flooding and power outage concerns. we have full coverage and we're going to start with dylan dreyer in for al this morning. good morning. >> good morning, guys. yes, we certainly have been dealing with quite the system back through parts of the northern plains and the midwest where we have had whiteout conditions, ground blizzard conditions, where visibility has been drastically reduced, not just because of the falling snow but because of the blowing snow. some roads were shut down. roads were very, very icy and this is the picture that we are drast drastically reduced. not just because of falling snow but blowing snow. some roads were shut down. roads were very, very icy. this is the picture that we're going to see move into the northeast. for now it is still sitting back across the midwest. we'll start to see lighter show in the chicago area. it weakens a bit as it moves, a couple of inches into chicago then strengthens into a nor'easter with 45 million people at risk for wintry weather with winter storm watches and winter storm warnings in effect across the northeast. this storm system will really get going especially by mid-morning on wednesday as it develops into this nor'easter

with heavy precipitation, mostly snow with this storm and also the gusty wind. this storm is different than the last storm we saw last week in that it's a fast mover. by thursday morning it's pretty much gone. we're not going to have to deal with huge coastal flooding threat. instead of winds gusting up to 70, they are 90 miles an hour. we'll see them gust closer to 30 to 50 miles an hour. however, there is much more snow with this system. it's that rain/snow line right through boston, right through new york, that's making this a little uncertain right now. there's a pretty good bet we can see 5 to 10 inches in new york city, 3 to 6 in boston. if this shifts farther southeast we could be upping these snowfall totals. it is going to be a snowstorm going into wednesday. craig. >> dylan, you mentioned there, this new storm is going to deal another blow to millions still dealing with lingering problems from last week's nor'easter. nbc's kristen dahlgren in westchester, new york. good morning to you. >> hey, good morning, craig. you can see just how much damage >> reporter: good morning, craig. you can see just how much damage

still has to be cleaned up after friday's storm here in westchester. the power company estimates that it will get everybody up and running with their power by 11:00 p.m. tonight.at is just h snow starts again so the timing on this couldn't be worse. this morning a power full one, two punch from mother nature as the northeast braces for its second winter storm in less than a week. another round of heavy snow and whipping winds expected to hit the battered region still struggling to recover from last week's crippling nor'easter. from virginia to massachusetts, more than 100,000 customers remain in the dark. crews now racing against the clock to restore power in time for the next flow. >> we've got 400 mutual aid crews now. we expect even more to come in. as the days go on we know this other storm is coming. >> reporter: in new york some residents now facing their fourth day without electricity. how cold is it in here? >> it's 46 degrees and dropping. >> reporter: could you stay in here? >> no. >> reporter: steve pantoleo has

been staying at a hotel with his family and fears the looming storm could cause even bigger problems than a fridge full of spoiled food. >> i'm just worried about the pipes breaking but hopefully it doesn't get too much lower in here, the temperature, depending when they put the power back on. >> reporter: along with power outages, the storm may cause more flooding along the coast. a heightened sense of urgency in massachusetts where crews work quickly to try to stop water from pouring into the coastal community in duxbury after a break in the seawall. >> it's a barrier beach. you start losing the seawall you lose ground and houses. >> reporter: an area hoping for the best with another nor'easter on the way. and the fear is that heavy, wet snow coming down could bring down more trees and power lines that are already weakened. so just a terrible situation going into tomorrow. people here really on edge, guys. >> unwelcome news this morning. thank you. breaking news this morning in the north korean crisis. it's coming out of rare talks

between the rogue nation and south korea. nbc's kelly cobiella is in seoul. kelly, what can you tell us about this? >> reporter: hoda, good morning. this possible breakthrough coming after the four plus hour face to face between the south korean delegation and north korean leader kim jong-un in pyongyang. south korean delegation now back in seoul and the special envoy, also south korea's national security adviser saying today that north korea is willing to talk about giving up its nuclear weapons program saying the country has no reason to possess nuclear weapons when military threats are resolved and when north korea's regime is guaranteed. the south koreans also saying that north korea is willing to talk directly with the united states and would suspend any nuclear or missile tests as long as talks are ongoing. this would mark a major shift potentially on the part of the

north koreans who have always said that their nuclear program is not up for negotiation. this morning president trump is tweeting about this. he says, possible progress being made in talks with north korea. for the first time in many years, a serious effort is being made by all parties concerned. the world is watching and waiting. may be false hope, but the u.s. is ready to go hard in either direction. that tweet from the president this morning. no confirmation yet from the north koreans. hoda? >> kelly, thank you. i know you're going to stay on top of this one. a lot more to get to this morning, including some new developments and accusations tied to the russian meddling investigation. this as president trump is locked in a face-off with lawmakers from his own party on capitol hill. more on that in a moment. first nbc's kristen welker is at the white house. kristen, good morning. >> reporter: craig, good morning to you. the president is looking to reset after a chaotic series of days, but one of his former

campaign aides is turning up the heat. sam nunberg has become the first former adviser to suggest candidate trump may have done something wrong. the white house insisting this morning nunberg doesn't know what he's talking about. this morning as the russia probe intensifies, former trump campaign aide sam nunberg is sending mixed signals about whether he'll comply with a subpoena from special counsel robert mueller's team, even taunting mueller in a stunning series of tv interviews on monday. >> they're not going to send me to jail. mr. mueller, if he wants to send me to jail, he can send me to jail and then i'll laugh about it. >> reporter: overnight telling nbc news he'll likely cooperate with investigators in the end but earlier a defiant nunberg insisting he wouldn't provide testimony or turn over e-mails and other records relating to the president's campaign. >> it's a witch hunt and i'm not going to cooperate. >> reporter: nunberg repeatedly suggesting mr. trump may have engaged in wrongdoing during the

on social media and was later sued by mr. trump for violating a confidentiality agreement. the case was settled in 2016. >> reporter: your reaction? >> well, i definitely think he doesn't know that for sure because he's incorrect. as we've said many times before, there was no collusion with the trump campaign. >> reporter: all this amid new developments in the controversy surrounding that payment from president trump's long-time lawyer, michael cohen to adult film actress stormy daniels. cohen has acknowledged facilitating a payment of $130,000 to the porn star days before the 2016 election. "the wall street journal" says the bank that cohen used to make that payment flagged the transaction as suspicious and reported it to the treasury department. the president's press secretary asked whether mr. trump knew daniels received money from cohen? >> not that i'm aware of but i would refer you to michael. >> reporter: the banks involved aren't commenting. cohen telling the journal the

story is fake news. >> reporter: now we reached out to nunbergen this morning to see if he had any further clarity on his ultimate decision about whether to cooperate. no response yet. today the president will hold a joint press conference with the prime minister of sweden. a chance for the reporters to ask the president about nunberg, north korea, trade and immigration. >> kristen welker from 1600 pennsylvania. thank you. this morning despite push back from members of his own party, president trump is not backing down from his plan to impose controversial tariffs that some say could mark a trade war. paul ryan is warning the administration not to move forward and senator jeff flake saying, quote, nobody ever wins trade wars. trade wars are only lost. the president says the steel and aluminum industries will benefit but critics are concerned about other countries and how they could retaliate by slapping their tariffs on u.s. products. also on a busy tuesday morning, the florida legislature

is racing to pass a new gun reform bill in response to that tragic mass shooting in marjorie stoneman douglas high school. nbc's kerry sanders remains on duty for us in parkland with the latest on that. kerry, good morning to you. >> reporter: well, good morning, craig. overnight the state senate narrowly passed a wide ranging bill, but this fight is far from over with only four days left in the state legislative session, it now moves to the house where this bill faces significant hurdles. >> so by your vote the bill passes. >> reporter: this morning in florida proponents of a wide ranging gun reform bill are celebrating. the controversial legislation squeaking through the state senate by just two votes. many parents whose children were killed at the parkland school banded together to support the bill designed to make students safe in their classrooms. >> everybody wants their child to be safe in school. >> reporter: ryan petty is the father of 14-year-old alaina petty, one of 17 people killed in the valentine's day rampage. >> we have the ability in

florida to secure our schools so why wouldn't we do that? >> we want to see common sense reforms. we know in the state of florida this is what we can get passed. >> reporter: but the bill is controversial on both sides of the debate. the most polarizing provision sets up a voluntary program that allows trained teachers to be armed. at the last minute that was scaled back limiting the program to teachers who perform other duties, like coaching or counseling. the bill also raises the minimum age for buying firearms to 21, imposes a three-day waiting period for gun purchases, bans bump stocks and establishes new mental health programs in schools. many parents and students wanted to see a total ban on assault-style weapons, but they learned a hard civics lesson. >> i feel like we're giving in on a premise that the instrument is the problem, and it's not. it's the violent culture, it's the violent person. >> reporter: in the end the assault weapons ban was stripped

from the bill. >> do i think this bill goes far enough? no. no, i don't, but what i disagree with more is the idea of our allowing the great to be the enemy of the good. >> reporter: florida law does not allow cities or counties to pass their own gun laws. elected officials who do so can be fined or even removed from office, but some say without stronger action by the legislature they are prepared to act. >> i'm proposing an ordinance that will ban anyone from carrying firearms on city buildings and the streets. >> i'm prepared to put my money where my mouth is. >> even if this costs you your job or $5,000 out of your pocket? >> i'm prepared to do that, yes. >> reporter: in the wake of the school shooting they demanded an assault weapons ban. one survivor tweeting in part, now is not the time to be complacent. now we keep fighting. the bill moves to the house where it will be heavily debated today. craig? >> kerry sanders for us this morning.

thank you. now to a very scary incident on a crowded passenger plane. an elderly passenger subdued after she reportedly tried to open the cabin door during a flight. nbc's tom costello covers aviation for us. tom, tell us about this one. >> reporter: yeah, certainly some tense moments at 30,000 feet. a female passenger suddenly got out of her seat screaming she is god and tried to frantically open the cabin door but other passengers quickly intervened, restrained her until they were on the ground. >> i am god. i am god. i am god. i am god. i am god. >> reporter: cell phone video captured the passenger at the center of a frightening ordeal in the air. skywest flight 5449 traveling from san francisco to boise, idaho on monday when minutes before landing a woman began acting erratically. danny torres was sitting a few seats away. >> she got up and ran towards the cabin door and tried opening it mid flight. that was scary.

everybody was confused. >> reporter: witnesses say the woman who appeared to be suffering from a possible mental health emergency refused to stop until another passenger grabbed her and physically restrained her on the cabin floor. >> the pilot came on the loud speaker and told us to stop her at all costs from opening up the door. >> reporter: the passengers on board may have been frightened, but they were likely not in any immediate danger. aviation experts say opening a cabin door in midair is extremely difficult because of the air pressurization. with the help of flight attendants, another passenger tied the woman's feet and kept her secure until the plane landed and police moved in. no one was hurt during the incident and all of the passengers able to safely deplane. boise police arrested the woman. they tell us she is being medically evaluated and the case will be turned over to prosecutors who will decide whether to file charges. back to you. >> tom, thank you so much. we have miss dylan dreyer back with a look at the rest of the forecast. >> yes, the rest of the country dealing with this next storm

and his daughter. the british tabloid newspapers in no doubt about what happened mirror saying russian mi 6 spy poisoned. the sun, red spy poisoned in terror. police say they are keeping an eye whether a crime was committed. craig, this is a mystery straight out of the cold war. in an ordinarily quiet english town police in hazmat suits trying to help a former russian spy slumped on a bench perhaps poisoned. mystery sounds what happened. sergei skripal discovered delirious. with him his daughter, unconscious. overnight a restaurant closed and searched. they had apparently eat tln. >> eyes were wide and frothing at the mouth. he went stiff. >> no injuries they say. >> treated for suspected

exposure from unknown substance. >> reporter: skripal convicted in russia in 2006 as double agent for british intelligence. in 2010 he was exchanged in a spy swap for 10 alleged russian agents in the u.s. among them, anna chapman. this case eerily similar to the murder of former russian spy poisoned at a london hotel with initially unexplained substance. it turned out his tea was laced with hard to detect radioactive substance. he was among many influential russians to die suddenly overseas. in november 2015, a former adviser to president putin was found in a hotel room in washington with blunt force injuries. investigators said the death was accidental. in february last year, russia's ambassador to the u.n. collapsed in new york of an apparent heart attack. he's one of a number of russian diplomats who died in strange

circumstances. >> the russians have developed the art of assassination in a manner that is usually undetectible. >> this morning kremlin denying involvement in the present case. president putin's spokesman calling skripal's condition tragic saying we don't have information about the cause. while one russian dissident chess master garry kasparov not confirming he's murdered but why wouldn't putin do it again. >> if it was assassination, could be organized crime, could be agents working on behalf of russian intelligence. another piece of the mystery, craig and hoda, one of the first responders who was there initially is still hospitalized for contact with this substance. we still don't know what it is. >> a bizarre story in england for us. kir, thank you. move over to dylan dreyer.

dylan has been tracking this big storm on the way. hey, dylan. >> hey, guys. part of the storm system is rain along the southeast. this the front in which the area of low pressure will eventually develop off the coast. meantime heavy rain about to move into atlanta, central alabama, southern mississippi and louisiana where we could see the potential for some heavier downpours and also some isolated stronger storms as well. this will move eastward as we go through the day today moving into florida, southern georgia and there's the area of low pressure off the south carolina coast that will develop into the nor'easter that we'll see here by wednesday. rainfall amounts could be as high as an inch to two inches down near panama city and north of tallahassee. again, in the northeast, the colder part of this we've got some clouds out there and the temperatures still working to get out of those 40s and 30s in the tri-valley right now 37 degrees, 42 degrees for the peninsula and the south bay

as high as 52 miles an hour. in boston, gusts near 40. it's going to be windy. with the ground already saturated and with so many trees already kind of on the brink, we certainly could see more power outages and downed trees. as for flooding, this is a fast moving storm. so, we're not going to see as much coastal flooding as we saw with the last storm, but we will still see a minor storm surge, and that could lead to some minor flooding up and down the atlantic coast and new england as well. as for snowfall totals, this storm is certainly going to produce more snow for the cities than it did last time. there is a possibility we could see 9 to 10" of snow in new york city. up into boston, that's right into the rain/snow line. still a little uncertain for snowfall totals. we're forecasting 3 to 6, hartford, 10 to 16, philly, about 3 to 6. but we'll adjust this as the storm continues to get closer. craig. >> dylan, thank you. a former campaign aide says he thinks president trump might have done something during campaign to ward the attention

hey, carson. >> good morning. brian thornhill's son hayden was temporarily banned from the school bus for bullying other kids. thornhill decided best way to teach his 10-year-old son was to make him physically run to school, about a mile from home. he shared the trek on his facebook page. here is what he said about it. >> this is old school simple parenting. this isn't killing anybody. this is a healthy way for a child to be punished, teach your child a lesson. you don't have to kill them, beat them. sometimes it sucks for them and that's what teaches them. most importantly, don't be a friend, be a parent. that's what friends need, parents. >> thornhill's video has been viewed 1.6 million times lighting up social media with comments. wendy saying, painful to watch but tough love he needs to learn. you're a great dad. on the other side here is kelsey, the dad says he can't stand or tolerate bullies, he is one to his own son t he learned it somewhere.
