rehabilitation of teenagers and the safety of the community? nbc bay area's damian trujillo joins us with the excrewsive lu details. >> reporter: when a minor leaves here they head over to the juveniles and the gang unit for juveniles has not been downsized or eliminated but only restructured but critics say that claim is false. they are breaking into homes and cars all across santa clara county. some of these suspects belong to what are known as crews or even gangs, but beginning monday the probation department will no longer have a specialized unit to deal with juvenile gang members. this could be life-threatening, and these are very dangerous young people who are organized and are attempting to harm people in our community. >> in a statement the probation chief told nbc bay area, quote, an internal decision was made by the juvenile services division

management team to restructure the juvenile gang unit and move three probation officer positions into a specialized program unit that offers a higher level of service. she goes on to say, quote, this is a prudent decision that will improve our supervision and street. gang-related youth resulting in better public safety than the current model, but the head of the union for probation officers says the move treats gang members like other juveniles who break the law. he says gang members need to be treated differently. >> these are organized criminal activity. >> after a meeting with a probation chief san jose's police chief says he's taking a wait and see approach. >> she assured us that it would be business as usual, and this shift would not impact my gang investigators, and so, you know, so long as,000 that's the case i'll take the chief at her word. >> the union president will go before the public safety committee of the board of supervisors tomorrow to express his concern, and in his words to explain the danger now facing the community.

we're live in san jose. damian trujillo, nbc bay area news. >> thank you. other other headlines at this hour get ready for another cold night and we may even see some snow. let's bring in our chief meteorologist jeff ranieri. got all of our ears perked up when we talk about snow in the bay area. >> seen low snow over the past 36 hours through parts of the bay-year and tomorrow morning could be another round of this event coming our way as we have the cold air in place and now we'll have wet weather to it as we head into tomorrow morning. 3:30 a spotty shower and by 7:30 take a look at this. while most of the north bay has this area of green which is rainfall and notice right here near st. helena, yountville, the area of white, that's the possibility of snowfall at 500 feet, maybe a rain-snow mix down to sea level. have a closer look at this and all of the rain chances in about 15 minutes. >> thanks, jeff. now let's go somewhere really cold. pyeongchang, a live look at the olympic caldron, a really

exciting night tonight. not just for people watching but for a bay-area skater making her olympic debut. tonight at 5:00 live coverage of ladies figure skating where you will see karen chen of fremont. tonight the short program and tomorrow the free skate and hopefully a medal. 18-year-old care hats lots of nance in the bay area and right now they are gathering in fremont for a viewing and cheering party and that's where we can find nbc bay area's marianne favro and we're so excited to watch karen, marianne. >> we really are, janell. in just a few minutes people will start powering into her for a viewing party for karen chan. obviously we weren't able to interview her today, but, heck, here's the next best thing, ta-da. certainly not as graceful as she is, but today i did talk to her longtime coach at the fremont ice rink where she has been training for years. >> one more revolution on the camel one more time. what do you need to do, pull the

left arm back strong sneer gilly nicholson began coaching karen chen at this rink in fremont where she was just 7. >> she said she wanted to go to the olympics. >> reporter: after coaching her for a decade he's proud that chen is going for gold at the winter olympics in south korea. >> very, very serious skater, yes, very talented and worked very hard and always has. >> reporter: watch chen skate her short program tonight. polina edmonds of san jose knows what it's like. she competed in the 2014 winter olympics and offers these words of wisdom for chen. >> she's going to have the competition of her life here, and she'll have memories that will last forever, and there's going to be nerves. there's going to be everything, but at the same time this is her moment. >> reporter: from spins to spills, these young skaters know this is what chen went through, too, on her road to the olympics. they watched her train here four hours a day, six days a week. >> i feel like i can learn

ranger and police called in to direct traffic. a power outage knocked out about 200 traffic lights. apparently the network that controls the signals went down. crews had to manually reset all the lights that turned off. at this hour nearly all the lights are back on. a demand for bail reform prompted coordinated rallies statewide today including in san francisco and san jose. activists who gathered outside santa clara county's main jail claimed 70% of those behind bars have not been convicted. they are just too poor to bail themselves out. in sacramento today state attorney general javier basra will not appeal a federal court ruling abolishing high bail for those who can't bay. >> it's long past time to reduce our dependence on cash bail and stop incourarcerating violent offenders for no reason other than them being poor. >> lawmakers have introduced bills to formally end the high money bail system.

the bail bond industry and many republican lawmakers oppose these reforms. our ability to predict the weather will soon get a boost thanks to a team of scientists right here in the bay area. lockheed martin let us inside its palo alto testing facility today to check this out. that's a weather satellite called goes west, and it's under construction. it will soon track lightning storms, tornadoes and other weather events, an scientists say it will help give more advanced warning before things get wet or cold. >> this current series of weather satellite is markedly improved. we can now do a much better job of detecting severe weather ahead of time. >> a big dealing in the scientific community. when the satellite is finished, it will undergo temperature and vibration testing, again here in the bay area. it will then shift off to florida where it will blast moo space on board a rocket.

nbc bay area responds to a fremont woman who spent nearly a year trying to get a simple refund. >> consumer investigator chris camara picked up the phone he got immediate results. we see you back there on the phone a lot. >> reporter: on the phone but in this particular case gail harrell wrote me this letter and sent it in the u.s. mail, the old-fashioned way saying she booked a family trip on the reno fun train, and she shelled out more than $1,900 for the tickets, but right before departure time the organizer cancelled. now, gail expected a full refund. that seems reasonable, but that did not happen. she said she called and e-mailed for more than 11 months with no success. that's when gail wrote us the letter. i contacted the organizer key holidays in walnut creek. a representative contacted me back to say the same day that gail's refund had fallen through the cracks and was incorrectly flagged as a gift certificate.

pyeongchang winter olympics. specifically from the bite lob venue, and i wanted to take just a few short moments to talk about a place that photojournalist robbie beeson and i spend a lot of times at these games. it's called the mix zone. it's the spot at each of the venues where journalists from around the world gather and it gets pretty crowded where they talk to the athletes after the event. we come here to talk to athletes from northern california, hopefully after they have won a medal, but also sometimes when they haven't performed that well. immediately after an athlete is done with the performance they are walked right by the media to talk and answer questions from whoever wants to talk with us. certain spots in the mixed zone for certain broadcasters and others are first come and first serve and honestly it can get to be a bit of a free for all. the mixed zones are right next to the finish lines at the venue so the view of the action is often fantastic. coming up on nbc bay area news tonight after the olympics, we'll have the latest on all the

because there's a swarm in will not be a large earthquake. >> well, reactions to the quakes pouring in on twitter. one person asking if the danville earthquakes are coming at the same time every night. another man said he felt like someone was running into his bed. fortunately no reports of any damage. >> wine growers are monitoring their grapes during the freezing temperatures. the cold could actually be a good thing for some of the growers. parts of the livermore valley have been on track for early bud break when the buds break open and begin to florida. the wine-makers hope the cold temperatures will put on the brakes. >> it's going to slow it down and delay it and right now still too early. if we have stuff pushing too soon then we risk damage to the flowers with when it rains because we usually get some rain in march and take a look at the vines here. >> i know. >> any rains that have begun to

flower could suffer vine damage but most of the vines have not bloomed yet. >> that is good news. how long are the freezing temps going to stick around? >> i think tomorrow morning we're done with the below freezing temperatures. clouds are moving in and that's good news for anyone out there who has any kind of crop, even in your own backyard. in a microclimate weather alert in that there's wintry way and that's a little bit unusual for us and that's a chance of snow. storm ranger, local doppler radar not happening throughout the bay area and i want to push things ahead to our futurecast and we'll bring you right into wednesday morning. at 2:00 the clouds and possibly some showers right here near the coastline and we're saving all of the push of any energy in the atmosphere for tomorrow morning right around the early commute. at 6:30 you'll start to see the wet weather move into the north bay. the green is what we're used to seeing. that's rainfall and right at 6:30 we're starting to see the

pink and white show up on the map. it's a rain/snow mix and the white is the snowfall. it looks like an excellent chance at some point to see snowfall in middletown, calistoga and st. helena and also possibly yountville the way things are playing out. snow, 500 to 1,000 feet and a rain/snow mix right on down to the surface. overall rainfall associated with this would be trace amounts to about a tenth of an inch so if you hear the word snow being thrown around a lot the best chance again would be right here in the north bay. hang on to some wet weather as we head through the afternoon and we'll get more on that coming up. i do want to focus in on the morning temperatures for tomorrow. not nearly as cold. 39 in the south bay, peninsula at 40 and tri-valley 32. the main reason it won't be nearly as chill is the fact that we have these clouds moving in helping to insulate us. 39 for the east bay and san francisco is 42 and the rain-snow mix here possible for portions of the north bay. as we head throughout tomorrow,

we'll see the cloud cover linger on with a chance of a spotty shower, even into the afternoon hours. so overall temperatures tomorrow. it will stay on the cool side as you see right on down towards the south bay putting us at 58 in san jose. right throughout the east bay mid to upper 50s throughout the afternoon and coastline, a little bit of sun but mainly lots of clouds. 57 in redwood city and san francisco 52 along the embarcadero and right throughout marin and napa and sonoma counties. 51 to 57 in napa. my extended forecast does have chances of rainfall here over the next couple of days. another chance on thursday. dry friday and saturday, and then also look out for more chances of rain next sunday, monday and tuesday. so overall we keep the cold mornings above freezing here for the most part and the next few days and then the chances of rainfall coming our way. quite a busy seven-day considering what we've not had for the start of february. >> maybe the start of things to come here. >> we sure mope. >> thanks, jeff.
