the south bay.. an overnight right now at 4:30 we are following breaking news in the south bay. an overnight wreck in san jose leaves at least two people dead. we are live at the scene. and we're also tracking another wet morning, a live look at our radar showing scattered rain throughout the bay area. we will tell you what you can expect the rest of this friday coming up. good morning, everyone, thank you for joining us, i'm scott mcgrew, marcus washington has the day off. >> and i'm laura garcia. let's get to that friday forecast. a little break in the rain. >> for the south bay. we are just seeing it here off and on. this is the kind of pattern we are stuck in, and it stays with us for about the next 24 hours or so. let's get a look at the radar right now. storm ranger the red beam there that's our mobile doppler radar

we have parked on san bruno mountain giving us a high resolution view of the rain falling in san francisco and it's pretty soggy there this morning as you get ready to head out. we're going to see a lot more where this came from and a few breaks in the rain here and there. so details on that in a few minutes. mike, power issues affecting early commuters? that's right. we have a small power outage pg&e reports right around the 16th street mission station, that's why they have not been able to open that station for business this morning. 24th, civic center, on either side is moving. we have just under 20 trains running, about 18 trains running on time but the station itself is not open. weather is not affecting the rest of those transit agencies. we have the ferries, san francisco bay, golden gate ferry. a snapshot of the radar activity, she do have the road weather index showing slick roadways. our latest crash is a spinout west 24 around fish ranch. we will let you know if any

lanes are blocked. at least two people are dead after a driver slammed into a tree overnight in a j is neighborhood. >> "today in the bay's" kris sanchez is live at the scene with what we know so far. >> reporter: hi there. i can tell you that the crime scene investigation team is out here right now from the san jose police department and san jose fire is lls back out here. they were called out to spring special request imt to try to remove two of those victims from that car. they are still there in the car at the scene. this is a very difficult morning for those first responders. the car did go off the roadway before it crashed into a tree near the top of communications hill here in san jose. if you've been up here then you know that these roads are very winding and narrow. i can tell you that the ground was wet and is wet at this point we cannot confirm, though, whether or not that was a factor. at this point investigators are telling us that the driver was likely speeding and speeding very fast. now, two people in the car went

to the hospital. we don't know their conditions at this point, but as i mentioned, there are two others that are here on scene. san jose fire is out here right now trying to extricate them and only when this investigation is complete will the coroner be able to come out and remove their bodies. there's going to be a traffic impact to this roadway cassalino on communications hill but no major broad impact. this may be a good cautionary tale this morning, if you are headed out remember that the roadways are wet. do be careful out there. kris sanchez, "today in the bay." we're following thru developments out of miami as well this morning. the death toll from that pedestrian bridge collapse is now six. you are looking at live pictures from florida international university where that new bridge fell. it happened yesterday. the structure came down crashing on to the cars below. we brought you live breaking coverage during our midday newscast. at least ten people were taken to hospitals, none of the

victims or survivors have been identified. officials say removing the bridge piece by piece and getting to the trapped vehicles underneath will take some time. we will have a live report coming up from miami at 5:00. it is 4:34. a developing story this morning a frightening case of vandalism leading to around the clock security at the san jose's teacher's union building. police are saying someone threw a molotov cocktail on to the roof on thursday night. fortunately no one was hurt. it is a string of vandalism targeting the teachers building. earlier this month someone tried to break a window with a pipe. days later someone left an open propane tank under the front window. another bay area school plans to keep students from attending class today. another violent threat was found on a bathroom wall. martinez junior high school have canceled classes along with all after school related activities. classes will resume on monday. school leaders also added the

threat that was found does not appear to be credible. happening today, the think of val low is expected to announce a seven-figure settlement to a woman whose kidnapping police there initially enabled as a hoax. at the time they were calling it the gone girl kidnapping because vallejo police suggested the story told by denise huskins and aaron quinn was made up, but she really was kidnapped. a man drugged and assaulted the couple in quinn's home. she was held for ransom by this man and later released in southern california. three years later sources say val low has agreed to a $2.5 million settlement for huskins and her now fiancé quinn. the city is not expected to admit wrongdoing. the stanford university pro voss is speaking out about the healing garden that has been created on campus where brock turner assaulted an unconscious woman. the survivor backed out from allowing the university to use a quote from her letter to the court on a plaque.

the provost writes in a blog that statements offered by the survivor, quote, would not be supportive for other survivors. the university says they suggested other quotes from the letter but they were rejected. he also writes the assault has changed the university forever. happening tomorrow, the luck of the irish will not help you if you drink and drive. law enforcement agencies will be watching for drunk drivers. aaa offering the tipsy tow, it's free to keep drunk drivers off the streets and the department of alcohol and beverage control says its agents will be out in force in bars making sure minors don't drunk. san francisco will be among the many bay area celebrating offerings for irish tomorrow. >> the city will hold its 160th annual st. patrick's day celebration. according to city lure the first was held in 1851 in hayes valley. tomorrow's parade starts at second street and will go up to market to civic center plaza. numerous transit lines and streets will be impacted.

global headquarters. here are today's top business headlines. wall street so open higher despite lingering fears of a trade war. the dow closed at 24,873, the nasdaq closing at 7,481. today investors are going to look for data on job openings and consumer sentiment. spotify will if i know trading on the new york stock exchange april 3rd but the music company's public debut promises to be unconventional. spotify is foregoing the traditional ipo process in favor of a direct listing. it means the company's shares will be sold directly to mom and pop investors. spotify won't rely on underwriters to set an initial price for the stock so the trading volume and the share price could be volatile on its first trading day. >> in a corporate shakeup at nike the company's number two in command and one time ceo candidate is stepping down. trevor edwards is leaving his

post as brand president but will remain an adviser to the company until august. the news came out in a memo that nike's ceo mark parker sent to employees addressing inappropriate workplace behavior. parker plans to remain in his role beyond 2020. back to you. thank you, contessa. >> two historic ships will be sailing into the port of oakland today. we've been following these ships from washington state as we do every year and they set sail to ports around the west coast. you can tour both ships, the lady washington and the hawaiian chiefton in oakland through next week. both ships are replicas of ships from the late 18th and 19th century. the ships will sail to antioch after oakland, they were in redwood city last week. coming up next on "today in the bay," a look at that forecast. will the rain let up? >> only for a few minutes here and there. it's not really going to stop today. we are going to have some scattered showers continuing into not only today but part of your saturday, too.

this beautiful friday. it's a rainy friday, but we needed that. you can see the wet roads in the

san rafael this morning. >> that's a good one. do you know what, this rain is so fabulous for my lawn. >> it is. >> my irrigation doesn't work. >> you need these breaks so you can get out there and actually cut the grass and get those -- >> now you're pushing it. >> overachieve. >> right. but it's growing well. everything looks really beautiful. >> green. >> and green. you look in the south bay towards the hills and it's so gorgeous. we're also seeing a lot of green here on the radar still as you get ready to head out the door. we are using storm ranger, nbc bay area the only station here in the bay area with this tool, a mobile doppler radar. but we are leaving it right now on san bruno mountain, a good spot for it because we have rain pretty much all around the bay area and it can give us a high detailed view of exactly where the rain is falling. in santa clara we are just now seeing that rain moving just off towards the east 880.

we are continuing to see more rounds of rain as we go throughout the day. still this steady stream of moisture, even if it stops raining, it may start raining once again as we go throughout the day. it's going to be off and on because we still have this area of low pressure, you can see it spinning and it's drawing in a lot more of those showers that will continue not only for today but tomorrow as well. it's a cool start, too, we have temperatures in the mid to upper 40s, low 50s, our highs today only reaching the low 50s. it's going to be another cool one, especially with that rain falling and the breezes picking up. make sure you have a rain jacket and of course that's best for keeping you warm but also the boots and some shoes that may get wet today as you try to step over some of those puddles. we are still going to see rain as we go through the morning commute mostly for the south bay, east bay and parts of the peninsula. off and on rain throughout today. most of this bringing us about a

quarter of an inch of rain in total, but it still continues tonight with a few breaks maybe as you go out for dinner. we will see little peaks of sunshine here and there, but as we go into tonight we're still going to have some of that rain hitting the roof. looking at once again the potential of about a tenth to a quarter of an inch of rain today and then it starts to taper off tomorrow. sunday is looking all dry and it's still going to be chilly with a high of 54 degrees in san francisco, low 60s before the next storm system arrives early next week. and, mike, you were talking about the reports and spin kbrouts around the east bay. that's right. there were a number of them over the last 45 minutes. most cleared from the roadway, one did not, though. we are looking at the bay bridge toll plaza. one of the reasons for spinouts would be slicker roadways. we see this on this camera with the rain falling down, the build slight for the cash lanes. this is a lighter commute over the bay bridge right now. radar from just a few minutes ago here showing you coming

across san mateo and over in the east bay definitely a factor and bushing portions of the south bay. it continues to move through the area leaving this green shading which is the road weather index, slick roadways throughout anywhere it's green highlighted, basically anywhere in the bay area. westbound 80 we did have a crash around san pablo dam road, reports of a spinout that made its way to the center divide, chp said all lanes are blocked. there's hill top drive, hill top mall. you see the slowing in your commute direction for the upper east shore. hopefully they can clear the debris and we will continue to track that. also of note bart 16 street mission station is closed in san francisco because of power issues at the station, but the trains are running throughout the rest of the system. back to you. thank you very much. 4:48. there is a new push in sacramento so put more counselors in schools to help troubled students. it would be paid for by a new tax on gun and ammunition sales. a new bill has been introduced in the california state assembly, it requires a school

counselor at every middle and junior high school. their job would be to detect and report early warning signs of threats. the bill was introduced by sacramento area assembly member jim cooper. >> a lot of these kids have trouble, especially in the middle and junior high school years. we really want to target them and because of budget cuts a lot of schools don't have counselors. >> cooper is still determining the exact tax percentage the bill will start making its way through committee hearings in the coming weeks. it's 4:49. a new study out this morning looks at the violence at the 2016 presidential campaign rallies. the study by the university of pennsylvania found large cities that hosted donald trump rallies saw an increase in the amount of assaults compared to the average day. this is video of when president trump held a rally in san jose. trump supporters were assaulted by anti-trump protesters. the study found no link between hillary clinton rallies and violence. it's 4:49. new this morning we've got video of police officers mocking

president trump's proposed border wall, it's trending online. has a lot of people talking today. the video appears to show uniformed san diego police officers pretending to climb a wall prototype. the student who recorded this says it happened tuesday. the same day that the president visited southern california to review example walls. some say the officers' actions are an offensive joke, while others brush it off as harmless. >> that's just silly. i mean, i don't even know why people are talking about that. people like to have fun at their jobs. >> it's offensive because not all the mexicans do that. >> a spokesperson for san diego police say the department is looking into the video, but so far does not have a comment. transgender students at city college of san francisco will soon be able to use whatever name they choose for official school documents, things like id cards and school e-mail and class rosters. students wishing to use a name other than their legal name must complete a preferred name change form with the college.

crews are reportedly adding a new layer of safety for cyclists along one busy corridor. work started yesterday on the planned bike lane barriers for valencia street between 15th and 19th street. the barriers are meant to keep cars from double parking in valencia's dedicated bike lane which sends cyclists right into traffic. cyclists protested to get the city to make the change. longer term safety solutions are in the works. coming up on "today in the bay," nbc bay area responds. >> thousands of dollars in features are missing from the car he just bought. i'm consumer investigator chris chmura. nbc bay area responds next. calit cattle and property in the thomas fire are suing the local but first, happening now, california ranchers who lost cattle and property in the thomas fire are suing the local utility company. they accuse southern california edison of not maintaining its equipment and failing to manage the vegetation where the blaze started. the thomas fire in ventura county burned more than 440

square miles and destroyed more than a though buildings. firefighters in the texas panhandle trying to get a handle on a 2,300 wildfire. it's burning in potter county. the blaze is now 60% contained. firefighters have successfully kept it from burning ten nearby homes. good work there.

meet irgo who had quite an adventure after he was accidentally flown to japan, not to kansas city where he was supposed to go. irgo's owner said the dog had to fly in cargo on a different flight because he was too big and he was scheduled to land in kansas city before she was. when she and her children went to the cargo facility to pick up irgo they were given a great dane, not their german shepherd. he is finally back home to his family. >> oh, he jumped up and was just crying. when he's super excited he cries. so i'm just -- i'm just glad he's okay. >> he appears to be pretty good. not too upset about the prolonged trip and appears to be in good health. united airlines says it is investigating the incident. >> does that mean there is a japanese family missing a great dane? >> no, i think that the great dane was supposed to go somewhere else, san diego or something like that. yeah. >> a dog story. >> oh, my goodness.

zoom into san jose because the rain is coming back and we can even take you down to street level and show you what storm ranger where that rain is occurring right there on east julian street and also on park avenue. going to be tracking this moving off towards the east as it heads toward berryessa. mike, you have a warning for bart riders. folks if they drop off at bart station 16th and mission that station is not currently open. you will have to walk eight more blocks over toward 24, the civic center station, there is a small power outage, small section in that area, reported by pg&e, that's what's affecting the station. weather wise no affects on the transit system. good news for bart and other trains as well as the ferries. we have a lot of rain, slick conditions wherever it's green and this crash now only blocks two of your five lanes, but look at the slowing west 80 approaching snan pablo dam
