us this morning - but it is 4:00 t a.m. a live look outside now in san francisco at the golden gate bridge, as you can see right there not many cars on the road, but, hey, we are up and we are ready to go. a break in the rain for most of us this morning as you can see right there, but the next round is on its way just in time for the weekend. good morning and thank you so much for waking up with us, i'm marcus washington. >> and i'm kris sanchez in for laura garcia. it was so sloppy out there yesterday that's why we are on early this morning, we want to make sure you know what to expect, not what we saw yesterday. >> not right now anyway. this is a little bit of a break in those showers so we're still expecting rain later into this afternoon and also into the evening hours so that's why we want to give you a heads up. that's why we are on a little

earlie earlier. oakland right now is at 45 degrees, also the wind speeds have died down significantly, right now at 10 miles per hour in oakland. still seeing a shift in our weather pattern. i will have more details on what you can expect but let's check in with mike. no major closures. theres not that green height lighting indicating slick roadways but it still will be wet out there. be careful on the on and off ramps. we have the white and pink snow and ice still over here in mt. hamilton and the higher peaks. in the south bay we did get a report here, this affects the side of the road north 87 right around curtner just past the on ramp reports of a car that went off the roadway. no slowing and no major injuries reported. farther south where kris and vianey were yesterday here, santa cruz mountains, there is not that rain and puddling an

ponding reports this morning. a little slowing out over the summit but no big deal. morgan hill is fine, but we're concerned a little south so i'm handing it back to you. more mud slide concerns in southern california this morning as the storm we've been experiencing now is hitting some very vulnerable areas. all of that rain in so cal may be causing problems for people here and trying to get there for the weekend. >> "today in the bay's" anser had hassan is live to our south. >> reporter: there hasn't been that heavy downpour we saw last night. highway 101 looks pretty good this morning. as you mentioned, for those of you who may be planning to head south towards santa barbara or los angeles, chp is warning drivers that the california coast gets hit hard by this morning's storm they may be forced to close highway 101.

the santa barbara county issued mandatory evacuations yesterday that went into effect at 12:00 noon. the national weather service issued a flash flood watch for southern california's burn areas in santa barbara, ventura and los angeles counties. they predict parts of santa barbara could be hit with half an inch of rain per hour. so chp's concern is that the roads could flood which could prompt them to close highway 101. now, this latest evacuation order comes almost two months after the storm that dumped more than half an inch of rain in montecito in five minutes, triggering burn area mudslides to destroy homes and killed at least 21 people. this morning's rain could possibly bring about three inches of rain between now and 8:00 a.m. we checked chp's report so far they haven't issued anything between here and southern california. we will keep you updated on any developments as they become available. reporting live in san jose, anser hassan, "today in the

bay." >> thank you so much for that. this weather has been affecting a lot of people, it will affect a lot of people this morning as well. >> sometimes we talk about that inconvenience rain, but that can be really dangerous when you are on the roadways, especially this early in the morning. let's go to bob redell who is at the dumbarton bridge on the menlo park side. good morning, bob. >> reporter: good morning to you, kris and marcus. we've been driving throughout the bay area from the east bay to the south bay this morning for the past hour or so and it's definitely a different scene than yesterday. we are not seeing the rain out there. something to keep in mind, the roads are still wet. so just something you want to do is be watching your speed and watching distance between you and the car in front of you in terms of tailgating, that's something that chp would always advise, and chp is also putting out an advisory this morning for high winds on the altamonte pass, the benicia martinez bridge and the antioch bridge. we are at the dumbarton bridge which we drove across from

newark and there were no winds there and we don't expect winds on the san mateo bridge. if you are being forced to drive in today and you can't stay at home and work from home, the roads are wet, just be careful out there. reporting live here in menlo park, bob redell, "today in the bay." thank you very much, bob. there's that residual wetness that could be a problem. so you're going to want to stay expected stay on top of the weather. you can watch our app, the doppler radar on our app, it is very accurate, you can punch in your address where you live, where you work, where you're headed, whatever you need, it's all free. happening today immigrant rights groups are organizing a south bay rally. this is to protest recent i.c.e. sweeps across the bay area. i.c.e. maintains many of those arrested during the recent sweeps have prior felony convictions. it considers the arrest of those without criminal records a consequence of sanctuary cities not cooperating. the white house is also looking closer at the warning oakland mayor libby schaaf gave last weekend that the sweeps were

eminent. >> i think it's outrageous that a mayor would circumvent federal authorities and certainly put them in danger by making a move such as that and that's currently under review by the department of justice. >> now, i.c.e. yesterday released some numbers from its recent sweep. agents have detained 232 people. many are now facing deportation. today's rally takes place in san jose at 5:00 p.m. happening today, president trump's former campaign chairman paul manafort is expected to appear in court for another plea hearing. manafort this week pleaded not guilty to charges tied to robert mueller's russia investigation. that case is now being heard in washington. he will be in a virginia courtroom today where he will enter a plea on related charges. manafort is accused of lying on his tax returns and failing to report foreign bank accounts. san jose sharks are riding pretty high, so are the fans i would say.

farrell ) begins his new )open door chats. ) he s francisco mayor mark farrell opens his -- begins his open door chats. he says his goal is to talk with the folks who live in san francisco about the issues that impact them most on a day to day basis. he will host those chats twice a month in city hall. you can show up on the first and third friday of every month from 8:30 in the morning until noon for a ten-minute appointment. meetings are chosen through a lottery process. facebook is now reportedly in the early stages of another larger expansion into menlo park. the mercury news reports this

week that facebook met with city planners to discuss a vast new development called willow village. if approval is eventually granted, it would provide nearly 2 million square feet of office space that is on top of the current 60-acre campus already being built for about 10,000 facebook workers. talks on willow village are preliminary, but construction could begin by the year 2021. preorders start today for samsung's latest smartphone, the galaxy s 9 and s 9 plus were just unveiled monday. the company said that it made significant camera improvements including super slow motion. it's also available in gray, blue, black and the new this year lilac. they should just say purple, right? >> it's a very specific purple, though. >> lilac. it could cost $840. it hits stores march 14th. the academy awards are

just about a quarter after 4:00 this morning. we are looking live at oakland where the traffic is already picking up. we know so many of you get up early to commute those long drives, we have you ready to hit the road. we're starting off dry here, at least the rain is not coming down. >> for now. we've got definitely a nice break from the storm system right now, but it looks like we still have another round of showers, but later on in the day so not necessarily affecting your early morning commute but it might affect your drive toward your lunch hour possibly. check out some of these temperatures, 47 degrees for the south bay, peninsula, 47, tri-valley 43. one thing we're seeing are those cloudy conditions not just for the south bay but really through the peninsula area as well. we have 47 degrees right now, tri-valley 43. we are expecting to see a couple more of those showers.

as those showers begin to move in by late afternoon you will notice a shift in our weather pattern. if we take a live look at our doppler radar you can see it's definitely starting to pick up some of that storm system we've been mentioning and talking about when it comes to that storm in santa barbara. if i zoom into our area, the bay area, you can see the majority of those showers, this is a current updated doppler radar but the majority of these showers are now off to the east, you can see near the modesto area and these are definitely moving down towards the southern california area. now they are on high alert, especially for the burn scars in the santa barbara area as well. as far as the wind speeds here, yesterday we had some windy conditions, that wind advisory did expire at 10:00 p.m. last night and we are not expecting another wind advisory for today, the winds are much calmer. if i take you through the 10:00 a.m. hour we light at 8, 10 miles per hour, san jose at 6. it remains relatively calm through tonight and even into tomorrow early morning. now, as far as the sierra snow,

while we are still expecting a significant amount of snow from this same storm system, you can see this is a timeline through saturday for tomorrow. we've got several inches, we have over 49 inches in kirkwood, tahoe city over 27 inches, kingvale over 41 inches for the sierra snow so they are definitely expecting treacherous conditions, the driving conditions will not be favorable for today because the winds will maintain on the gustier side, 50, 60, 65, 70 plus. as far as our daytime highs for today expect mid to upper 50s but for the most part the temperatures will be very similar. we are not seeing a big drop or increase in the temperatures. oakland a high of 56 degrees, san francisco 55, santa rosa 54. i've kept the rain outlook on there because we are not expecting showers right now, but that's because we're catching a little bit of a break. but into the afternoon and shortly after 8:00, 9:00, 10:00 a.m. we could start seeing spotty showers again and then we get another band of showers that moves in by the evening hours and that's at around 6:00, 7:00,

moving once again from north towards the south bay. we will definitely keep a close eye on that. i will have a look at your updated 24 hour rain totals coming up in just a bit. first let's get a check of the roads with mike. vianey, yes, much calmer than yesterday. the road weather index not highlighting really anywhere except for a little ice and snow perhaps in the mountains on the outskirts. for the commute we are looking at green for the speed sensors on the roadways. the crash has been removed 87 at curtner. that's cleared. 280 near saratoga we do have a crash blocking part of the slow lane, that should be moved to the shoulder very quickly. light traffic, but again, watch those slicker roadways, even though it may not be raining the sun hasn't been out to dry things out. vianey talked about the wind advisory being expired but chp did say be careful because a couple cruisers report gusty winds across the benicia bridge, antioch bridge and altamonte

pass over the last few hours. meanwhile, we still have green all over including the altamonte pass, good easy drive right now. the bay bridge toll plaza the camera there shows us a very light backup but also a few puddles and definitely the sheen on the roadway so you can have those slicker on and off ramps like the one we see from our dublin camera this is over at tassajara. 580 westbound moves smoothly. you can see the mist on the roadway, it will have a potential for puddling and ponding like this off ramp. 50 is shut off over towards south lake tahoe because of spinouts and i-80 closed over the summit. happening now it seems like mother nature is book ending the country. we have our weather here, this is what the east coast is looking like, they're starting to get hit by a nor'easter. looks mild now but you can see folks are getting prepared for strong winds, rain and heavy snow. that is going to move in and severe conditions are expected to intensify and cause havoc

later today all across the region. some areas, in fact, are being evacuated and a lot of schools are closed ahead of time. it is possible that you could see some flight cancellations later today if you are headed to the east coast and you might have a ripple effect even if you are not headed to the east coast. we may feel those impacts here in the bay area. happening today the reverend billy graham will be laid to rest in a private funeral service. graham died last week at the age of 99. president trump is expected to attend today's service. it's being held inside a tent in the main parking lot of the billy graham library. this is in charlotte. graham's body will be buried on the grounds of the library aside the grave of his wife ruth. the president's plan to protect american steel and aluminum producers is stoking fears of a trade war. >> and as "today in the bay's" kris palone shows us, it sent stocks plunging yesterday as investors worried that everything from cars to appliances will end up costing more. >> reporter: it's a blow to countries that send steel and

aluminum to the united states, the president following through on a campaign pledge to impose punishing new tariffs. >> 25% for steel, it will be 10% for aluminum. it will be for a long period of time. >> reporter: the move designed to make prices for american steel and aluminum more competitive with countries that produce them cheaper. industry leaders say it will grow domestic steel production and add jobs. >> i believe that we have to stop the bleeding that the domestic steel industry that is experienced for quite a while now? er it could make cars and washing machines for expensive. >> the winners here are steel companies in the united states who sell steel, the losers are any company that buys steel and that means they're going to pass those costs on to their customers. >> reporter: the u.s. buys more steel than it makes and while the president's words have been aimed at china his tariffs could hurt canada even more. >> i hope the president doesn't really do this because if he does it's going to -- it's just
