for here in the bay area as well. first a live look outside in san francisco. ahead of what's expected to be a beautiful friday. and we're starting the morning out a lot different than yesterday, so i think we are on a good note. >> i know. this time yesterday we couldn't see really much from our cameras and everybody was soggy. everybody is cheerful today. >> i think so, but it's a little cool as you get ready to step out the door. we are going to have some cooler weather today now that that cold front has dropped in, but that also means that we will have a chance of some rain as we go into the afternoon. it's still fairly unstable as far as our sats fear is concerned and our temperatures now in the low 40s, 35 degrees now in the north bay as we get a look out the window in san francisco and the east bay 40 degrees now. wanted to talk about those rain chances mostly in the north bay, through the afternoon, and then as we go into the evening that could be sweeping all across the bay area. so more on that timeline coming up in just a few minutes. mike, the commute is a breeze

right now. it's a breeze and that's the only thing chp has been reporting, a little bit of wind across the san mateo and dumbarton. bay bridge said their cruisers got pushed around a little bit. a smooth drive for 580 through castro valley. out of the altamonte pass that's one more spot where chp said could be gusty at times. toward the bay bridge we are looking at no problem as well, travel times at a minimum for the east shore freeway and the approaches through oakland. back to you. breaking news, we are keeping new -- we are keeping on top of a hostage situation in france and we're just getting new details now. a french interior official says that a group of officers were jogging by when a man shot one of them in the shoulder. that officer then went into a supermarket. this is all happening in trebes which is in the south of france. a local prosecutor says the gunman is claiming allegiance to isis. french authorities say the man

is now holding hostages inside that supermarket but at this point we don't know how many people he's holding hostage. this is a look at the scene this morning as it is unfolding. french media is reporting that one person is dead at this point, authorities, though, aren't confirming that yet. they do say the wounded officer is going to survive. nbc has a person at the scene gathering details, we will keep following this for you through the morning. 5:02. cities across the nation and here in the bay area are preparing for widespread protests. this is for the national march for our lives event. "today in the bay's" bob redell is live in walnut creek just one of the cities where protesters will be tomorrow. demonstrators say that they're really marching to keep children safe at schools across the country. >> reporter: correct, marcus. we expect many of these demonstrators to be students themselves. what's remarkable is how many march for your lives marches events there's going to be throughout the bay area.

you've got the one that will be taking place at civic park in walnut creek tomorrow and in more than 800 nationwide. the main march will be taking place in washington, d.c. where more than a half a million students are expected to march from the u.s. capitol to the trump international hotel which is not far from the white house. the students are demanding that lawmakers pass tighter gun laws after last month's school shooting in parkland, florida, where a man with a gunshot and killed 17 students and teachers. >> if we do not stand up and make our voices heard as americans they will not take action. >> it's not about how you go down or what happens to you, it's about what you do afterwards and the steps that you are going to take because what we want is we don't want people to remember what happened, we want people to remember what we did afterwards. >> reporter: by our count there are going to be 24 march for our lives events in the bay area tomorrow. in the north bay, eight, east bay, six, peninsula, four, san

replaced by former u.n. ambassador john bolton. this move comes after weeks of speculation about mcmaster's job. new this morning another possible impact of those relentless storms. terrifying moments for an east bay family overnight after a tree crashes on to cars in the pleasant hills neighborhood. "today in the bay's" anser hudson is there now with reaction coming from that family this morning. when you hear about those trees falling and everything you have to ask is everyone okay. >> yeah, marcus, the family says they are thankful nobody was in the car and that nobody got hurt when this massive tree came falling down. here it is, you can see some of the branches have been cut down. this is a cul-de-sac in a relation dimension. keith circle off of oak park in pleasanton. the family believes the rain is likely the cause for the tree to come down as kari has been reporting all week about the area picked up about two inches of rain in the last storm. so the ground was pretty saturated. to give you some perspective of

just how big this tree is, here is a picture of the tree before it came down. the tree is about four to five feet wide, almost 80 feet tall. the family was home last night when the tree came down. one of the daughters described it as something that under sounded like raccoons fighting in the yard. they said they heard a loud crash and when the car alarms went off that's when they came out to see what was going on. >> i just was in my bedroom and i heard what sounded like raccoons fighting and then a really loud crash and i looked out my window and the car alarm was going off, that's when i realized that the whole tree had fallen over. >> it was dead quiet when it happened, there was no wind, no rain, nothing. i assume it was because of the accumulation of all the rain we have had probably weakened what roots it had and down it came. >> reporter: now, the family says crews will be out later on this morning to get rid of the rest of the branches and remove this car. the family says they will spend the weekend dealing with

insurance and unfortunately having to buy a new car. reporting live in pleasanton, anser hassan, "today in the bay." >> thankfully they are okay. thank you, anser. authorities near yosemite say moccasin dam is no longer a threat to fail, but the rush of water did prompt evacuations yesterday as you might have noticed in our nbc bay area alert you got to your phone. the moccasin river is part of san francisco's hetch hetchy water protect which serves millions of customers. there were concerns that the dam would fail following this week's heavy rains. water flooded nearby roadway in tuolumne county and closed highway 49. workers are trying to figure out how much of the dam is compromised. >> we were able to start bringing the water levels slowly down, the rain finally abated and slowly but surely things pretty much stabilized. >> the puc says san francisco's water supply will not be affected but a fish hatchery at the base of the dam was almost

totally wiped out. nbc bay area's investigative unit has spent the past year looking into the safety of all 1,585 dams in california and more than half of them have a heavy hazard potential it. 75% of the all of the dams are earthen dams, 80% were built before 1970. to check out our complete coverage head to our website which is nbcbayarea.com. just add the slash and we investigate. happening today the south bay becomes the epicenter of affordable housing discussion. the ceo of housing trust silicon valley tells us that he thinks cities need to step up. >> when there's four jobs for every new home you're going to have a housing crisis. so this will break when cities start getting serious about building the housing they need. >> now, 500-person conference is set to start later this morning at the santa clara convention center. organizers say it brings together leaders from the housing and real estate industry, local and state governments as well as other

businesses. they gave us a sneak preview of their presentation and say that the current generation of home buyers needs 20 years to save enough money to put down a down payment to buy a home. more details now, a new report supports what we all already know, the housing market is not cooling off. this morning mercury news is reporting on data from core logic, it says that the median price for a single family home in santa clara county hit $1.29 million last month. that's up 34% from the same time last year. in san mateo county the median price reached $1.45 million, up 24%. and in san francisco it was $1.5 million, that's up 30%. some families in redwood city are reeling this morning following the surprise announcement that an elementary school there is going to close. happening today, we expect the district superintendent to answer questions. a woman who says she is the

president of the school site council committee called us to tell us that fair oaks elementary school will close at the end of the school year. they do not have the required number of students to remain open and adds that the superintendent told them students will be scattered across three different elementary school campuses. our sister station telemundo 48 will send a crew to the coffee with the superintendent meeting set for this morning to ask questions. right now at 5:10 as you get up you want to keep in mind that we still have a chance of rain in the forecast today, but it will take a while before this area of low pressure and this disturbance makes its way into the bay area. so a chance to dry out as we head through that morning drive in the south bay, all clear, but cool. we are going to have low 40s to start out this morning as you head to work or school in the south bay, reaching into the mid 50s in time for lunch. coming up in about four minutes i will take you to the sierra before you head there this weekend, and mike is scanning

the maps for anything to report. >> anything. very calm drive right now. we don't even have the rain, kari, as you just talked about, so we will just look at the green sensors for a second. there's friday. now, we'll move the map farther up and see the one thing that i do have on the chp blotter right there, petaluma boulevard the on ramp to 101, not even the freeway, that's where there's a minor crash and no injuries, we are just waiting for a tow truck. that's about it. getting down toward the bay bridge an easy drive and the ride for the richmond-san rafael bridge just seeing a few cars. that's a great drive heading over towards the toll plaza. coming up next on "today in the bay," what's next for transgender troops? the decision expected to be announced today by the trump administration. and a breath making plunge on the markets. we will take a look at what's ahead for your money when "today in the bay" continues.

right now at 5:14 here is what to expect at squaw valley and alpine meadows, we have taken a break from the rain but the roads may still be icy so heads up about that and the snow returns later on this evening. today a high of 31 degrees. scattered snowshowers throughout the weekend with 142 inches of snow at the base of the mountain. a few of those grooms and runs have been closed today, but as we head into the weekend another foot of snow possible for our highest elevations there. we will talk about what that means for bay area rain coming up in less than five minutes. and travel times looking great for the tri-valley.

look at that, just 24 minutes grant line road to 680. we will talk about one note for drivers who are coming in out of the tracy area that may be of note. and good morning, it's not every day you see numbers like this on the dow or the nasdaq. a mess after president trump announced tariffs against china. something he had promised to do during the election. now, drop box, this is not a mistake, that company will make its first trade today on the nasdaq marketplace after ipoing last night and of course facebook is down again. we have learned from sources that mark zuckerberg will finally speak to employees today. facebook of course in the news after it was revealed it had given data on 50 million people to a british company that was helping the trump campaign. our own jo ling kent will have the update on that situation on the "today" show as facebook leaders worry about people deleting their accounts.

really facebook's biggest problem isn't deletes, it's young people not using it at all. as for those tariffs against china, china has not yet responded. we expect if it does it will target exports from states with strong support for trump, iowa, soybeans, that kind of thing. speaking of the chinese we were telling you earlier this month about the chinese space station that's expected to fall from earth. nobody is on it of course. this should happen in a matter of weeks, maybe less. chinese scientists told us they expect that the space station would fall somewhere between portugal and greece and that's pretty good because there's a lot of mediterranean here. a new update from a company called aerospace corporation says the station will more likely hit michigan which is nowhere near earlier predictions. here is one of their scientists saying, nothing to worry about. >> my own prediction said a satellite was going to land on me i would run out with my camera to catch. the risk to people is minimal.

>> the chances of it hitting anyone -- remember sky lab fell in australia a couple decades ago and absolutely nobody was hurt. greece, michigan, one of those two or somewhere between them. >> ask our buddy who is usually my cameraman, i have a terrible sense of direction. >> somewhere between greece and michigan. >> it's either greece or michigan. happening today, transgender troops may be on edge. president trump's new policy could take effect after months of consideration and court challenges and it will likely restrict their service. in august the president ordered the defense department to change an obama era policy. the obama policy allows transgender soldiers to serve openly and receive medical treatment. the defense secretary made his recommendations to trump last month, but we don't know what he recommended. if the president who has said that he wants to ban does not accept the proposal today.

the pentagon goes back to its pre 2016 rules which effectively ban transgender troops on medical grounds. new this morning check your mail carefully because invitations to the royal wedding are out. i haven't gotten mine yet, but -- >> i forgot to give it to you. >> you're my plus one. when it arrives it will apparently be printed on an english card dipped in gold using american ink. meghan markle as you know is american so the wedding will incorporate a lot of american touches and, in fact, the cake is being made by a woman from california. here is nbc's royal expert. >> i think it's interesting that there's a transatlantic element to a lot of these wedding details. so as with the cake, it's a californian baker based in london, so that anglo-american association, similarly with the invitations it's american ink being printed on british invitations which of course is fitting of the nature of their transatlantic relationship. >> i thought so much about my

ink on my invitation, i didn't know what to do with into iself. prince harry and meghan markle are getting married in may. we said that the cake maker is from california, not only california but from the bay area. >> cool. >> even if you are not a royal watcher. >> make sure you check because you might have got an e-vite. >> i received hers, i just forgot to give it to you. >> dipped in gold. >> i don't know about that. one thing we do know about as we're getting a chance to dry out this morning and it's going to be really nice today to get some sunshine, seems like it's been all week long. as we get a live look outside in san francisco, does not look like it did yesterday at this time. so we are starting out with some much cooler temperatures and also drier conditions. with our temperature in san francisco at 47 degrees, here is san jose it's 41 and we do have some mid 30s in the north bay as that seven-day forecast comes up at the bottom of the screen, check it out as you make your

weekend plan. we will have highs today reaching into the upper 50s for the inland areas and also for the coast we are looking at some mid 50s. san francisco today 55 degrees. now, we are not completely done with the rain just yet. even though we are taking a bit of a break. this area of low pressure you can see the swirl of the clouds and the rain in the snow across the pacific northwest will make its way farther to the south. as we go into the afternoon to evening there will be a chance of rain off and on, especially for the north bay. anytime before noon you could see waves of rain passing and then the rest of the bay area will start to see the showers moving in later on this evening. and i know a lot of people will be out there levi stadium for the soccer match and it is going to be quite unsettled. not only cool, but there could be passing showers moving through and we will see more of the same on saturday. it won't rain all day, but you will have to keep an eye to the sky and the nbc bay area app will give you an alert if there is rain moving into your location. as we look at napa valley for

the weekend, mid 50s with rain at times, but we will also get a lot more sunshine. that's what we need in this forecast. we will see the cool weather staying with us over the next couple of days and also some breezy winds and then early next week we will clear it all out and be completely done with the rain and our temperatures will warm up as well. now, mike, conditions are much better for drivers this morning skroo much better than yesterday. the radar not showing any activity. the road weather index showing the roadways are dry. that's great news. the speed sensors show smooth sailing. there's the dublin interchange, the castro valley y. the altamonte maybe a little wind advisory through 580 and the corridor but nothing major, chp said may be gusty at times, 101, morguel hill, gilroy, hollister a smooth drive. same thing to and from the santa cruz side for highway 17. looking at your approach through the east bay, slowing across that bay bridge. richmond-san rafael bridge and

maryland: the pare a sad development in this week's school shooting in maryland. the parents of the girl who was shot are now taking her off life support. another student shot, 16-year-old jaelynn which will would he in the head. the gunman died in an exchange of fire with a campus security officer. police say the two students had a prior relationship. jaelynn's mother talked last night about her heartache in making this ultimate decision. >> she is -- she is brain dead. and has nothing -- no life left in her. but i just wanted -- i felt like as her mom that i needed to make that statement to everybody.

>> jaelynn was a member of the swim team, she is also the second of nine children. her mother called her a role model for her siblings. a 14-year-old boy who was shot in the leg is now recovering at home. happening today, hoping to prevent another tragedy. the family of penn state fraternity pledge who died after allegedly being hazed will introduce new legislation. they will join pennsylvania state lawmakers as they introduce a bill designed to end hazing deaths, piazza was a sophomore when he died last year after a hazing incident at the school's beta theta pi fraternity house. they put him through an be obstacle course. coming up next on "today in the bay," making your commute safer. new this morning, the work being done to make bart more secure during an earthquake and how it

folks, because there is a bit of rain. we will let kari tell you about that so that you can get the news from her. thanks for joining us, i'm kris sanchez in for laura garcia who still has no voice. terrible bought of laryngitis. >> you're molding it down. >> she's on the mend, hopefully she will be back on monday. and i'm marcus washington. right now we want to head over to meteorologist kari hall. >> we do start out this morning with a much different picture. when we took that look from emeryville across the bay bridge it seemed like the camera lens had been cleaned off because of all the rain. adds we get a look at storm ranger our mobile doppler radar this morning tracking one little spotty shower across northern marin county right now moving over the hills and the north bay is where we could see some more showers once again as we go into late morning into early afternoon. as we take a live look outside in san jose we are all dry now and we will get some sunshine, a cool start reaching into the upper 50s by early afternoon and once again, we will see some of those showers redeveloping in the north bay. the rest of the bay area won't

see any chances of rain until later on this afternoon into the evening. so i will talk more about that and you don't want to miss the weekend forecast. that's coming up in about seven minutes. mike says it's a great start to the commute. >> it is a great start to the commute but the commute is just getting started. here are the green sensors all over the bay including out of the altamonte. a little slowing over there. we almost always see that just before you get to north flynn. over here the south bay the northbound push coming out of south county for highway 101 through morgan hill and 17 over the summit, easy drive. this right here is what we're talking about, the start for the commute, the metering lights, the backup at the toll plaza, fast track lanes traditional for a friday show a heavier earlier backup. we will continue to track the pattern there but the maze moves slowly. getting through the maze here are your travel times without delay, it's only right at the toll plaza for the bay bridge. back to you. we're continuing to follow that breaking news and we're getting new details on the hostage situation in france, including conflicting information from a local mayor and police sources.

suratos is live at the embarcadero bart station with how it's going to impact bart riders. pete, this could last for years. >> reporter: that's right, kris. it can last as long as three and a half years, imagine that. so for bart riders they are already getting up fairly early in that 4:00 a.m. hour, it could be a longer commute for them as they're trying to get into the city of san francisco, but let's show you that area that's going to be affected. we are talking about folks coming from the east bay and getting into san francisco between that 4:00 a.m. to 5:00 a.m. block when they're going through the transbay tubes. that's at that west oakland area stop to embarcadero. so the purpose of pushing this all back as far as the start time goes for these trains is to give contractors extra time to work on the transbay tube retro fit which they are hoping to complete by 2022. as far as who is going to be affected specifically, we are talking about bart riders that are traveling through the transbay tube between that 4:00 a.m. to 5:00 a.m. block. we are talking about nearly

3,000 riders impacted. what bart would eventually do is set up bus lines across the bay. you would get off at west oakland, more than likely you would have to take one of those buses they would set up to san francisco. as i mentioned there it could last as long as three and a half years. we had a chance to speak with bart riders this morning coming in early on those 4:00 a.m. trains about these possible changes. here is what they're saying. >> i don't think -- it's not a good i think this. it's going to be very difficult for me. >> if there was no additional cost and i had no other choice i'd do it. what else are you going to do? i obviously would rather come all the way to san francisco, but, you know, i understand they have -- they've got things they've got to do to rebuild. the system. it's an old system, it's been here since the 1960s so i just have to grit my teeth and live with it. >> reporter: now, bart's board of directors heard these plans yesterday during their thursday meeting. no action was taken. in fact, they want to do more

research to see how this impact will work, but if they do move forward with it could start as early as february of next year. live in san francisco, pete suratos for "today in the bay." >> if it does impact your early morning commute you know that we will track it for you, mike inouye will have his hands full. thank you, pete. growing anger in sacramento boiled over last night. it's surrounding the deadly shooting of an unarmed man by police. hundreds last night blocked access to golden 1 center where the sacramento kings game went on mostly without fans. now, the crowd was protesting the shooting of 22-year-old stephon clark. this is on sunday night. police say that officers mistook a cellphone for a gun. they fired 20 times killing him in a backyard. after the game the team's owner addressed those who made it inside. >> we recognize that it's not just business as usual and we are going to work really hard to bring everybody together to make the world a better place

starting with our own community. >> now, the team is promising to refund all unused tickets. the chief of police, mean while, is promising a full investigation including the controversy surrounding officers who muted their body cameras after the shooting. a diablo valley college's pleasant hill campus reopens today as we were telling you about this time yesterday as breaking news, the campus was shut down after someone found threatening graffiti there. all classes and activities will resume this morning. college officials say they do still think they need to investigate the threat, but at this point it looks like the campus is not at any greater danger than normal. new this morning for the second time this week live grenades have reportedly been found at a vacant home in san jose. grenades were first found monday prompting evacuation nearby, those homes on gordon avenue, this is near mckee street -- road i should say. the mercury news reports a bomb squad was back out there last

night again. the discovery of the new set of grenades. now, when the crew was out there on monday an estate sale dealer told us that the owner of that home discovered them in the basement. how they got there, still a mystery this morning. all new this morning, crashes along highway 17 are apparently on the rise once again. people who have lived there for a long time, you know the back history, even if you just go there for fun. deadly crashes in the late '90s after that caltrans, chp, county leaders spent hundreds of millions of dollars to make that mountain road safer. the merc reports that crashes fell more than 30% from 2003 to 2014, but that now in 2017 there were 800 collisions. the number was nearly 1,000 in 2016. now, those are both higher than in 1996 which was the tipping point. transportation officials tell the merc excessive speed and more aggressive driving are to

blame. i'm wondering if there are a higher number of commuters as well because we're hearing about some folks that have moved south of the summit for cheaper housing in some cases. i should say less expensive. 17 right now very clear, yesterday the conditions were very tough, but this morning great drive over the santa cruz summit. 101 also coming up out of gilroy, morgan hill, san ma tin no delays showing up there. in fact, look at this, the rest of the bay shows a great drive. the sped sensors in the altamonte pass easy drive for 205 where it merges with 580. krael no delays as we talked about for 580. at least nothing -- well, the usual light drive there. bart no problems right now. vta will note there is that soccer game at levi's tonight. thank goodness it's tonight because yesterday would not have been good soccer weather. >> no. we do have a lot of weekend events happening, little league is in full swing at this point. >> right. so everyone is going to be

getting outside this weekend after a soggy week. we have a special treat for you because today we have our forecaster vianey arana out there live in santa clara and she's going to give you a heads up about the weekend. >> vianey. >> you're not wearing rain gear. >> i'm not. i'm nice and dry. my hair is laid out nicely. looking good this friday morning. so i am at levi stadium because i do want to start with one of the bigger events happening tonight and that is mexico versus iceland. i actually have the entire squad behind me now in spirit, they are not here yet or they might actually already be in town. you can see them lined up there. mexico versus iceland will take -- they will take on each other, but it is a friendly game because this doesn't determine who is going to go to russia, however, the top tier players will be showcasing their skills and all of this isn't a determining game for mexico, it is a determining game for the players because they have to prove that they are worthy of making it on that finalist to go to russia.

driver is still inside that truck. this happened in santa clarita yesterday. you can see that stranger rushed into action to save the person trapped inside. breaks the rear window with a rock then frees that driver. the victim's friend explains how this happened. >> coming across the wash and he didn't think it was that deep and away he went. the next thing you thought he was dying. >> the man who was rescued says that he swallowed a lot of water and would have died if someone had not come to save him. thankfully no one was hurt here. new this morning, california colleges have a responsibility to protect students from acts of violence. that is the ruling from the state supreme court. it comes as a former ucla student sued the university after she was stabbed by another student back in 2009. the victim did survive, but she took the school to court because she claims the attacker displayed threatening behavior before and ucla did not warn students about it. the court ruled yesterday that a college can be held responsible if they know that a student is

president's top lawyer defending him against the mueller prosecution. he quit. trump slapped china with new tariffs and the dow more than 700 points. none of these are the most important story. the most important story is trump fired h.r. mcmaster, his national security adviser, and fired john bolter. h.r. mcmaster seen as a modifying influence, a steady hand, bolton is the exact opposite. he urged war against north korea in a "wall street journal" op-ed last month. he was key in the war against iraq. here is a close-up of him. considered by many the war in iraq to be a huge mistake. he was so unpopular when president george w. bush appointed him u.s. ambassador to the united states congress blocked the appointment. he is anti-north korea, anti-nuclear deal with iran and more significantly anti-russia. that's going to be interesting to watch as the white house has

been picking up on a couple spotty showers in the north bay right now, things have since quieted down, but it was moving over the hills over northern marin county. we still have some unsettled weather across the region as this area of low pressure and this storm affects the pacific northwest, it will work its way into the bay area by later on this evening. so we do have a little bit of time here except for in the north bay where we will see rain developing around ukiah before noon. it continues to be off and on throughout the morning and early afternoon. into the evening that rain starts to work its way southward into parts of the peninsula, the east bay and event lie into the south bay by early tomorrow morning and this is the kind of weather we will see throughout the weekend, just a couple of waves of rain here and there, but i wouldn't cancel any outdoor plans. the chance of rain will be fairly slight. if you have the nbc bay area app you can get alerts when rain is moving into your location. today we're reaching into the upper 50s with some mid 50s for the coast, so getting dress this had morning you do need something nice and warm. definitely a coat. for some you can make your you

been arrested again. new this morning, the former mayor of stockton is under arrest again. anthony silva was arrested late last night for having a gun and violating the terms of a no contact order issued against him. it all stems from a case in 2016. you might remember silva pleaded no contest to giving alcohol to groups of minors at his stockton

youth camp in the summer of 2016. now police say he contacted one of those minors who he was ordered to stay away from after that incident. officers say he also had a gun, which is a violation of the no contact order. silva's attorney says the gun had been purchased legally, but silva didn't realize that he wasn't allowed to have it. new this morning, preventing food waste. dozens of businesses and schools in contra costa county are participating in the recycle smart project business designed to prevent food waste from going to the landfill. instead that food is turned into clean renewable energy. according to recycle smart businesses and schools have prevented nearly 25,000 tons of food waste from being diverted to landfills. happening today crews will be out surveying damage along el portal road in yosemite national park, it's closed at the big oak flat road junction because of storm damage.
