and it's going to get heavier as the day goes along. let's get a look at what's happening right now. once again, scattered showers. storm ranger is on top of it all, it's on san bruno mountain giving us a very detailed view of what streets it's raining on. that little cell that's moving into san leandro will be there within the next four minutes and in san ramon it's going to be there in about 30 minutes. so tracking this heavy cell as it continues to move off towards the east. we also have other scattered showers, while san jose not seeing any rain right now, but we will be tracking that as the morning goes along. mike, you have a rainy view of the bay bridge. >> i do, you just showed that cell over there in the san leandro area, oakland area getting wet i'm sure. here is the oakland approach to the bay bridge at the toll plaza. we have a few folks waiting in the cash lanes but really we are watching the water kick up behind these cars. standing water on the roadway hitting the lens. now, getting there the traffic

flow is just fine but be careful. we have a number of scattered crashes around the bay. most not a big deal. this one highway 17 around hamilton reports of a spinout, again, off the road, no major crashes, but watch the conditions, they are slick right now. back to you. breaking news in austin, texas, where the anxiety may be over for a lot of folks. authorities say the man behind that recent string of bombings is now dead. the dramatic confrontation unfolded overnight in a nearby town called round rock. police already zeroed in on that bombing suspect and then he detonated a bomb inside his car, it was just before 3:00 this morning, as the s.w.a.t. team was moving in. officers had been tracking that suspect for hours. they first followed him to a hotel parking lot, he then drove away and into a ditch and that's where he blew himself up. >> the individual involved in this incident was a 24-year-old

white male and we are not going to give out any information regarding his residence. >> five explosions rocked the area around austin since early march. two people were killed. authorities want everyone to remain, though, on the lookout with concerns that there could be unexploded devices still behind. back to our microclimate weather coverage. this storm blanketing california right now causing flooding concerns for people near burn zones across the state, that includes the montecito area where we saw deadly mudslides a few months ago. >> "today in the bay's" gina elie has details on the mandatory evacuation orders under way right now. and we will get -- >> reporter: thousands of people are leaving their homes behind under an evacuation order in santa barbara and ventura counties as heavy rain moves into recently burned areas, making deadly mudslides possible. >> i'm afraid of having to start

all over again. >> reporter: perla is blind, she is spending at least one night at a shelter out of harms day. during january mudslides killed more than 20 people in montecito and damaged dozens of homes. with days of heavy rain moving in sheriff's deputies are going door to door in the danger zone, telling people to get out. most are taking the warning seriously. >> we do what we can do and we cross our fingers and hope that the water doesn't come down all at once and hopefully, you know, we are back home on friday. >> reporter: as people move out, additional emergency crews are moving into the area. jean elie, "today in the bay." >> "today in the bay" wants to make sure you're prepared for the brunt of the storm as it barrels on through. thursday, tomorrow, we will go on early starting at 4:00 so that we can have you ready to go for your day. our crews will be out overnight gathering everything you need to know in time for your thursday morning commute. a major step toward more accountability and reform at the santa clara county jail. the mercury news reports last

night supervisors approved a civilian oversight board, this is to keep an eye on policies and procedures at the jail. this move comes after three guards were convicted in the death of a mentally ill inmate michael tyree in 2015. the search is on for thieves in the east bay after a string of crimes in san ramon. police say there have been several thefts like this one in the wind mere parkway area. the video shows package thieves driving up to the home, they grab a box from a porch and load it into a car and they are not just taking packages. the surveillance video shows a person testing a car door before walking away as well. police remind all of us to report suspicious activity and to make sure our doors are locked in our cars and on our homes. 4:35. budget talks are under way in san jose. mayor sam liccardo is proposing a $3.5 billion budget with emphasis on housing. the bay area is also asking to

save $15 million as part of a rainy day fund, but some city council members say that the city is facing a $40 million budget shortfall over the next several years. the draft of the budget will be out in may followed by a vote in june. a follow-up on a story "today in the bay" has been following for months. san francisco officially banned the sale of fur, becoming the largest city in the country to do so. starting next year it will be illegal to sell clothing and accessories that uses new fur. some retailers like ones in union square say the move could cost them $45 million a year in revenue. we heard from people on both sides of the issue at city hall after the vote. >> i'm focusing on those animals that i believe are not pets, like mink. i just think we've gone too far. >> activists have been working for decades against the fur industry and this is a really great step in the right direction. >> small shop owners who repair

good morning. i'm eric chummy live at cnbc global headquarters. wall street is set to open higher this morning, the markets rose yesterday recovering some of monday's losses. the energy sector led the game with oil prices rising to their highest levels this month, but tech stocks continued to slide on the fallout from the facebook user data privacy scandal. look for economic numbers today on existing home sales and the fed wraps up a two-day meeting this afternoon, they're widely expected to hike interest rates. the dow rising 116 points to 24,727 with the nasdaq closing up 20 to 7,364 yesterday. the federal trade commission is probing facebook over the potential misuse of users' personal information that was collected by firm cambridge analytica. that company was linked to the trump campaign in 2016.

facebook officials are scheduled to meet with u.s. lawmakers for a second day today, although ceo mark zuckerberg has been absent and not made a public statement on the matter. facebook stock has already lost $50 billion in market value just this week. lighter news, starbucks has issued a $10 million challenge to revolutionize a low tech product, the coffee cup. it's hoping someone can develop a cup that's truly biodegradable. consumers go through 600 billion paper and plastic cups worldwide per year and their own customers account for 1% of that which would be 6 billion cups. >> that is a lot. well, let's get on that, then. thank you, eric. san francisco district attorney george gascon is suing home adviser claiming the company lies in tv ads about doing background checks. if you aren't familiar with home adviser is lists plumbers, electricians, housekeepers for

homeowners to hire. gaston said the company only does background checks on the owners of independent businesses not workers of large firms. the home adviser's parent company is aingy, also named in that suit. the company also owns aingy's list. the case goes to court next month. i mean, if that is indeed the case that is scary. coming up on "today in the bay," more rain. kari is tracking it all. it was kind of spotty yesterday. >> it's going to be spotty again today. in fremont right now it's not raining, but the roads are still wet. as we go through the day the rain will ramp up once again with scattered activity and it will be warmer by this afternoon. we're still going to be tracking some spots of some heavy downpours. we will take a closer look coming up next. and oakland the nimitz freeway you see the water on the lens, water on the roadway. hearing about a crash in the area. we will show you what things are like both here and what's coming their way. who are these people?

welcome back. well, can't see much there because the rain is coming down. you are watching "today in the bay" on this wednesday. of course, we are tracking that weather for you right now. live pictures from the golden gate bridge of what you can see of it. rain on tap for the north bay today and many other places across the bay area this morning. >> every now and then you see the windshield wipers go across that camera. >> one camera i saw someone

actually wiping it. >> really? >> that's what you need to do this morning. windshield wipers on and whatever to keep your view clear as you get ready to head out the door. it's going to be one of those soggy days and most of the rain has been pretty light. here is a look at storm ranger our mobile doppler radar. nbc bay area is the only station here in the bay area with this really advanced technology because it does give us a big heads up and keeps us ahead of the rain as it continues to move in. so as we get a look at what's happening in the north bay, we see that the rain is pretty scattered, but it is moving through santa rosa and also just to the east of yountville, novato just clearing out from some rain and we will continue to see it moving off towards the east. we are tracking heavier downpours for the east bay, san leandro, look at how heavy that rain is coming down when you see the yellows and reds that indicates really heavy rain. i tracked the showers moving off towards the north and east and it will be in danville within

the next few minutes, in about ten minutes there, diablo at 5:02 and then it continues off towards antioch within the next hour or so. we are still going to see a lot more moisture rolling into the bay area and a boost into our temperatures over yesterday, all because we are feeling some subtropical air and it's going to continue to sling in a lot more moisture as we go through the day. that means rounds of rain and even the potential of thunderstorms as we can see some of the heavier rain still focused over central and southern california where we have the concern of higher rainfall totals and mudslides in those burn scar areas. as you're starting out this morning we are going to have the waves of rain moving in so you do need a rain jacket, that's probably better than the umbrella because it winds will be picking up and also rain boots, whatever you need to keep you dry. we will see at times rain rolling through, by 11:00 we see pretty good coverage here. if you track it on the nbc bay

area app you will be able to see when and where the rain is at the time. then as we go into tonight it does get heavier and more widespread and this one will have to watch out for the potential for the bay area of some street flooding and also for the north bay there may be some mud and rock slides as well as the santa cruz mountains. looks like we will take a break by tomorrow afternoon but there still will be more rain on the way as they head toward the end of the week. we will talk more about that. mike, you were hearing about a spinout in oakland. that's right. i will show you the live shot. i showed you a wide shot by the coliseum. i can see this. look at all that water kicking up. water on the lens. active rainfall that passed through the area. definitely wet and slippery conditions for a spinout. this is around the coliseum. we have storm ranger's data up here, we do see all this activity through this area and south towards san leandro.

there's 98 -- that was radar, don't worry about that. we do have over at 23rd a disabled vehicle reported. all that radar data showing activity up here, light traffic flow, but watch the conditions around the maze and also the golden gate bridge, we showed you that live camera there. in the south bay a little break, damp roadways but we have heard about a spinout on highway 17, look at that, we just went from slow to green so the speeds have improved after they cleared that crash to the shoulder. still be careful over the santa cruz mountains. we will continue to monitor those as the rain comes through. happening today on capitol hill a hearing on international threats to u.s. elections. lawmakers will look into atte t attempted attacks on state election infrastructure back in 2016. the current secretary of homeland security will be questioned, but so will the former homeland security secretary who worked for president obama. and also happening today, toni atkins becomes the first woman to be sworn?

as senate president pro tem. the san diego democrat is the first openly gay person to hold that job which means she is the leader of the state senate. she plans to focus on healthcare, affordable housing and the economy. atkins replaces outgoing pro tem senate president kevin day leon who is determined out. happening today in san francisco the first court on the climate change, that's a hearing on the climate change lawsuit filed by young activists against the trump administration. you may recall this story. activists as young as ten are suing the federal government claiming it's not doing enough to address climate change and protect their future. the administration tried to stop the lawsuit but the ninth circuit court of appeals is allowing it to move forward. fossil fuel companies like exxon and chevron have joined the government is fighting against the lawsuit. overnight we went through new climate change reports just out this week and the world baij is behind that research finding

that 140 million people will be displaced because of climate change by the year 2050. areas affected will be subsaharan africa, south asia and latin america including mexico. the report says that people will be driven out by droughts, rising sea levels and powerful storms. the report says cutting greenhouse gas emissions could save 100 million people from leaving their homes. happening today oakland mayor libby schaaf will help open the space and science center new outdoor observation deck. this is a rendering of what it will look like. the mayor will preside over that ribbon cutting ceremony at noon today and the deck looks pretty roomy for lots of folks who like to see things there at the is that bow station. your first chance to check it out is saturday when it officially opens to the public. >> should be fun. all right. coming up on "today in the bay," nbc bay area responds. >> a major company says her

credit is in the mail, but her mailbox is empty. i'm cbs investigator chris chmura. nbc bay area responds next. but first happening now, breaking news out of nigeria, 76 of 110 school girls abducted by boko haram are now free. the nigerian government negotiated the return of the girls rather than using military force. the kidnapping was similar to 2014 when boko haram took more than 200 girls. as the east coast deals with a major winter storm we're seeing the ripple effects here in the bay area. we just checked with sfo ten minutes ago, more than 40 flights are impacted already, it's not even 5:00. mostly they're cancellations for flights headed east. more news after the break. alto camera

nbc bay area responds to a looking live at our palo alto camera. less soggy than the one over the golden gate bridge. traffic moving smoothly, but remember once the rain starts do slow down. that speed limit is just for the best of conditions and we are not going to have those today. nbc bay area responds to a san francisco woman who wanted store credit but got silence in return. >> crickets. she returned to our consumer team for a hand. here is consumer investigator chris chmura with our response. >> after kelly got married she returned a few of the gifts that she got because she just didn't need them. she sent them back to pottery burn and tells us she was set to get $230 in store credit by the u.s. mail. via the mail because that's how pottery barn handles registry returns, by mail. kelly says her credit never arrived.

also have the winds starting to pick up this morning, so as you head out the door it still feels really humid, but also the wind is blowing around that wet weather that we've seen and storm ranger is tracking it all. that's the red scan you're seeing there from san bruno mountain. as we go into the north bay i'm also seeing heavier downpours moving into dillon beach and that will be approaching santa rosa within the next 45 minutes. also moving through sebastopol within the next 30 minutes. the east bay, the rain also scattered there with some heavy downpours. this is going to make your morning drive very soggy. as we widen out the picture, still a lot more rain to go. this will be sticking with us through saturday. i will detail that coming up in just a few minutes. mike is tracking the impact of all of this rain on the roads. we just heard about a new crash, we have westbound 24 at gateway, that's where our latest crash s you see this green highlighting here, that's our road weather
