area. the town hall taking place this weekend to address the issue. we're tracking a shift in the weather as we head into the weekend, meteorologist kari hall has a full forecast for you coming up. "today in the bay" starts right now. we've been on since 4:30. >> bright and early. got to get going. >> welcome to "today in the bay," finally friday, thanks so much for joining us, i'm laura garcia. >> and i'm marcus washington. of course, we will get to kari's weather and mike's traffic in just a moment but first we want to take to you south korea. garvin thomas is joining us for one more morning, you've been having all that fun, we've been watching, experiencing a lot of that with you. so what's going on today? >> reporter: marcus and laura, i spoke overnight with a superstar in nascar. that's right, nascar. what's he doing here? he was hanging out with one of our northern california athletes getting ready to cheer him on.  story in just a few minutes. first i will send9p)c it back tu

in the bay area. thinkings not moving on the zf)]em >> no, we're hearing about a big crash. i have not heard about any injuries but we just have sky ranger just arriving on scene, these are the first looks i'm getting as well. that rig there it is on its side and chp suv just over to the right and that's blocking three lanes -- no, maybe only two lanes. we've heard that three lanes are blocked but it looks like two lanes from this shot. this is northbound 880 at at the union city hayward border near whipple and dire, there's target and walmart nearby on either side of the freeway. this is a really bad spot. there you see the sky ranger's shot. let's show you on the map how far that backup goes. you saw those flares in lanes and this is on the northbound side of 880 approaching the whipple exit there. whipple road in the east bay off of the nimitz. it's a distraction from the southbound side.

as we have that commute building and the other crash is overturned rig on highway 84 just high of 680. take the dublin interchange if you're choosing this morning for 580 as well. the rest of the bay shows what we expect for a lighter friday but there is a backup at the bay bridge as well. three spots we're watching and also for those folks helping the rig out there it's very cold, right? >> so cold you do have to put on a lot of layers if you have to work outside. with starting out below freezing in spots like the tri-valley, that's where you have to make sure that you are going to stay warm. now, we are looking at some clear skies looking live right now in san jose and we've had those temperatures starting out this morning in the 30s and even some upper 20s now in livermore. our highs for today will be reaching into the low 50s in san francisco, but rain in the forecast next week and there could be lots of it. so i will talk about that coming up in just a few minutes. some shaking in the east bay. new this morning a lot of shaking going on around the danville area. the latest includes a 3.5 quake.

all of this tied to the recent quake swarm. 3.5 happened a little before 5:30 this morning again near monte vista high school. we spoke to viewers who felt that shaking, this is one of ten small quakes since midnight and that includes a 2.8 and 2.7 over the last couple of weeks. bart did check its tracks in the east bay delaying trains as they do for ten minutes every time after an earthquake in the bay area, but say everything is back to normal. 11 quakes between 2.6 and 3.5 have rattled the area over the past couple weeks. the shaking is died to a plate that is pushing mt. diablo higher. a hot button issue across the nation and in the bay area. what to do about all of those guns in the wake of the deadly florida school shooting. a bay area congressman is holding a town hall to talk about what needs to be done to make sure this doesn't happen again. pete suratos is live in lafayette with what we can expect. >> reporter: good morning.

you've got congressman mark desaulnier representing several cities in contra costa county, he will be holding a town hall tomorrow at stanley middle school. this gun control conversation is a hot button topic in light of what took place in florida. now, he told me the reason of course why they are putting together this town hall is because of the events that happened in florida. it seems like it's an ever changing discussion, even hearing the idea by the president, president trump floating out the idea of possibly arming teachers. that is going to be one of the many things talked about at tomorrow's town hall. but one thing that congressman told me when i spoke to him is that he's appreciative of the youth stepping forward and leading this discussion forward. here is what he had to say. >> you know, these young people make a difference. their passion, their absolute authenticity and it's just we've gone through this since columbine so many of these.

>> reporter: now, the gun violence prevention town hall will take place at san leandro middle school, you see that information on your screen. if you are interested in taking part in it. it's going to take place tomorrow between 11:00 a.m. to 12:30 p.m. here at stanley middle school. the way it will work is they will have a panel of speakers as well as researchers to talk about gun violence. then you will hear from the congressman to talk more about gun control, but it is open to the public and he is specifically saying he wants young folks to attend to have their voices heard. we're live in lafayette, pete suratos for "today in the bay." let's go back to that florida shooting. a big story from that this morning. the shock that so many people are feeling about parkland's armed school security guard deciding not to confront that shooter during that deadly rampage. this is video nbc gave to stations this morning, it shows the school resource officer scot peterson three years ago at a board meeting. late yesterday the broward county sheriff talks about surveillance video he says shows

peterson avoiding that building where so many students were getting shot. >> well, what i saw was a deputy arrive at the west side of building 12, take up a position and he never went in. >> now, that video has not been made public. as for scot peterson, the sheriff says that he resigned after he was told that he was being suspended without pay. sheriff also says that he's sick to his stomach over the latest findings. a disturbing story in the south bay, twin brothers are behind bars this morning, san jose police say they arrested the man on the left, clinton pappadakis for possession of child pornography. pappadakis is a track coach at oak grove high school. last week police arrested his twin brother clifford pappadakis for also having child porn and taking inappropriate pictures of young girls at school. clifford pappadakis is a pe teacher at willow glen middle

school. turns out making tuition free for city college students is a little trickier than it would seem to be. at least it is for city college of san francisco. the school still reportedly trying to receive payment for the landmark new program approved last year by san francisco leaders. the hang up here involves a dispute over the vetting process being used for students who apply for free tuition. as a result the school says that it is still owed about $4 million from the city to cover last year's tab. at 6:07 continuing coverage now of the 2018 olympic winter games. tonight another athlete with ties to northern california hits the bobsled track and attracting big name fans. garvin thomas is in south korea live. >> i know you talked to a nascar star learning to love a different kind of racing. >> that's a need for speed. >> reporter: marcus and laura, not just any nascar star, the

most popular nascar driver of his generation, dale earnhardt jr. now, when dale was getting ready to retire from racing last year he mentioned he was looking forward to trying different things and one of the things he mentioned was trying to drive a bobsled. well, nick cunningham of monterey native and team u.s.a. bobsled driver heard that and he tweeted an offer to dale, he'd love to take him for a ride anytime. dale says they mess and back and forth and he wasn't sure anything would ever come of it, but dale now works for nbc and is working in pyeongchang so the two got together two days ago to swap notes about their different types of fast driving. dale didn't get a spin down the track just yet but he says he did have fun with nick. >> he gave me quite the tour, you know, and gave me a lot of time to be able to ask him a lot of questions. i was really curious about his job, similarities in his sport compared to nascar, talking

about the shrled and how they te the sled. i have learned so much with the opportunity to be able to talk to him. i've become a big fan of u.s. bobsled and definitely pulling for nick and those guys to have a good day on sunday. >> reporter: now, dale referred to sunday, now, that's saturday night prime time in the united states is the final four-man bobsled heat for cunningham and his crew of three brakemen. for nick and his team to have any chance of a medal then they will have to do well tonight in prime time. those are the first two heats of the bobsled, marcus and laura. dale says he will be there cheering and, guess what, we will be, too. >> no doubt. you've been doing such a great job for you, too, by the way, garvin, there in south korea. no doubt his kids are excited to have dad home. here is a quick look at the standings so far this morning, norway continues to lead with 37, canada is in second place, germany has fallen to third.

the u.s. close behind in fourth place with 21 medals. you can see the netherlands and france rounding out the top six. new this morning first daughter and presidential adviser ivanka trump is in south korea. she says it's a great honor to represent the u.s. at the closing ceremony. that ceremony is sunday, it -- we will bring it to you right here on nbc bay area. the coverage starts at 5:00 p.m. and we just learned less than two hours ago that cross-country skier jessie diggins will be america's flag bearer. coming up on the "today" show, already looking ahead at the 2020 summer olympic games, that's in tokyo. all right. and right now at 6:10 we have some chilly temperatures this morning as you get right sides to head out. all clear skies, though, right now at 38 degrees in the south bay and peninsula and also 38 degrees in the east bay. we are just above freezing in the north bay, our highs this afternoon will be reaching into the low to mid 50s with some gusty winds and a lot of sunshine. we will talk about what's

happening in squaw valley, that forecast in about four minutes. mike, right now will get you out on the roads with a few trouble spots. we are over the roadways with sky ranger and looking at here this is the overturned big rig and chp on scene, but no tow trucks yet. they have to right that rig before they can clear the left two lanes. the northbound side just over the barrier they see flashing lights and slowing and that's why there's more slowing through that area. looking at that slow drive but three lanes northbound 880 are getting by. we will show you where this is, it's over at the border between union city and hayward over by the shopping exits at dire an whipple. northbound backs up for about two miles heading toward the scene, that's the worst of it right there, the other overturned big rig is over in sunol, highway 84 just about the paint ball area. we hear about delays for the bart system as well because of the earlier cluster of quakes over in the mt. diablo area, they are slowing system wide ten minutes, they are checking the system for any possible problems, none reported. back to you. >> none reported whiskey.

parts of the sierra and as you get ready to head there for the weekend, it is going to be cold. highs only in the low 20s and some light snow moving in tomorrow. just a few flurries. and by sunday all clear, 34 degrees. no snow for the most part this weekend, but i want to show you what could be heading towards the sierra next week. possibly feet of snow. and the bay area will get some decent rain. we will talk about that coming up in five minutes. and right now adding more than five minutes. look at that backup, all those head lights northbound 880 heading up out of union city and in toward hayward. we're waiting for a tow truck. it's just about a mile away from what i understand. we will track that and possible ways around it coming up. and happy friday to you. we didn't expect them to honestly but stocks did okay on thursday even after the fed indicated interest rate hikes were ahead. the dow will start the day at just under 25,000. amazon is back in the news. apple may be the most valuable

company out there but amazon is turning out to be the most important by far. the company says it will open more of those automated stores where you go in, grab what you want and leave. snap, the parent company of snapchat fell big after kylie jenner asked on twitter if anybody still uses snapchat. the value of the company fell more than a billion dollars after she said that. kylie jenner, a billion dollars. nissan says it will get into the self-driving taxi business starting in japan. as you know ride share replaced taxis and driverless taxis may replace ride share because fares could get super cheap if nobody has to pay a driver. a strange story out of sacramento county wherefá emergency services there stay they get as many as 40 calls for help on 911 a day from iphones and they're coming from the same place. the sacramento b looked into it and apparently they're all coming from inside an apple facility in the area where they

refurbish apple products, you know, put them back together and tickets them up so they can be resold. for some reason they are calling 911 and one possibility is on some of the newer apple phones a series of button presses will subtly call 911 and it's possible as the engineers are handling them and putting them back together accidentally calling 911. >> that is concerning, though, because i would image they have to follow up on all of those. >> on every single call. after calling several close calls at sfo mark desaulnier and two other politicians are calling for an independent review of all flights. you may recall last july a close call involving an air canada flight nearly landing on the factsy wei-yin stead of a runway. the plane came within 59 feet of other planes waiting to take off. another incident happened in january. the goal of the review is to see if the two incidents are isolated events or if they are part of a greater problem. this weekend at the box

right now because there's some problems out there. >> friday light overall but key problems are really big. right now our sky ranger is over the scene of northbound 880. there is an overturned rig in the middle of the screen. chp is looking at them but we're waiting for the tow truck. there are flares blocking off the two left lanes of northbound 880 coming up through union city. you see the shopping mall over to the right, there's lowe's and walmart and target is on the other side of the freeway. the re the head lights are jammed upcoming through union city. the tow truck reportedly is over around alvarado niles and going up not even to the nexusity but all this backup is causing a problem for folks accessing the roadway. hopefully in the next 15 minutes hopefully clearing it quickly. most of the rest of the bay moves well but we do have this other issue highway 84 in the tri-valley, an overturned double trailer still has to be cleared just about the paint ball area

before you get to 680. take the dublin interchange. the bay bridge toll plaza you see the backup over here, those metering lights were turned on and, kari, sometimes these don't get turned on on a friday because traffic is light. that's also indicating more traffic there as well. it's a busy friday morning. also with our temperatures it is very chilly as you get ready to head out. make sure you're dressed appropriately and it's nice and warm inside the car if you will be driving. here is a look at storm ranger, that red scan you are seeing around the bare, it's all clear this morning but it's going to be super busy next week and we will talk about that. here is a look at a beautiful view of the sunrise over san francisco this morning from san bruno mountain, it is just gorgeous if you can just relax and drink your coffee and watch the sunrise that would be nice if you don't have to go out and weather this cold. it's only 28 degrees now in livermore. we are below freezing in parts of the north bay as well. look at half-moon bay, now 32

degrees, but then as we go into the day our highs reaching into the mid 50s, breezy winds coming into the northwest at 15 miles per hour. it's going to get kind of dusty throughout the day at times. highs in the low to mid 50s also for the east bay and 56 degrees for the peninsula and redwood city. san francisco up to 53 in the marina district and 56 today in santa rosa. a lot of the events going on this weekend including the parade for the chinese new year and that in san francisco will be going on with some very cool air, only in the low 50s and the mid 40s by next f we will be tracking some rain, some scattered showers will greet us as we welcome the new week and a bigger storm system set to move into the bay area between wednesday and thursday. i will have all the information on that so make sure you keep checking in and i will have another quick update coming up in just a few minutes. 6:21ment coulding up next on "today in the bay" team u.s.a.'s adam rippon and gus kenworthy talk about being openly gay

to a pleasanton woman who says he well, it's 6:24. nbc bay area responds to a pleasanton woman who says that her apartment complex canceled her lease right after she moved in. >> and the landlord held on to thousands of dollars so she called our consumer team. consumer investigator chris chmura is here with what happened next. >> reporter: good morning. stephanie belts told us she rented an apartment from stoneridge apartments sight unseen. that was back in june. she says that apartment was simply too dirty to live in. so the apartment complex offered an alternative, but stephanie said the condition of that apartment was also unacceptable. at that point she says the apartment terminated her lease. stephanie says the landlord then kept her deposit and rent which totaled $3,000. they kept it. so she asked us to intervene. we got in touch with the company that mansion stoneridge apartments. it did not comment on stephanie's situation but it agreed toyñíy refund her $3,306.

padre and tough drive from the dumbarton bridge up past the shopping mall, there is union landing up here. mission boulevard is over here. there's union city boulevard. two alternates for you to get around that scene. still waiting for a tow truck for this first overturned truck. the overturned double trailer truck over on 84 is blocking some folks from getting through the cut through in sunol so just use the dublin interchange. we do have the backup at the bay bridge toll plaza because the metering lights are on. kari, we are also having a delay for bart. they are doing a systems check which should be just about done but there was a cluster of earthquakes over in mt. diablo so we're tracking that. for folks waiting in outdoor stations it is going to be chilly again. in the north bay 35 degrees, up in san francisco 40 degrees. kari is also tracking a big storm that's coming to us next week as we already saw a lot of snow in the sierra, we will check back with her coming up in just a moment. 6:32. new this morning more shaking in the area around danville. this is tied to recent quakes swarms. the usgs says since midnight numerous small quakes have rattled the area. the latest a 3.5 magnitude quake that was just downgraded to a 3.5. there was a 2.8 at 3:25 this morning and 2.7 an hour before that. this makes at least 11 quakes between 2.6 and 3.5 over the past two weeks. scientists say that shaking is tied to a plit that actually pushes mt. diablo higher. happening today, stanford students will gather to pressure the university to create a memorial plaque dedicated to

brock burner sexual assault survivor. the university canceled plans to put the plaque on campus over an argument on what the quote would be on it. bob redell joins us live with why the university some ways are silencing the victim. >> reporter: good morning. the words of brock turner's victim emily doe they were so powerful they brought the issue of campus sexual assault into the national conversation. now, those words some of which were written in a victim impact statement and read in court were supposed to appear on a plaque on this spot in campus. this is where brock turner sexual assaulted emily doe as she lay unconscious behind a dumpster back in 2015. the university has removed that dumpster and created a quiet space with benches and a fountain. the university initially agreed to let the victim emily doe choose which passage would appear on the plaque but now the

university chose a part of her statement that reads, quote, i'm okay, everything is okay. >> stanford choosing a quote and saying no to everything that she had recommended, that is in a way silencing her yet again. >> reporter: that's why today at 4:00 the group stanford association of students for sexual assault prevention will gather at that spot on campus, call on the university to uphold their promise to the survivor and let her use the words of her own choosing on that plaque. this group has a petition demanding the same thing that is now 600 signatures strong. we reached out to stanford university for comment and they declined saying that it's a student organized event, but a spokesman did e-mail "the new york times" about this issue saying that the words emily doe wants to use on the plaque, quote, were not consistent with a contemplative space and the intention of a place where members of our community could

seek solis, unquote. the university also added that a sexual assault counselor stated the words that emily doe chose could trigger other victims of sexual assault. reporting live at stanford, bob redell, "today in the bay." bob, thank you so much for that update. happening tonight in an attempt to address concerns over sexual violence the palo alto school district will host the first of several upcoming events for students and parents. the palo alto weekly reports the first speaker is a nationally known sexual health educator her name is anea bogue, she will speak tonight and sunday at the high school to staff and students. then in april and may more violent prevention experts will be featured. happening today one of the largest gatherings for women on the west coast. i will be emceeing sessions at the water mark conference for women. >> the goal of that conference

is to increase the number of women in leadership positions. "today in the bay's" kris sanchez is live at san jose contention center this morning. in light of this conference you took a look at something a lot of women are dealing with right now, we are talking about income inequality. >> reporter: we thought we would use the spotlight of the water mark conference to talk about income equality. in about two hours 6,500 attendees will come in through this space, they will go to conferences on everything from leadership and networking and whatnot and a lot of that conversation will likely have to do with pay. i want to tell you according to u.s. census bureau data i would get paid about 80% of what a white man would for doing this same job that is reporting for you this morning. that's one of the things that the water mark conference aims to change. let's take a look at some of the other stats to see where you fall in this equation. now, overall for every dollar a white man makes on average women in the greater san francisco bay area make about 81%.

white women fare the best making 76% of what men make, asian women 64 rs, black women make about half of what a white man make and latinas are at the bottom making 39 pors for the very same work. in a year this can add up to more than $14,000 on average so ask yourself what could you do with that money. those numbers are from the 2016 census data. the jobs where women make about the same as a man are law enforcement, bookkeeping, accounting and retail buyers. the jobs where you stand to make the least compared to men working next to you are financial advisers, sales and the physical sciences. now, water mark is claiming success in changing this. according to a harvard business review survey of 2,600 women the likelihood of getting a promotion doubled for women attending a conference like this one, the likelihood of getting a raise tripled after attending a conference for women. i will link you to that article on my twitter feed and on my facebook page.

equality for all, right? thanks so much, kris. happening tomorrow the chinese new year parade in san francisco. police say security will be stepped up for those celebrations. the offices of emergency services urging people who plan to ring in the year of dog in the city to sign up for emergency text alerts. text lunar sf to 888-777. the parade starts tomorrow night at second and market streets and winds through the heart of union square before eventually finishing up in chinatown. and that means that closure of the parade route for much of saturday so keep that in mind as well. right now we're focusing on the closure of these two lanes, two left lanes in northbound 880 because of this overturned box truck. it's not a big rig. once the tow truck eventually arrives should be quick to clear but that's what we're waiting for. look at the traffic squeezing by in three lanes instead of five. that's only 60% of your roadway there. looking at the map where it's

jammed upcoming out of the fremont through union city up to the southern border of hayward. you can use union city boulevard if you know the area to get around that. the rest of the bay looking pretty good. we do have a crash right there, flashing lights at the base of the incline for the bay bridge heading into towards san francisco. more delays on the oakland side of the toll plaza. >> picking up out there. finally the weekend. >> we've had a little bit of some iffy weather here and there, you want to know what the weekend is going to be like and it's still going to be cold so you do have a wear lots of layers no matter what you're doing for the coast the high temperature will only be 55 degrees, at least we do still have some sunshine. 60 degrees for the inland areas. for sunday we will start to see some clouds moving in and we will be up to 61 inland and the bay at 58 degrees. we just talked about this, the chinese new year parade, that's going to be a cool event to check out literally, it's going to only be in the low 50s. upper 40s as the parade goes on.

make sure there, too, you're wearing lots of layers and bundled up because it's going to be breezy as well. maybe you will wrap up the weekend with the black joy parade and festivael in oakland. up to the mid 50s with a lot of sunshine as we go throughout the day. if you just want to avoid all the clouds and head down to paso robles this weekend it will be warm warmer, 62 degrees on saturday and sunday, 66 degrees, and for l.a. also a cool weekend ahead with mostly sunny skies. this is a live look at kirkwood as the sunrises and a fresh coating of snow, some spots got up to 10 inches of snow and there will be light snow flurries tomorrow. look at these high temperatures only in the teens today. the 20s for the rest of the weekend. it's going to be very chilly and there is a lot more snow on the way for next week for the sierra. that's also going to mean rain for the bay area. i will talk about our forecast and what's ahead coming up in three minutes.

then exposing himself to her. milpitas police say 26-year-old tony pullings approached a woman on saturday at the dollar tree on ranch drive. the woman claims she felt something touch her behind and when she turned around she saw pullings exposing himself while recording it. she immediately contacted police who tracked him down a day later. he is facing charges for sexual battery and indecent exposure. the president is set to speak today at an annual gathering of conservatives known as cpac. >> guns a big subject this year. >> they certainly are and understandably why they are in the nations thoughts. though we are just ten days away from the end of daca as well. this is video from president trump's visit to cpac last year where he promised to throw undocumented immigrants the hell out of the country. his words. and he called the media the enemy of the people. attacking the media is a common theme for conservatives. yesterday the spokes wham for the nra spoke at that same

layer or two off as the day goes along. we have had freezing temperatures and all dry conditions as we get a look at what's happening on storm ranger. this is our mobile doppler radar. not tracking anything now, in san jose that red beam there, but as we head into next week we will have the storm ranger all over the place. now, as we get a look at the way you start out your friday morning it's only 38 degrees right now in the south bay and peninsula. look at the tri-valley, yes, that's the coldest temperature we have at 28 and the north bay, beautiful sunrise looking live from belvedere but it's only 35, and 40 now as we get a look at san francisco. that morning commute you have to crank up the heater and probably really uncomfortable with that big bulky coat in the car. 37 degrees for the peninsula and rising into the low 50s for today with our high temperatures only up to about 55 degrees for those inland valleys. as you're getting dressed this morning we talked about the bulky coat. you do need lots of layers starting out with a coat but also the sunglasses for today.

quakes have rattled the area near monte vista high school. the biggest from an hour and a half ago, it was a 3.3 magnitude quake which was just downgraded from a 3.5. there was also a 2.8 at 3:25 this morning and a 2.7 an hour before that. this makes it at least 11 quakes between 2.6 and 3.3 over the past two weeks. live pictures from lafayette this morning where congressman mark desaulnier will hold a town hall to discuss gun control tomorrow. the congressman says the events in florida prompted the upcoming town hall but there were previous plans to hold a town hall on the topic at some point. he said young people have played an important role in moving the discussion forward in the wake of the florida school shooting. the town hall will go from 11 a.m. to 12:30 tomorrow at stanley middle school. one of the largest gatherings for women on the west coast takes place today. it's set up for the water mark conference. it is an event focused on

tonight to see something new and we had not yet seen speed skating or curling because those were two events where we didn't have any northern california athletes. we took a couple hours and visited both those. the speed skating venue was great, we got to see a south korean athlete take the bronze and then the curling, we went to as well and again the home team, south korea beat japan in the semi-final of curling so they are on to the gold medal event, just two more wonderful events out of all these events. i must say one thing, laura and marcus, so many events we go to whether it's the skiing or sliding it's always more impressive in person just how fast they go or how high they go, but curling, curling is just what it looks like on tv. the curling stone it moves just about as fast as you think it would and so it's a wonderful sport, but that is one that translates very well on television. >> they should be sponsored by swiffer, i think. >> trying to clean up. >> trying to get my kids into curling in my kitchen.
