francisco guess what, it is monday, but look out our window over transamerica building in san francisco, it is going to be a very nice day. we've been talking about rain nonstop for so long, today might be a different story. thanks so much for joining us, i'm kris sanchez in for laura garcia. >> and i'm marcus washington. monday always gets a bad wrap, but today weather wise i think it's going to change a lot of people's minds. >> i think so. even though it starts out cool, you step out and you are like, okay, it's really cool out here, it's going to be nice as we go through the day, even a little warmer than it was yesterday. here is a live look outside across the golden gate bridge and also a look out of our window in san jose. it's a clear start, but once again it's chilly and in campbell we will be in the lower 40s through at least 8:00 and

then seeing it twawarm up low 6 by 2:00 today. we will talk about what's ahead as we head over to mike, also a calm drive to work this morning. we will look over here toward the maps and we have green speed sensors all over the bay, a great drive this monday and those conditions are great as well. dry roadways, we will look at the south county, no delays out of gilroy up through morgan hill, 17 smooth both directions across the summit. an easy flow throughout south county. getting over toward the bay bridge no problems, these speeds are great for your travel times. back to you. happening today, the san mateo foster city school district will have extra police at schools this morning. >> this is because police say a man went into a big five sporting goods store on friday and told an employee he wanted to buy a weapon to shoot up a school. "today in the bay's" pete suratos is live in foster city with the man that police are now looking for. pete, what do we know?

>> reporter: good morning to you, kris and marcus. we're standing in front of the san mateo foster city school headquarters where they've made that decision to increase their police presence around schools as a result of this threat. let's show you guys the picture of that man inside the big five store on el camino real back on friday. according to san mateo police they're saying a customer reported the man after overhearing him telling an employee he was going to purchase a firearm and threatened to shoot up a school with it. now, police say he also asked the employee what would be a good shirt to wear while he was doing this. you are looking at a surveillance picture of when he was inside of that big five. police say when they did arrive on friday they were not able to locate him. i want to show you some information on his description. you just saw the picture, but he is described assen adult white male in his 30s, 35 years old, and he appears to be transient. i want to point out witnesses didn't find his statements to be credible according to police, but they are still not taking any chances. if you have any information to help with this case to find that

suspect, contact san mateo police. we're live in foster city, pete suratos for "today in the bay." >> if he was just making a joke, you can't make a joke like that at all. thank you very much, pete. new this morning authorities on the peninsula are looking for two teenage boys who walked away from a juvenile detention camp last night. those boys are serving detention at a place called camp glenwood in san mateo county near the la honda open space preserve. deputies say the two teens are 17 and 18 and left the camp last night. our bob redell is talking with authorities and he will have a live report in our next half hour. developing this morning, so far no confirmation from police about whether a man was driving drunk when he smashed into about a dozen cars parked along the same block in san jose. neighbors say they did spring into action to detain that man until police arrived. it happened early yesterday morning on menker avenue in south street. neighbors say after smashing into one car the driver then zigzagged down the street

striking more cars before coming to a stop. >> the whole neighborhood was out here trying to stop him. they were crowded around his car. we opened his door, took his seat belt off and pulled him out and we were trying to have him lay there until the authorities came. >> get this, neighbors say this isn't a one-time problem. they say it seems like at least once a month someone strikes a car along that same street. they are now asking the city to install speed bumps. a disturbing crime in the north bay where deputies arrested a homeless man in larkfield in sonoma county after they say he tried to lure a teenage girl into his car. sheriffs detectives tell us that is suspect is identified as timothy james kottler. he opened the car door and when the girl refused to get in he asked her for her phone number. police say kottler then noticed a man nearby watching the whole thing so he drove away. kottler has been released, but authorities want to share this booking photo because they believe he still could be a threat to the community.

happening today, a live look in washington. that's where a group called we the people for sensible gun laws plans to hold a rally in front of the white house. this follows a weekend where hundreds of thousands of people took part in a march for our lives rally, this was in d.c. other event were held around the nation including right here in the bay area. all focusing on changing gun laws. student activists this fall vow to rally young voters to go to the polls for midterm elections. lawmakers are split on whether this will lead to long-term changes. >> every citizen as long as they are law abiding also has the right to exercise their second amendment rights. >> this era of fake news and disinformation, to see the genuineness of all those young people, i think this time it's going to be different. >> youth voter turnout in 2014's midterm elections was the lowest in 40 years. activists hope this year will be different. and for continuing coverage on the rallies here in the bay area we've posted a slide show on our website, that's nbcbayarea.com.

headlines. wall street is set to open sharply higher this morning following the big selloff on thursday and friday. the dow comes off its worst week in more than two years and some traders say worries about a global trade war may be easing after the u.s. says it will exempt south korea from steel tariffs. we are looking at the dow futures up 340 plus points. this week look for economic data on housing, consumer confidence and the gdp. friday we saw the dow fall 424 points and the nasdaq was off by 174. gun maker remington has filed for bankruptcy as it faces a mountain of debt, falling sales and lawsuits tied to the sandy hook elementary shooting. that filing was delayed, in fact, a month because of the school shooting in parkland, florida. remington will hand over control to its creditors in exchange for wiping most of the debt from its books. it was founded in 1816 and remington is one of america's oldest and largest makers of guns and ammunition. the nba has a range of

options for fans to stream games including the entire season. now the league reportedly is testing another idea, letting you watch just the fourth quarter of a game for 99 cents. nba commissioner adam silver has hinted at the option in the past and espn says the nba could turn the so-called micro transactions into a significant source of revenue. why would you pay more when really all you want is to find out who wins or loses with that final shot, right, guys? >> it depends. >> we have a difference in opinion, i think. thanks so much. >> i mean, if it's a stinky game, yeah, you just need to see the fourth quarter. >> sometimes the games are so good in the first -- the new movie pacific rim uprising replaced black panther as the top film at the box office. >> the monster versus robots sequel opened this weekend bringing in $28 million in the u.s. this bumps "black panther" to number two, even as it became the highest grossing super film

good morning to you, it is 4:44 right now. we are looking live at emeryville from our emeryville camera. i should say it looks nice and smooth. you won't be smearing your makeup around because of the rain, it's finally moved out. >> yes, it has moved out for a

while. as we go throughout the week with the lack of rain temperatures will be going up and we will talk about that. let's get you out the door this morning, it's a cool start. we have mid 40s for the south bay and the peninsula, tri-valley now in the 30s. we also have some 30s in parts of the north bay, while we get a look at that temperature there in santa rosa it's 41 degrees and in san francisco it is 45 degrees. seven-day forecast up at the bottom of the screen. check out how warm it's going to be by thursday and friday. but we do have a cool start this morning, grab that cup of coffee, head on out the door, we will be in the mid 40s up and down the peninsula. then as we go into early morning, late morning i should say, we will be in the mid 50s. let's get a look at all of our highs today. we will be up to 66 degrees in san jose today, 64 in antioch and in oakland today 63 degrees, 65 today in santa rosa and a lot of sunshine. as you're getting dressed this morning because we do have those 30s and 40s, you do need a nice

warm sweater or a jacket, but as the day goes along it will be all about the sunglasses trying to give you a little bit of a break from all clear sunshine and we are getting a look at what's happening on the satellite and radar. absolutely nothing. as we go through the next several days we will see temperatures in the lower 60s in san francisco for today and before you know it we will be in the low 70s. our warmest day this week will actually be on thursday, but the weekend is still looking really nice and comfortable for the inland areas, we will be close to 80 degrees by thursday and also for friday. think about what it was like last week with those 50s and raining. well, today we're completely turning a corner, we will flip that page over to very springlike weather. as we head offer to mike getting a good start to your commute. that's right. we're looking over here toward a smooth flow of traffic right now, this morning's commute great start, no major problems.

coming out of the altamonte pass just a little build. just a little bit. so slil slowing over toward grant line road, maybe greenville and things are moving smoothly livermore, the dublin interchange, castro valley y, all those areas usual suspects in the morning. here is the maze, travel times throughout the maze getting over toward the bay bridge looking great. one disabled vehicle possibly affecting highway 24 and i will check on that. it's just past the caldecott. we do have this, developed in the last five minutes, we see the backup for cash lanes on either side, just about ready to open up the remaining cash lanes on either side. this is what happens about this time of morning. right on schedule, but fast track definitely an advantage at the bay bridge and no delays for the transit agencies so you can take an alternate to the bay bridge that would be bart under the water without delay. back to you. this morning an investigation is under way after a fire erupts at a san francisco church. services at christ church lutheran in the city's sunset district went on but they were moved to the parish hall.

fire damaged three sunday school classrooms. a preschool used to be there, but the church was in the process of getting a new tenant. the pastor says that they've recently had issues in that area of building -- and just yesterday had to ask a man to leave. >> we have had a little bit of a problem with unauthorized people finding their way into the rooms. you know -- >> for shelter. >> for shelter, yes. part of the problem has been that since they are not used on a daily basis since the preschool isn't there i think that they've been a little more attractive to someone, you know, just, you know, finding their way in, hiding out and having shelter for the night. >> now, the pastor says that the church does try to constructively engage in the homeless. the reverend al sharpton is among those planning to attend the funeral for an unarmed man shot and killed by sacramento police. stefan clark was holding a cellphone when officers shot and killed him on march 18th.

police say they didn't know it was cellphone at the time. they thought it was a gun. police body camera video shows officers firing 20 times after telling clark to show his hands. that shooting sparked outrage and protests in the sacramento area. sacramento kings basketball team is among those showing support for stefan clark before last night's game. players wore t-shirts saying accountability, we are one, with the #stefan clark on the back of the shirt. listen as police call it a tragedy, but first here is an activist calling for change. >> you perpetrate this kid as a criminal when you're saying he's breaking into homes, but if anyone is breaking into homes that don't mean he deserves to be executed. >> obviously this is a very tragic event and with a tragic event, you know, ideally we take something that we could all learn from. >> a sacramento city council member's plan to discuss the shooting at a hearing tomorrow and activists say they plan to be there, too. police in los angeles are

getting ready for spring break in a way that only l.a. really can. they're beefing up patrols around the hollywood sign. it tends to draw more crowds to that landmark that's hard to get into it. it also brings more traffic surrounding those neighborhoods. extra staffing will be covered by the temporary increase in funding for police and traffic enforcement around the sign. happening today energy secretary rick perry is coming to the bay area for a three-day tour of local labs. perry plans to visit the lawrence livermore national laboratory today. it will be his first trip to that lab. tomorrow he is set to stop by the berkeley lab. he will wrap up his say after he goes to the stanford linear accelerator center. coming up on "today in the bay," nbc bay area responds. >> a past due bill of $9,000, despite making monthly payments on time.

i'm consumer investigating chris chmura. nbc bay area responds next. but first, happening now, new details on what may have sparked a deadly hire in harlem that killed a veteran firefighter friday and spread to a movie set. this morning the new york daily news writes that a bad basement boiler may be to blame. the fire department, though, is still investigating. also, right now police have questioned israel's prime minister for a second time. benjamin netanyahu is accused in a corruption case, although he denies the allegations against him.

started with this workweek. going to be a beautiful day outside. kari will give us a better look at what you can expect throughout this beautiful day coming up. and nbc bay area responds to a redwood city man with a nearly five figure billing error that kept snowballing. >> that is a lot of money. he needed help resolving that so he reached out to our responds team. consumer investigating chris chmura is here with how he took action. >> walter paid health net for medical insurance every month in 2017, but right before his policy was set to renew for this year, he received an invoice, a notice, saying that he owed more than $9,000. why? supposedly some missed payments. so he said he called for help several times, but got absolutely nowhere. in fact, his health coverage was eventually dropped. that's when he reached out to us for help. we contacted health net. it declined to comment on the case citing medical privacy but

it did clear the $9,000 charge and walter says he now has health insurance again. he told us thank you very much for your help, it seems to have done the trick. so he had another option here, walter called us, yes, but he could have called the department of managed healthcare here in california. that's the state regulator that oversees health insurance. it takes consumer complaints like we do on this page right here, but when you file your complaint there, the insurance company is required by law to provide a written response. still if you want to call us, we're ready to help. the number is 888-996-tips, or nbcbayarea.com/responds. all right. thank you very much. now to a story all new this morning on "today in the bay." spring break a lot of college students will head to soak in the sun, but they are not necessarily heading to the beach. >> this week 23 students from uc berkeley will ditch the sandy

beaches and head to the roofs of homes in oakland and solinas. they will help installed solar panels. like students did last year, grid alternatives is a nonprofit headquartered in oakland and provides the training for those student volunteers. they also provide the solar panels at no cost for families trying to scrap by in the bay area. 11 cal students will head to oakland, 13 to solinas, all of them will participate in two solar installations in addition to completing community service on alcatraz. >> we got that story as a tip. if you have a tip for us make sure that you let us know. great week for solar panels, kari, finally, right? >> finally. we will get a lot of sunshine no matter what you're planning to do, it's going to be a great one, but it does start out chilly. we have 30s and who is as you head out the door. let's go go to oakland. we will be at 43 degrees at

a live look outside at san francisco.. get started with the workweek. a live look outside in san francisco right now. a beautiful way to start out our workweek and the weather is going to cooperate with us as well. good morning and thank you so much for joining us, i'm marcus washington. >> and i'm kris sanchez in for laura garcia. so i am dressed for the morning hours, kari is dressed for the afternoon hours. i would say that's your fashion forecast. >> i'm dressed to be outside because it is cold out there this morning. as you step out the door you are like, okay. this is monday and it will help wake you up with a cold snap this morning and then it warms up to mid 60s today. it is going to be beautiful this afternoon and we are done with the rain for now. a lot of sunshine, this large area of high pressure will keep the rain to the north and to the south of the bay area so we are in the clear for a little while longer. we will talk more about that coming up in just a few minutes.

mike, you spotted slowing around the caldecott tunnel. i did, and there's not a lot of slowing through the bay. san jose up toward san francisco and through the east bay most has cleared. there was a disabled vehicle, i told you about that last report, we saw a little slowing approaching the tunnel, it clearly has cleared up. a little more traffic around berkeley on the surface streets. the bay bridge there is another incident showing up on our blotter. it was reported a hit and run on the overcrossing but i haven't seen traffic interrupted. these cash lanes are starting to move better. the backup is now going to start to thin out just before it builds again for the metering lights in about a half an hour. continuing coverage now on the interview a lot of folks are going to be talking about this morning, the adult film star who claims she had an intimate encounter with president trump more than a decade ago says she was threatened when she tried to go public.
