overlooking san francisco this morning. no rain just yet, but we are tracking a significant storm that's making its way to the bay area right now. good morning to you and thanks so much for joining us, i'm laura garcia. >> and i'm marcus washington. right now we want to get a look at what's going on weatherwise. yesterday so nice, it was so nice outside but now we need to get ready for the rain to return. >> yesterday hopefully you enjoyed it, it was the nicest day of the week. today we will start to see clouds moving in, rain by the afternoon to evening hours. it's all because of this storm system making its way closer to far northwestern california, moving closer to the north bay as we head toward noon. we are feeling temperatures cold enough for it to snow initially but by the time it gets here it will be much warmer. we are below freezing in santa rosa and napa, 30s out there now. as we look at the timing of the rain we should start to see it make it into ukiah and lake port by early afternoon. more on this and the timing

coming up in a few minutes. mike, you found a crash on the bay bridge. >> i did, it might be hard to find but that's why i'm going to stand in front of it. looking westbound your commute -- now it's harder to find. they just cleared it in the last 45 seconds. oh, there is a box truck over on the side, a remainder from one of the vehicles and some flashing lights heading past that scene. you know this science as you head up the bay bridge incline over toward the treasure island island that's where the crash was. everything is off to the shoulder now, the flashing lights backing up to help that truck there. it's causing a backup up the bay bridge. the build is on right about now. the maps will show you everything outside of that one toll plaza area for the bay bridge moving smoothly and that's good enough. we will track the bridge, though, guys. breaking news this morning, president trump tweeting about california and his proposed border wall. the message sent out just minutes ago reads in part, quote, ifedi sided that ex-is of the wall that california wants built now will not be built until the whole wall is

approved. big victory yesterday with ruling from the courts. yesterday a federal judge ruled that president trump can build a border wall with mexico. despite the victory congress has yet to fund the wall. the president has said mexico will pay for it. scott mcgrew looking into trump's claim that california actually wants a wall. annual skis ahead in our next half hour. now to a developing story in the east bay. the el sobrante public library damaged by fire. we're getting a better look at what's left behind. >> "today in the bay's" bob redell joins us live there now with the investigation that is under way. good morning, bob. >> reporter: good morning. the contra costa county fire protection district has not indicate add possible cause. unfortunately the fire did cause damage to the roof of the elsa bran day library, you can see the scorching, leaving the books inside possibly exposed to the weather.

the 911 call came in around 8:20 last night. they believe that the fire started on the z2ioutside of th building. when the fir firefighters arrived on the scene the flames started burning through the roof of the library. they called for a second crew, they knew they had a serious fire that required extra +ohelp >> i believe there will be an impact to the library's operation. unfortunately there has been involvement on the roof structure and we're expecting some rain coming up in the next few days. who knows how bad the damage is and how much work can be done to repair it before the rain]/> ge here. >> reporter: the fire captain tells us it took his crew 40 minutes to get this fire under control. now that it's out the next step to try to figure out what caused this fire to start. back out here live you can see there is a security camera mounted on the back, there's another one off ?;camera, it w be interesting to see if those were rolling and if they were did they catch what might have

caused this fire to start in the back of the el sobrante library. developing story this morning in san francisco. we have confirmed that a gun was fisherman's wharf yesterday. that gun belongs to a law enforcement agent whose jurisdiction is outside san francisco. that's all we know right now. police are still investigating this. we're hoping to learn more this morning. our investigative unit has been tracing stolen guns across the log to our website nbcbayarea.com/weinvestigate. this morning we are seeing dramatic body camera footage of a shootout between san francisco police and a homicide suspect. police say seven officers fired 65 rounds after a suspect fired two shots from inside an rv. despite the barrage of bullets

no one was hurt. police released that footage last night. we told you about this shooting, it happened earlier this month. police were tracking down joel armstrong for his allegedlak connection to a deadly shooting and carjacking. isn't that amazing to hear all those rounds. officers say they found the stolen truck parked by the rv. the conversation at last night's town hall meeting shifted to the homeless problem. >> i know it's bad to have assumption about homeless, but they do scare me. >> officers told neighbors they will continue to help deal with the homeless issue. the suspect in this case cases murder and attempted murder charges. happening today parkland, florida, students will return to class today. two weeks since a deadly shooting that left -- on valentine's day. a lot of people sad and many dead. the renewed nationwide -- actually, renewed that nationwide debate about gun control. woolfolk is live with how students are coping. i can only imagine this is a very emotional time there today. >> reporter: it certainly is, marcus. good morning to you. a lot of anxiety, a lot of anticipation as those students headed back into the classroom. officially they got under way about 25 minutes ago. you can be certain there's going to be a lot of therapy, a lot of healing to get through before they can get back to learning here. 14 agonizing days, 17 lost eagles. those left behind now return to stoneman douglas, but without certainty. meadow pollock can't go back to school today. >> i want to be the last father of a murdered kid that's ever in this country. that's it. this is me, i'm the last father. >> andy pollock supports florida governor rick scott's new security plan that includes raising the legal age to buy a gun to 21, but does not include

the idea of arming teachers in the classroom. >> my goal is to make massive changes in school safety. significant increased mental health resources and keep the guns out of anybody that's dealing with mental illness or potentially a threat to them shelves and otherser >> it didn't happen in time for ryan petty's daughter alana. >> too often this gets mired down in the second amendment versus gun control. it's happened after every single gun shooting. this time i hope it is different. this time it needs to be different. >> reporter: so what took place on this campus two weeks ago today never happens again. as you can imagine this is by no means back to normal on this campus. in fact, there's still a long backup in their drop off line because there's so many people in this area.

they also have a shortened day, they will only go for about four hours back at school here. the people who didn't feel comfortable, didn't feel certain about coming back to stoneman douglas have been offered the opportunity to take their classes online. live in parkland, florida, i'm wendy woolfolk, now back to you. >> certainly good to see so many people supporting the students as well as the staff right now during this trying time. thank you so much for that report. >> very tough adjustment there. all new this morning, dick's sporting goods will no longer sell automatic rifles in their guns or online. they will not sell guns or ammunition to anyone under 21 regardless of local laws. dick's says thoughts and prayers are not enough. in a few hours lawmakers will talk about raising the age limit to buy ar-15s from 18 to 21. another option a ban on sales of

semi-automatic guns for 90 days. both those ideas are hitting road blocks but there's bipartisan support for training schools to recognize warning signs. >> the best way to keep our students and teachers safe is to prevent violence from entering the school in the first place. >> this is a very different moment, the public is demanding real action. >> the white house now says president trump will support congress banning bump stocks. the senate is expected to vote on gun control legislation as soon as this week. new this morning a big housing development could be coming to south san jose. the mercury news reporting that the developer has purchased a huge swath of land. big enough to build more than 400 homes. the company paid more than $102 million for the lots, this is near raleigh road and corondo avenue not far from 85 and the new costco warehouse. today is the last day the mavericks could be held. there is a few, if any,

professional surfers in the water. there has just -- there really has not been just enough of those waves or the right conditions for the event. if canceled, it could be the second year in a row that the competition has not been held. we reached out to mavericks, they have not gotten back to us so far. we are also asking if the window will be extended. now to some new images of the rare bay area snowfall that we saw this week. national weather service put out some satellite images. take a look at it. you can see snow on mt. diablo and mt. hamilton. it really came down. so cool, this is what the snow looked like from nbc bay area sky ranger bringing us a bird's-eye view here. we brought these images live on "today in the bay" yesterday but well worth a second look. simply beautiful there. this could lead to even more. meteorologist kari hall joins us now with a look at the forecast because there's another big storm that is headed our way now and you think it could bring even more snow.

>> it's going to be a very cold storm and we are already seeing it snowing in northern california right now and with this next system that will be moving in we can see all of the bright whites on there on the radar imagery. so as it continues to move into the bay area we will see the same thing around bake county and bare i can't say north of santa rosa for some of our hills and mountains in the north bay. as this continues to progress into the south and east bay this could also bring in a wintry mix or some snow as well. that's what we will continue to track as we head into the weekend as another cold storm moves into the bay area. mike, you're tracking what it looks like out on the roads this morning. >> that's right. on my maps i have three crashes but the two over here, 205, corral hollow -- sorry, 580. not a major issue as folks head through the altamonte. doing okay and everything else moves smoothly except for the bay bridge. the problem the live shot shows

you that crash has moved over to the shoulder but it's deceptive. the slowing is because we lose a lane here. that truck on the shoulder is not causing additional slowing. >> coming up next on "today in the bay," another hollywood sign, the idol los angeles county leaders are considering that could make the area surrounding the popular sign safer for tourists.

area morning as we take a live look outside in san jose looking good now but if you will be out for most of the day make sure you grab the umbrella. we will have dry weather through at least early afternoon but a lot more clouds moving in and the rain will be here by this evening. rain moves from north to south so the south bay may not see it until tonight. we will talk about the timing and how much rain we could see, that's coming up in five minutes. and your timing through the altamonte pass as we've talked about a little bit slower just because the burst of traffic comes through. there's 580 at the top. not bad through dublin interchange. we will show you how things are developing over at the bay bridge toll plaza coming up. and stocks took a dip just like i told you they would on tuesday. dow was down almost 300 points, nasdaq off 91. tivo may take itself private. as for this dip that came after

the brand-new fed chairman jerome powell said the fed will continue to be aggressive in iz raing interest rates. he spoke on capitol hill on tuesday. powell replaces janet yellen as head of the fed. speaking of the hill, the house passed an anti-trafficking bill. now goes to the senate. cracks down on websites that knowingly allow sex trafficking. silicon valley was actually largely against this rule which at first sounds kind of crazy, but understand silicon valley's very worried about any law that makes websites responsible for what users post. if you type something slanderous into facebook, for instance, facebook is not responsible for that. if you defraud somebody on ebay, ebay is not responsible. in the end tech companies realized the anti-trafficking bill was not something they really wanted to fight. on a lighter note amazon bought ring, that's that internet enabled doorbell. somebody presses the doorbell your iphone rings, you can see who it is, even talk to them.

it's useful for seeing who is taking what off your porch as well. amazon reportedly paid a billion dollars for ring. as you know, amazon is trying to get those last few inches and they've come up with a couple inventions to get your package from your front porch into your house. >> i think that one makes them for them to buy that. so many packages and whatnot delivered it's a good -- >> to know the delivery came. even if you are at the grocery store your phone can say somebody is at the front door. >> they can push that button and you can like face time with them? >> they can hear you. >> they would be pushing it all morning, hey, go to school. that could be a segment on "today in the bay." thank you. how about this, another hollywood sign. what do you think about that? that's one of the several ideas being tossed around in los angeles this morning. it's a part of an effort to improve safety and ease clogged traffic around the current site. one idea, build a replica sign

on the other side of the mountain, other suggestions include using a shuttle to take visitors near the sign, another proposal actually creating an aerial tram for the offer of a bird's-eye view there. >>. putting women at the top of the restaurant food chain. grub hub wants more women to be leading restaurants and it has an initiative now called restaurant her. the delivery service is committing $1 million to advance female leadership in restaurants. creating a first of its kind map highlighting restaurants owned by women. the montana zoo has four new river otter pups. >> look how tiny they are. >> it was a surprise, actually, zoo officials say that no one knew that the mom otter was even pregnant. the mother rejected the litter so zookeepers have to take over now and they are really taking

care of those pups as you saw them feeding them there with those little sir rings. >> i didn't picture them that small. >> i didn't know that i would recognize it as a river otter. what is that? >> congratulations to them. >> very cute. so we are going to have some very chilly temperatures this morning and it's going to be raining as we go into the next couple of days, but we do still have a window of dry weather. if you want to get out this morning, get some of those errands checked off of the list it is still well to the north of us. as we check out that seven-day forecast coming up at the bottom of the screen we will see this moving from north to south. so as we take a live look outside in san francisco beautiful view with the clouds and even the moon peeking out every now and then. we will see the clouds throughout much of the morning with some very cold temperatures. right now it's 44 degrees there but look at the north bay, we

are below freezing and in santa rosa 31 degrees. by the time that system makes it here we will be above freezing and we will have that changing over to rain. we are looking at in the south bay all clear and dry morning. the morning is looking good and it will be chilly in the low 40s reaching into the mid 50s with our highs today in the upper 50s. napa 58 degrees and 50 today in ukiah. as we get a look at the timing of when this will be moving in we will start to see the showers and the greens here popping up farther to the north around lake county, moving into sonoma county by 3:00 and even a few spotty showers in napa county as we go into the evening. but it does become a lot more widespread with that rain moving into the south bay and the east bay by about 9:00 tonight. we will see this rain continuing into the day tomorrow, still that potential of getting some low elevation snow with this

being a very cold storm and a lot of rain, the sierra is going to get a lot of snow over the next couple of days and it does clear out for the end of the weekend and another storm system possible on tuesday. we will talk more about this in just a few minutes, but, mike, you're starting out with the traffic into the tri-valley. we should be okay for the morning commute, that's good for the weather but we will still have traffic. obviously the trash coming into the tri-valley is clear but we still have that slower drive because there is the build through the altamonte corridor. we zoom in coming out of the upper east shore freeway a nice drive as well. 15 am ins from highway 4 all the way around the bend down toward the berkeley curve, you see slowing at the toll plaza. the bay bridge itself we showed you the live camera we have out there and traffic backs up as you approach the fast bound lane. a smooth flow of traffic on the maze approaches. this is the bay bridge. we should see the metering

epidemic continues some doctors are turning to experimental options to help those who are really sick including children. an eight-year-old from north carolina got so sick with flu-like symptoms doctors say he was near death. days went by but instead of getting better lucas got worse so his doctor turned to drugs which had only been used in adult trials. here is the doctor on what happened next. >> within three hours of starting this investigational drug he was off all other standard medical drugs to support blood pressure and heart rate which is simply an amazing response. >> the boy is expected to go home soon. his parents say they want to share their story to give others hope. overnight we looked through the latest flu reports from the cdc, the number of hospital visits dropped slightly this month. overall numbers remain higher than the past years. widespread flu activity continues in california. 48 states and the cdc says that

bay area. good morning and thank you so much for joining us, i'm marcus washington. >> and i'm laura garcia. let's check in with kari right now. we had a great day yesterday, hope everybody got a chance to enjoy it. >> i hope you did because today you have a little bit of time, especially the farther south you are, south bay won't see that rain until later on this evening, but the north bay will see it shortly after noon. look at how cold it is as you head out the door. we are now in the upper 30s for the south bay and peninsula, freezing in the tri-valley and also in the north bay. san francisco now at 44 degrees and east bay 38. we will once again start to see the rain moving into lake county and mendocino county by early afternoon, 1:00, even some spotty rain for santa rosa. as we go into the afternoon this rain makes its way to the south, east bay and south bay most likely be seeing that rain incoming around 8:00 to 9:00 tonight. more on that in just a few minutes. we will look ahead to the weekend in seven minutes. mike, you are tracking the impact and the backup at the bay

bridge. we obviously know there's usually a backup around 5:30 at the bay bridge. they turned the metering lights on at the usual time but it wasn't until three minutes ago where these lanes just started to back up over on the left approach. it's not even at the end of the parking lot. coming off of 880 we have had that stack up and you see that on the overcrossing. we will look at your map and it shows the usual pattern the berkeley curve and just off the tail end of that approach on 880, the nimitz freeway approaching the bay bridge. the north bay moves nicely. 15 minutes from highway 4 to the backup at the bay bridge and the rest of the bay shows a smooth drive. i am blocking that slowing out of the altamonte, it's there. 580 is 580. happening now students at marjory stoneman douglas high school in florida are back on campus returning to their classes. this is the first day of school since that deadly shooting on valentine's day. >> school officials say today is the start to a phased reopening. they say the process will focus

on healing and remembering the 17 students who were lost. today is north bay high school is open after its own threat. officials say they found graffiti threatening students and staff in a boys bathroom at analy eye school in sbes poll. police will be patrolling the school over the next few days. officials are not discussing the in a i tour of the threat. more than 200 students said home from alameda high school because of a threat found in a girls restroom. happening today in san francisco a major protest denouncing i.c.e. raids. this comescm as we>2ñ learn fed agents arrested more than 150 peop6dw in northern california over the weekend. "today in the bay's" pete suratos is live in san francisco and, pete, what is next for those families affected here? good morning to you, marcus. that's the big question for undocumented immigrants and their families affected by this. they want to know exactly what's going to happen next. there's going to be this big

rally, it is being dubbed as a big rally taking place in downtown san francisco later today. they will be demanding more answers. when it comes to these immigration advocates we will see dozens of attorneys on hand to help those potentially affected. this is all a part of a rapid response team that's being put in place for any conflicts for these affected groups. this comes as federal agents maze more than 100 arrests in northern california over the weekend that was after libby schaaf put out a warning about the raids coming to her city, a decision that i.c.e. deputy director claimed put their officers at risk. our crews spoke to ahó÷ woman f he wiel salvador who is here le are affecting some of the undocumented community. >> when you put out notices it puts the whole entire community in fear even if you have documents, each if you were born here. you have community members, you

e u have community members, you affectedc:by csx#éthis. >> clearly still a lot of questions there. now, on your television screen you are seeing information on today's rally that's being put together by the power not panics emergency response committee and it's going to take place at 630 san soem street in san francisco at the i.c.e. headquarters with a 12:00 p.m. start time for that rally. dozens of attorneys and advocate groups are expecting to be on hand for what organizers are expecting to be a major protest. pete suratos for "today in the bay." happening today your chance to play a role in the national debate on the future of the air we breathe. the epa is holding a public hearing on the trump the clean power plant it starts at 8:30 this morning. critics say the obama era policy is too tough on businesses. also new this morning results of a new study show

nearly 6,000 pedestrians were killed in crashes in the united states last year, that's a 25-year high. "today in the bay's" kris sanchez joins us live in san jose with what could be to blame and what bay area cities are trying to do to stop this. good morning. >> reporter: this is a lighted crosswalk here behind me that is part of the city of san jose's vision zero plan to decrease pedestrian fatalities. san francisco is also a vision zero city. but according to this new survey all of these changes, including this one, can't happen soon enough. these are the most interesting numbers that i found in that 38-page report that i went through this morning. in 2017 as you mentioned more than 5,900 pedestrians were killed on roadways based on the trend for the first half of the year. the good news is that there was an 18% decrease in deaths all across california, but sadly there was a 40% spike in san jose the largest bay area city profiled in this report.

some contributing trends are smart phones, more of them on the roadways and also more states with legal marijuana. we will be exploring that coming up at 6:30. the report is put out by the nonprofit governors highway safety association and the report also explores how to prevent pedestrian deaths, including enforcement efforts like this one that i reported on back in august. in about an hour and a half 40 officers from nine different agencies will do a similar saturation patrol in santa clara county, pulling drivers over for putting pedestrians in danger in milpitas. back in august this focus was in cupertino, saratoga and los altos hills where a lot of students were victims of pedestrian accidents. i will post this full report because there is a lot of information out there. it is a lot to digest in the morning to i will be putting up some of the graphics so you can see what some of the trends are and what you can do to prevent

pedestrian fatalities as well. she does a great job with her tweets and sending out pictures and information that will help you digest all those aspects. this picture is great. just green. mostly speed sensors at the limit. a little slowing for san jose and out of the altamonte pass. from west grand over to the toll plaza and the metering lights, that's where we have that compression. we are looking at mass transit as well. no delays right now. actually, i'm lying. ace train i just checked and it says it's one minute delayed for train number one. do you know what, they're being honest. >> we like that. >> all right. >> palo alto, no delays. >> looking good there. and it's looking like we've got to get through a lot of fog to get to our weekend. >> yeah, we do. >> with the coming storm coming our way. >> it's going to be wet especially for part of the weekend. if you will be traveling you will want to know what's going

on not only around the bay area but also across the region. let's get a look at saturday's forecast, it's still going to be pouring and it's going to be chilly, too, highs reaching into the mid 50s and i do think as this storm system tapers off we will see some low elevation snow around the bay area. sunday it's going to be partly to mostly cloudy and still kind of chilly and breezy out there with highs in the mid 50s inland up to 56 degrees. let's talk about hitting the road. if you go to santa barbara you will only have a few scattered showers for friday, but saturday and sunday are looking nice but those temperatures are only going to be in the mid to upper 50s with some breezy winds. in lake shasta it's going to be snowing and it tapers off as a wintry mix of rain and snow on saturday, a high of 39 degrees, but sunday is looking clear and up to 41 degrees. if you are going hiking in muir woods this weekend, watch out, we may even have a few isolated thunderstorms on saturday and the trails will be very muddy.

out with clear and cold conditions this morning, taking live look outside in san jose, if you live around the san jose area you won't see any rain until about later on tonight, maybe 8:00 to 9:00 this evening, but we will see a lot of clouds out ahead of this storm system, highs reaching into the upper 50s, farther north the rain arriving by about noon. so we will talk about the timing where you live and how much rain you may see. that's coming up in about five minutes. by about now we see slowing out of vallejo for the north bay heading over westbound 37. the tri-valley has slowing a tad bit for the entire show, that's because of the altamonte pass. happening now a threat of mudslides have fire victims in southern california on edge. they all remember many of us, too, last month when that rain sent tons of debris and mud smashing into those homes in montecito. more than 20 people died there. people living in the burn zones

of the santa barbara wildfires are being told they need to be ready to leave at any moment. an evacuation warning go into effect in less than four hours. a bay area fire chief says his department needs more money and more reinforcements before the next disaster strikes. the santa rosa fire chief says it took 12 to 24 hours before fire crews from outside the area began arriving when the north bay wildfires started. that is precious time where lives and property could have been saved. he's joining other fire chiefs from across california asking lawmakers for $100 million. that one would be used to call in extra firefighters and dispatchers when fire danger is up. all new, you could be paying more for your next uber ride in the city. a san francisco supervisor wants to tax ride sharing companies. he plans to put that initiative on the november ballot. if approved a tax could generate millions of dollars. massachusetts already charges a 1.4% tax on all rides. that money is used to fund the

city's school district. a peculiar tweet from donald trump this morning. he does not want to build the wall. >> not in california anyway, scott. >> that's right. that's what it sounds like. let me show you the actual tweet. about 4:45 our time the president tweeted i have decided sections of the wall that california wants built now will not be built until the whole wall is approved. he then talks about a big legal victory. yesterday a judge said washington can waive environmental reports and other legal steps as it builds its wall. that's the legal victory. as for what california wall he's talking about the president is not entirely clear. there were plans to replace some fencing near calexico, it was a minor project, many californians opened it anyhow. the president says the wall will bring us security but we are not seeing him take action in securing our elections. we have learned this morning american intelligence did not tell california and six other

that we will have quite a bit of rain over these next few days. as you're starting out getting dressed this morning you do need a nice warm jacket, maybe a hoodie in case you get caught in gusty winds and an umbrella, too, because it will start to rain later on today. in san francisco it's going to be a little earlier than in the south bay. we do start to see the rain moving into lake port ukiah as well as santa rosa by about 1:00 to 2:00 this afternoon. it's going to start out scattered and then becoming a lot more widespread as we head into the evening for the peninsula, the east bay and the south bay. not until after that evening commute and we will see some -- several rounds of rain moving through and heavy sierra snow. we could also have low elevation snow around the bay area and even in lake county we have those winter storm watches that will be in effect and the rain tapers off for saturday. we take it into tuesday of next week and there will be more rain on the way but this first round we'll see between tonight
