morning. a live look outside in dublin-- as dangerous are under a microclimate weather alert this tuesday morning. a live look outside right now at dublin as those dangerously cold temperatures sweep across the bay area. you can see people already up, ready to go. and so are we. thank you for joining us, i'm marcus washington. >> and i'm laura garcia. we're also getting word that there was a 3.0 earthquake centered in the diablo area in the east bay this morning. if you felt the shaking feel free to reach out to us on twitter and facebook this morning. what a way to wake up, right? >> not a good one. >> a lot of shaking. >> and then you get out of bed and it's cold. that's going to be the other problem and the main thing we will be talking about as we go throughout the morning, the very cold and freezing temperatures that we do have for those inland areas. right now we are down to 27

degrees right now in napa, that's the coldest spot i have on this map and 31 degrees in santa rosa, 30 livermore and 32 now in morgan hill. so that freeze warning will continue as we go through 9:00. so several more hours and you can see that we do have a hard freeze warning in effect for solano county and a freeze warning in effect for all the inland areas along the coast and the inner bay we have a frost advisory. you do need to allow extra time to scrape that frost off of the windshield and let the car warm up before you hit the road. mike, you were saying everything is pretty chill on the road? >> yeah. looking over here the roadways are chill. it's cold out there and very calm. that's great news. yesterday sawen a extremely light volume of traffic for the morning commute. we expect a lighter volume today, even some schools in the south bay, san carlos, a couple other school districts have the entire week off. we had a crash at lake view highway and that just cleared from the roadway.

no backup at the bay bridge. a reminder transit systems are back on regular schedule today, so 21 trains running on time for bart right now. everybody is talking about the cold, though, it's a microclimate weather alert this morning. kari has been warning us about a freeze warning in effect for much of the bay area. >> we have more on how you can prepare for this plulging temperature this morning. >> this is not cold. this is late summer. >> he is laughing now, but tell that to this viewer in berkeley who was seeing snow. >> it's snowing. >> and rain clouds in the sky producing hail. there's a freeze warning out. >> my dog is always inside with me, but we will probably turn on the heat a little bit more. >> i have five pots of chief so i brought them all in. >> experts at walnut creek ace hardware says bringing plants in and covering them is the way to go. if you want to keep them alive during this cold snap. >> your plants can freeze, but if you cover the root system up

shooting happened teenagers held a rally saying they are fed up being the mass shooting generation. there is a national school walk out planned for march 14th. the organizers website show students from berkeley and san francisco are all signed up. president trump is open to improving a background check system when it comes to buying gun. >> "today in the bay's" tracie potts reports from washington. >> reporter: a demonstration outside the white house. >> it felt kind of ridiculous but like we have to do this for this to be taken seriously. >> reporter: remembering florida's victims and chiding congress. >> they are beholden to the national rifle association? i mean, where is their integrity? >> reporter: president trump on twitter blamed the fbi, they got a tip about the florida shooter, they didn't follow up. he says they are distracted with

the russia investigation. >> it's shameful for the president to be hiding behind the 17 victims of gun violence and somehow make it all about him. >> reporter: democrats will propose an age requirement to buy an automatic weapon like the one used in florida. tracie potts, nbc news, washington. new calls for change after what critics say was a poor response to a large scrap metal fire. you may remember last month a fire at the sims metal facility in richmond. the smoke prompted about 1 hours of shelter in place for a lot of those residents. some calling this smoke the worst and most hazardous they have ever experienced. happening tonight, richmond council members will debate over the oversight for the facility. they also plan to review the emergency response and what some say was a slow warning system. at 4:35 today san jose city leaders will meet with the community to discuss what is next for the city's climate plan. last week the city unveiled its new climate change agenda, it

includes a goal of reducing water consumption by 30% by the year 2030. now they want the community's input on how to get things done. tonight's town hall is at 7:00 at city hall. now moving on to the olympic games in pyeongchang. team america securing more medals yesterday and that includes brita sigourney from carmel born in monterey. >> she completed three strong runs bumping a teammate out of that bronze medal spot on her final run. this secured her first ever olympic medal bringing home the bronze. and so are these siblings, aex and maia shibutani. the pair skated a terrific free skate against a stacked field of ice dancing. they won the team u.s.a.'s second figure skating bronze in pyeongchang. and happening tonight at 5:00 karen chen takes to the ice in the figure skating short program. this is the first time we will see the 18-year-old compete in the games. so far she's been practicing and cheering on team u.s.a. now we can cheer her on.

good morning, i'm landon dowdy and here are today's top business headlines. wall street could see red arrows this morning as traders return from the holiday weekend. stocks were mostly higher friday extending their winning streak to six days. the s&p 500 index had its best week in five years. you want to look for economic data this week on housing and the minutes from last month's fed meeting. on friday the dow rose 19 points to 25,219, the nasdaq slid nearly 17 to 7,239. amazon is giving prime members another incentive to shop at whole foods. starting today customers who pay with the amazon prime rewards visa card will earn 5% back on every purchase at the supermarket chain. nonprime members will earn 3% back. this is the first time rewards on the prime card have been extended to purchases outside of amazon.com. the card was launched about a year ago to encourage more

spending on amazon and push shoppers to sign up for prime. >> the lengths tronks giant is leading an alliance of taxi companies in japan to develop an ai powered hailing service. they could dispatch taxis more effectively by analyzing traffic and weather conditions. it can also send lots of drivers to a venue at the end of the game or concert. no word on whether sony may expand the serviceout side of japan. >> pretty cool. >> it will be interesting to see with so many people able to just call up a service on their phone. >> exactly. thanks a lot, landon. right now we are learning more about how exactly twitter trolls are trying to divide americans. this weekend dozens of tweets popped up claiming there were racially motivated fights and assaults at screenings at the movie "black panther." that's just not true. some tweets even had pictures and fights as well as those videos from a decade ago.

this tuesday morning. welcome back to you. we are still under that microclimate weather alert on this tuesday morning. temperatures drop to freezing overnight in many parts. live pictures from our san rafael camera. if you are waking up in the north bay you are really feel the cold up there. kari hall has been tracking all the temperatures this morning, but first, colder temperatures as well keeping things pretty white in the mountains. fresh video from kirkwood resort taken late yesterday. yes, slow down. a lot of folks sped their way up there over the long weekend to enjoy all of the snow. many inspired by the winter olympics of course. you always feel like you are an olympian afterwards.

>> for sure. >> then the next day your body is like -- >> yeah, they train. olympic gondola riding, that's very fast. world record. >> it is. >> i looked at one of the squaw valley cameras and you could see they had this gigantic screen set up where they were watching the olympics. >> i had so many friends up there and that snow fell for a lot of the day. >> it did. we're going to have some more in the forecast. that's the good thing and we are also going to have some rain and it looks pretty promising this time towards the end of the forecast. i am so excited. >> she's excited. >> right. as we get a look at storm ranger this morning this is our mobile doppler radar there's nothing going on here, but that will change very soon and we will talk about that. as we get a look at our temperatures this is the other big story, how cold it is this morning. we are below freezing for much of the north bay, also in the tri-valley and south county, it's 32 degrees, now in half-moon bay if you can believe that, and even 39 degrees now in san francisco. the seven-day forecast is up at

the bottom of the screen and you will see that we will have some rain chances coming down the line. we do have the hard freeze warning in effect for solano county and that means that you will be below freezing for several hours and then we are going to have other spots where those inland valleys below freezing for an hour or two but still will damage your plants. frost advisories in effect for all areas shaded in blue. this does not include san francisco even though you may walk out the door to frost on your vehicle. that morning drive starts out very cold with mid 30s throughout the east bay through at least 8:00 and then it gets a little bit milder. we will have a clear start to the day. as you're starting out getting dressed this morning, you do have to pull out all of the layers from a hat to a nice warm sweater to also a warm coat and also pants and gloves. just make sure you are dressed appropriately, especially if you do have to be outside for long periods of time. this is what i'm talking about, i wanted to show you the hour by hour outlook because it does

show some rain moving back into the peninsula by early tomorrow morning. now, temperatures look like it will be warm enough for it to stay as rain even though we did see light snowshowers in the santa cruz mountains yesterday. we will have some more rain, more clouds and that will keep our temperatures much milder heading into tomorrow morning. by tomorrow night there will be another chance of some spotty showers moving through. we could see a couple more rounds of that as we head through thursday as well. not looking like everyone will get the rain, but at least there is a chance. a more significant storm system moving in early next week and our temperatures stay cool. this is the winter we should have had all along, right? mike, you are already seeing a little bit of a difference from yesterday's commute. yesterday remember it was a holiday and the beginning of a winter break for some schools, san carlos and south bay schools. i'm sure there are others but those are the ones that come to mind. we are looking at right now a light flow of traffic. i'm already seeing a little

difference out of the altamonte pass. a little more slowing. also this white highlighting there may have been freezing temperatures overnight as kari has been talking about. no reports of ice or frost being an issue but we will just note that a little slowing through the altamonte corridor, over here the tri-valley after that doesn't see any problem. 580 over to the dublin interchange, 680 moves smoothly, 84 typical over here. a little slowing getting over toward the bay bridge but nothing noticeable as far as our travel times go. i want to show you the live look at the toll plaza, we do have this backup for the cash lanes, typical, not all the cash lanes are open, there is one closed right now we will see that sort out over the next 15 minutes. after that school shooting in florida the deadly school shooting, a lot of people talking about guns, talking about legislation, even with some of the most restrictive gun laws in the nation illegal guns are finding their way into the bay area. >> stephen stock actually sat down with a confessed an convicted gun runner to talk about how he did it.

fremont woman who spent nearly a year trying to get a simple refund. >> when consumer investigator chris chmura picked up the phone, he got immediate results. >> good morning. most people call us or send us an e-mail, but gail wrote me this letter and sent it in the u.s. mail. gail told me she booked a family trip on the reno fun train last year and she paid $1,938 for the tickets, but right before departure time the organizer canceled. now, gail expected a full refund, but that didn't happen. she said she called and she e-mailed for more than 11 months with no success. that's when gail wrote me this letter. i contacted the organizer key holidays in walnut creek, a representative there called me back and told me that somehow gail's refund had fallen through the cracks and was#fd incorrec flagged as a gift certificate. key holidays then agreed to

>> it is cold. >> and it's going to stay cold. i know, you know, at sometimes they have to make some snow because we haven't had a lot. so we are going to have some more actually coming from the sky as we head into the next week. here is a look at what's happening right now in san jose, in santa teresa, we will stay in the 30s at least through 8:00. there we go. we update it and we are seeing those temperatures that will be warming up as we go throughout the day just a bit. mike, you were getting word of a wrong way driver. >> that is the report from chp. it's right here, the 880 overcrossing as you transition frommel 80 over toward interstate 80. now for just a few minutes i saw a disabled vehicle on the shoulder on this approach, that was cleared just over the last few seconds. we do see the cash lanes backing up and i see traffic throwing smoothly off the overcrossing. the backup, though, bigger than yesterday and those cash lanes and that is indicating more traffic flowing in through the area. no slowing except for right there at the toll plaza. that's different, again, than yesterday. re
