"today in the bay" is right now. good morning to you. thanks so much for joining us. i'm laura garcia. >> and i'm marcus washington. we have been talking about that rain. we've experienced it most of the week already. it's coming back. >> we've seen the showers taking a break before the next round moves in and it is cold this morning before you step out the door. a look at storm ranger, our mobile doppler. the red scan you see and it's already starting to pick up on that rain in sonoma county and moving out in mendocino and lake counties. have the rain gear. we'll see this storm system and it stays unsettled in the forecast with tons of rain from now through saturday. mike has a live look.

a flat bed tow truck arrived and will be taken to the remaining vehicle. looking at san pablo avenue and a shopping mall, there's a food max. major injuries. we're continuing to follow the story. this closure of a major surface street as we look at video from this morning we see the scene resulted in a fire hydrant busted. look at that fountain of water into the air. that geyser has been shut down so that water is gone. that's one of the vehicles taken earlier and major injuries resulting from that crash. we'll look at the maps. the fire hydrant now turned off there. this area is closed.

it's right at the border. it's off the freeway. a light volume. the only backup is at the bay bridge toll plaza. we'll continue to track the area. the affect on your commute is transit because folks driving can get around that scene. back to you. >> thank you, mike. we're following breaking news this morning, major police activity near lake merritt in oakland. pete suratos just arrived. what's going on, pete? >> reporter: yeah, good morning to you. we're here. we just got here not too long ago near lake merritt. i'll give you a time line of why there's a search for a woman in lake merritt. you have observing fiakland fir scene, let me tell you the information from oakland fire.

they're saying that at about 4:25 a.m. a witness calls them about a man and woman fighting in the water in lake merritt. police say they only see a manner man in the water. he has been transported to the hospital. he appears to be okay at this time. right now they're saying they're searching for a woman because that witness says they heard a man and a woman. you see the divers putting their gear on. oakland fire calls it the marine two, so it's making the rounds around lake merritt. right now that is the scene that we have in front of us here at lake merritt for folks that are heading around this area. they say they were fighting in

the water but only found a man at the time. they say they're unsure if there is a woman in the water that they're searching for. still, they're taking the precautions to find the woman. right now you have oakland fire, oakland pd. we continue to monitor the scene. they're searching for what they believe is a woman. pete suratos for "today in the bay." >> interesting. we'll keep checking back with you, pete. san leandro high school will be closed. school leaders say the threat of a lockdown came during the student walkout. investigators want to take a closer look before allowing students back on campus. a threat of gun violence today.

>> the threat came during widespread student walkouts across the nation and here at home. students showcased their message to end gun violence both on campus and on social media. here are some photos from a student in bless&ton where students paid tribute to each victim killed with a balloon. we want to see your images as well. send them to us isee@nbcbayarea.com. toys 'r' us is preparing to close all stores after failing to restructure billions in debt this could put more than 30,000 people out of jobs including right here in the bay area. "today in the bay's" kris sanchez explains the impact on customers and especially if you have a gift card for toys 'r' us. >> reporter: you're going to want to spend that right away.

this is hardest on those who have to find another job. this is one of 28 different locations and they will be out of a job perhaps in the mat earp matter of a month or so. there is a hearing today. a company spokesman told nbc news the chain is looking to liquidate, that is close or sell all of its 800 or so stores in the united states. if you are an employee start looking for a job right away. if you are a consumer and have a gift card, spend it as soon as possible. remember when borders closed a few years back, customers sued for reimbursement on their gift cards and a judge said no. toys 'r' us was facing increasing competition from online retailers. i posted an interesting cnbc segment about the fact the

justin trudeau. in st. louis trump says he told trudeau the u.s. runs a trade deficit with canada. the u.s., in fact, has a trade surplus with our neighbor to the north. here's the audio of what trump said last night. it was obtained from a republican donor. >> a good looking guy comes in. we have no trade deficit. he's very proud because everyone else was getting killed. i said, well, justin, you do. i didn't even know. i had no idea. we're so stupid. >> nbc news has reached out to the white house for a comment on the president's remarks but has not heard back. scott mcgrew will have more in our checks and balances segment. >> if you have been wishing for snow, your wish has been granted.

seeing some rain and it's going to spread to the south as we go through late morning and early afternoon. we may also see a few isolated storms and small hail. it will keep it unsettled as we go throughout the day and also the next couple of days. mike with a report of a crash at the bay bridge. the difference in the flow of traffic. there was a fender-bender reported in one of those lanes. that's good news. making its way back to the berkeley curve. there is a delay out of the 24th street mission station. they're recovering from an earlier equipment problem out of the san francisco side and it sounds like it's better than a few minutes instead of getting worse. over here ac transit still a

so make sure you have the tire chains, you're prepared. it's going to take a long time to get there. we have 104 inches of snow at the base of the mountain with the snowfall total of 258 inches for the season. that's about half of normal. we've got some more on the way. we could get another 38 inches of snow by saturday so we'll talk about what that means for the bay area. those mountain highways are open but they're screaming for chains. we're looking at highway 37 in our north bay just a little slowing out of vallejo. typical. the tri-valley mild slowing. we have a good commute. we'll show you the bigger look coming up. right now we want to get back to the breaking news. this in the east bay. sky ranger live this morning. this is in oakland and that's where fire and rescue crews are searching for a woman in the water. now this is near lake shore and

hanover. pete suratos is live there at the scene. he was just telling us those first responders were able to rescue someone from that water, a man, and take him to the hospital. witnesses say they also heard a woman's voice, and that's why the first responders are out there in the water right now looking for -- possibly looking -- or they're looking for someone who possibly may be in the water right now. of course we will bring you any updates here on "today in the bay" as they develop as well as online at nbcbayarea.com. in southern california where a mudslide is happening right now in the santa monica mountains is leading to minor flooding on some roads. l.a. county fire department says crews did rescue one person so far. the chp says four to five cars are just stuck in the mud. they're trying to pull them out. no fires in the area of the particular mudslide. when the water combines with some of the ground, the soot, it

creates the mud slides. the montecito area north of the spot dealt with those massive wildfires and subsequent mud slides earlier this year. we'll continue to monitor this for you. in business news on this thursday you heard about toys 'r' us from our kris sanchez, going to close all its stores. shares on mattel are lower on the news. i-heart radio is filing for bankruptcy protection. the company owns seven radio stations in the bay area. those radio stations will continue to operate. the president has picked larry kudlow to be his next chief economic adviser from cnbc. the president enjoys cable news. gets a lot of his information there. kudlow has worked for the reagan administration and the new york fed, has been both a democrat and a republican. the creator of silicon valley company has been charged with what the s.e.c. calls massive fraud. her palo alto company claimed to

make a machine that could detect dozens of diseases in a single drop of blood. it seemed like a silicon valley story. she dropped out of college to invent something nobody thought could be invented. everybody loved her, the press, investors. here we see her with then vice president joe biden. everybody wanted this story to be true. of course it wasn't. holmes has settled charges with. there is still a criminal investigation by the san francisco branch of the fbi. curious twist to all of this, up until january of 2016 one of the board members was jim mattis. if that name rings a bell, he's secretary of defense. he was at the time a private citizen. you know the story of the emperor's new clothes, right? it takes one person to say, wait a minute, that can't be untrue. in this case it's "the wall street journal" reporter. >> we know for a fact many patients got faulty results

because the company itself voided almost a million blood tests in arizona and california. >> he'll be on the "today" show at 7:00. i was telling you earlier employees had a chant when they got together for meetings and things where they said very bad word john kerry -- and it was something they all did together back in the day. >> and look where they are now. interesting. thank you, scott. a connecticut woman is destined to have little snow babies. she gave birth to her first son three years ago during an intense snowstorm. then had her second son, ironically, this week during the latest nor'easter. when her first son was born her doctor wasn't even able to get to the hospital because the weather was so severe. she ended up with different medical staff than planned, but everything worked out. because of that experience she and her husband were ready for baby number two to arrive during winter weather as well. >> it was starting to snow

around later in the evening but by the time he was born it was coming down. >> that baby looks like a doll, my goodness. the boy's father said he was prepared as soon as he heard snow was in the forecast. thanks, dad. >> that low pressure can cause pregnant women further along to go into labor. so if there is a storm coming, yeah, that means that you need to make sure -- >> watch your barometer. >> people say it causes problems with the body, the aches in the joints, so, yeah, i believe it. we have low pressure moving in now. if you're pregnant you'd better watch out. we have some rain that will be moving in and we're going to see scattered showers developing as the morning goes along. here is a look at storm ranger. we're all on top of this with our mobile doppler radar. it's the red beam that you're seeing scanning around the bay area and it's already giving us very high resolution of the rain

moving into guerneville and clover dale, clear lake, and any elevation above about 2,500 feet we're start to go sing to see s. the colors shows light snow. as the storm system moves in we've seen a couple of lightning strikes offshore and we will have a chance of seeing that as the day goes along. this storm system still churning across the region and until all of this moves off to the east, we'll have a chance of rain in the forecast. and that continues through saturday. so right now as you step out the door it is a cold morning, only in the upper 30s and low 40s. we're at 44 in san francisco. as you start out in willow glen, we could see the rain moving in at about 10:00 or 11:00. make sure you have the umbrella. it will remain scattered throughout the day. there will be a few breaks so that school day forecast walking to school may be fine but it's going to be chilly. and then that rain will be there in time to pick them up from school.

the rain forecast shows that it moved from north to south and still a chance that a few of those little cells could produce lightning and heavy downpours. also some small hail. we're watching out for that not only today but tomorrow as the rain continues to move through. and, mike, you're saying the commuters are getting a break. >> a break in the weather, a break for commuters. it's a lighter volume being a thursday and we're looking at better conditions, much better than we've seen the last few days. so a light volume in the south bay just starting to build and no major problems out of hayward. a little build to the san mateo and dumbarton bridges. coming up, no delay from santa cruz. just that typical slowing through san martine up to morgan hill. right on schedule. very typical commute there. in the altamont no problems. we have a steady build coming out of tracy, the altamont corridor, slowing to north flynn and then things move close to the speed limit and there's a little build, look at that. you see it for 680 through

the hunt for bargains by some people in the bay area - is leading to a so-called )mass exodus ) to 6:26 right now. that hunt to bargain shop for homes in the bay area is hard. that's why it's leading some people to so-called mass exodus to sacramento. that's word from the city's economic council. bay area realtors say they are scouring sacramento for those deals on housing. the area is attracting tech workers looking to make their money go further. the other transplants are retirees. >> twice the house for the same price. why not retire here? >> a trend that has plagued in

the past, you don't have the workforce, that's tilting in the other direction. the bay area migration is early 30s, mid-30s, and technically skilled people. >> think about that drive to work. buying a home is only one piece of the puzzle. u-haul trucks are harder and harder to rent because demand is so high. at 6:27 berkeley leaders are set to discuss new housing near the b.a.r.t. station. the city's mayor, a councilmember and b.a.r.t. director are all set to present ideas. as we've told you previously a state senate bill currently under consideration would allow apartment buildings near mass transit to be taller. coming up here on "today in the bay," breaking news we continue to cover this morning. that search under way right now for a possible woman in the water. we are live in the sky and on the ground with what led to this massive scene. and a sexual assault investigation under way on the san jose state campus. what police are hoping to learn

meteorologist kari hall. >> rain in the north bay right now and it's working its way from north to south. in santa rosa you're starting to hear the rain drops on the roof and windows. we've seen it in guerneville and ukiah. this will make its way into parts of the rest of the bay area as the day goes along. storm ranger is tracking the storm giving us a detailed view of what will be happening. the rain starts to make it into parts of the south bay and the east bay. by early afternoon. now san jose will see it by this afternoon. we're not looking at a lot out of the system but there will be more rounds of rain on the way so i'll detail that and we'll look ahead to the weekend in a few minutes. mike is giving us a look at a few problem spots. >> the volume is starting to build. those are problems if you want to go at speed. the build for 101.

87 just slows up into downtown and a little build for hayward for the san mateo and then the dumbarton bridge. the bay bridge toll plaza, a fender-bender from the fastrak lanes. highway 4 in bailey, there is a crash. getting to the shoulder quickly. mile slowing there. the freeways are looking good. travel times not a problem to the north bay. highway 37. we're almost at a half hour. that bottleneck there on mare island. and then in the south bay as we talked about mild slowing for the northbound build but no surprises. back to you. >> thanks, mike. we are following breaking news for you this morning. an intense search for a possible person in observing's lake merritt. there's a large police presence along with the search and rescue. it's a story that started breaking within the past 30 minutes. "today in the bay's" pete suratos is there at the scene and, pete, any new information you have from this? this is a bizarre situation

right now. >> reporter: good morning to you, marcus. it's a bit hard to hear you as we're in the thick of this here at lake merritt as there's a search for a possible woman. that's the person they're possibly looking for in this water. you can see that last live report that san francisco fire will come out to assist in their search for this person. let me give you a time line of why they are out here. they're saying there was a call about a woman and a man fighting in the water. you are getting an overhead look from our sky ranger. back to this time line they were told there was a woman and man fighting in the water. when oakland police show up they only find a man struggling in the water. they're able to get him out, transport him to the hospital. he appears to be doing okay at the hospital but right now according to what a witness is telling them there could be a woman still in the water and that's why you have a number of teams out here, oakland fire,

san francisco fire, search and rescue out here searching for a possible woman. i believe right now we're showing you the boats we're seeing circling around lake merritt looking for possibly a woman who was involved in a fight in the water, and that's according to observiakland fire. back out here live, looks like dive crews will be going in there. oakland fire battalion chief directing folks in the area as they continue their search for possibly a woman who was involved in a fight in this water. of course we'll stay on top of this. we'll continue to monitor this. i'll bring you updates through the show and also at my social media accounts. we're live in observing, pete suratos for "today in the bay." >> we'll keep following this. thank you so much. at 6:34 right now also in the south bay new this morning the search is on for more possible victims after a violent sexual assault at the san jose

state university campus. and that's where we find "today in the bay's" bob redell live this morning with a warning going out to students. bob? >> reporter: a warning going out via e-mail from the san jose state university chief of police extending this e-mail out letting students know about an investigation involving sexual assault and asking them if they witnessed anything or if they are survivors of this assault. the e-mail did identify the suspect in this investigation. his name is luis, he's 21 years old, a fourth year student who lived on campus, in campus village a known as cva. the assault took place march 3rd. an investigation revealed there were two more victims. he was arrested march 5th. he now faces charges of sexual assault, assault with the intent to commit sex crimes, and false imprisonment and sexual battery. police say all three assaults took place in cva and the suspect and victims knew each

other. we checked in this morning online, records indicate that he is still in jail and scheduled to appear in court later this morning. we checked online with the u.s. department of education to see just how common or uncommon rapes are on campus and major campuses in the bay area. you're looking at numbers from the year 2016. san jose state university had six reports of on-campus rapes. cal state east bay eight, sonoma state university, nine. san francisco state university, 20. uc berkeley, 54. stanford university, 59. reporting live here outside san jose state university, bob redell, "today in the bay." >> very concerning. thank you, bob. well, happening today surveillance video from the florida school shooting will be shown today. it shows scot peterson responding to the call but never went inside. the video is expected to be released at 9:00 a.m. pacific time. the judge ordered the release of

the video on monday after news organizations petitioned the court. the sheriff's office and the school board did not want that video released. students at monterey county seaside high school are making a push to save the job of a teacher. that instructor accidentally discharged a handgun inside a classroom on tuesday. students say dennis alexander was leading a gun safety demonstration when it happened. one round struck the ceiling, falling debris injured three students. alexander is also a reserve police officer. he's now suspended from teaching and the police department. the district says he was not authorized to have a gun at the school. students have now launched a petition drive asking the district not to fire him. it's 6:37. stun guns given the green light. san francisco police officers are one step closer to being armed with tasers. late last night the san francisco police commission voted 6 to 1 on the policy regarding how officers would use the tasers, crisis training

pattern there. the same thing for the tri-valley. mild slowing. the top of your screen, highway 4 at bailey, the crash moved off if it's there anymore. no major problems. in the south county an easy drive, slowing for 101 through san martine. heading up to morgan hill around. and there's the approach to the bay bridge. an easy drive, 23 minutes from highway 4 to the bay bridge and back up at the toll plaza. >> it's nice when you don't see the red. >> i see the weekend on the horiz horizon. >> that's green. >> green light. it's friday eve. we're starting to make plans and the weather has plans, too. we're trying to make our plans around that. we've seen the scattered showers moving through. as you get out the door this morning heading to work we are going to see this rain moving from north to south so let's skip on to saturday. still rainy and cool. off and on with the times of showers moving through up to 56 degrees for those inland areas and then by sunday, that's our

dry day. only up to 61 degrees for the inland valleys. the bay at 57 degrees and 55 for the coast. if you are going to the st. patrick's parade in san francisco, plan on it being wet and also chilly. but, still, a great event. there will still be some rain in the forecast and only about 49 degrees by the time the parade begins f. you're going out of town, maybe heading to santa barbara, the rain will be wrapping up on friday but you won't outrun the cool temperatures, the high will be up to 59 degrees by the end of the weekend. lake shasta will have times of rain and highs in the upper 40s by sunday. saturday also off and on thundershowers. if you're going to squaw valley, it is beautiful. a lot of snow coming down. the potential of another two to three feet of snow over the next

it's 6:44. now we have rain in the north bay. the rest of the bay area still dry. as we get a live look, clouds roll in and the rain will be here later on this morning. as we go to campbell normally we're reaching 66 degrees during this time of year. we could start to see the rain as early as 10:00. i'll have a look at what's ahead as the rain arrives and what else is coming our way in about five minimum.

these are great travel times. the east bay looking at highway 24, no major problems but you do have a number of people heading out. there has been a new development in the intense search for a person in lake merritt. pete suratos has been at the scene. you just learned new information. >> reporter: as we were standing here, i should have got that invitation from the last report when we saw the battalion chief walking with that gurney. it appears they may have found the person who was in the water, possibly a woman. i want to show you a video from earlier. this is when we saw the search and rescue boats making their rounds in lake merritt.

this began with a fight between a man and possibly a woman in the water. crews went in for the man. he appears to be okay with his injuries. they were searching for a woman. in between our last reports we're learning or seeing they found this person in the water. more details once we're done with this report. pete suratos for "today in the bay." president trump says he made up facts to support his trade argument and it's all on tape. >> the president says we have a trade deficit with canada but we don't. >> we do not have a trade deficit with canada. the president said we did. he told the prime minister of canada we did but, in fact, the

president was making that up. he admitted he was making it up in a speech in st. louis last night. you hear the president say the good looking guy and justin. he is referring to prime minister justin trudeau. >> the good looking guy comes in, donald, we have no trade deficit. he's very proud because everybody else was getting killed. i said, wrong, justin, you do. i don't even know. i had no idea. >> now we're trying to get clear on what the president is saying here telling the leader of canada we have a trade center. when he says that's not right our president insists it is even though at the time he did not know that factually. he was guessing we did because in his own words canadians are smarter than we are and admitted it in a speech.

the president tweeted insisting the u.s. does have a trade deficit with canada. his own office says it doesn't. i will tweet out a link for to you that office. british prime minister is accusing russia of using nerve agents, chemical weapons against a former spy in a small english town. the u.s. made its first reaction and it came from nikki haley. she did what she's done so well in the past, firmly, forcefully stating america's disapproval and we stand by great britain. i was going to play a sound bite but instead i want to show you that just in to our newsroom. it's a joint statement from the uk, u.s., france and germany, and i think you can hear me underline in my voice this is the use of military grade nerve agent of a type developed by russia constitutes the first offensive use of a nerve agent in europe since the second world war.

we are not done with this. our weather stays unsettled because of all of this. here's the center of the storm still across the pacific northwest and that is slowly working to the east. we do have today, tomorrow as well as saturday with some times of rain passing and chilly temperatures right now only at 38 degrees. 44 in san francisco. the south bay sees the rain moving in right at about 11:00. the evening commute will be impacted by the rain. grab a rain jacket. you may have to jump over some puddles. we'll see the scattered rain moving from north to south. it rolls through tomorrow off and on all day and then saturday as well. put that in your weekend plans. by sunday, that's our day that we'll be dry, also monday is

officials say crews did already pull a man from that lake earlier. he's at the hospital and pete suratos said he's in good condition. authorities were searching that water for a second person. witnesses told our pete suratos that they heard a fight between a man and a woman earlier this morning and called 911. now we will stay live here at the scene and continue to report updates throughout the "today" show. a live look in san pablo where cleanup continues after a driver slammed into a fire hydrant early this morning. at tombs our camera shot water spewing into the air. the chp says officers tried to pull over a driver in a bmw but the person refused to stop. officers chased the person onto i-80 and san pablo avenue. they say the driver crashed into cars, eventually hitting that hydrant. they say the driver has major injuries. also this morning san leandro high school will be closed. school leaders say a threat prompted a lockdown. it came during the student walkout. now investigators want to take a

closer look at the threat before letting students back on campus. graffiti was found in a student restroom indicating a threat of gun violence today. end of an era. toys 'r' us is preparing to close all of its u.s. stores. these are live pictures from the sunnyvale store, one of 28 stores in the bay area. toys 'r' us has a hearing scheduled for today and a company spokesperson says the chain is looking to liquidate. the closure will put about 30,000 people out of work. and if you have a gift card you should use it soon. remember when borders closed customers sued for reimbursement. the judge said no. a live look at san jose state university this morning where students are being warned after police say a student was arrested for sexual assault. the suspect is a fourth year student who is expected in court later today. investigators say he and the victim knew each other. police believe there are at least two other victims.
