five others injured in a barbershop shooting that led up to the violent incident, as we take you into our third hour of "today in the bay." good morning and thank you for joining us. we have been on since 4:00 this morning and we wanted to make sure you got ready to get out the door and on your way. nbc bay area has issued a microclimate weather alert this morning. i'm marcus washington. >> and i'm kris sanchez in for laura garcia who still has no voice. we start with meteorologist kari hall. you told us this was coming. and it's really coming down in waves with this atmospheric river. it's a low-level storm that continues to slow and push a lot of heavy rain into the bay area. we're still tracking it this morning with the brunt of the storm hitting us in time for our morning commute. we've had gusty wind and heavy rain. this is moving out of san rafael

and crossing the bay heading to hercules within the next 17 minutes, over to martinez in the next 30 minutes. a lot of yellows and reds. san ramone and into the tri-valley, very widespread downpours there. and then i put a query on the rain moving through alum rock, east san jose, it's very light there coming down at a few hundredths of an inch per hour. vianey arana is out there live with our storm totals with this heavy rain continues. >> reporter: pretty impressive so far. we've been here since the 4:00 hour and the rain has not let up. highway 17, we're at a safe distance. you don't have to worry on that end. slow it did you know. let's talk about the storm totals.

in addition to what we're expecting to see through today and into the weekend, here is what we've seen so far. over 5 1/2 inches. berkeley hills over 2 inches. point reyes over 2 inches. and san francisco at an impressive over an 1.1 in the past 72 hours. now as far as san jose, as you know that typically tends to fall about 0.1. we'll continue to update them. i know the atmospheric river is hitting southern california. my parents live down there. i bet you $20 my mom will be upset when she sees all of my pics on here. i will have to go home and drink tea. >> spearmint tea and moms think you get sick from being out in the rain. we know it's not true but we

will not argue with mom. mike, we don't argue with mom. >> never argue with mom. let's look over here and this area. the bay area in northern california where this rain is affecting the commute. the radar view to the red, that's storm ranger. that means the most accurate. the rain to 280 and hovering around hayward, castro valley, pushing over to the dublin interchange. the concern are the conditions out there, not the volume of traffic. speed sensors show you it's an easier drive as far as the volume of traffic goes. you're going to lower the speeds, the blue, the puddling, the ponding, hovering over there. moving in through oakland hills and over to the diablo area. a new crash does leave one vehicle on the roadway. reports of a car sideways in the roadway. we've had a lot of spinouts.

and cars hitting the shoulder and guardrails. over here a smoother drive. we talked about the rain coming through the castro valley y. these numbers out of hayward and san leandro. back to you. >> thank you very much, mike. we know you might be heading out the door but you can take us with you wherever you go. download the mobile app so that you can track the storm as your day goes along. get push alerts for when the rain is approaching whether it's work or practice. 6:04 right now. to our other top story, a san francisco police officer is recovering this morning after being shot in a gun battle near a barbershop. it left five others injured. that confrontation was captured on camera. pete suratos is live at sf general with the video circulating on social media and, pete, you can see the officer crawling to safe in the video.

>> reporter: that's right, marcus. you see that officer just moments after the shooting crawling to safety after he was shot in the leg. standing here in front of san francisco general because at last check the officer was in fair condition getting treatment here. there were two more people with life-threatening injuries and were sent here. at last check they were still here. let's get to that dramatic video. you can see the officer crawling to safety moments after the shoot-out inside of a barbershop at 4:45 p.m. according to police they were there for a call about a man with a gun in the area. they showed up and spotted the man inside an amazon barbershop. he pulled out a gun. that's when officers fired shots. altogether six people injured including the suspect and the officer. our crews did speak with folks in the area, witnesses in the area. they were very frightened by all

of this. >> i just heard gunshots. i live right there. that's the pharmacy i go to. i wanted to see what happened. >> a police officer wounded. >> reporter: we can confirm two people have been discharged from the hospital. as of right now no updates on the officer or those listed with life-threatening injuries sent here to the hospital at sf general. we're live. pete suratos for "today in the bay." new this morning lots of unanswered questions after an unusual and deadly incident at travis air force base. someone gained unauthorized access by driving through the gate and ended up dead after crashing their car. it all happened before 7:00 last night. >> so that person has not been identified. we don't know who the person is or if that person actually died in the crash or how they died.

authorities say there is no threat, though. we'll keep watching that one for you. classes resumed as scheduled at oakland's fremont high school. campus police officers said they discovered a student carrying a loaded gun in their waistband. a spokesman said the student admitted to being armed while talking to officers for an unrelated reason. that led to a brief lockdown. officers also arrested that unidentified student. happening today students from the parkland, florida, high school who lost 17 classmates and staff last month, will be in the nation's capital today. the students will meet with democratic senator dianne feinstein and others to talk about legislation to reduce gun violence. the students are also in washington for this week's march for our lives rally. you can also find them on the cover of "time" magazine. i just tweeted that out. let us know what you think. >> back to our microclimate weather alert. on the left of your screen that

radar showing exactly where the rain is falling this hour. on your right, that's what you're going to see throughout the bay. those are live cameras. kari hall has been tracking all of this this morning as well as throughout the week to get us up to date on what we can expect. at 6:08 tracking the brunt of the storm with the heaviest rain we'll see with this atmospheric river moving through as we speak and waves of heavy rain coming through. we look at what's happening with much of the rain from southern sonoma county on to the south and the heaviest rain across the peninsula and the east bay. we are going to still see this continuing to roll in throughout the next several hours so additional rainfall likely. and we may see some thunderstorms popping up as some cold air moves in from the north and collides with this atmospheric river. so that will make it fairly volatile. even though we don't see as much widespread rain, the cells we do

see popping up may produce lightning and small hail and then it winds down in time for the evening commute. this will be a break. still some scattered showers through sunday. i'll take you to san jose. mike gets us on the roads with a few of the problem spots. the storm ranger data shows very quick on our maps. i can follow along where the rain is falling and to the east bay. we expect to see more slowing and slowing through pleasanton. that's where the rain has been offering around the castro valley.

right now at 6:13 we're seeing some very heavy rain all around the bay area this morning, and it's also raining in the sierra starting out as a warmer storm. we're only seeing the snow at the highest elevations above 7,000 feet. now if you're going to squaw valley or alpine meadows this weekend it's going to be raining but changing over to snow. we still have 135 inches of snow

at the base and more snow showers in the forecast between saturday and sunday. make sure you're well prepared for that. we're also getting prepared for the heavy rain for the morning. details on how much more to expect coming up in less than five minutes. and the conditions are tough out there. we're looking at northbound 101 showing a bit of slowing. that's a typical commute. we'll show you where things are not quite so typical as far as those conditions. and good morning, everyone. lots going on in the world that will affect your money today. president trump will slap new tariffs on china. the government will operate for roughly 24 more hours and then shut down unless congress gets to a vote. the fed announced it will raise interest rates as well both now and several more times this year. this is an attempt to make sure our very hot economy doesn't overheat. it is possible to have too good of an economy. mark zuckerberg finally made a statement about the cambridge analytica situation.

here he is on cnn. he says facebook will crack down on third-party apps restricting how much information they can gather about you. that's small ball. facebook should have been doing that already. what's far more important is that you understand the kind of information that's out there. 50 million records are out there in the wild. those don't go away and those are the records we know about. look what zuckerberg told "the new york times." even if you solve the problem going forward, there's still this issue are there other cambridge analyticas out there? were there other apps which could have gotten access to more information and sold it withoutous knowing or did something that violated people's trust? that's the big story. it happened once. facebook didn't know until the press alerted it to the problem and it may have happened more than once. either way, we'll assume the data is still out there and it can be used for years to come.

>> reporter: good morning, if you have to commute through and over the sunol grade you're going to get dumped on as you're driving in to work. we've been getting dumped on the past couple of hours. there's quite a bit of wind out here. as far as caltrans are concerned they're going to be all hands on deck today within the past several months. they've hired new maintenance workers and will need them to unclog any drains that might be clogged up on the highway as we start getting these heavy rains. now this is video that we shot about 1:45 ago going over the sunol grade. how bad the driving conditions are out there. there have been several spinouts. chp ran out of units to respond to one of those incidents. we spoke to commuters including one man who left his home in stockton 45 minutes earlier so he could make it on time to his job in san jose.

>> it's really bad. it's really bad. some sections you can't even see it. >> reporter: how are you adjusting? slowing down? >> slow down. please, everybody slow down. there's a lot of water out there. >> reporter: what are you doing to adjust your driving? >> my time, 40 minutes to go to work. >> the weather is very awful out there. everybody please slow down. and drive safe. >> reporter: you also want to beware of those potholes that pop up after a heavy rain, otherwise you could end up in an auto repair shop. the owner tells us he's seen about a 20% uptick in business this rainy season with customers needing their wheels realigned after hitting those rough surfaces. if you don't get your wheels aligned you could wear your tires down much faster than

normal. bob redell, "today in the bay." all right. we can tell that it's raining sideways on bob. one shoulder is really wet. the other seems less wet. back to the santa cruz mountains, highway 17. it is a soggy, sloppy mess. this is at the summit. you can see the fog. vianey and our photographer doing a good job making sure you know where you're headed and what conditions are like. >> very northern edge of sonoma county is where it's not raining right now. this is so typical of that atmospheric river because it's a low level storm. and as it moves into the coast and over the hills, it just pulls a lot more moisture out of that but we're getting a wide ri range of rain. storm ranger update, you can see where the heaviest rain is falling with the yellows and the

reds and it can go lower in the atmosphere and this is a low level storm. we're the only ones in the bay area. and showing some bright reds and yellows for a lot of marin county. i did query the rain going down at about a tenth of an inch per hour. you've already had a lot of rain, several inches, in that area. so the roads are very slick and we may have some standing water. as we look at storm ranger in the peninsula, san mateo, 101/280, it's going to be very slippery. it's so low in the atmosphere. as it moves over the santa cruz mountains, a lot of the rain gets pulled out. by the time you get into the valleys, the rain is lighter. more waves of rain coming in. we're getting some cold air moving in from the north.

this may cause some thunderstorms for us as the disturbance continues to move through. heavy rain in southern california as well. as we go into the rest of the day in the bay area, scattered showers, and it doesn't look that bad. these little cells popping up could produce lightning and small hail. we'll have that chance between late morning until about 4:00 this afternoon and then for the evening commute it is looking so much better and you'll be happy to know it won't be raining all day. there still will be scattered showers in the forecast. here is what to expect. the heaviest rain this morning, spotty thunderstorms. you'll want to make sure you stay up to date with the nbc bay area app for updates on that. it does clear out later this evening but the scattered rain returns and we'll have rain chances in the forecast through sunday. mike, now you have a b.a.r.t. delay? >> i just got this word from b.a.r.t. they have a delay but it's not weather related.

that's causing a minor delay, ten minutes at most on the dublin/pleasanton line. that portion over to the peninsula and daly city. no weather delays reported. the ferry system is not affected but a good amount of wind overnight, chp said. we're showing you the radar we have. this is on our traffic maps to show you how things are related. more activity in the north bay coming across the bay into the tri-valley. a fender-bender out of the altamont pass on the shoulder and the rain hovering around this area, hayward, oakland, and the san ramone area. puddling and ponding where it's blue. i removed the layer. the conditions are tough. the roadways are seeing more volume. still slow off the walnut creek interchange. that earlier crash is still reported on the shoulder. the south bay, no problems.

toys galore .. at rock-bottom 6:25 and it may be every child's dream come true, toys galore at rock bottom prices. it marks the end of an era. toys "r" us begins its liquidation process. there's an investment group trying to put together a bid that could save up to 400 of the stores in bankruptcy. we'll follow that part of the story for you. wells fargo looking to hire fear l nearly 100 workers. the bank looking for tellers and personal bankers for its bay area locations. the hiring fair begins at 1:00 this afternoon. you might want to go to the movie today because if you are a fan of the amc theater at vallco, this is the last chaps to watch a movie there. the theater is closer. the owners at the cupertino mall says it's no longer viable.

this is a live look at our radar from storm ranger. >> you can expect a slick morning commute if you are about to head out the door in the coming hours. these are live cameras showing conditions on four major bay area bridges. we want to thank you for joining us. we've been on since 4:00 this morning. we wanted to make sure you were ready. i'm kris sanchez in for laura garcia. >> and i'm marcus washington. team coverage of the rain this morning tracking everything you need to know. our crews are stationed across the bay area to show you the wet conditions. we want to begin with meteorologist kari hall. >> we are seeing the rain all over the bay area. very few parts of the north bay not getting rain. we are seeing some bright reds where we have the heaviest rains. the rain has been fairly light but it's about to pick up in intensity. this as many people get ready to

head out the door as you go across the bay bridge over to observing, bright yellows here moving into san ramone showing intense rain. while it is fairly light for san jose but we are going to continue to see more rain for at least the next couple of hours before this tapers off. while it does so the coast and the santa cruz mountains will add up on your rainfall totals. right now vianey arana giving us an update on how much more rain to expect. >> reporter: well, kari, we've been coming on every half an hour. one thing that has changed that i've noticed since we've been here the amount of cars on the road. i will step out so you can see the scene. the rain has not let up. the other thing, the wind continuous, kicking up the sideways rain. the slick roads and foggy conditions. if we can go to my graphic so i can take you through the estimated rain totals. as we head into tonight at 7:00

p.m., we're expecting possibly another inch, maybe even more up here in the santa cruz mountains. about half an inch for the north bay. close to another half an inch. fingers crossed that we'll get a little over a quarter more of rainfall for san jose. san jose falling in the rain shadow. we're still expecting showers. by tomorrow probably an additional one inch in the higher elevation areas. i have another update. remember i talked about my mom scolding me for standing in the rain? well, she commented on my instagram story, why are you standing in the rain? mom, i'm a weather forecaster. this is what i do, right? this is part of the gig. mom, i promise as soon as i get in the live truck, i'm going to bundle up, mom. >> don't tell her you're not wearing rain pants. >> reporter: don't tell my mom i'm not wearing rain pants.

now grand mom will send me some. >> they may not be the ones you want but they'll keep you dry. sorry, mama. >> mike, you don't need those weather pants because you're inside. >> i still need long pants. >> we appreciate it. >> we're looking over here toward the rain falling on the bay bridge as well. vianey is out there in the santa cruz mountains. the entire area we cover is covered with rain. these are tougher conditions, the metering lights are standard here. the entire bay showing that radar effect, seeing that green all over. there's that red sweep and more rain off the coast and that will be an issue for the north bay. we remove the fancy radar layer and we're stuck with the index because you're stuck with the puddling and ponding. it's wet in general. the castro valley y and the

dublin interchange all getting spots of puddling and ponding. north 280, the crash does leave some slowing from the 17 intercaning. we typically see this build and it's heavier as that crash moves to the shoulder. 238 looking better. 880 is slowing to the san mateo bridge. back to you. >> thank you very much. >> taking another look at our radar as we continue our team coverage on the rain hitting the bay area. a anser hassan is live. there are resources for people who maybe have a tough time as storms push near their houses. >> reporter: that's right. the rains are pretty steady. people have been coming by to pick up these sandbags at the water facility district. you can see ready-made sandbags are still available for free for pickup. there is sand for people who want to fill up their own bags. the bulk of the rain will

continue to build this morning but downpours since last night. traffic delays impacted by rain and localized flooding and residents in low-lying areas especially here in the south bay are being warned to prepare for more flooding. that's why the sandbag locations have been set up. a couple of important points to keep in mind to make sure you're using the sandbags correctly. first, the water district recommends using plastic tarps between your house and the sandbags to keep the floodwater from seeping between your home and its foundation. remember to stack the bags tightly against one another and to sack only about two bags high. and this part is key, after placing the first layer, stagger the second layer of bags. now there are six sites where you can pick up free sandbags. you can also return the sandbags at the same location. the county is recommending you hold on to them until about mid april. they expect the spring showers

yesterday as police were closing in. the fbi and atf agents discovered evidence at the home of mark conditt. they are also reviewing what they say is a 25-minute video recording which they characterize as a confession. it apparently leaves the question, though, of why mostly unanswered. >> the suspect describes the six bombs he constructed. he does not at all mention anything about terrorism, nor does he mention anything about hate. instead it is the outcry of a very challenged young man talking about challenges in his personal life. >> that video was found on a cell phone in conditt's car. police now say they really honed in on him two days ago when he turned the phone on for the first time in weeks. and happening today a live look at the golden gate bridge, and when it comes to the future of the bridge toll plaza, we're

pretty sure less is more. later today we should learn more about the design images for the new toll gantry, an electronic collection system. the toll booth will be removed entirely. the bridge directors plan to unveil the design plan. it's so new i didn't even know what it was called. it is possible that new system could be in place within a year. gantry. looking over here, getting a gauge -- taking a gander at 101. this is palo alto. look at the conditions. we have lighter traffic flowing. there you go, rain hitting the lens, definitely on the roadway. the water is kicking up. conditions are very tough out there. another look in fremont, you see the flag moving around and the camera shakes at times. you see the slick roadways. the water kicking up off the

roadways. we've had a bunch of spinouts, most minor crashes after chp. kari will explain what that is. i will show you that's out there and results in the blue. the puddling and ponding. >> dealing with that rain today and tomorrow. some better news. >> maybe you're doing some spring cleaning or something like that, it won't be raining the whole weekend like we're seeing now. widespread rain as we look at storm ranger, really coming down in marin county and solano county. we see good coverage and scattered showers on saturday with highs reaching into the upper 50s. it's going to be cool.

it won't rain all day. you'll have to keep an eye to the sky. temperatures will be cool, only in the low to mid-50s, upper 50s inland. if you're going to the russian river valley a chance of thunderstorms on saturday. only reaching 50 degrees. a slight chance of rain on sunday as well. 57. if you're going to the sierra we have rain coming down. i wanted to show you kirkwood's forecast. scattered snow showers as the cold air moves in. snow levels will be dropping and we'll get pretty good amounts of snow looking at up to a foot of snow around the kirkwood resort. so we'll keep an eye on that and let me know what you have planned for the weekend. a look at today's forecast in less than three minutes. >> thanks, kari. up next on "today in the bay," a major clue for investigators looking into this deadly crash of an uber self-driving car. we have mynewly released dash c

now tracking some lighter rain in san jose. as you get ready to step out the door it's been fairly light there but really coming down in other parts of the bay area. it's still soggy and roads are wet. a look at downtown san jose, we will still have some scattered showers and mild temperatures and a big heads-up. don't be surprised if you see some flashes of light and hear collapse of thunder. that will be possible today before colder air moves in. i'll detail that and if you're wondering how much rain we've gotten so far i have those totals in less than five minutes. >> as the rain moves through the east bay and tri-valley we see the speeds coming down. we'll give you a bigger look coming up. 6:45 right now. police in arizona have released new video showing the recent deadly accident involving a self-driving uber car. we want to warn you that video can be shocking but freezes before the impact. the dash cam video shows 49-year-old elaine seconds

before she was struck. some experts believe sensors should have tracked her even though she emerged from the dark and nowhere near the cross walk. the video shows the inside of the vehicle as the operator, who was obviously caught off guard, police say that release of the video, they are still investigating this. uber and other companies have suspended the tests of self-driving cars. 6:46 now. we are once again just hours away from a government shutdown. >> that's scott mcgrew and president trump once again said he likes government shutdowns. >> he said it last fall. our country needs a good shutdown. but did he mean three of them? that's where we'll be if congress cannot pass the budget bill by close of business friday. we brought back the shutdown clock. for the third time in the trump presidency. a live look at the capitol this morning. there is good news. overnight congress came to an agreement in principle that will fund the government until october.

it's more than 2,200 pages and they still have to vote on it. there is money in the bill for border security but not full payment for trump's wall. the other big thing happening today we expect the white house to announce sanctions against china. these are to punish china for copying our intellectual property. you've heard of business to business, the joke in silicon valley is copy to china. sanctions are supposed to punish china for that but, of course, president xi can slap tear efficiency on american products in response. that's the problem with tariffs. it's quite possible he'll start with american agriculture, soybeans, tractors, that kind of thing. california's biggest export is almonds. about 13% of those go to china. wine is actually much further down the list. other news with the stoneman douglas shootings fresh in our minds, the bombings in austin,

some of the heaviest rainfall is forecasted to pass through the next six hours. evacuation orders are in place for tens of thousands. if you plan to head to the sierra this weekend, you do need to plan accordingly. this is a live look along interstate 80 in king veil. you can see the roadways look to be slick that will change. there are no chain controls in effect. caltrans has issued a warning late friday into saturday. they recommend you get through those passes by 4:00 on friday just to be on the safe side. on, kari, we've been talking about the atmospheric river. it is wide. >> it is. >> it's all over everybody. >> it is. and when we talk about when to get to the sierras because cold air will be coming in and the rain will change to snow. this had been a warmer storm. with an atmospheric river it's very low in the atmosphere and you need something like storm ranger, our mobile doppler

radar, to stand lower in the atmosphere to actually pick it up. nbc bay area is the only one with a tool. from the north bay down to san francisco and wanted to give you a closer look to what's happening there. this is all moving to the east, into oakland. give it another 20 minutes the rain will pick up and over to lafayette within the next 40 minutes as well. also looking at how heavy the rain is coming down and this will impact the roadways. 101 rainfall rates at about a tenth of an inch per hour. fairly light rain for san jose down to morgan hill but it's been really coming down in los gatos. i wanted to show you the rainfall totals so far, really impressive. this mountain north of guerneville has gotten over 6 1/2. mt. diablo, 4 inches. st. helena 3 1/2. kentfield nearing 5 inches of rain. as we get a look at more of those rainfall totals over 3

inches. almost 4 inches in the santa cruz mountains. san jose is approaching about a quarter of an inch of rain. as we get a live look outside right now we see that it is very soggy. let's get dressed. you do need to hurry up. you will spend extra time on the roads, rain jacket and boots and also the umbrella as well as a hat. a good option today. mike, you have very active chp reports. >> that's right, kari am thank goodness no major injuries or any crashes cleared quickly. a lot of spinouts, that's the term we're seeing, spinouts. hydro planing or solo car crashes. it sounds like they're loss of traction or issues with visibility. the storm ranger, at that red that kari has been talking about. we're the only ones that have that. showing the yellow and orange more active than the green. all around the bay. puddling and ponding.

looking at the four major bay area bridges this morning, you see slick conditions on roads all around the bay area. give yourself space for other drivers and avoid using cruise control. >> taking a live look along highway 17 in the santa cruz mountains one of the hardest hit areas. you can barely see anything from the fog and the rain. from there drivers are traveling on the roads. now this is new video in to our newsroom from overnight showing the wet conditions. take a look here. crews are keeping an eye on the mud slides or accidents. we already saw issues yesterday including a driver who skidded out on highway 17. another woman lost control of her car and plummeted about 200 feet down a ravine. >> yikes. >> caltrans crews were out in full force yesterday as well. they are out again today. state agency hired new maintenance workers to clear

college at the pleasant hill campus are canceled for today. this is the alert posted on the school's webpage. thanks to the viewer who alerted us to that. they are investigating a potentially serious threat made against the pleasant hill campus for dvc. all of the classes at dvc san ramone are still on schedule. a live look now from san francisco general hospital this morning. the victims are recovering after a gun battle at a barbershop. a san francisco police officer is one of the people injured in that shooting. i'll have the dramatic video posted on social media after shooting. you can see the officer on the ground trying to crawl to safety after he was hit in the leg. that officer is listed in fair condition this morning. now police say the shooting started after officers responded to calls about a man with a gun. officers tracked that man to that barbershop you see in the

video on geneva avenue and then when officers confronted him, that's when the gunfire erupted. two shooting victims have been released from the hospital. right now taking a look at what's going on weatherwise and if you look outside you know what's going on, the rain is coming down. >> it's not going to last all day, so that's a good thing. it's getting the brunt of the storm right now, we're getting that this morning and a chance of spotty thunderstorms. we will be tracking that potential through early afternoon but clearing this evening and scattered rain returns in the forecast. it will be off and on through sunday. >> that means sloppy roadways. >> the conditions are the concern. we've seen a lot of smaller crashes, spinouts. there's so much weather information. you saw the commute looks scattered. there's the golden gate bridge. tough commute conditions there. in fremont the flag shows you breezy, windy at times over some of the bridges and definitely wet. >> we saw that flag flapping in the distance. we see the fog all around us.
