tracked by storm ranger while the north bay is getting a break after some very heavy rain caused a flood advisory early this morning. we do have heavy rain through marin county. rainfall rates come down very light at this time. showing the most intense rain from oakland over to lafayette and extending over to concord and then also down to the tri-valley. for the delta now a lot of green here, just a steady rain and it makes it slippery on the road. also for livermore and pleasanton where the rain will pick up as it shifts out of hayward into pleasanton within the next 30 minutes. light rain in san jose where we've seen the rain shadow in full effect, but it is coming down very heavy in the santa cruz mountains. we're going to take you there with what's happening in the santa cruz mountains with our forecast with an update on rainfall totals with vianey

arana. >> reporter: just in case you don't believe kari hall, it is coming down. you can see it. you can see how foggy it is. we have the lights set up so you can get a good idea of what these cars are driving through within the next couple of hours or so. highway 17 is probably going to be a mess. on our drive up here we did see light debris, the typical patrolling when we are seeing the weather event and significant rain totals. also it's getting windy out here. i've had better thursday mornings. let's talk about future cast and what we can expect for rainfall totals tonight. more of that heavy hitter rainfall totals because the north bay mountains and santa cruz can expect anywhere from half an inch to possibly an inch and a half more as we head into tonight and through tomorrow about 11:00 p.m. as far as san jose i know we haven't seen significant rain totals. less than a tenth so far. and as we head into san

south bay. the bigger activity, i'm showing you the same radar data is over here. the roadways are affected by what's going on as far as the rainfall is easing up a bit to the castro valley. right on 580. we remove the layer and that's what we're left with coming off the castro valley area, the dublin grade and into the y. the build of the commute along with the rain caused some slowing. a crash at 164. reports of a car spinning out, hitting another and going off the roadway. no major injuries from what i understand. we're still tracking that. that's a serious situation. that blue is showing the puddling and the ponding, hayward, castro valley, 280, 101 through ralston and that area there through belmont. that is the story of the day, those conditions. the travel times aren't so bad. there's a lighter volume of t k traffic but you do need to lower the speeds.

>> you can take the app with you wherever you go as you're running your errands. it is free for android and iphones. a san francisco police officer is recovering this morning after being shot in a gun battle. it also left five other people injured, and that confrontation was captured on camera. "today in the bay's" pete suratos is live at sf general with that picture now circulating on social media. a pretty dramatic scene here. >> reporter: good morning, marcus, a very dramatic video still making the rounds on social media at this hour of that officer moments after that officer involved shooting where he is shot in the leg. we'll show that you video. you can see him crawling to safety in that outer mission district yesterday roughly around 4:45 p.m. now according to san francisco police they're saying they got a call with a man with a gun. they were able to track him down to the barbershop.

and when they entered the barbershop they say the man pulled out a gun and that's when officers fired shots. altogether six people were injured during the shoot-out including the officer and the suspect. our crews are on the scene. they spoke with witnesses who clearly were frightened by all of this. >> i just heard gunshots and i want to come out and see. it was right there and that's the pharmacy i go to. >> two people on the floor and the police officer wounded. >> reporter: now five people altogether were sent to the hospital for their injuries. we can confirm that two people have been discharged including a minor but there are no updates as far as the officer last listed in fair condition. there are two other people with life threatening injuries. i'm working to get more updates on that. we'll bring that to you in the show. we're live in san francisco, pete suratos for "today in the

bay." >> thank you, pete. it is 5:05. a lot of unanswered questions after an unusual and deadly incident at travis air force base. authorities say someone gained unauthorized access by driving through a gate and ended up dead after crashing their car there. all of it happened before 7:00 last night. that person has not been identified, and we still don't know that they died from that crash. authorities say there is no threat. >> classes resume today as scheduled at oakland's fremont high school. yesterday police officers say they discovered a student carrying a loaded gun in their waistband. the student admitted to being armed while talking to officers for an unrelated reason that led to a brief lockdown. officers also arrested the unidentified student. meantime happening today students from the parkland, florida, high school who lost 17 classmates and staff last month will be in the nation's capital today. students will meet with democrat

senator dianne feinstein and others to talk about legislation to reduce gun violence. students are also in the washington area for this weekend's march for our lives rally. back to our microclimate weather coverage, rain is coming down across the bay area. we've seen our reporters fanned out. you see the radar courtesy of storm ranger. the rain is not going away anytime soon. >> we want to hand it over to meteorologist kari hall for a closer look at the hardest hit areas. across the east bay and the peninsula but ramping up from marin county as well. such heavy rain earlier this morning. we are seeing it return once again. i wanted to take you to oakland as we see reds and yellows there and that will be moving into lafayette within the next few minutes and extending over to concord can as a lot of this activity continues off to the east. some of the heaviest rain moving into dublin and that will be in east livermore within the next 20 minutes, so expect the heavy rain to be a lot heavier.

i should say east pleasanton, in the next 20 minutes, and into livermore in the next 30 minutes. as we look at san jose some of the south county, lighter rain, because it's really dumping down in the santa cruz mountains and that takes some of that energy out of the rain as it passes over the mountains. we are still getting really heavy rain through parts of the peninsula, san mateo getting the worst of it. i wanted to show you the wider picture. this atmospheric river continues. i'm seeing some dry air trained into this. it will choke off the steady stream of moisture and give us a break into this afternoon and the evening but not before a chance of thunderstorms. as we go through the morning, still some scattered rain and pop-up thunderstorms. more on this in just a few minutes and i'll take you to the sierra. mike, slick roads will greet you. >> we're hearing about a lot of spinouts. a couple of hydroplaning.

cars lose traction. as the rain travels through, the storm ranger data as it travels through, you know the rain starts up and everybody starts to slow and get used to the fact there's water on the windshield and we ease up. right now over in the east bay in the hayward area the latest rain is coming through and puddling and ponding. that slower drive for westbound 580. highway 9 likely to see more puddling and ponding. you saw vianey on the side of the road near the summit and that rain is really coming down. 101 shows the volume. again, those conditions are the demands. west 580 out of the altamont corridor. the dublin interchange, getting over to the bay bridge, the backup mild right now. that rain you can see it coming down on our shots so the

right now at 5:13 i want to take you to the sierra. if you're heading there for the weekend still a lot of heavy rain coming down and you have to make it up 6,000 feet before you see it changing over to snow. we will see this changing over to more snow as the cold temperatures move in and our snow levels will be dropping as we go into today. we had 135 inches of snow at the base of squaw valley, alpine meadows, the season total of 349 inches. a little bit of a break tomorrow and more scattered snow showers on saturday. we'll bring it back to the bay area and show you how much more

rain we're going to see coming up in less than five minutes. we're looking at highway 37, the bottom number. sneaking up out of vallejo because of the morning commute and the volume of traffic. you'll find more slowing because of the conditions. we'll outline those areas coming up. and good morning, everyone. there is a lot going on in the world that's going to affect your money today. president trump will slap new tariffs on china today. the government will operate for about 24 more hours and shut down unless congress gets to a vote. the fed has announced it will raise interest rates both now and several times more later this year. this is an attempt to make sure our very hot economy doesn't overheat. it's possible to have too good of an economy. this is jerome powell. he held his first press conference after the rate hike. he replaced janet yellen but they are pretty similar in their polici policies. mark zuckerberg made a statement

about the cambridge analytica debacle. he says facebook will crack down on third party apps. understand that does not change the fact 50 million records are out in the wild. they don't go away and those are the records we know about. look what zuckerberg told "the new york times." even if you solve the problem going forward there's still the issue of are there other cambridge analyticas out there? were there other app that is could have gotten access to more information and stole it or done something that violates people's trust? that's the big story from here on out. it happened once. facebook didn't know until the press alerted it to the problem. it may have happened more than once. either way, the data that's out there can be used for years to come. keep in mind it's important you under what this data is. this is not your birthday or where you live.

>> bob redell is live with what caltrans it doing during these back-to-back storms. bob? >> reporter: marcus and kris, touching on what was mentioned about the wind, in the east bay the american flag there has been blowing at a 90-degree angle for quite some time. hopefully you can see the rain is coming down. mentioning caltrans. they say they will be all hands on deck within the past several months, the state agency has hired more maintenance workers and these people will help unclog our drains and our roads in case they do get clogged during this morning's heavy rains. a reminder to anyone out there not to litter. this is video we shot within the past 45 ments on southbound 680 over the sue noll grade. you can see how bad the driving conditions are. we spoke to commuters including one who left their home in stockton 45 minutes earlier than normal to make it on time to his job in san jose.

now. you can see it's a little foggy. with that light you can see the rain is coming down at a slant. that's because it is windy as well this morning. kari, that wind is gusting in some spots. >> that's mostly the hills and the coast. we get the highest winds and the heaviest rain when it comes to a storm like this that is so low in the atmosphere and then the mountains force that is air to rise. we get the worst of the storms along the coast. but we are also getting quite a bit of heavy rain as it continues to track its way inland and storm ranger, our mobile doppler, is able to scan lower and give us a very detailed view of what's happening second by second updates which is about five minutes ahead of the national weather service radar. as we look at what's happening in the north bay, we are seeing the rain right there along 101 just to the east of petaluma and also in santa rosa so it will be very slippery in the north bay

moving through. heavy rain in san rafael. we've been seeing that for several days now where we've gotten several inches of rain and then we head over to the east bay, rainfall rates coming down at about 0.3 per hour and that continues over the hills. a lot of heavy rain and waves of rain now starting to make its way down to fremont into milpitas and north san jose where the rain will pick up here within the next few minutes where in general it's been fairly light because some of the heaviest rain coming down over the santa cruz mountains. we can see exactly where the heaviest waves of rain coming through. that's what more we'll see. waves of rain and still a lot more where that came from. let me take you through today. some of the heaviest rains during the morning commute. then we are seeing a lot of greens here. there may be thunderstorms embedded in some of the rain but it will be tapering off in time for the evening commute and our rainfall totals for the most part will be an additional half to an inch and a half all across

the bay area, some of the highest amounts to the north bay and our winds, the most strongest winds, throughout the morning hours. then tapering off and calming down as we go into the rest of the day. mike, you're tracking the slowing along with the rain on the roads. >> you're talking about the rains, even lighter rains, they get used to it over the course of a few minutes. the san mateo bridge. you seep the water conditions. just hold on tight as you do cross the water as well. kari is showing you into hayward where we saw slowing. that rain translates on the index hovering around this area will result in the puddling and ponding you see illustrated by the blues here.

weather alert-- as we track a storm barreling th at 5:25 we are under a microclimate weather alert as we track the storm barrel through the bay area right now. a live look at our radar as you can see all that have green and some of that yellow, that stronger activity we're seeing. and then right there in fremont you can see many people on the roads as those roads are wet. going to get an update in just a moment. this is just the beginning of what will be a very wet day. we'll check in with meteorologist kari hall in a few minutes. it is probably every child's dream come true, toys galore at rock bottom prices. in this case it marks the end of an era.

toys 'r' us begins its liquidation process. some discounts may not be too deep initially. there's an investment group trying to put together a bid that could save up to 400 of the stores in bankruptcy. and wells fargo is looking for nearly 100 workers, also holding a hiring event at their crocker branch in san francisco today. the bank is looking for tellers and personal bankers for its bay area locations. that hiring fair begins this afternoon. if you were a fan of the amc theaters at vallco, the theater is closing. the owner at the cupertino mall say business is no longer viable there. overnight we looked up the movie times and the final showing is "black panther" at 8:10. the girls and i had the theater to ourselves the last time we were there. talks are under way to redevelop the entire vallco mall. breaking news just in to our

weather alert.. from the north to the south bay right now at 5:30 we are under a microclimate weather alert from the north to the south bay. we are tracking wet roads for your commute. thank you for joining us. i'm marcus washington. >> and i'm kris sanchez in for laura garcia. this storm blanketing the bay area. what you can't see is the wind that we're having this morning as well. we just got into the newsroom this is los gatos area and highway 9. a very soggy start to the morning. >> first to meteorologist kari hall for the latest on the storm. we are seeing the brunt of the storm moving through. that's the reason we have issued that microclimate weather alert. the morning commute will be the worst.

we've seen much of the rain from parts of southern sonoma to solano county on southward with some waves of really heavy rain coming in this morning. we're still going to have a few more hours of this and our rainfall totals will continue to add up. so here is what to expect as we go through the day. the heaviest rain during the morning commute and by early afternoon we could have some spotty thunderstorms firing up. there will be some clearing this evening and then by tomorrow the scattered rain returns. we'll have rain chances off and on through sunday. we have vianey arana live showing conditions and what else to expect. >> reporter: still windy and raining. the windchill factor is making me chilly. so i'm going to get out of the way for you and show you these two lights we have going on. we have the headlights on on our live truck. if we don't have the lights up it's pitch black out here.

it's pouring rain, foggy and windy. it gets dark and nasty out here quickly. slow it down. i do want to take you through the rain puddles. at least through tonight at about 7:00 p.m. just to give you an idea, the mountains have a half inch through tonight, the north bay mountains just over half an inch. oakland and san jose seeing the lower totals, about a quarter of an inch possible through tonight. you see san francisco getting about a half inch more. san francisco has seen an inch. keeping this rain kind of going for the next couple of hours.

an issue for 580. watch the surface streets. we had a couple crashes. 880 and another at 92 both off the roadway. again, both spinouts reported so be careful. to the bay bridge, no major slowing but watch those conditions. back to you. >> thank you, mike. in the south bay, the start of this week's big bay area storm had a lot of folks on alert in san jose. >> and that's where we find "today in the bay's" anser hassan. the county is giving away sandbags to avoid a lot of the flooding. >> reporter: it's not just vianey getting wet, the rains are starting to pick up in the south bay as well. people have been coming by to pick up their sandbags. you can see they're available and there's sand for people who want to come by and fill up their own bags. the bulk is expected to hit with the south bay already hit with

downpours overnight. traffic jams and localized flooding and residents in low-lying areas especially here in the south bay are being warned to prepare for even more flooding and that's why the sandbag locations have been set up. a couple things to keep in mind to make sure you're using sandbags correctly. first, the water district recommends using plastic tarps between your house and the sandbags to keep floodwater seeping between your home and the foundation. remember to stack the bags slightly against -- tightly against one another and stack them about two bags high. there are six sites where you can pick up free sandbags. those locations are up on your screen, two in san jose, morgan hill the eltoro fire station and near the palo alto air terminal. now in addition to the sandbags since last year's flooding in south san jose, the city has created online tools to help

calls right now. and developing, investigators are scouring the home in austin, texas, of the serial bomber who blew himself up yesterday. thefy f fbbi is reviewing what say is a 25-minute-long video recording which they characterize as a confession. the question of why is left mostly unanswered. >> the suspect described the six bombs he constructed. he does not at all mention anything about terrorism, nor did he mention anything about hate. but, instead, it is the outcry of a very challenged young man talking about challenges in his personal life. >> and that video was found on his cell phone in conditt's car. police now say they honed in on him two days ago but he turned on the phone for the first time in weeks. >> two significant items on the agenda for b.a.r.t. members as

they hold their weekly meeting. first, a deadly b.a.r.t. police shooting in january when a b.a.r.t. police officer shot and killed a man in a fight with another man. police already cleared the officer. investigators say body camera video shows the man reaching for a gun on the ground. b.a.r.t. will also talk about the ongoing south bay extension. b.a.r.t. and vca are pushing back the opening date for mill tea as it and berryessa stations. vta is still trying to finalize the design for the tunnel into downtown san jose. >> so that might be delayed but overall no weather related problems reported. expect b.a.r.t. to possibly have to slow the trains down. we're looking at palo alto and wanted to reaffirm the live shot and the amount of water on the roadway even if it's not actively raining. palo alto does show radar activity right through the area getting heavier.

again, hovering into hayward, castro valley area and that's where we're seeing more traffic flowing. over to the east bay, 580 slowing and slick conditions as you approach the bay bridge. that's the richmond-san rafael bridge. green on the radar system. not showing heavy activity. still those conditions demand you slow it down. >> a lot of rain we're having to deal with today but a lot of people trying to look ahead to the weekend. >> of course, the weekend is when you may have the day off and still looking dicey for the weekend as far as the rains. let's get you out the door showing you where the heaviest rain is now, pretty much everywhere except northern sonoma county and where we've seen rain, all areas to the south, heavy waves of rain. as we head into saturday it won't be as heavy but still scattered and a chance we could see rain passing all throughout the day from the coast to the inland areas. only making it into the upper

wet roads. as we go to campbell it's only going to be in the upper 50s today and by early afternoon as cold air starts to roll into this atmospheric river storms may begin to pop up. i'll talk about that in less than five minutes. and the travel times for the south bay look just fine but the conditions are not. we do have the need to slow it down. we'll show you what it's like and where you're seeing the rain. thank you, mike. the recent deadly accident involving a self-driving uber car. the video is shocking but we do freeze it before you see the worst of it. the dash cam video shows 49-year-old elaine seconds before she was struck. some experts believe the sensors should have tracked her even though she emerged from the dark and was nowhere near a

crosswalk. now this other video shows that man there in the distance, a vehicle operator who was obviously caught off guard. police released the video and they are still investigating but uber and other companies have suspended the testing of self-driving cars. we are hours away from a government shutdown. this is a regular thing. >> scott mcgrew, the president said he likes government shutdowns. >> he said it in the past. our country needs a good shutdown. did he really mean three of them? that's where we'll be on friday. we brought down the shutdown countdown for the third time. a live look at the capital. copping came to an agreement that will fund until october. it's 2-200 pages.

we're looking out for. >> it's still a possibility and we have to watch the santa cruz mountains as we are getting heavy rain this morning as we get ready to head out the door. further to the burn zone? the past couple of hours. with storm ranger we can go lower in the atmosphere and that's what we need for a low level storm and it tells us how much rain is coming down where we see the yellows and the reds. quite heavy and more where that comes from. as that cold air collides, we will have the chance of some thunderstorms later this morning.

alert this morning-- as we track the storm hitting the bay area. welcome back. we are in a microclimate weather alert. on your left our live camera in san rafael. you can see a live look at the radar for storm ranger. we'll have full coverage of the wet weather in five minutes. sever thunderstorms capable of tornadoes rolling through northern california. this is a funnel cloud form over a neighborhood in wheat land in yuba county. it happened last night. the national weather service issued a tornado warning and told people to stay inside. deputies say they saw a tornado near an amphitheater there.
