remain through tomorrow. you still have at least a day and a half, so that rain moves in tomorrow night. right now the temperatures as you make your way outside are in the 30s, but, parents, hey, if you're packing up the kids getting ready for school keep in mind we are going to be fairly warm today into the afternoon. just to give you an idea even though the north bay is in the 30s, eventually areas like santa rosa, napa, will climb into the 70s. it's going to be one of the warmest days we have had so far. let's check in with mike. i was right and i was wrong. over here i saw the high-rise moving better. it is, but the flat section is jammed up now. westbound 9 # 2 very full because the crash looks like it's at the base of the high rides. i have not seen them travel across that surface lane but i'm hoping they clear that quickly because 92 you saw the live shot, you see our sensors jammed up with the toll plaza all the way to the base of the high-rise in your commute direction,

northbound 84, the dumbarton bridge a much bitter drive here. continuing to build for the nimitz, that will be a different flow for the time being as folks try to avoid the san mateo bridge, south bay. we will talk about the toll plaza build coming up. back to you. some shaking going on this morning in the south bay. we were the first to report this in our 4:00 a.m. hour moments after it happened. >> we've been checking with the usgs. there have been two quakes in the gilroy area. 3.6 and actually it was downgraded to a 3.3 magnitude quake, it hit about 4:38 this morning. just after that happened a 2.6 magnitude quake was registered. both were centered about six miles east of gilroy. this is a look at our si seismograph at nbc bay area. thanks to the people that have reached out to me laura garcia nbc. reports feeling in the bill roy

and morgan hill area. you can also see any activity, we have our quake map on nbcbayarea.com. a major development across the pacific this morning. possible sign of compromise from north korea and its nukes. south korean officials say kim jong-un is willing to get rid of nuclear weapons if the safety of his regime is guaranteed. that announcement comes after both sides met in north korea for talks. north korea has agreed to impose a moratorium on tests of nuclear weapons and missiles if it talks with the united states as well. no response from the white house this morning. north and south korea expected to hold talks again later this month. it is 6:02. we have new information this morning on an explosives investigation in the east bay. two men are behind bars after officers say they discovered materials that could be used to make explosives inside their car. the discovery led to the evacuation of a hotel in oakland

last night. >> "today in the bay's" bob redell live at chp headquarters in castro valley in morning to explain how chp officers came across those guys in the first place. good morning. >> reporter: good morning. the chp tells us this started with a traffic stop over the weekend. officers from this location here in castro valley were trying to pull over the driver of a honda crv, this was early sunday morning. the driver would not comply, there was a short pursuit, officers were eventually able to catch him and arrest him. this man's name is jeremy guy and inside his vehicle officers say that they found the ingredients to make explosives. flash forward to yesterday, 24 hours later the officers obtained a search warrant to search the hotel room that guy shared with his father. this was the scene last night over that hotel. it was the homewood suites on the 1700 block of the embarcadero in oakland where officers evacuated part of that hotel for a few hours while they searched that room. it's not clear what, if anything, they found inside, but

we do know that they arrested the father as well, his name is ronald guy. both he and his son jeremy are from riverbank. both then now face charges of possessing destructive devices and materials used to make des truck stiff devices. guests were allowed back in their hotel a little before 11:00 last night. bob redell, "today in the bay." recent snowfall in the sierra great news for the drought, it's been cheating extreme conditions on the mountains and the slopes. these are new photos from the alpine county sheriff's department to give you an idea of the elements. this morning we're learning a san francisco woman and her young son were killed after they were buried in three feet of snow. the share tiffs department say they were hit by a chunk of snow that fell from the roof of their vacation condo. it happened sunday near kirkwood. a neighbor spotted ski gloves

next to the condo, called police and they eventually found them under the snow. they are the third and fourth skiers to die in a california resort since last week's major snowstorm. huge break in a cold case in the east bay. fremont police announced the arrest of 57-year-old david misch in a 30-year-old double murder case. police believe that he killed michelle xavier and jennifer duey back in 1986. the murders left people in fremont living in fear for decades. the bodies of the two best friends were found naked, shot and stabbed along hill creek road. xavier's car was found six miles away at mission valley shopping center. investigators say dna evidence along with interviews with family and witnesses eventually led to his arrest. >> it's a great feeling to be able to say we can finally get some closure. >> not a sense of relief for my own safety but i feel relieved for the family. >> david misch was already in

prison for another murder when police charged him. he is checked to be moved to santa rita county jail and arraigned on this case later this week. an about face for sonoma county's doerch. she will reduce or erase mrmg convictions. jill rat vich said she will not consider reevaluating new companies but with california's new law she says otherwise. this after dozens of petitions were filed to have pot related convictions dismissed or felonies dropped to miss dmeen err. someone in the department has been assigned to review individual cases. to washington, d.c. this morning. new overnight a former trump campaign aide did a 180. first he refused to comply with subpoena in a russia investigation, now he says he'll cooperate. whether anyone connected with the trump campaign knew about hillary clinton's e-mails being hacked or had any connection to russia. enter sam nunberg who a lot of people haven't heard of, he was with the campaign early on, then fired, now mueller wants to put him before a grand jury. initially nunberg said no. >> the subpoena is absolutely ridiculous. >> reporter: fired trump campaign aide sam nunberg told msnbc he won't produce e-mails and other communications and won't testify friday before the russia grand jury. >> it's a witch-hunt. i'm not going to cooperate. >> reporter: later nunberg suggested he will cooperate. >> do you think that they have something on the president? >> i think they may. i think that he may have done something during the election, but i don't know that. >> he doesn't know that for sure because he's incorrect. as we've said many times before there was no collusion with the trump campaign. >> reporter: carter page is cooperating but skeptical. >> everything should be based on facts and unfortunately it's

consideration. that site 2 on this map. that's because the land is restricted for park use only. city leaders say a replacement site will not be considered. happening today a meeting on the future of caltrain tracks through the city of palo alto. tonight's meeting comes in the wake of recent findings that the cost to send caltrain tracks underground would be in the billions and that has palo alto leaders reportedly ready to pull the plug. another idea involves spending some areas of track underground in the southern part of palo alto which would free traffic at two major intersections. tonight's meeting takes place at 6:30. and it is 6:09 as you're getting up we're still in the 30s and who is so still a bit chilly? san jose. 42 degrees, 48 for san francisco and napa still in the 30s. the 24 hour temperature change does show that nice climb in terms of temperature thanks to that ridge of high pressure. 6 degrees warmer in san jose at this hour, san francisco 4 degrees warmer. if you're wondering about the next couple of hours, well, that

warmer trend is going to show off a little bit today because we'll start to notice an increase in some high clouds. we're already seeing out over san francisco you can see this live picture here. check out that temperature trend of palo alto. we will start climbing into the 60s by 11:00 a.m. and eventually into the midafternoon some spots will hit the 70s for today. we'll keep some of these warmer temperatures through tomorrow with these dry conditions but tomorrow night things all change. temperatures are lovely, one spot that's not lovely right here in the middle of your map. the overall commute looks great for a tuesday. just getting kicked in for many spots. we have a heavy flow of traffic right here. the jam for westbound 92, the san mateo bridge, your alternate is the dumbarton bridge. avoid 92 west across the water because this is what it looks like as you leave the toll plaza traveling west along the flat section. jammed up just around the high-rise, there's a crash there still blocking one lane.

tariff announcement. we get reports this morning ong factory orders. the dow jumping 336 points to 24,874, the nasdaq rising 72 to 7,330. nordstrom has rejected an initial offer from its founding family to take the retailers private. that bid worth about $8.4 billion is less than the company's actual market value. the move comes as the industry is facing a record number of store closures and as more shoppers are choosing to buy online. nordstrom gets more than a quarter of its revenue interest online sales. amazon is expanding its two hour delivery service from whole foods to two more markets, that's san francisco and atlanta. the service is free for prime members on orders of $50 -- more than $35, rather. other cities are expected later this year. customers in san francisco, listen up, will also be able to order peer and wine. back to you. >> now if i can get somebody to

>> that's good guy reference. >> thanks. >> we're looking for a great day today. >> it will be -- it won't be high tides here. we are actually tracking nice overall weather pattern but we will start to notice an increase in some cloud cover and increase in those temperatures. right now we're still in those 40s, be working to get out of the 30s in the tri-valley, 36 degrees and over the next couple of hours we will start to see also some high clouds out there. look at the north bay 35 degrees, san francisco waking up to 45 degrees and that ridge of high pressure is on tap to bring us probably one of the warmest days that we have had so far. san francisco expecting a high of 64, half-moon bay 63, check out napa and concord all in the 70s. the good news is that these warmer temperatures will linger through tomorrow, but as we look ahead towards tomorrow look what's on lts way, we have the arrival of our first storm system we're tracking as we head into a later portion of the week. it moves in nicely late into

wednesday. kari is over through your thursday. it's not really widespread, we will get periods of isolated pop up showers here and there. not big rain totals. look at this gorgeous shot of kirkwood lake tahoe. 4 degrees out there right now. it is beautiful. another thing on tap, too, is another storm system expected to make its arrival into the weekend, also will be bringing some snow, not as much as as what we saw last night but at least 4 inches to some of the higher elevation areas for the sierra snow. i won't that doesn't seem likes a lot when you compare it to the several feet of snow we saw last weekend. we have a nice combination of 50s and 60s on the forecast and are following three storms, another one will make its way in on monday. the roads are try for now. for now. we're taking with you, vianey and watching for changes. drier roads are good for most of your commute. the problem is not the condition, it's the actual crash that's over here. look at this pattern westbound

92, the problem we do see that the traffic speeds are starting to improve coming off of the base of the high-rise. the dumbarton bridge still a clearer drive. you're jammed up from the hayward side all the way to somewhere around midway across that flat section then that's where the speed sensors are starting to improve. the chp report doesn't have a lot of information, doesn't have more information from the bridge crew. maybe things are starting to clear. 92 here, 32 minutes across to the peninsula, the dumbarton bridge much better, even the bay bridge is better and they have the backup on the approach coming off the berkeley curve and for 24 past that crash at 580 on the shoulder. it is 6:21 coming up next on "today in the bay" nbc bay area responds. medical debt, how it's affecting families and how nbc bay area is doing something about it. i'm consumer investigator chris chmura. nbc bay area responds next.

today nbc bay area responds to a rampant financial hardship, medical debt. >> consumer investigator chris chmura first brought us this story last week, now he's looking at who is struggling with the problem and how nbc a making a donation that could change a lot of lives. as we've done begun to put medical debt under the microscope we've found striking realities. most of the people debt collectors are hounding to pay

their medical bills actually have health insurance. it's 62% according to the kaiser family foundation, which is studying medical debt. kaiser also found that 75% of people who wound up with copays, deductibles and co-insurance, that ended up costing them more than they can afford. here is a crushing catch-22, say a doctor, lab or hospital takes pity on you and wants to help you out, well, they might be prohibited from giving you a discount. the national consumer law center found that some insurance company krarts actually forbid doctors offices and hospitals from waiving or reducing copays, deductibles or co-insurance. so nbc is stepping in to highlight this growing problem and partnering with an organization that can offer immediate help to hundreds of families. our company is making a $150,000 donation to rip medical debt, a new york nonprofit that says it will use our donation to buy and forgive $15.5 million worth of

the factor there and west 24 that crash still looks like it's got activity or a distraction on the shoulder off of 580 and so that's the slower spot. the east shore freeway actually not looking so bad as you head over toward the bay bridge. here are your travel times across the bridge. again, the san mateo bridge still the slowest. developing this morning the search continues for former nfl star aldon smith. we are learning that he could surrender to police sometime today. "today in the bay's" pete suratos live in san francisco with what we're learning more about this investigation and the allegations of domestic violence. good morning, pete. >> reporter: good morning to you, laura. we've been here in front of the san francisco county jail all morning long. no sighting so far of aldon smith. a guy who was once considered a star in the nfl not too long ago, but a source is telling us that he's expected to surrender at some point later today. at some point today. that's where we are on stand by for all this.

we do know that tmz is reporting that he apparently checked into rehab following that domestic violence incident that took place on saturday night. you guys are looking at the video the 600 block of bush street where this all took place. and at this point san francisco place do have a warrant for his arrest. and a neighbor of the victim in all of this is the one who called 911 and according to dispatchers the victim also called saying that she was bitten. here is san francisco police explaining what kind of charges aldon smith could be facing following his latest run-in with the law. >> there was an arrest warrant that was signed by the district attorney's office citing charges of domestic violence, force likely to cause great bodily injury, false imprisonment and vandalism. >> reporter: it seems like it's a never ending list of incidents for aldon smith. some of his past run-ins include a hit and run, dui as well as a possession of assault weapons. the raiders did cut smith from

the team yesterday following his most recent incident. smith is currently suspended from the nfl due to previous incidents. now, our crews have reached out to smith's attorney but have yet to hear back. we will bring you any new updates as they come in. live in san francisco, pete suratos for "today in the bay." san francisco teachers using a slice of ingenuity to support striking teachers in west virginia. that strike is in its second week and it is statewide. teachers seeking a 5% wage increase, state senators there offering 4%. san francisco teachers launched a go fund me page to provide striking teachers three days worth of pizza. their goal was to raid $15,000. donations have already shot past that total. happening today a possible limit on gun sales in the south bay. santa clara county supervisors will consider a controversial ban on gun shows at the county fairgrounds. >> reporter: good morning to you, laura. there is no gun show on the fairground marquis at this point because the next gun show one of only two in the county isn't coming up until april, but the supervisor ken jaeger makes two main arguments about why a ban on gun shows here would be effective for santa clara county. the first is perhaps the most obvious one, that is to keep guns off the streets which he says is in line with the primary mission of the county which he says is the health and welfare of the people of santa clara county. the supervisor, though, also makes a financial argument. he says that there are only two gun shows here at the fairgrounds and the last one only netted the county about $6,000 that was the code of the west gun show back in february. one counter argument to a ban is that ending gun shows so drive sales underground. >> if you're not doing it in the public eye under controlled circumstances i really feel like there's just going to be, you know, back door deals going on.

i mean, one way or the other you can't get rid of it so why not try to be a part of it and support it to the point where it is a little bit more controlled. >> reporter: now, for perspective i pulled up a uc berkeley report on gun shows and gun violence that i covered for you back in october. it shows a 70% spike is gun violence following gun shows in nevada. in california communities within a driving distance and the trend continued for two weeks. there was no similar impact after california gun shows. now, some of the factors seemed to be stricter regulations in our state and california's ten-day waiting period. i did put up all of this information in my twitter feed and on my facebook page so that you could hear that conversation. i also posted a poll because i want to know what you think. go to twitter, i'm @kris nbc. tell me whether or not you think that a ban on gun shows at the fairgrounds would make a difference in santa clara county. the supervisors will discuss the

matter later on today. at the fairgrounds, kris sanchez, nbc bay area news. countdown under way to the 2020 census as there are some concerns that counties have about covering the cost of that. today santa clara county supervisors will discuss allocating a million dollars to invest in the first phase of the coming count. supporters believe the 2020 census is currently underfunded at the federal level. the added money will help ensure that everybody gets counted in every home in the county is properly counted. >> it is 6:37. transportation leaders in san francisco will decide today whether to add bike lanes to eighth street south of market. the eighth street safety project stretches from harrison to town send street. mta members will vote on the second phase of the plan which includes pedestrian and bike lane improvements. the meeting is at 1:00 this afternoon. while we follow that on surface streets we're also

following your highways, freeways, your interstates. we're looking forward the south bay with a little build kicking in for the south bay. san jose in particular. not yet pushing toward the rest of silicon valley. a little late start and lighter start for that portion of the bay. a tough problem for the san mateo bridge getting a lot better now, westbound thumbs up improvement as you travel west across from the hayward side and now the buildup for the dumbarton bridge holding pretty steady so that's not bad. looks like a lighter flow all around the bay judging by the backups. coming through the maze we have more slowing going on west 24 off 580. the cash cleared at 580 but a crash in the backup around broadway caused for slowing. looking at the rest of the feeders toward the bay bridge, the east shore freeway finally hit that half hour mark. i'm not happy about it, just that's happened. >> let's make mike happy by talking about the weekend. >> oh, yeah. >> right? there you go. >> especially because the sierra is looking at more snow and i know you like that.

with more snow will come more rain and that's going to include the bay area. saturday's forecast coast, bay and inland will once again start dropping down into the 50s which will be a little more seasonal for this time of year. notice all that rain. we do have the arrival of another storm system that is expected to bring a good amount of rainfall at least into saturday and into sunday as well. look at the temperatures also in those 50s. we will keep that rain around lingering through monday when we could see the arrival of another storm system and here is a gorgeous shot of squaw creek lake tahoe. look at how beautiful that is. got nice clear skies, plenty of snow on the mountaintop. here is what they can expect in the kirkwood area, snow, snowshowers now, a quick reminder, though, this storm system doesn't look at powerful as the last, but that could still make for difficult driving conditions as always safety first, but, hey, at least we're getting more snow up in the mountains. back to you. >> always good to see. 6:39. coming up next on "today in the bay," making public transit more

loosen some of their zoning restrictions. any city or county that did not supply would risk losing control of development projects on bart owned land. san francisco muni reportedly thinking about changing fares again. believe it or not, in some cases the fares will go down. the chronicle reports the mta considering drops in fares for two groups, people who buy monthly passes and visitor passports that are offered to tourists. at the same time the mta is considering more fare hikes in other areas. they will debate all of those changes later today to help close a 20 million budget deficit. new video coming in this morning of a dramatic rescue of two men caught in an avalanche saturday in washington state. this is helmet cam video from one of the rescuers. the drama laid out 50 miles west of seattle. the men were snowboarding when they were caught up in that avalanche. sadly, two other people died in that very same slide. dramatic new video to show you with a happy outcome here. you have to see for yourself. take a look at the little girl

activities with the kids, with the dog, with the family, anybody, friends, because the temperatures will be in the 70s. although we do have a couple high clouds right now, at least we're finally starting to warm up from early 30s and who is, peninsula 40 degrees, 36 degrees and it's still chilly in the east bay at 48 degrees. cold in the north bay at 35 degrees and san francisco is at 45 degrees right now. but we do have that ridge of high pressure and thanks to that that's what's going to keep us on tap for this warming dry trend that's going to last at least the warming part of it through tomorrow. let's take a look at some of your highs for today. oakland a high of 66, palo alto 69, san francisco 64. if i take you through this timeline as far as that hour by hour outlook you notice all those high clouds that push on through, but look at that storm system, wednesday about 5:00 p.m. it starts to pop up on our radar off to the far north near ukiah, pushing its way down through wednesday night and bringing scattered showers that

linger through thursday. we get a little bit of a break from the heavier rain on friday, but then on saturday we are expecting another storm system to make its way in. i want to give you a quick update on the sierra snow. we had the recent snow pack and that revealed we are 39% of average of where we're supposed to be. we still need a lot of snow. a lot of the runoff water from that snow that melts that's where we get a lot of our water from so we need for this to be a good snow year. over the next seven days we are expect to go see changes. we will keep the temperatures in the 60 for san francisco through tomorrow. start to notice those clouds rolling in, though, especially by tomorrow night. mike? we're looking over here toward the bay bridge and we see sunlight behind knee. eastbound will need the sunglasses, westbound you are looking good. there is a spider behind me. let's clear out of this shot and we will go over toward the bay bridge itself. it's like a web of traffic as

about an explosives investigation in the east bay. two men arrested in oakland after police searched for explosives, evacuated a hotel as well last night. that started early sunday morning. chp officers had tried to stop a driver, that driver led officers on a short chase. eventually he stopped, officers say they found materials in the car that could be used to make explosives. last night officers searched a hotel room, they say the driver had shared with his father. investigators evacuated part of that hotel during the search. the recent snowfall in the sierra pretty great news for the drought, but it has been creating extreme conditions on mountains and slopes. these are photos from alpine counties sheriff's department to give you a good idea of the elements out there. this morning we are learning a san francisco woman and her young son were killed after they were buried in three feet of snow. the sheriff's department says they were hit by a chunk of snow that fell from the roof of their vacation condo. it happened sunday near

kirkwood. a neighbor spotted ski gloves next to the condo and called police who eventually found them. they are the third and fourth skiers to die at a california resort since last week's major snowstorm. and a live look at sfpd headquarters this morning. bay area football star aldon smith is expected to turn himself into police later today. police have a warrant for his arrest after they say he was involved in a domestic violence incident with his girlfriend over the weekend. police are working with smith's attorney to arrange his surrender. the oakland raiders announced yesterday that organization is cutting the linebacker. 6:56. taking a live look at the santa clara county fairgrounds. happening today, santa clara county supervisors will consider banning a gun show at the fairgrounds. two gun shows are held there every year, one supervisor says the county only made $6,000 on the last event and he wants the ban to keep guns off south bay streets. gun owners argue that the show should be regulated but not stopped completely.

the city council will start discussing that possible ban at 9:30 this morning. san jose leaders have reportedly eliminated one location for a group of so-called tiny homes. initially there were three locations they were considering, each providing up to 40 homes for homeless people but the mercury news says the tlot near hellyer and silicon valley road no longer under consideration. that land apparently is restricted for park use only. city leaders say a new replacement site won't be considered. happening today a meeting on the future of caltrain tracks through the city of palo alto. the meeting comes in the wake of an investigation that says it would be in the billions. that has palo alto leaders ready to pull the plug. another idea is sending areas of the track underground in southern parts of the city. tonight's meeting takes place at 6:30. coming up on the "today" show this morning millions of people bracing for round two of severe weather.
