabe. >> reporter: good morning. this memorial has been growing throughout the weekend and so have those calls for action. what's different in the aftermath of this shooting is that we're hearing a very loud voice from student survivors. they're upset with missed warning signs and frustrated with politicians for what they see as inaction. >> douglas strong. >> douglas strong. >> reporter: anger is boiling over in the wake of the nation's latest school massacre. >> we're not shy. >> reporter: teenagers born

after the 1999 columbine shooting -- >> the heart is in this movement -- >> reporter: calling on tougher gun laws and a march on washington. >> we're not going to let the 17 bullets we just took take us down. if anything, we're going to keep running and leave the rest of the nation behind us. >> they say that tougher gun laws do not decrease gun violence. we call b.s. they say a good guy with a gun stops a bad guy with a gun. we call, b.s. they say guns are tools like knives and are as dangerous as cars. we call b.s. >> reporter: survivors also frustrated with missed warning signs in confessed gunman's nikolsa cruz's troubled past. his neighbor said he smashed golf balls into his car. >> he was a nice kid when he was nice. until he would lose his temper. then, he would just be crazy for a little while. >> reporter: a 2016 state report obtained by nbc news, mental health counselors found that cruz was depressed and cut himself.

mr. cruz stated he plans to go out and buy a gun the report found. it is unknown what he is buying the gun for. his mother told counselors he suffered from adhd and his outism and that his behavior stemmed from a recent breakup. cruz had drawn religious epithets on his school backpack. since cruz resides with his mother and receives in-home mental health services, no other referrals or services were needed. do you think the state should have done more? >> we have different agencies. i think doing the best job that we can, but it's being done in individual silos. >> reporter: after cruz's mother died in november, he went to live with james and kimberly snead. kimberly told the south florida sun sentinel we had this monster living under our roof and we didn't know. we didn't see this side of him. now, parkland is grieving for the 17 victims. over the weekend, six funerals, and today two more. it will be a week of mourning and determination. >> we don't want thoughts and prayers. we don't want it. we want action.

we want gun control. we want our kids to be safe. this is unacceptable. >> reporter: the white house says president trump will hold a listening session with high school students later this week. hoda and savannah? >> gabe, thank you so much. let's bring in al for a first check of the weather. boy, it's going to east. >> yeah. but to the west, it's just the opposite. they'll be much colder than average. let's take a look, show you what's happening. jet stream dividing things. 20 to 30 below in the plains. look at the eastern third of the country. it's going to be 20 to 35 degrees above average, as the jet stream goes up to the north. we may see records of new york city, buffalo, detroit, on into cincinnati, nashville, and raleigh for tomorrow. and wednesday, along the i-95 corridor, temperatures in the upper 60s to mid-70s. but all good things must come to an end by the weekend. temperatures dip back to normal. all the way down to the southeast, those temperatures

it just keeps getting better and going on and on. you only have to do four revolutions. i think i counted eight or nine. >> reporter: the two-time u.s. champions posting this on social media after their performance, writing, simply, thank you. >> they knew they had it. they brought it to the ice. >> that was the olympic performance we were looking for. i'm so proud of that skate. >> i thought the performance was just so natural. we had a lot of fun out there. it was awesome. >> reporter: the powerhouse pair finishing in fourth place, just behind another u.s. team, behind zachary donohue and madison hubbell. who placed third after the first two rounds of competition. >> madison hubbell and zachary donohue made a big statement on olympic ice. >> it was an emotional day for me, trying to let in the gratitude of being here and also be strong. >> reporter: another american duo, evan bates and madison chock skating their way into

seventh place. >> these two project to the rafters. they always perform for the top of the arena. this short dance is no exception. >> reporter: from the rink to the mountaintop, where big air snowboarding is making its debut here at the pyeongchang games. >> can i just tell you, the level of riding right now in this qualifying event for women's big air, it is just pushing the level. >> reporter: after two qualifying runs, jamie anderson, julia marino, and jessika jenson, pushing into the top 12, pushing their limits, guaranteeing them a spot in the finals later this week. >> one of the greatest all-around snowboarders. >> reporter: anderson nailing a cab double-cork 900 to grab sixth place. in women's hockey, the u.s. crushing finland 5-0, in a semifinal match-up. >> out in front score. >> reporter: the u.s. women scoring early and often in each of the first two periods. advancing to the gold medal match on thursday for the fifth

time in six olympics and heading to another show down with their biggest rival, canada. and finally, after some criticism that the u.s. is far behind several other countries in the overall medal count, the u.s. olympic committee telling nbc in a statement, they're proud of team usa's accomplishments so far and are, quote, excited to see what happens in the second week as we continue to provide athletes everything they need to be successful. as for the medal count this morning, norway still leading on a record pace, by the way, for overall medals at the winter olympics. team usa stands in sixth place overall. there's plenty of live action on nbc tonight from pyeongchang, including the finals of ice dancing, the two-men bobsled and the women's halfpipe in freestyle skate. >> craig, thank you so much. heading into these games, one of the big storylines was the doping scandal that led to russia's ban.

but the ioc allowed some russian athletes to compete. and now one of them, a medal winner, in fact, has reportedly failed a doping test. nbc's stephanie gosk has the latest on all that. >> reporter: good morning. when you think of doping, you don't think about curling as a sport that comes to mind. this morning, it's at the center of a brewing scandal and so are the russians. >> married russian couple alexander and anastasia pulled off a miracle third place finish in mixed curling. after the competition, they said they were proud to have won russia's first medal in the sport. celebrating at the team house, the couple were greeted as heroes, signing autographs for fans. but all of that came crashing down. today the organization that investigating doping confirmed he is the focus of a new case.

he tested for a new drug that can boost stamina, according to "the new york times." the sample will be tested twice to be certain. the russian curling federation told the a.p. that he tested clean as early as january 22nd and that someone, perhaps a rival on his own team, may have spiked his food during training camp. the international olympic committee had suspended the russian team from these games after finding it guilty of systemic doping. those allowed to compete are referred to as the olympic athletes from russia. we caught up with matt hamilton from the u.s. team, who beat the russians in a match during mixed curling competition. how does doping potentially give you an edge in curling? >> um, so, if you're strong and have endurance, you can sweep longer and harder. you have more margin for error when shooting. better sweepers you have, the bigger window you have to miss. >> reporter: hamilton and his sister finished seventh overall. >> it's a little different than like cross-country or something

where you're going full bore. all the time. there's more finesse and you don't always need your brute strength. it stinks. i'm a little put out that someone would do it. at the sink it gave them that great of an advantage. >> reporter: the kremlin this morning says, let's wait for the final results of the testing before passing judgment. the russians were hoping after a clean olympics in south korea the ioc would let them march in the closing ceremony under their own flag. all of that could be in jeopardy. if the test is positive, they get the medal stripped. >> okay. all right, steph. >> keep us posted, okay? >> i will. >> thanks. let's go back to mr. roker. >> let's see what we have around the rest of the country today. we are looking for a lot of wet weather in the south. we're going to be watching that in a little bit. strong winds through the southwest. we have heavy snow moving through the central and northern rockies. and some fairly nice weather along the west coast. we're getting to your local forecast coming up in the next 30 seconds.

we have a pretty good relationship. it was natural. >> reporter: but the u.s. is facing stiff competition from tessa virtue and scott moir. they had a jaw-dropping performance. the ice dancing competition, not known for its controversial, has had a fair share of its moments. back home in the u.s., viewers noticed the song "despacito" was used by three different teams. >> here comes another "despacito." >> reporter: the song, lighting up social media. and france's dance team suffered an unfortunate wardrobe malfunction during their skate. >> a problem with the costume. seems to have come undone around the neck. >> reporter: the french pair in second place. tonight, the americans will have one last shot at olympic glory when they compete in their final event, the free dance. it's going to be a great time tonight. alex shibutani wanted to be a basketball player. and something happened. he connected with his sister. now, they're off and running. all three u.s. teams are doing

well. >> we talk about the shib sibs a lot, but the u.s. is in poll position here. >> we are. you can, again, watch the ice dancing final tonight on nbc. 7:34. let's get a check of the weather from mr. roker. >> thanks so much. there's an area of rain we're worried about that is going to cause big problems when it comes to flooding. we have a region that's developing that we're going to see storm after storm after storm into next week. unrelenting rain. the flood threat corridor off of the eastern seaboard pumps up moisture northward and blocks the storms from making their ware further to the east. you can see, as we go into the week, consecutive storms over the same region, anywhere from three to five, six inches of rain plus melting snow the 8 to 12 inches of rain, from michigan to texas, may cause flooding by sunday. that's what's going on around the country.

into it and the competitions going into it. it's such a strong group of athletes competing for these spots. so, i had to kind of put a little bit of the emotion aside and just do it for him and use that kind of as a guide and a little extra steam to go out and push as hard as i could. >> what do you think he would have thought? i'm watching you up in the air, wearing his suit. what do you think your brother would have thought in that moment? >> i think he would have thought it was the coolest thing ever. he was a superfan as well as an athlete. i think all athletes are. if you compete at a high level, you have to love the sport that you're involved in, whatever it may be. but just seeing my brother, chris' face and knowing how much fun he was having, i think that mikey would have thought the world of it and being here and seeing everything going on, i think he would have thought it was a cool scene. >> reporte

>> your folks are here. you have a special tribute you're wearing to mikey. you want to tell us about it? >> i had this idea when they nominated the olympic team. i was like, chris still has a chance. i would say he'll probably be in beijing. he tore his acl. but he's such a strong competitor and a strong athlete, i can't see it happening again. mikey will never have that chance to represent the country and walk in the opening ceremonies. so, i asked my parents, i said, how can i bring him with me? would you be okay if i carried his ashes in the opening ceremony. as we got into the details of it, they're like, that might not be the best thing. you're standing around for a while. you're corralled with your country. i wouldn't want it to be knocked over or broken. there was a local artist in rochester, where i'm from. and he wrote my mom a message, and offered to make a glass pendant with his ashes in it.

i couldn't watch it for ten minutes. that's been going on for 500i ) firefighters a good morning. it's 8:26. i'm marcus washington. firefighters are investigating the second fire, the same east bay condominium complex in less than 24 hours. this happened on east gate lane near highway 4 in martinez. this morning's fire started at about 1:30. firefighters say it was a result of that same fire reigniting from yesterday. because that building was already evacuated there were no concerns about injuries. as for the original fire, investigators believe that was caused by someone leaving a pot unattended on the kitchen stove. one firefighter was injured in yesterday morning's fire. right now, a check with what's going on trafficwise. mike inouye standing by. not too much. >> yes, so light around the bay, that's good stuff. easy flow of traffic. green all over.
