of a murdered kid. >> emotions run high as students and parents return to stoneman douglas high school in florida for the first day since the gunman opened hire killing 17 people. a major development overnight, a sporting goods giant saying no more to certain guns. and a fire breaks out in an east bay library. the new information we're just learning about the investigation this morning as firefighters look through the extensive damage. "today in the bay" continues right now. a very good wednesday morning to you, thanks so much for joining us. i'm laura garcia. >> and i'm marcus washington. you step outside today you're going to say, yep, it's cold. we had a nice day yesterday which was nice, but today get ready because the rain is coming back. >> we are getting ready for some rain and it does start out chilly with a few more clouds moving in this morning as you step out the door and if you are farther to the north you're going to see the rain a little earlier today as that system works its way from north to south.

look at these temperatures now, it is freezing in santa rosa and fairfield, also livermore and morgan hill. we are at 39 degrees in san jose and 41 now in oakland as we get a look at when we will start to see that rain in the north bay, by early afternoon i think we'll see some of those showers coming down from lake county to mendocino county, down into marin county as well and then we will see it becoming more widespread into that evening commute for the east bay as well as the peninsula. so we will talk more about this timing and how much rain we could see as it continues into the smart of the weekend. mike, you spotted some flashing lights in san jose. i did, they just turned off the flashing lights but i will point it out southbound 101. nothing in the chp report because that only talks about what you folks call in or what we all call in. this was an issue by chp. maybe a speeding ticket. off to the shoulder southbound counter commute. northbound with all the head lights coming off of 680, 280 and heading north on our maps. this is the same area where the

see the speed sensors registering a little slowing. clear by the time you get up toward 880. a smooth flow out of the altamonte pass over to the tri-valley and getting over toward the san mateo bridge with just a little build over there. of course here the metering lights on at the bay bridge. can't get away from that. send it back to you. it's 6:02 right now. developing this5é[gf morning a rips its way through an east bay library. you see the destruction that was left behind, it actually destroyed theyñ roof, damaged a lot of the building. this shows firefighters at the scene late into the evening. "today in the bay's" bob redell life at the library this morning with the continuing investigation that is ongoing. >> reporter: within the past 30 minutes i spoke with a captain with the contra costa county fire protection district and else us at the fire here that they believe that it is suspicious. you can see the remains of a for at that potty, but they believe it started here.

unfortunately it did extend up the library wall and it did break into the roof there that is of course the home to all these books here in el sobrante leaving them possibly exposed to the weather. the fire department believes the fire started on the outside. this is at apian way and san pablo dam road. when the first firefighters arrived on the scene the flames started to make the extension into the roof of the library, that's when the crew called for a second alarm because they knew that they had a serious working fire on their hands and that they would require the extra help. >> i believe there will be an impact to the library's operation, unfortunately there has opinion involvement in the roof structure and we're expecting some rain coming up in the next few days. who knows how bad the damage is and how much work can be done to repair it before the rain gets here. >> reporter: that fire captain tells us it took them 40 minutes to get this fire under control and you look out here back live

they've got two security cameras, the library does, one there and one on the corner here. it's hard to tell whether or not they were rolling. if they were pointed in the right direction, if they were maybe they would get some information as to as far as who might have started this fire. again, the fire department believing that this was suspicious. bob redell, "today in the bay." a developing story in san francisco this morning. we have confirmed that a gun was taken from a car near fisherman's wharf yesterday. enforcement agent whose jurisdiction is outside of san francisco. that's all we know right now. police are investigating this. we're hoping to learn more this morning. investigative unit has been tracing stolen guns across the bay area and across the nation to watch the full unit's latest report log on to our website nbcbayarea.com/weinvestigate. this morning we're seeing dramatic body camera footage of a shootout between san francisco police and the homicide suspect.

it's hard to believe so many rounds were fired but police say seven officers fired 65 rounds after the suspect fired two shots from inside an rv. despite the barrage of bullets no one was hurt. police released that footage last night. we've reported on the shooting which happened earlier this month. police were tracking down joel armstrong for his alleged connection to a deadly shooting and carjacking. officers say they found the skollen truck parked by the rv in an area filled with people living in cars and tents. the conversation at last night's town hall meeting shifted to that homeless problem. >> i know it's bad to have assumption about homeless, but they do scare me. >> officers told neighbors they will continue to help deal with the homeless issue. the suspect in this case faces murder and attempted murder charges. an emotional day in florida students are back at school

today in parkland exactly two weeks after that mass shooting there on valentine's day. this morning showing students arriving at the campus just a couple hours ago. memorials are still up around the school honoring 17 people who were killed. the freshman building where most of that shooting took place will remain closed. that shooting sparked a nationwide debate on how to make our schools safer. "today in the bay's" wendy woolfolk is live at stoneman douglas high school in morning. what can we expect this day ahead for students as well as staff there? >> reporter: good morning to you, marcus. day of mixed emotions really here. a lot ofroo anxiety and a lot o anticipation, but as you can imagine there will be a lot more counseling and healing to go through before they can get back to learning here. 14 agonizing days, 17 lost

eagles. those left behind now returning to stoneman douglas, but without certainty. meadow pollock can't go back to school today. >> i want to be the last father of a murdered kid that's ever in this country. that's it. this is me. i'm the last father. >> reporter: andy pollock supports florida governor rick scott's new security plan that includes raising the legal age to buy a gun to 21. but does not include the idea of arming teachers in the classroom. >> my goal is to make massive changes in school safety. significant increased mental health resources and keep the  anybody that's dealing with mental illness or is potentially a threat to themselves or others. >> reporter: it didn't happen in time for ryan petty's lawyer alana. >> too often this debate gets mired down in the second amendment versus gun control. it's happened after every single school shooting. this time, governor, i hope

florida -- i hope this is actually different. this time it needs to be different. >> reporter: so what took place on this campus two weeks ago today never happens again. it's going to take some time before these students and faculty return to normal here. in fact, they are about an hour and a half into what will only be a shortened four-hour school day. and for those who do not feel confident and uncertain and unsure, they have been allowed to finish their classes for the year online. live no parkland, florida, i'm wendy woolfolk. laura and marcus, back to you. >> i can't imagine what these kids go through. thank you, wendy. all new this morning, dick's sporting goods says it will no longer sell ar-15,and other semi-automatic rifles at its stores and online. the company says it will not sell guns or ammunition to anyone under 21 regardless of local laws. dick's says in part you thoughts

and prayers are not enough. in a few hours lawmakers will talk about raising the age limit to guy ar-15s from 18 to 21. this is the weapon used in that florida school shooting. another option, a ban on sales of semi-automatic guns for 90 days. both those ideas are hitting road blocks, but there is bipartisan support for training schools to recognize warning signs. and the best way to keep our students and teachers safe is to prevent violence from entering the school in the first place. >> this is a very different moment, the public is demanding real action. >> the white house says that president trump will support congress banning bump stocks. the senate is expected to vote on gun control legislation as soon as this week. >> now to some new images of the rare bay area snowfall that we're seeing this week. the national weather service put out satellite images you can see the snow on mt. diablo and mt. hamilton. and this is what the snow is

looking like from nbc bay area's sky ranger. well, we were shoepg to show you that, it was pretty spectacular site all the snow they saw over the bay area some of the higher elevations about, but now no more snow. more rain is headed our way right here, want to check in with meteorologist kari hall right now. she's got a look at the forecast. do you think we will get more snow in the mountain tops. >> more very cold weather with these storms. i think we will have more low elevation snow in the bay area. as we get a look at what this storm is doing now this is already producing some snow across far northern california and we can see there is some rain offshore. as this who was in you see the blues and pinks there around lake county, that's where we do have some winter storm warnings in effect. and as this storm continues to move through while we see a lot of greens there indicating some rain there will be some snow mixed in heading from wednesday into friday as well as saturday. so i will detail that and the

timing of when we will see this rain moving out of the bay area and how much rain and snow we could get, that's coming up in just a few minutes. mike, you're tracking what's happening out there on the roads this morning. it's a very light build for the commute right now. yes, it's building but not so bad. in fact, in san jose i have northbound headlights, they are starting to ease up. we will get the real burst of traffic kicking in aboutu the tri-valley let's look at your speeds down through pleasanton. just a tad bit below the speed limit. 238 not really a problem. there was an earlier bit of construction that cleared and a little slowing 880 from there down toward the san mateo bridge. now we're looking toward the bay bridge with no major delays and no problems for your transit systems, either. no delays for these folks on the rails or on the roads. back to you. coming up next on "today in the bay," creating more housing options in the south bay. the new plan to build hundreds of homes in south san jose.

stocks took a dip - just like i 6:14 on your wednesday morning. it's a clear start in the south bay. we have a beautiful sunrise but these clouds will be moving in very soon, but the rain holds off for campbell with this chilly start we will be at 40

degrees at 7:00, now, normally we are at 63 degrees for the end of february. today we are at 57 with cloudy skies throughout the afternoon and rain moving in later on tonight. if you are in the north bay rain starts a lot earlier, we will talk about the timeline and how much rain to expect that's coming up at about 6:20. and if you are driving through the north bay right now great for 101, no problem for travel there. highway 37 a little build out of vallejo right around manufacture island is where you slow down. you're okay into novato. and stocks took a dip just like i told you they would on tuesday, the dow was down almost 300 points, nasdaq off 91. tivo may take itself private, this stock should pop today. as for the dip here, that came as the brand-new fed chairman powell said the fed will continue to be aggressive in raising interest rates. he spoke on capitol hill on

tuesday. powell of course replaces berkeley's own janet yellen as head of the fed. speaking of the capitol hill, the house passed an anti-trafficking bill, it now goes to the senate, cracking down on websites that snowingly allow sex trafficking and silicon valley was largely against this rule which it first sounds crazy, but understand silicon valley is very worried about any law that makes websites responsible for what users post. if you say type something slanderous into facebook, for instance, sam brock is not responsible for that. if you defraud somebody on ebay, ebay is not responsible. in the end, though, tech companies realized anti-trafficking bill not really something they wanted to fight. on a lighter note amazon bought ring, that's the internet enabled doorbell, somebody presses the grand jury bell, your iphone rings, lights up and you can see who it is. you can even talk to them over audio. it's useful for seeing who is on

your porch and what they're leaving there or what they're taking. amazon reportedly paid a billion dollars for ring. amazon has mastered everything there is to master in selling you stuff except those last few inches where they're leaving a box on your front door step. >> i give them credit for trying, having the boxes at the super markets where you can go pick up or the different -- >> they've been trying the other one where they can unlock the door as well. >> not so much, right? new this morning big housing development could be coming to south san jose. mercury news reporting that the developer has bought a huge swath of land big enough to build more than 400 homes. the company paid more than $102 million for the lots near rally road and coronado avenue over by 85 and the new costco warehouse. southern california police dog is getting a lot of love and

affection after being hurt in a police chase. the eight-year-old dutch shepherd lost all of his upper and -- upper teeth fighting a wanted parolee on monday, had surgery on his jaw and was released from the hospital last night with a purple heart tag. he hoos been working for the santa anna police department since 2012. he will have a couple weeks off to recover but he will be back on the job very soon. he lost all his upper teeth biting a wanted guy. where did those treat end up? >> evidence room. >> can you imagine in somebody's appendage. all right. let's switch gears now talk about the forecast. >> it starts out very chilly and also dry this morning. we will start to see some of the showers moving into the bay area with an incoming storm that we are all happening because we do desperately need this rain and it's a cold start, look at these temperatures now right in the

middle of the screen, the peninsula looking live in palo alto it's 38 degrees and check out the tri-valley, looking live in sunol, it's only 32 degrees there, we've been freezing in the north bay, 29 degrees in the north bay, we can see already those clouds moving into san francisco where it's 45, cold in the east bay, 41 with a high in oakland today up to 54 degrees. the seven-day forecast up at the bottom of the screen shows that we will have several days of rain moving in and it starts today, especially for the north bay where we will start to see the rain by early afternoon from lake port down to santa rosa. it could be mixing in with a wintry mix for lake county and some of those he will cases above 2,000 feet. we continue to see the rain spreading southward. you may not see it in the east bay and peninsula until 7:00 this evening and the south bay at about 8:00 to 9:00 tonight. this rain continues throughout the day tomorrow with low elevation snow, winter storm warnings in effect for lake

county. we will have the brunt of the storm tomorrow morning and it will be with us throughout the day on friday. saturday is when it slowly tapers off and sunday will be dry as well as monday before another storm system moves in. we are looking at the potential of getting one to possibly two to three inches of rain especially for the coastal hills and also for the north bay areas where we could get over 3 inches of rain in some of those spots. mike, you've been tracking what's happening out on the roads this morning. >> we're starting to see the commuters show up on our sensors, there's slowing that shows up so i will get more volume of traffic, not more incidents not just yet. south bay starts the build in earnest at 6:30 we will start to see more volume there. over in the tri-valley we are just looking at south 680 a little slowing through pleasanton kicking in once again. 238 is fine but it's 880 the nimitz down past the san mateo bridge, look, see, west, pushing west across 92 and across 84 the dumbarton bridge that's the trend. the east/west connector at the bay bridge itself so folks are

showing what could be a major storm moving closer to the bay area. >> taking a live look from our cameras overlooking san jose this morning where the sun is just raising. right right no you for the most part but the rain will start coming into the south bay later tonight. thanks for joining us, i'm laura garcia. >> and i'm marcus washington. right now we want to go to meteorologist kari hall tracking what's going on with this weather. we are expecting that rain to come on in. >> it will be another cold storm. as we look at it now it's producing rain across far northern california as it continues to move its way into the north bay it will work its way farther to the south as the day goes along. we are going to see pretty much all of the bay area covered by rain at 8:00 this evening and a lot of heavy snow developing in the sierra. for the north bay up around lake county we could see a winter storm warning in effect as we are going to have heavy snow there and elevations above 2,000 feet will have some snow. this goes on between tonight through the day on thursday as well as friday, even into

saturday as we are still going to see that rain lingering and there may be another storm right behind that. as we talk about sierra snow also the potential we could have four to possibly five feet of snow in some spots. so a lot of snow on the way and a lot of rain for the bay area, too. we will talk about those changes ahead and when we will get the brunt of the storm coming up. mike, you're saying in oakland we may have a problem. >> we may. the chp does have reports of a disabled big rig north of the coliseum on the northbound side. it looks like there may be a little slowing around -- no, not sticking around. just that illusion as folks head over the hill, again, around high street and the coliseum. taillights going into downtown oakland. the big rig in the fast lane around 5th. we're going to continue tracking that. that could be a problem. stick with us, folks. right now we see the slower sensors down the east shore freeway and off of 580 and that's holding steady over the last 20 anyone else there. the bay bridge metering lights

are on. you will get slow over toward the richmond-san rafael bridge 580 as well. the rest of the bay shows a typical pattern through hayward. northbound pushing 101 and 85 through san jose. a come ber day out in the news, though, developments over there. back to you. 6:32. happening right now students at the marjory stoneman douglas high school in florida are back on campus returning to classes. >> it is their first bay of school since the deadly shooting on valentine's day. school officials say today is the start to the phased reopening. they say the process will focus on healing first and remembering the 17 lives lost. lots of hugs you see there. students who were not ready to return to class today they are being allowed to finish their classes online. today a north bay high school is open after a threat. officials say they found graffiti threatening students and staff in a boy's restroom at analy high school in sebastopol. police will be patrolling the school over the next couple

days. officials have not discussing the exact nature of the threat but separately more than 200 students stayed home from alameda high school because of a threat in the girls restroom. the head of i.c.e. has strong words for oakland's mayor for notifying undocumented immigrants are incoming immigration raids. he appeared on fox and friends less than an hour ago. >> what she did is no better than a gang lookout yelling police when a police cruiser comes in the neighborhood except she did it to the entire community. it's beyond the pale. i've been doing this for 34 yearsa criminals that law enforcement is coming. >> strong words there. meanwhile, happening today, a major protest is expected outside of i.c.e. head quarters in san francisco. it comes as we heard federal agents arrested more than 150 people during immigration sweeps in northern california over the weekend. "today in the bay's" pete suratos is live this morning with the next steps for a lot of those worried immigrant

families. good morning, pete. >> reporter: good morning to you, marcus. yes, and this comes on the heels of that strong statement that you just heard by i.c.e.'s deputy director directed at oakland mayor libby schaaf. you can expect a different tone during that rally that's going to take place in front of the i.c.e. headquarters in san francisco in just a matter of hours. you will have a combination of advocates for the immigrant community as well as lawyers that are going to be in place. now, that's a part of a bigger rapid response team that's with what organizers are calling it and it's going to be put in place for undocumented immigrants and their families that are affected by all of this. this is happening just as federal agents arrested more than 100 people in northern california over the weekend and we just briefly touched on oakland mayor libby schaaf putting out a warning about those raids coming to her city prior to some of this news and it was a decision that i.c.e.'s deputy director claimed put their officers at risk. our crews did speak with a woman from el salvador who is here legally and explained to us how

the news of potential raids could affect those in the undocumented immigrant community. >> when you put out notices it puts the whole entire community in fear. even if you have documents. even if you were born here. knowing that you have friends, that you have community members, you have families who might be affected by this. >> that rally is being put together by the power not panics emergency response committee. you have the information on your television screen. it's going to be at 630 sansome street in san francisco. that is the i.c.e. headquarters in san francisco. the rally start time is at 12:00 p.m. dozens of attorneys and advocate groups are expected to be on hand for what organizers are expecting to be a major protest. we're live near the golden gate bridge, pete suratos for "today in the bay." it is 6:35 right now and happening today your chance to play a role in the national debate on the future of the air we breathe. the epa is holding a public

hearing on the trump administration's push to repeal the clean power plan. starts at 8:30 at san francisco's main library. environmental groups say they will protest in support of the plan. critics say the obama era policy is too tough on businesses. new this morning we've seen major increases in car safety but for the second straight year a record number of high number of pedestrians being killed across the country. that's a dangerous trend and experts are trying to figure out what is causing this problem. "today in the bay's" kris sanchez is live in san jose this morning with what could be causing the spike in those deaths and, kris, what is it that we all need to be mindful of to keep those cyclists safe? >> reporter: well, i think we just have to pay more attention, that's a very good start. you see these lighted crosswalk here behind me, that's part of the city of san jose vision zero plan to decrease pedestrian fatalities here san francisco is a vision zero plan, oakland has

its own plan. i found some interesting highlights, let's take a look at some of those numbers. 2017 as you mentioned more than 5,900 pedestrians were killed on roadways based on the trend from the first half of the year. the good news is that there was an 18% decrease in deaths in california, but sadly there was a 40% spike in san jose which is the largest bay area city profile. some contributing trends are more smart phones and more states with legal marijuana, our state being one of them. the report is put out by the nonprofit governors highway safety association and it tracks the impact of legalized marijuana and this graphic shows a 16% increase in pedestrian deaths in states with legal pot compared to nearly 6% decrease for states where pot is illegal. this is something our local law enforcement has been talking about for a while. now, the report also scores how to prevent deaths including enforcement efforts like this

one that i reported on back in august. in about an hour and a half 40 officers from nine different law enforcement agencies in santa clara county will do a similar saturation patrol pulling drivers over for putting pedestrians in danger in milpitas. back in august the focus was cupertino, saratoga and los altos hills. it's just one thing that communities are doing, but there's also a large push for not only enforcement but also education, he kagt pedestrians on what they can do to keep themselves safer and educating drivers of course as well. some of us are both. i did post a link to the full report in case you want to see it. i also posted some of the graphic highlights so that you can see some of the differences in marijuana states, non-marijuana states and also how the trend has been on the uptick for pedestrian fatalities even as other traffic fatalities are on the decline. in san jose, kris sanchez, "today in the bay." happening today our parent company comcast celebrates black history month with an event for

employees in livermore. the organized event is for black history -- or niced, rather, by the black employee network which supports african-american employees at comcast. i will be attending this event and speaking as well this afternoon and it's going to be a fun event so i'm so excited and thankful that they asked me to be a part of it. >> good for you. that's going to be great. and they get to meet marcus, mike, what a street that is. >> meaningful words as well as have a good time. over here we are looking at the commute and it's starting to build a bit, that sun coming up. these folks not en joe i go it so much because they are tapping the brakes and the map will show you the same thing. north 101, north 85 and north 87 starting to show your traditional pattern pushing north through san jose and into the rest of silicon valley. the build is on for that part of the commute. we already had this, the tri-valley, a mild build for the tri-valley itself and pushing

across the san mateo bridge, the biggest volume of traffic off the nimitz freeway. heading over towards the peninsula. you see show traditional slowing on the right side of the east shore freeway down to the bay bridge and you are over a half hour from highway 4 but the arrow shows you the golden gate bridge southbound. heard there is some drywall that's been dropped off to the freeway just about the north tower. i will check to make sure that gets cleared quickly. unfortunately the drywall can stay dry so hopefully they get it up. >> going to be soggy, but you're saying for at least part of the weekend it's going to be dry. >> part of the weekend. it's still going to be chilly across the board. we are looking at highs in the 50s over the next several days and on saturday it's still going to be raining. it starts out with chilly tours and i think as the storm system wraps up we will have another dose of low elevation slow about 2,000 feet in the bay area. you will clearly see it on

jose. some contributing trends are more smart phones and more states with legal marijuana. happening today the late reverend billy graham will lie in honor at the u.s. capital rotunda. graham becomes the fourth private citizen to have that honor. he's the first religious leader, the president, the vice president and their wives will attend that ceremony today. graham known as america's past or died last week at his home in north carolina. he was 99 years old. his funeral is set for friday in charlotte, north carolina, at the billy graham library. today the last day mavericks could be held and there is a few if any professional surfers in the water. there has not been enough waves or even the right conditions for the event. if canceled it would be the second year in a row that the competition has been held -- or not been held. now, research out of the mavericks they have not gotten back to us so far, we've reached out to them and we are asking if that window will be extended.
