weather alert. it is 4:30 on this thursday morning and we are now in a micro climate weather alert looking live at the radar. the red bar there is storm ranger. both scanning for rain and you can see there's no shortage of it. thank you for joining us. i'm kris sanchez in for laura garcia. >> and i'm marcus washington.

we started early this morning at 4:00 to make sure all you need to do before you step out the door, meteorologist kari hall has been tracking what we can expect with the weather today. >> and the rain will come in waves for much of the morning. parts of marin county. a closer look, it's shifted to napa and solano counties this morning. the rain starting to fill back in once again. a batch of heavy rain. you have about 30 minutes as the rain closes in on the city. that could cause standing water. from the delta down to the tri-valley and also for silicon valley where we see some light showers and much heavier rain for the santa cruz mountains and that's where we have our forecast, vianey arana and what

to expect. >> reporter: it is coming down. the sideways rain right in the face. you can see the fog and rain blowing sideways now. the time line of levels through tomorrow evening. if you can pop up the graphic -- okay, we're going to go ahead and take you to the time line. now to mike. mike? >> vianey, the whole story there, the rain coming down. i have it over here. we're up in oakland now. the water and the larger vehicles, that rig there. that rig is moving well and the other rig north of there has been cleared from 880. no other problems in that vicinity. you see all that rain coming through over into hayward and getting hit -- the data i'm

showing you from the weather system. vianey and kari, the storm ranger with that red sweep. i have it as well. we share the data and then it translates to this, the blue, the puddling, the standing water on 280 south of 92. it swept through the area and we'll watch it develop in hayward and over to the tri-valley. right now in exchange for the crashes, north over there around third has cleared and a new crash now just a little further north. i talked about this crash. solo crashes in the center divide or the guardrail. it sounds like oftentimes cars will lose traction. a little flooding reported as well. so, again, showing you what the conditions are like. over here as far as the speed sensors go. i removed the index so it's easy to see what's going on. possibly blocking your slow lane.

the travel times look great. allow more space to ease on to the bridge. we don't want the spinouts. be very careful, folks. thank you very much. >> we have team coverage on the rain and its effects. that rain has many people worried about flooding. one protective measure, we talk about people use all the time, the sandbags. >> it is a low-tech solution. it seems a lot of folks are taking advantage of that. >> reporter: the rain started to pick up in the past few minutes. sandbags will be an important commodity. some people pick up sandbags. they are available from the water district. they were hit with downpours.

impacted by rain and localized flooding. residents here in the south bay are being warned to problem for more flooding. that's why the sandbag locations have been set up. the water district recommends first using plastic tarps between your house and the sandbags that helps keep floodwater from seeping between the house and foundation. remember to stack the sandbags tightly against one another and in a pyramid foundation. on your screen right now, two in san jose, one in morgan hill at the el toro fire station and palo alto near the air terminal. since last year's flooding the city has created online tools to help residents with items and maps.

b.a.r.t. police shooting in january. that is when a b.a.r.t. police officer shot and killed a man who was in a fight with another man. police already cleared the officer, this is body video from that. the body camera video shows that man reaching for a gun on the ground. b.a.r.t. will also talk about the ongoing south bay extension. they are apparently pushing back the opening date for milpitas stations. the vta is still trying to finalize the design for the tunnel into downtown san jose. coming up, mark zuckerberg talking as the scandal over user data grows. time to check those smoke alarms. hundreds of thousands of them are being recalled because they don't detect smoke sometimes. we'll show you which models are under recall and what you should look for in your home. and never far from our top story, rain.

the fed raised interest rates for the sixth time since 2015. it signaled it expects the rate two more times this year and raised its forecast for the number of moves next year. the dow is flipping 34 points to 24,682. mark zuckerberg says he's sorry for not doing enough. zuckerberg says he would be willing to testify before congress involving cambridge analytica, linked to the trump campaign in 2016. he outlined how facebook plans to respond to regain the trust of users. the tools to allow members to more easily block an app. google maps has introduced a new feature for ios devices that shows the waiting time for more than a million restaurants at different parts of the day. when you search for a restaurant the average time to get seated. it could be helpful in cases where they don't take

you are watching "today in the bay." we are in a micro climate weather alert on this thursday morning. monitoring rain and wind all across the bay area from the north bay to the tri-valley. >> and, boy, it's been coming down all night long as you can see from your live radar, the rain has not stopped and likely will not either. that means trouble on the roadways often when folks don't slow down. kari has a look at the forecast. >> we see the heavier rain coming in waves. there will be times it eases up and then it ramps back up. when you have these low elevation storms like an atmospheric river, you need something that can scan lower in the atmosphere and that's why we have storm ranger able to give us the highest resolution of what's happening around the bay area. wanted to take you into san francisco right now where rainfall rates have been fairly light for the raareas but it is

already soaked and that will be the case as we go through at least the morning commute. the heavier rain has shifted to the tri-valley as well as the east bay and you can see a lot of yellows and reds showing the most intense rain from 680 over to 580. we are going to have a very tough drive. also on highway 4 getting through parts of the delta and the tri-valley on 580, it is very wet. a lot of greens. we're seeing the heaviest over san ramone and approaching dublin. we go down to hayward where we see very intense rain that would be moving closer to union city where you're seeing it come down at a pretty good pace and san jose right now mostly light rain. some of the heaviest stayed over the santa cruz mountains and to the south and west we're going to have some really intense rains throughout the day. along the peninsula we have rainfall rates higher than in san francisco. more than a tenth of an inch of

rain per hour. that morning drive through the east bay is going to be very difficult at times. temperatures are staying in the upper 50s. as we go through the day some of the heaviest rain will be during the next few hours and then becomes more scattered later on this morning. this is also when we could start to see little cells popping up with some thunder and lightning and even small hail as some colder air drops in. it makes the atmosphere more unstable. we could be tracking some storms as this winds down with this disturbance we have coming through for today. a little bit of a break tonight. tomorrow the scattered showers return. we'll see that rain off and on along with low elevation snow. so here is what to expect. the heaviest rain this morning. clearing this evening and scattered rain returns tomorrow. we do have rain chances in the forecast through sunday.

additional rainfall rates, i think we'll be mostly about a half to an inch and a half across the bay area. mike, tough driving conditions for 580. >> kari, you're showing that radar. you did call out 580. coming over here the map is just east in the castro valley. we're going to zoom in right to the area and that red sweep shows all this activity, more rain. that's as much as i know. it translates to the orange and the yellow, slower speeds westbound 580 coming through castro valley off the dublin bridge. some flashing lights on the shoulder, like hazard lights and rain coming through makes everybody slow as you should. they removed all the weather data making it clear to see the slowing out of the altamont pass is mild this morning.

we have a crash and debris through that shield, north 680 at sunol. that is the issue with the green which may have resulted in a crash. the green highlighted all over the bay is going to have slick roadways for sure. we do have the blue showing that's where the puddle and ponding will be. lower the speeds because conditions demand it there as well as all the way up into the north bay where we see a lot of rain. 101 and 37 moves smoothly. back to you. thank you very much. commute. investigators are now scouring the home of austin texas serial bomber who blew himself up yesterday as police closed in. fbi and atf agents say they discovered extensive evidence that the home of mark conditt. they're reviewing what they say is a 25-minute video recording they characterize as a confession. the question of why is left mostly unanswered. >> the suspect describes the six bombs he constructed. he does not at all mention anything about terrorism nor did he mention anything about hate. but, instead, it is the outcry of a very challenged young man talking about challenges in his personal life. >> now that video was found on a cell phone in conditt's car. police now say they really honed in on him two days ago when he turned on his phone for the first time in weeks.

at 4:55 a live look at the golden gate bridge and when it comes to the future of the bridge toll plaza, we're pretty sure less is really more. later today we should learn more about the design images for a new toll. this is an electric system similar to what's in place at the benicia bridge. it will be removed entirely. bridge director plan to unveil the new plan design. a new system could be in place within a year. lots of people in the north bay may wonder what kind of impact the new smart train system is having on the other commuter options in the area and we may get a better idea today. bridge directors will receive an update on the golden gate transit, focus on areas where smart trains now operate. coming up on "today in the bay," we are in a microclimate weather alert.

the weather is awful out there. everybody slow down. >> we are under a microclimate weather alert on this soggy thursday morning as another storm unleashes widespread wind and rain in the bay area. good morning. thank you for joining us. i'm kris sanchez in for laura garcia. >> and i'm marcus washington. you can see on the richmond-san rafael bridge the roads are slick. and new video from overnight showing the brunt of the storm lashing the bay area, as you can see here this is in the south bay from campbell at hamilton avenue and highway 17. >> we have team coverage to help you navigate through the mess. first, we want to start with meteorologist kari hall for the latest time line. the heaviest rain is making its way through san francisco, the east bay, and also parts of the peninsula where we are seeing a lot of yellows and reds

tracked by storm ranger while the north bay is getting a break after some very heavy rain caused a flood advisory early this morning. we do have heavy rain through marin county. rainfall rates come down very light at this time. showing the most intense rain from oakland over to lafayette and extending over to concord and then also down to the tri-valley. for the delta now a lot of green here, just a steady rain and it makes it slippery on the road. also for livermore and pleasanton where the rain will pick up as it shifts out of hayward into pleasanton within the next 30 minutes. light rain in san jose where we've seen the rain shadow in full effect, but it is coming down very heavy in the santa cruz mountains. we're going to take you there with what's happening in the santa cruz mountains with our forecast with an update on rainfall totals with
