we are all clear and as you get ready to step out the door for the school day in san jose, 42 degrees, and all clear, but we will start to see more clouds moving in and there will be a chance of rain. so i will detail that coming up in just a few minutes. mike, a much better drive compared to yesterday. >> so much better. a couple factors, though. one, the biggest factor is there is no activity as far as the radar goes. not a big deal as far as this particular map anywhere from san francisco, actually, richmond-san rafael bridge all the way down into the south bay, no major delays and no major issues as far as rain goes. drier roadways and a lighter drive because it's a friday. so we're just getting started right here, 101 through san ma tin a little slowing, clear by the time you get into morgan hill, they are all moving at speed, 17 over the summit the same thing to and from santa cruz. a nice drive through the tri-valley. a little slowing out of the altamonte pass as it typical. chp warned maybe gusty winds overnight. may be the case when you drive through. a nice drive through the bay

bridge toll plaza, no delays but the metering lights are on because you do that pretty much any day in the commute. back to you. thank you. breaking news right now, we're getting new details on a hostage situation in france. a french interior official says this started when a group of officers was jogging by and a man shot one of them in the shoulder. the gunman then went into a supermarket in trebes which is south of -- in the south of france. a local prosecutor says the gunman is claiming allegiance to isis and french authorities say that man is now holding hostages inside that supermarket. at this point we do not know how many people are being held inside, but this is new video into our newsroom here for the 6:00 hour. french media is reporting that two people are dead, but nbc news has not independently confirmed that at this point because authorities are still investigating. they do say the officer who was wounded will survive. nbc does have a person at the scene gathering details and trying to sort it out.

we will continue to follow this for you. plus we have more breaking news for you. president trump tweeting out the spending bill just moments ago saying he might consider vetoing that bill. >> scott, this would mean the third government shutdown. >> that's right, that would come at midnight washington time today. just a few minutes ago i was joking about what else could possibly happen in washington. let's take a look at this tweet which came in just a few seconds ago this morning. i am considering a veto of the omnibus spending bill based on the fact that the 800,000 plus daca recipients have been totally abandoned by the democrats, not even mentioned in the bill, and the border wall which is in des separate need of national defense not fully funded. it was the president himself to called an end to daca and now apparently may -- may veto the spending bill over that issue. as for the wall, he gets a few billion dollars in border security but not the $25 billion he wanted for the wall.

now, where do we go from here? the markets will open in about a half an hour, we expect the president would likely give us clarification as to where he's going to go before the markets open, but then again we've been terrible at predicting most things about the president. this is the only bill on his desk. there are no other options before, again, as you point out, the government shuts down for the third time in just a few hours. we will keep an eye on t marcus? >> all right, scott, thank you. preparing for the protest, millions of people across the country including in the bay area plan to participate in the march for our lives event, that's tomorrow. "today in the bay's" bob redell is live in walnut creek to explain what protesters are pushing for. bob? >> reporter: good morning to you, marcus. most of those protesters will be students themselves. that's what we are expecting. what is remarkable is how many march for our lives events are

scheduled for tomorrow. you have several throughout the bay area including one here at civic park in walnut creek, scheduled for tomorrow, and there are more than 800 nationwide. now, the main one is going to be taking place in washington, d.c., that's where more than a half a million students are expected to march from the u.s. capitol to the trump international hotel not far from the white house. now, the students are demanding that lawmakers pass tighter gun laws, this after last month's school shooting in parkland, florida, where a man with a gunshot and killed 17 students and teachers. >> if we do not stand up and make our voices heard as americans, they will not take action. >> it's not about how you go down or what happens to you, it's about what you do afterwards and the steps that you're going to take. because what we want is we don't want remember to remember what happened, we want people to remember what we did afterwards. >> reporter: by our count there are going to be 24 march for our lives events tomorrow here throughout the bay area, you can look at your tv screen to give

hassan is live in pleasant hill with what the homeowners are saying this morning. anser, i'm sure they are just happy that no one was hurt there. >> reporter: marcus, that's right. the family says they are thankful no one was in the car and no one was hurt when this massive tree came down. here is a look at the tree and car, what's left of it anyway, these manchs had to be cut because this is a cul-de-sac, the neighbors would have been blocked in otherwise. we are just off of oak park road. the family thinks it was this week's rain that brought the tree down. kari says the area picked up about two inches of rain in the latest storm so the ground was pretty we had. to give you some perspective of how big this tree is, here is a picture of the tree before it came down. this is a big tree, about four to five feet wide, almost 80 feet tall. the family says they were home when the tree came down, they heard a loud crash, but when the car alarms went off, that's when they came out to see what was going on. >> i was just in my bedroom and

i heard what sounded like raccoons fighting and then a really loud crash and i looked out my window and a car alarm was going of and that's when i kind of realized that the whole tree had fallen over. >> it's a shame, though, it really is because the tree has been here a long, long time and it's just sad to see it come down like that, especially when it seemed really healthy, but apparently it wasn't. so it happens, but hopefully they will be here soon to get it cleared out. >> reporter: now, the family says crews will be out here later on to clear out the rest of the tree and get rid of this car. the family says they will probably spend the weekend dealing with insurance and can go to buy a new car. reporting live in pleasant hill, anser hassan, "today in the bay." >> when you look at all that, but thankfully everyone is safe. that's nothing. >> the tree could have fallen the other way and we would have having a different story. thank you, anser. happening today the south bay becomes the epicenter of the

affordable housing conversation. the ceo of housing trends silicon valley tells us he thinks it's time for cities to step up. >> when there's four jobs for every new home, you're going to have a housing crisis. so this will break when cities start getting serious about building the housing they need. >> a 500 person conference is starting later this morning at the santa clara convention center. organizers say they're bringing together leaders from housing, real estate, local and state government. other businesses as well. they gave us a sneak peek of their presentation and they say that the current generation of home buyers has to save 20 years to get the money for a down payment to buy a home here in the silicon valley. more details now, a new report supports what we already know and what we've been reported. that the housing market is not cooling off. this morning the mercury news is reporting on data from core logic, it says the median price for a single family home in

santa clara county hit $1.29 million last month which is up 34% from the same time last year. in san mateo county the median house price was $1.45 million, up 24%. and in san francisco it was $1.5 million, up about 30%. >> a lot of money. 6:09. some families in redwood city are reeling this morning following a surprise announcement that an elementary school will close. we expect the district superintendent to answer questions. a woman who says she is the president of the school's council committee called to tell us that fair observing elementary school will close at the end of the school year. she says they do not have the required amount of students to stay open. she adds that the superintendent told them the students will be scattered across three different elementary schools. our sister station telemundo 48 will send a crew to the coffee with the superintendent meeting set for this morning to ask questions. all right. it's friday. we are coming up on 6:10 and as

you get ready to head out it looks so much better this morning than it did yesterday. although i've been tracking a couple spotty showers across marin county, especially over the hills, that will be moving into sonoma county. we are still going to have that chance of rain, especially for the north bay, as this storm system across the pacific northwest brings in more unsettled weather, but we're done with that atmospheric river. as we go hour by hour i wanted to show you our rain chances for north bay, santa rosa as we go through that morning commute there could be some passing showers, also around ukiah and it's going to be off and on through early afternoon there and then the rest of the bay area will start to see that rain working its way farther south into tonight and early tomorrow morning. so just a heads up about that. but we will see a lot more sunshine today than we've had for much of the week. we will talk about the unsettled weekend forecast coming up. mike, you have a new crash in hayward. >> we're starting to see more reports come into chp as more

cars hit the road. an easy drive south bay, san jose up through the peninsula and san mateo. other side of the bay we're looking at slowing down toward hayward and a crash in your middle lane blocked south 880 right around jackson. this is where all the traffic starts to build coming through hayward heading westbound for your commute across that san mateo bridge. we do look at a pretty easy drive there. the bay bridge has the backup at the metering lights, you see a little more slowing up the incline. all three of these bridges got an overnight advisory from chp saying may be gusty so just be careful. >> when we don't see red that's a good thing. thanks, mike. coming up next on "today in the bay," remembering a san francisco icon. the renewed effort to name an airport terminal after harvey milk. you're watching "today in the bay."

happy friday. it's 6:14. if you're going to the sierra this weekend squaw valley and alpine meadows, right now taking a break from all of that wet weather, but roads may still be icy and then the snow ramps up once again tonight. we have 142 inches of snow at the base and with a lot more snow this weekend we are not going to have as many lifts and runs open as we go into the next couple of days. there will be an additional foot or snow for some of the higher elevations, maybe even a little bit more for kingvale. we will talk about more rain for

the bay area and where we will see it coming up in less than five minutes. these travel times are great for the north bay, a little build for highway 37 at the bottom. it's mild but still slowing out of the vallejo. the tri-valley holding steady out of the altamonte pass. we will give you a bigger look coming up. and what a busy friday. good morning to you. the markets waiting to see what donald trump is going to do. just a short time ago he said he may veto the spending bill that's keeping our government open. that would mean the third government shutdown at midnight washington time tonight. now, markets were already a mess after president trump announced tariffs against china. this is a mistake on drop box, the company will make the first trade on the nasdaq marketplace in 15 minutes after ipo'ing last night. facebook is down again. we've learned from sources that facebook's mark zuckerberg will speak to employees today. facebook of course in the news after it revealed it had given

data on 50 million people to a british company that was helping the trump campaign. our own jo lenging kent will ha an update on the "today" show. china has not yet responded, we expect if it does it will target exports from states with strong support from trump, iowa, for instance, and its soybeans. we were telling you earlier this month about the chinese space station that's expected to fall to earth. no he be is on t of course. this should happen in a matter of weeks, maybe less. chinese scientists told us they expected the station would fall to earth somewhere between portugal and all the way over along this line to greece. and that's a pretty good section of spots there because there's a lot of mediterranean here. a new update from a cap called aerospace corporation says the space station will more likely hit michigan, which is nowhere near the early predictions.

here is one of their scientists saying there's nothing to worry about. >> my own prediction said a satellite was going to land on me i would run out with my camera to watch. it would be great. the risk to people is minimal. >> now, how could they confuse greece and michigan? keep in mind how fast something goes around the earth, it depends when it hits the atmosphere, that's going to be an educated guess and then that's where it's going to hit is somewhere along that path and it all depends when the chinese station station hits the atmosphere. >> so everyone just needs to look out. >> and above. >> can we talk about the stocks again. i expect that it's going to be red again today. >> president trump says he may veto the spending bill that would just -- i don't know how the stock market would react to that. we have 15 more minutes. if he can clarify that he's not going to, then -- but 15 minutes until the open. >> anything could happen. there are so many tweets that could go out in 15 minutes. thank you. a controversial plan to build a new roadway through part of union city is reportedly moving forward for now. the three-mile road would

connect mission boulevard with interstate 880 in fremont. but according to the mercury news it could cost more than 0 $300 million to build. coming up with funding has been difficult and opponents are still trying to stop the plan all together. last night the transportation leaders did approve $2 million in funding to design a plan. they also agreed to conduct more traffic analysis. 6:18. a follow-up for you. san francisco a one step closer to naming terminal one at sfo after gay rights icon harvey milk. a supervisors committee approved it yesterday. it now goes before the full board. milk was san francisco's first openly gay politician while serving as supervisor in 1978 he and mayor george moscone were shot and killed by fellow supervisor dan white. this is the second effort to name the terminal after milk, the first effort came up short five years ago. i was growing up here when that happened and i just remember i didn't really understand the context, all i

knew it it was a big deal. >> absolutely. >> just so hard to explain big things to little kids sometimes for sure. >> you do a good job. >> thank you very much. kari always breaks things down for us pretty easily, we're talking atmospheric rivers. >> okay. so that's over now and it's cooler now that that cold front has pushed through. you step out the door and we don't have the humid and warm air we had yesterday morning and no rain, either. let's get a look outside across three of our mike climates, it's in the upper 30s and low 40s. on the east bay it's 43 degrees and on the right side in the north bay it is 35 and chilly. let me get you out the door with your school day forecast in the north bay, going to santa rosa, there will be a slight chance we could see passing showers, look at how cool it will be in the upper 30s there, but then as you pick them up from school, more clouds and temperatures in the lower 50s. so a big improvement over yesterday, but we're still not completely out of the woods and dry from that rain.

if you are going to go hiking in the south bay we are going to see some sunshine, some breezy winds and we need to get outside, don't we? it's been such a wet week. it will be at 55 degrees at noon and upper 50s for the early afternoon hours. more clouds by 3:00 and this is the reason why, for the north bay we are going to see spotty showers moving through and by 2:00 we are still seeing some rain passing by and then later on this evening there will be some of that rain working its way south of the golden gate bridge into the east bay, the peninsula as well as the south bay and this is what we're going to see, some off and on rain throughout tonight as well as tomorrow and this should not cancel your weekend outdoor plans, but just have a heads up and keep an eye on that nbc bay area app and the radar as we could still see more rain moving through. and in san francisco lower 50s in the forecast for the weekend, it's going to be breezy at times, wet, but look at next week, it's going to be absolutely gorgeous. mostly sunny skies, highs up to 70 degrees by next wednesday and thursday, 73, i'm so looking

forward to warm weather and sunshine. mike, you are adding more things on to your traffic report. >> just a few. we had almost nothing going on for the first couple of hours here, but now we have seen more incidents popping up because more folks are hitting the roadway. friday sees a later commute and drier roadways, much better conditions. i did just hear about this, wanted to scan chp one more time before i jumped over here, they don't have any detail for westbound 580 at isabelle. they are still getting to the scene. we may have one lane blocked but i don't see a lot of slowing, but a little does show up anytime there's anything over on the shoulder. the south county looks great, 101 through san martin, slowing for san martin to and from the summit. conditions much better than yesterday. slowing south 880 toward jackson, that crash still reported in the middle of the roadway so be careful there. there's also a disabled vehicle at the fremont off ramp across that bay bridge so just keep that in mind. you might find slowing towards san francisco. back to you. coming up next on "today in

complaints about medical nbc bay area responds to a seemingly endless stream of complaints about medical bills. >> prices are high, billing errors are common and many people end up saddled with a mountain of debt. consumer investigator chris chmura is here with a creative way to fight high medical prices up front. >> yeah, you know, let's rewind to the moment that you are in the doctor's office, lab or imaging center, typically you have the procedure that day, right? but you don't see the price until you get the bill much, much later. well, the national federation of credit counseling services says you should be talking about the price up front before you get the procedure, and you really should try to haggle. see if you can negotiate the cost of services. you have every right to talk to them about negotiating and bringing down the cost of services. >> bruce concedes it might be an awkward conversation because it's new to us, but he says it usually works. all right. so here is the central question,

how do you know what a fair price is? we are not doctors, right? i want to show you a tool that might put you in the know. meet healthcare blue book. this is a tennessee-based website founded by a doctor that says it tracks the prices of procedures and helps patients like you and me compare them. here is how it works, put your zip code in every here and then let's say we need an arm x-ray, it shows a range of local prices in this case local here, from, $27 on the low end to $590. let me zoom in here. then what did does is it shows you the pair price for an arm cray is 72 bucks, right there. healthcare blue book might recommend a provider at the bottom of the page but you can still use this information to find your own provider and negotiate a lower or fair price. now, we know this haggling scenario is rare, many times you just get the eye popping bill after the fact and it puts us into debt. we know medical debt is a problem.

so nbc is partnering with an organization that offers immediate help to hundreds of families, our company is making a $150,000 donation to rip medical debt, a new york nonprofit that says it will use our donation to buy and forgive more than $15 million worth of medical debt for people around the country. and that will include $1.5 million worth of debt for folks right here in the san francisco bay area. we can't forgive the debt of specific people because the charity is buying the accounts in bulk from debt collectors. if your account is part of the batch of 1.5 million in the bay area that rip is buying an forgiving, you will get a yellow envelope in the mail like that very soon. if you get one we would love to hear from you, but even if you don't, hold on to that letter right there, that is proof that your debt has been forgiven and those debt collector calls should stop. rip medical debt accepts donations from the public, too, we have added a form on our website if case you would like

in napa, 40 in san jose and palo alto is at 40 degrees. i want to show you that temperature change. it is 20 degrees colder now in san jose than it was yesterday. so, yeah, that will wake you up on this friday morning. it's going to be a nice afternoon. more sunshine but we are not completely out of the woods with rain just that. more on that in just a few minutes. more info on that crash in the tri-valley. >> that's right, also that subtle 20 degrees change you will feel that as well as the drier roads and friday traffic all combining those good factors for your commute. a little slowing for san jose, nothing for the peninsula just yet. this crash in the tri-valley chp did arrive, this he tell me we do have your right lane blocked westbound 580 approaching isabelle that's why we see a bit of slowing that's cropped up here. that is the worst of it for the tri-valley. no major problems towards the dublin interchange and hayward southbound 880 toward 92 the earlier crash may have made its way over to the shoulder. this red, don't be a framed, we just now have a slower drive

through the toll plaza at the bay bridge and up the incline, but over on the fremont exit over in san francisco that crash has been cleared from that exit. a smoother drive for the san mateo and dumbarton bridges, all three of the bridges got a warning from chap that you might have gusty winds from time to time and the volume builds as well. new this morning a plan to make your commute safer could also cause you some commute headaches. bart will begin seismic receipt pro fitting of the transbay tube to make it more safe in the event of a large earthquake but that is going to impact certain riders. >> "today in the bay" pete suratos is live at the embarcadero bart station. explain to us how this could impact the ride for many of those workers for several years now. >> reporter: good morning to you, marcus and kris. yes, this would be a bit of a headache for folks that are using bart early in the morning between that 4:00 a.m. to 5:00 a.m. hour because there is essentially there could be a chance that they would have to

use a bus to get from the east bay to san francisco. so if they're going across the transbay tube. let's pull up a mat for our viewers. a lot of our viewers have probably used bart at some point in time. you know that it starts right after that west oakland stop and ends when you get into embarcadero. now, the purpose of bart pushing this start time back is to give contractors extra time to work on the retro fit of the transbay tube they're hoping to finish up by 2022. now, who is going to be affected by all of this? talking about riders who use bart between 4:00 a.m. to 5:00 a.m. going across the transbay tube. it will impact nearly 3,000 riders and what bart is going to do at least according to the article we're seeing in the san francisco gate is they will use bus lines to help people go across the bay. it could last as long as three and a half years. i had a chance to speak to some of those bart riders who are using bart at 4:00 a.m. about some of these potential changes. here is what they're saying. >> i don't think well about it.

it's not a good thing, it's going to be very difficult for me. >> if there was no additional cost and i had no other choice i'd do it. what else are you going to do? i obviously would rather come all the way to san francisco, but, you know, i understand they've got to -- they've got things they've got to do to rebuild the system. it's an old system, it's been here since the 1960s. so just have to grit my teeth and live with it. >> reporter: now, bart's board of directors heard these plans yesterday during their meeting. no action was taken. of course, they got to do a little bit more research on how all of this will work out, but if they do more forward with this plan it will start as early as february of next year. live in san francisco, pete suratos for "today in the bay." >> thank you, pete. growing anger in sacramento boiled over last night surrounding the deadly police shooting of an unarmed man in the backyard of his grandparents home. hundreds last night blocked access to golden 1 center where the sacramento kings game went

on mostly without fans inside. the crowd was protesting the shooting of 22-year-old stephon clark on sunday night. police say officers miss took his cellphone for a gun. they fired 20 times killing him in his grandparents' backyard. after the game the team's owner addressed the folks who did make it inside. >> we recognize that it's not just business as usual and we are going to work really hard to bring everybody together to make the world a better place starting with our own community. >> the team is promising to refund all unused tickets. the chief of police mean while is promising a full investigation including an investigation into the controversy surrounding officers who muted their body cameras in the after math. diablo valley college's pleasant hill campus reopens today. yesterday the campus was closed after threatening graffiti was found.

all classes and activities resumed this morning, college officials do say they are still investigating the threat, but say there is no evidence the campus is at, quote, greater than normal risk. new this morning for the second time this week live grenades were found at a home in san jose, this time the home was vacant. grenades were first found monday prompting the evacuation of nearby homes on gordon avenue near mckee road. the mercury news reports a bomb squad was back out there last night after someone found a new set of grenades. when our crew was out there on monday an estate sale dealer told us that the owner of the home discovered the explosives in the basement, but how they got there is still a mystery. >> even though paper weights they make me nervous, the ones you know are just -- my gosh. everybody is safe in the south bay and actually all the way up on this map. there is no slippery conditions, so an easier drive right now. this crash still building one lane, your slow lane west 580 at

wall, that's far less likely. there are a staggering number of crises at the white house this morning. last night another woman alleges she had an affair with donald trump while he was married to melan melania. the president's top lawyer defending him against the mueller prosecution quit. trump slapped china with more tariffs and the dow yesterday fell more than 700 points all in 24 hours, but even bigger than all of that is the news that trump fired his national security adviser, h.r. mcmaster, and hired john bolton. h.r. mcmaster was seen as a modifying influence, a steady hand. bolton is the exact opposite. he urged war against north korea in a "wall street journal" op-ed just last month. he was key in the war against iraq. now considered by many republicans to be a huge mistake. he was so unpopular when president george w. bush appointed him to u.s. ambassador

to the united nations congress blocked the appointment. he is anti-north korea, he is anti-nuclear deal and most significantly he's anti-russia. that will be an interesting thing to watch as the white house so far has been very reluctant to criticize russia. bolton bottom line marks a major change in our foreign policy and could mark a significant change in america's attitude whether to use our military to solve conflicts. now, this comes as we thought there was significant progress with talks with north korea. here are the two koreas coming together last tuesday, i think it was, to discuss how those talks might work. those talks are supposed to take place in about five weeks, but we have a brand-new national adviser in the middle of this, third in 14 months. we have no secretary of state, we have no ambassador to south korea and the state department's special representative for north korean policy quit. well, we examine everything that's going on in washington and we update you on twitter.

the back story here. after deadly crashes in the late '90s caltrans, chp and county leaders spent hundreds of millions of dollars to make the mountain road safer. the merc reports crashes fell by more than 30% from 2003 to 2014, but in 2017 the paper says there were more than 800 collisions. the number was nearly 1,000 in 2016. those are both higher than in 1996 which was the tripping point. transportation officials tell the merc excessive speeding is the blame here. you might be headed out the door and you won't have the conditions as you're driving that we saw yesterday because that fire hose was turned off, kari. >> yeah, so yesterday we needed the umbrella, today you need a coat. huge change in our weather and it's much colder this morning, but we do have some sunshine. let's get you out the door with what it looks like right now on storm ranger, that's all clear for the most part.

i've been tracking a couple spotty light showers across the north bay, but here is the bigger picture. we are not completely done with the rain just yet. the atmospheric river is done but we still have this area of low pressure across the pacific northwest that's going to keep it unsettled not only for today but the next couple of days. we do have a little bit more time to dry out, at least for the south bay and our temperatures will warm up into the upper 50s. north bay to ukiah is going to be 52 degrees and that seven-day forecast is up at the bottom of the screen showing that we will have some sunshine as we go into the next couple of days, but you do once again need a coat this morning heading out the door, also pants might help cut the wind that will be picking up today as we look at our hour by hour forecast, it does still show some rain for the north bay. that's where we'll see the showers through at least early afternoon. then as we go into this evening some of that rain will be working its way into san francisco, the east bay and eventually into the south bay later on tonight and then heading into tomorrow, off and on rain in the forecast that

will also linger into your sunday. i do keep a chance of rain in the forecast, highs in the low 50s and san francisco check out next week, it's going to be bright, sunny, all dry and also warming up, too. now, mike, you have a new crash now in san jose. i do have have a new crash and it's right in the area where with he see some slowing for the south bay. 101 right around tremble, you see the northbound push is on for 101 and for 87, but the crash is on the southbound side right at the off ramp so it shouldn't be visible to the northbound traffic and that is looking pretty standard for a friday. so this will affect only the tremble road off ramp from southbound 101 and hopefully just for a few minutes. the northbound commute we're looking good, 101 we saw the slowing from capitol expressway past 880. the bay bridge slower but easy drive through berkeley. and the bay bridge with the metering lights on at the bay bridge toll plaza. no major delays. ac transit lane niem 1 is not stopping between 19th and 21st. there's police activity in the

second car. an 80 foot tree in their front yard fell down early in morning. that homeowner believes saturated roots may have brought that tree down. and the recent rain led to flooding in parts of the southern california. here you can see a good samaritan saving a person who got trapped inside their vehicles in those floodwaters. this happened yesterday in santa clarita, he was able to break the back window with a rock, get the driver out. the victim said he swallowed a lot of water and would have died if someone had not come to save him. authorities near yosemite say moccasin dam is no longer a threat of failure. the rushing water prompted evacuations yesterday. moccasin reservoir is part of the hetch hetchy water project by serves millions of customers. there were concerns the dams would fail. water gladded nearby roadways in tuolumne county and shut down highway 49. workers are trying to figure out how much of the dam is compromised.
