now through april 2nd. embarcadero - sf good sunday morning to you, it is 7:00 on the dot this march 18th, 2018. the day after st. patrick's day. look at that beautiful shot of san francisco there, that's the embarcadero. cars already out, but looking like another beautiful day, and things are clearing up today. good morning, thank you for waking up with us, i'm vicky nguyen, vianey arana is back, joins us now with a look at that microclimate forecast. i have to say if we keep up with this pattern where it's raining during the workweek but get clearing on the weekend, we like it. >> i agree. judging by the long range outlook right now that may be a repeat this week. we may see that similar situation we saw last week where we had kind of a little bit of wacky weather yesterday but then it clears out today. look at this shot over woodside, you can see it's fairly calm out

there, but it's also chilly. in the 30s right now, 34 degrees in santa rosa, 39 oakland. livermore 33 and even in san francisco is at about 42 degrees. definitely on the colder side. we are not seeing too much cloud cover, but we are seeing some patchy fog in the north bay. i want to show you the 24 hour temperature change. we are running a couple degrees cooler at this hour than we were yesterday. san jose 5 degrees colder, half-moon bay 7 degrees colder, san francisco 4 degrees colder and your daytime highs will be similar to yesterday's. right now storm ranger is still sitting on top of san bruno mountain, but we are not tracking any rain. our long range outlook shows a system expected to bring big changes in the middle of the week. crews remain on the scene this morning of a building that turned into a towering inferno in the heart of north beach last night. the fire is now contained, but

the investigation begins this morning. the fire at union street and columbus avenue in san francisco broke out just after 7:30 last night. as you can see bright red flames lit up the sky. the fire could be seen by people from miles away. the city's north beach neighborhood is one of the busiest for fewer wrists and locals, especially on a saturday night. there are dozens of restaurants and bars and on top of that it was st. patrick's day, a dramatic fire fight went on for several hours. people who saw the entire thing unfold say it was surreal. >> you can feel the heat. people were here standing across the street. you can feel the heat on your face. >> what did you think? >> it was really bad. i mean, lucky the firefighters were real boogood. >> the fire got pretty big pretty fast. >> the fire department had to evacuate nearby structures. the building has five commercial units on the bottom floor, but vacant residence on top. fortunately there were no injuries. we are also getting a better sense of the tense moments after

is @nbcbayarea. all lanes on highway 80 in hercules are now open after a shooting forced chp officers to shut down a section of the highway so they could investigate. officers say the shooting happened on eastbound interstate 80 at willow avenue around 9:30 last night. the chp said at least one person was injured in the shooting, but they are not saying much more about the victim's injuries or condition. the freeway reopened at about 2:00 this morning. the search will continue this morning for a bay area man missing after a day of skiing in the sierra. avid skier thomas mullarkey from richmond disappeared from the bear valley resort wednesday. the search efforts had been hampered because of heavy snow in the area. the family tells us crews were able to get a drone in the yar to help with the search. the family tells us he is a skilled outdoorsman. >> i feel like, you know, if anybody has to be in this situation it might as well be tom. he has the skill and the experience and he's -- as

suzanne in a mentioned he is a man of faith and we know that he's doing what he can to make this happen. >> because the weather is expected to improve, search crews are hoping to get choppers up over the area today. there will also be an additional 20 members on that search team. they are hoping to use a special aircraft that can detect heat. people hoping to head out of alameda through the posey tube to oakland will be dealing with gridlock for a second straight day. lines of cars stretched for blocks into alameda yesterday because of multiple lanes of traffic all being squeezed down to a single lane. a sinkhole formed at the oakland exit of the tube because of a malfunctioning drain. it has been temporarily covered with steel plates. >> how long do you think you are going to be in traffic? >> probably close to 45 minutes. we played a game for like five hours and it's been backed up for two hours at least. >> plan ahead because it may take up to a week to repair that

damage. an art thief has been caught. investigators say francisco romero walked into valley medical center in san jose and took a painting right off the wall. the painting by british artist nick gentry is worth $16,000. it was happening in the new sob brat toe building. jen friday was arrested after cameras caught him on a surveillance video. the painting has yet to be recovered. we turn now to a dramatic rescue in the north bay. the coast guard says a man was on the rocks at salt point when he was hit by a sneaker wave and swept out to sea. it was a difficult area to access so the coast guard sent a helicopter to hoist the victim out of the water. he was taken to the hospital. he is expected to be okay. parkland shooting survivor emma gonzalez will be a guest speaker at a summit on gun violence today. the discussion is focused on making our schools and public places safer and sending gun violence. bay area lawmaker jared huffman

rest of the day. your personal information could have been abused. a british firm called cambridge analytica has been banned from facebook. it's under fire this morning for the way it got information on more than 50 million americans. why? to sway votes to republican candidates. nbc's david gura has the story. >> reporter: cambridge analytica drilled deep looking for a trove of social media data on americans to help republican presidential campaigns fine tune their messages and win votes. >> we were able to get upwards of 50 million plus facebook records in the span of a couple months. >> reporter:? an exclusive television interview with channel 4 news uk former company insider christopher wiley said cambridge analytica obtained much of that data from 50 million facebook users without their consent. >> it's coercive. people don't know that it's being done. >> reporter: the company worked with an academic who was able to grab surveys through a paid

survey app. once a user answered questions the app captured their friends information, too. it was this that caught steve bannon's attention. >> he wanted weapons for his culture war. that's what he wanted. we offered him a way to accomplish what he wanted to do, which was -- which was change the culture of america. >> reporter: when facebook found out that cambridge analytica had its hands on user data without permission, facebook asked the company to delete it. cambridge analytica said they did, "the new york times" reports that is not the case. >> "the new york times" has viewed a portion of the raw data involved in this breach so we know it exists and we have every reason to believe it is still in the hands of cambridge analytica despite their denials. >> reporter: facebook suspended cambridge analytica and its parent company friday. a spokesman telling us it's a

if you have errands to do this weekend, today is the day to get that out of the way. inspiring the next generation of women innovators, that was the message of this year's women in engineering conference at san jose state. yesterday hundreds of college students and women working in technology came together to discuss opportunities for women in science, technology, engineering and math careers. the event included keynote speakers from google and intel. new this year participants got an up close look at new technologies such as self driving cars, drones and artificial intelligence. summer is just around the corner and that has many young people thinking about summer jobs. this weekend some of them got a head start at the san francisco mayor's annual job fair. 500 young job seekers showed up at the hilton union square yesterday morning. the jobs and resource fair offered mock interviews and workshops covering resumes, customer service skills and dressing for your interview. >> it's nice to have people

supporting you and that they care to help out. >> over the past six years the fair has seen 35,000 young people get jobs. it was a festive celebration in san francisco yesterday. ♪ >> thousands walked the streets to celebrate st. patrick's day. the parade started at second and market streets and continued on to the civic center for the annual festival. organizers say it is the biggest celebration of irish culture west of the mississippi. >> and i married into it and it's just something that we really love and some day we're going to go to ireland as well. we really love the irish culture. >> this is the parade's 167th year and, yeah, that's green hair. people really got into it. okay. let's check in with vianey arana now with a look at that weekend forecast. a good day for them outside yesterday, would have been better today. >> yeah, i think yesterday was one of those days where the rain would just kind of sneak in here

and there, but at least it wasn't a complete washout, right? i called it the luck of the irish yesterday that that rain didn't come down too heavy across the bay area, but i will tell you what, though, danville did see some hail, so definitely had a little bit of that wacky weather yesterday. right now live look in san francisco, you can see we've got a couple of lingering low clouds, we've still got a little moisture out there, but it's not moisture that's going to bring us rain, rather it's keeping our temperatures not as cold. right now we're in the 30s and the 40s. san francisco 42 degrees, santa rosa 33, oakland 39 degrees, hayward at about 40 degrees and livermore is at 33 degrees. let's talk about that 24 hour temperature change because in some spots it's running significantly cooler. for example, livermore seven degrees cooler at this hour than we were yesterday, half-moon bay five degrees cooler, san francisco about four degrees cooler. we are seeing a little bit of that patchy fog in the north bay. now, let's talk about our radar because right now our storm ranger is showing those clear

conditions but it's still on top of san bruno mountain. we will keep it there or at least we will take it back up there because we are tracking another storm system. i want to show you the wider picture of this incoming system. this is our doppler radar, you can see that system sitting off the coast and it's right there and it's churning and as of right now the timeline for this storm system is expected to make its way in into tuesday and it's going to linger around possibly an atmospheric level tapping into subtropical moisture. right now the models are conflicting a little bit in terms of rain totals, but we definitely expect to see winds kicked up as well. your temperature trend throughout the after noon, we will a remain in the 40s, temperatures will top out in the mid 50s. let's talk about your microclimate highs for today. overall our outlook will be mostly clear skies, periods of sunshine, but you will also notice some areas remain fairly gray, but the temperatures 56 degrees in san francisco, san jose 58 degrees, oakland 57,

napa at 58 degrees, antioch 58 degrees. so let's talk about that timeline in terms of the rain. as i mentioned with that doppler radar you can see that system sitting off the coast and here it is. it makes its arrival as of right now early tuesday, becoming widespread into tuesday night and wednesday and it's going to linger around through thursday. as i mentioned possible atmospheric river tuesday night through thursday. we're talking heavy rain and windy conditions, gusty conditions as a cold front squeeps in on wednesday and that's going to kick up our winds as we head in towards thursday. the next seven days here is a look at what you can expect. we are going into a bit of a warmer trend into tomorrow. we will notice our temperatures increase. by about ten degrees in some spots. as we head in towards tuesday, that's when we see the big change in our weather pattern. we start to notice an increase in cloud cover, that system makes its way in. we will be breezy and then windy on thursday. right now it looks like those

abandoned by a car dealer -- immediately after making a $40 thousand dollar nbc responds to a san francisco man who felt abandoned by a car dealer right after he made a $40,000 purchase. so he called consumer investigating chris chmura for help and here is kris with more on what was the problem. phil wiseman said an important and expensive part of the car he had just bought was missing, but when he spoke up

about it the dealer was silent for close to two months. phil wiseman splurged. >> i just felt good in it. >> on his luxury sedan. >> this is an infinity, a q 70-l. >> this gently used leather appointed 330 horsepower chariot spoke to him. >> it is a lovely car. >> so he bought it for $40,000, but within days the infinity began pushing his buttons because he couldn't find certain buttons, adaptive cruise control, collision warning, blind spot monitoring were nowhere to be found. the entire technology package was missing. >> when i bought the car i was told that there was a tech package in the car. >> phil said the used car salesman at mercedes benz of san francisco had sent him this e-mail listing the infinity's features, including the tech

package. phil whipped up a message. >> so i sent it, no response. so i sent another e-mail, no response. then i left two telephone messages, two response. >> phil calculated the tech package cost 3 grand new, so he wasn't going to let that kind of money just slide. after hearing nothing from the dealer for seven weeks, he had had it. >> so i contacted you. >> we contacted mercedes benz of san francisco. we initially got no response, too, but on our third try phil received very good news. >> full money, 100%. >> $40,000. >> $40,000. >> the dealer manager mark santos agreed to buy backfill's infinity. in a note he wrote as we strive for nothing less than complete customer satisfaction, even though it may have been miscommunication, we offered a complete refund of all moneys paid. santos also sent a copy of a disclaimer that he said applied

to his salesman's e-mail as well as all advertising materials. it reads, while every reasonable effort is made to ensure the accuracy of this information, we are not responsible for any errors or omissions contained on these pages. >> if they are not responsible, who is? >> so the vehicle dealer would be responsible. >> the dmv told us a blanket disclaimer doesn't give auto dealers latitude to offer one thing but deliver another. the business and professions code requires them to be truthful. mercedes benz of san francisco insists it made an honest mistake with phil. here is the dmv's advice for preventing a dispute like phil's the next time you're shopping for a car, take pictures of the advertising, keep copies of every e-mail they send you, and point out discrepancies. then if you're still not satisfied, file an official complaint. >> so we would recommend to phil to file a complaint with the local dmv investigations office. >> it was off the mark. >> phil is still driving the infinity, by the way, after our

sky over san jose time now a 7:29. it is march 18th, 2018, sunday morning, and that is a live look outside at the skies above san jose. yes, that's blue that you're looking at, and sun on the horizon. and a break from the showers. good morning, thank you for waking up with us, i'm vicky nguyen, vianey arana is here now with a look at that microclimate forecast. that pattern is holding up, right? >> yes. >> rain during the workweek but we're getting some clearing on the weekends. >> yeah, i know, vicky. we were talking about this as far as -- as long as it rains only during the week -- >> yeah, we can deal with it. >> however, we've got a pretty active weather pattern coming up this week so that's exactly what's going to happen. it's going to be very similar to last week. wood side right now, look at that, nice sunrise, sun is

coming up and we're definitely feeling the colder temperatures, especially for the north bay right now. santa rosa 33 degrees, even in oakland 39 degrees, concord 39, livermore a very chilly 33 and down near the south bay san jose now warming up to about 40 degrees. now, we will be experimenting with fairly calm weather, but the temperatures are expected to remain on the cool side. so our daytime highs are expected to top out in the 50s. we're starting to get to more cloud cover, low lying clouds and fog also for the north bay. so some patchy fog up there, half-moon bay about five degrees cooler. now, even though we're dry through today we are starting a warming trend through tomorrow. i will talk about how warm our monday is expected to be and when that rain is going to arrive and how much rain we're expecting as we head in towards the middle of the lt of the week. >> whenever you say warming trend my ears perk up. crews are mopping up hot

spots this morning where firefighters battled an inferno in the heart of north beach last night. the fire at union street and columbus avenue in san francisco broke out just after 7:30 p.m. as you can see bright red flames lit up the sky. people could see the fire from miles away. the city's north beach neighborhood is one of the busiest from tourists and locals alike especially on a saturday night. there are dozens of restaurants and bars and clouds were all celebrating st. patrick's day as they saw this dramatic fire fight. it went on for a few hours before crews could put out the fire. witnesses didn't just see the flames, this he felt them, too. >> you could feel the heat. we were standing across the street, you can feel the heat on your face. >> what did you think? >> it was really bad. i mean, lucky the firefighters were really good. >> the fire got pretty big pretty fast, it took them a little while to get it out. >> we are also getting an idea of what the fire department had to do, they evacuated nearby structures right away. that building had five

"today in the bay's" sergio quintana has that part of the story. >> reporter: as fire crews were still dousing this building and just minutes after fire chief joanne hayes white gave us a briefing on her department's

response supervisor aaron mess skin calls for her resignation. >> it starts at the top. i called her during this event repeatedly. her voicemail was full, but even her high ranking staff realized they were not on the job. >> reporter: he says the sponts by the fire department was slow. he did not see crews shooting water at the building for about 20 minutes. the fire chief says her crews got water on the fire within six minutes of the call. they began fighting pretty quickly inside the building. >> what people might have mistaken is they didn't see fire water like this when we -- because at that point we were offensively fighting the fire, ie, from inside the structure. >> reporter: interim mayor mark farrell and london breed stood behind firefighters and the chief. >> any talk like that during a time like this i think is inappropriate. >> the good news so far, no injuries and that is what's most important. the fire is almost contained and so we need to be focusing our attention on that. >> reporter: supervisor peskin

two days before his death early last year in the san luis obispo county jail. jail officials say holland who had schizophrenia died from a blood clot in his lung. he was restrained in a chair for 46 hours. after he was finally released, holland was left on the floor of another cell where he died less than an hour later. some deputies captured on the video appear to be laughing at several points throughout the footage. the county awarded holland's family $5 million. in a statement the sheriff's office called holland's death, quote, haeart breaking. we turn to the latest on the major move by the justice department. the fbi's former number two andrew mccabe was fired and president trump is praising the decision on twitter. mccabe and his supporters say it is the result of the administration's war with the fbi. more now from nbc's justice correspondent pete williams.

>> reporter: attorney general jeff sessions accepted a recommendation from the fbi itself to fire andrew mccabe over his decision to let fbi officials talk with a reporter during the presidential campaign about an investigation of the clinton foundation. sessions called that an unauthorized disclosure to the news media and said mccabe lacked candor when asked about it later including under oath on multiple occasions. the justice department says 19 other people were fired from the fbi over the past year for lack of candor, but mccabe says he answered truthfully and approved talking to the reporter to clarify the fbi's role in the clinton investigation. he says he's being singled out for supporting former fbi director james comey after he was fired. >> the vast majority of fbi employees enjoyed a deep and positive connection to director comey. >> reporter: mccabe says his firing is part of an unprecedented effort by the administration, driven by the president himself to destroy his reputation and possibly strip him of his pension.

today mccabe's defenders called for a fund to support him and his family. >> the idea that, you know, a president could come and interfere with a discipline decision at the very end just a couple days before his career is over is just, i think, a frightening proposition. >> reporter: so far the report that led to the fbi's firing recommendation has not been released. >> the public needs to see those reasons for the firing. otherwise it just looks like they're trying to is up suppress a witness that saw the comey firing last year and is involved in the russia probe. >> reporter: president trump tweeted that mccabe's firing is a great day for the hard working men and women of the fbi and called comey sanctimonious. >> that was pete williams reporting. staying in the nation's capitol now, a democrat from ohio just broke a glass ceiling record. representative mercy captor is now the longest serving woman in the house of representatives. she arrived on capitol hill 35

or to save energy, unplug unused appliances. do your thing, with energy upgrade california. a stunning upset last week in a special election in western pennsylvania. democrat conor lamb narrowly defeated republican rick saccone in a district that president donald trump won by 20% just 16 months ago. so is this a sign of what's to come in 2018, or is it a one off stemming from a poor republican candidate? nbc bay area political analyst larry gerston joins us this morning. we keep hearing about this victory suggesting the possibility of a blue wave. talk about what a blue wave is and what do you think of that theory? >> a wave, maybe a tsunami the way things are going. a wave election, vicky, occurs when major chunks of the electorate just change their political behavior and vote for candidates from the political party in opposition to the

presidential party in power. we witnessed a red wave in 2010 when sizable numbers of independence and conservative democrats joined conservative republicans to produce a net of 63 gaining republican seats in the house of representatives. there by becoming a majority party. many observers believe that this shift came as a result of voter anger over obamacare, some people now see 2018 as a blue wave election year, largely due to the unpopularity of republican president donald trump, which is hovering at an amazing 35%, a record low. >> so we look back at last week, a single victory in a single race. how much do you think we can learn from that? >> you know, in many ways not much. not much. if we view this as a single data point but if we widen our lens several related eye election events may reveal a pattern. first, there was a democratic victory in 2017, the virginia governors race. this of course in a purple

state. second, there was the upset in alabama, a crimson red state. when democrat doug jones bee feeted roy moore for a u.s. senate seat. last week we witnessed the lamb victory in the heart of trump country. those three events begin to give us a little bit more context. >> okay. so that's three events. fair enough. but do you think three events can be reliably used to predict a congressional kind of blue sweep, blue wave? >> okay. let's widen that lens a bit more. because all kinds of events, we know this, all kinds of events, economic, military, social, all these things can shift our politics and, therefore, our voting behavior. in one direction or another. between now and november 2018. but if we drill deeper into recent state legislative special elections, we learn something. in 2017 democrats captured 14 republican seats in legislative special elections. during the same year republicans flipped over three democratic

seats. so far this year out of 28 special state legislative elections democrats have managed a net gain of six more republican seats. so now collectively these results suggest something. they suggest the growing possibility of that blue wave in november. >> that is an interesting look when you break it down with the numbers like that. you called it a blue tsunami. we talk about california, how much of a role do you think california will play in this? >> incredibly. incredible role. california may well play a major role in two ways. first, democrats need now only a net gain of 23 seats to regain control of the house. they have targeted seven republican seats in in state alone where two republicans have already said they won't even run for reelection. second, if democrats win the majority back in the house, minority leader nancy pelosi of san francisco would be in prime position to resume the leadership she lost in 2011.

that would be a coupe for this state of course. we're still eight months away from an election. a lot could happen between now and then. still, you know, when you consider the president's unpopularity, congressional gridlock and the ever expanding mueller investigation, the environment may be ripe for a change. we haven't seen the likes of since 2010. >> eight months seems like an eternity in this administration when we talk about day to day the news cycle or week to week, so a lot can happen in eight months. >> so much. so much can happen, yeah. >> let me ask you this, larry, for republicans who are hoping to hold on to their seats, what's the key? do they distance themselves from the current administration? do they double down? >> do you know what, vicky, that's the question in every single republican has to ask. it will deliver between where they live, the kinds of populations they have supporting them. if they are in marginal states or lopsided states they can cruise to an easy victory. republicans have to do a lot of
