expected high in san francisco of about 62, 63 degrees. you may notice a little bit of a breeze this the afternoon, but not as windy as some areas saw last night. we do have big changes on the way in terms of some rain, but i'll talk more about that in a bit. we had a crash that was closing a connector in san jose that has cleared. a suggestion that someone drive differently perhaps from chp. the split with 680, traffic moves better now. that connector reopened after an overnight crash had it closed for about an hour and a half this morning. a smoother flow for much of the bay, but this one spot here heading down toward a street in hayward, you have two right lanes blocked and jammed now out of oakland all the way down to the scene. and volume traffic off 238 as

well. crews are blocking up two right lanes. but the rest of the approach, only thing is really the bay bridge metering lights. and breaking news, an incredible story out of southern california. the search for the missing teenager who presumably fell into a drainage ditch in griffith park is over. we've learned that the 13-year-old has been found alive. officials just said that he is talking and it is not clear if he was found in the pipe system. witnesses say that he was jumping on a wooden plank when it gave way. t drainage ditch flows down to the l.a. river. search continued overnight and again the child has been found alive. here is live pictures right now of the news conference going on. we're listening into bring you more details as they come in. and also happening today, a mexican immigrant facing deportation will be released from custody. >> roz plater is live at the

i.c.e. headquarters this morning. and how did this lead up to his release? >> reporter: this family is looking forward to getting reunited with him. they celebrated their youngest daughter's birthday yesterday. and they are expected to celebrate again when he gets home. that reunion is expected to take place sometime between 9:00 and 11:00 this morning. let's take you back to the story now. this is fernando is an undocumented immigrant who i.c.e. picked up last october as he dropped off his daughter at daycare. i.c.e. said he had been deare the forred before and that he had a dui. his detention sparked a series of protests. his lawyers argue that his life would be in danger if he were deported to mexico. late last week, a judge ruled that he be released on a removal order and that means that he can stay here as long as he has no

more run-ins with love. i've been talking to his wife and she says he is anxious, eager to get back to work. he can get a legal work permit now and that they are really looking forward to him taking care of his family and not be in the shadows again. roz plater, today in the bae. and new this morning there are more questions about the future of the daca program after the president tweet that had daca is dead. tracie potts is live on capitol hill this morning with what this could mean, we're talking about millions of young people bhap are they waiting for today? >> reporter: well, they are waiting for the president and congress to try to come up with some way of continuing this program. the president blames democrats, democrats blame the president.

he is tweeting about not only that, but what is happening at the border. president trump saying mexico needs to step up. daca is dead, president trump tweets this morning. adding must build wall, urging congress to fund it and strengthen immigration law to stop what he calls caravans of people entering the u.s. illegally. >> mexico has to help us at the border. they flow right through mexico. they send them into the united states. can't happen that way anymore. >> reporter: and then a threat, they must stop the big drug and people flows or i will stop their cash cow nafta referring to our trade deal with mexico and canada. need wall. supporters blame democrats. >> they are very skilled at can flighting the issue, not very good at solving it. >> reporter: democrats say it is not their fault.good at solving. >> reporter: democrats say it is not their fault. >> we won't stop fighting for immigration justice no matter what trump says. >> reporter: meantime the v.a.

president president trump fired is speaking out. >> this was some what have a surprise. >> you believe you had the president's confidence? >> yes. >> reporter: david shulkin says that was his impression on the phone with president trump just hours before he was fired on twitter. tracie potts, nbc news, washington. new overnight, a police chase and crash in san jose. this ended in the mt. pleasant area near white road and story road. the crash took out a power line knocking electricity out for about 300 people. one woman described what she heard. >> we had just gone to bed and we heard a loud boom and sirens. >> this happened around 2:30 a.m. pg&e says about 40 customers are still without power this morning. it could be 11:00 a.m. before electricity is restore. no word yet on why the chase started. and happening today, another step toward recovery in the north bay. fire burn zone.

pg&e plans to install power lines underground. this is in the coffey park neighborhood. crews are expected to work long days, 12 hours at a time. and homeowners say they are hopeful that the work can help their community heal. >> i just hope that they can really work together and realize you are really building an entire community. so let's all work together to make it happen. and make it happen right. >> this work comes as the investigation into what started the wildfires continues. right now the investigation is focused on pg&e power lines. tragedy when an 11-year-old boy dies after falling into a pg&e canal. a neighbor called 911 after hearing the boy's father screaming. researchers are hoping that recent storms brought drastic changes to the sierra. the results of a new snow survey are expected later today.

early last month, researchers says a storm boosted the snow back level up to 80%, but that was still two-thirds below the average snow back level. so stay tuned. and i want to show you you this beautiful shot over lake tahoe. you can see the actual moon. its 41 degrees right now. still dark out there, but we have just enough lights from some of the hotels and cabins you up there. nice shot. and we are tracking another incoming system. so far we're still behind, so as soon as that comes in, we will update the totals for you. right now here in the bay area, we're in the 40s and 50s. 49 in oakland, hayward at 53. san jose at 50. palo alto 48.

and the temperature will climb into the 60s by midday with a little bit of fog right now in half moon bay, but everything he will is nice and clear. so not really seeing too many low lying clouds on out there and winds definitely not as breezy or gusty as what the coastline saw yesterday. but now let's send things over to mike. good update. car fire was out a while ago, but crews still had two lanes blocked. this is coming into hayward out of oakland. southbound 880 should see some pretty good improvement now as you travel south of san leandro. speeds are starting to look better. a street is where we had two right lanes blocked by the car fire and activity. it's all cleared now. so that is what made this number at the bottom of your screen so much bigger here from 238 down to the dumbarton bridge.

once you pass the san mateo bridge, you are fine heading southbound on 880. this is 580, that sign is wrong, but this is west bound 580 which is moving smoothly through dublin. this is southbound 101, no major delays for the north bay. back to you. coming up next, more of the breaking news out of los angeles where a on 13-year-old chil was found alive, what the five department said. and plus the hurdle out of control and crash after entering the earth's at hot femosphere. and the state will start allowing permits for totally driverless cars. we'll take a look.

drainage ditch. we'll put the latest updates on our social media apps as well as on nbcbayarea.com. that is wonderful news out of los angeles. happy monday to you. first financial day of the second quarter. now, the markets were closed on friday. tesla broke news just before the three day weekend. it would need to recall thousands of its flag ship model s sedans over concerns of the steering wheel. that was good time to release bad news. these up arrows are from last nurse. there is no way that they will stay green in 15 minutes. tesla also said the driver who died in that fiery crash on 101 didn't have his hands on the steering wheel. the car a model x was on autopilot at the time. the ntsb is investigating. apparently quite angry that tesla gave out that information while the investigation was still under way.

they are interested in tesla's autopilot feature. this is the second time that we know about that a driver was killed while the car was driving itself. today is the day california will start accepting applications for totally self driving cars like nobody in the car at all. nobody has applied yet. we assume waymo will. the cars will have to have safety monitors who can stop the car, but that can be done remotely like from an office. and china this morning says that it will slap a tariff on more than 120 american products. this is in response to president trump's tariff on imported steel and aluminum. china hasn't responded to trump's other tariff on china specifically over intellectual property. chinese say that they will put a tax on pork and fruits and nuts including almonds. that is big for northern and central california. about a third of and you aour a

well, i think that it will be a great day to head outside. whether you want to play basketball, that might be cool, we'll see some clear skies. lots of sunshine. and comfortable weather. here is a current look at what you can expect as you make your way outside. south bay right now a little bit of cloud cover, 50 degrees. north bay nice and clear, about 48 degrees. not seeing too much cloud cover. we're starting to see lower clouds roll into san francisco. you can see them here in the live cam. east bay at 49. overall we will be trending on the warmer side, but very seasonable. san jose will hit a high of about 73. could th east bay, 72 for walnut creek.

oakland into the mid to upper 60s. through the peninsula, similar conditions as well. still keep in mind that it will be a little breezier along the coast. but not as windy as yesterday thanks to that seabreeze we saw gustier conditions late last night as well. san mateo, 62. san francisco in the 60s. and out near the north bay, low to mid-70s. 74 degrees for santa rosa, 73 for sonoma, and 73 for in. and if you are wondering about the giants home opener, first pitch 1 k 35. so if you look at the temperature trend getting ready for the game, keep in mind that we'll keep a lot of sunshine. it will be perfect baseball weather. the temperatures will be comfortable in the 60s by about 1:00, 65. toward the end of the game, we'll be in the upper 60s. and then we'll stay in the 60s possibly even seeing 69 degrees for the giants opener. so wear sunscreen, but don't

forget to buy all the delicious food out there. doppler radar right now, the reason i want to show to you, i'm tracking that atmospheric river making its way in later this week. you can see a forming. it is a subtropical air that is pluming in from hawaii. you can see it just off the coast. it will make its rifarrival thursday night into friday morning. and what that means with subtropical moisture, it will also start getting muggy, very humid out there. that will bring higher than average rainfall totals per hour and the main event is expected to be on friday right between the morning commute and the midday. so between 1:00 a.m. and 1:00 p.m., we're expecting a big washout on friday morning. but let's send it over to mike. good news right now. we have dry roads and actually very light traffic.

let's get to your forecast. and we're off to a nice start. >> good morning, everyone. yeah, we still have the nice view of the full moon because we've enjoyed clear skies. a couple clouds are rolling into san francisco right now. 53. and if you look at the icons into the early afternoon, we'll start to notice a little bit more cloud cover, but then eventually by about 12:00, the skies will clear out and make way for a very springlike sch afternoon. we'll top out about 63 for san francisco. and all across the bay area we'll be seeing temperatures in the upper 60s and low to mid-70s as we head in towards the afternoon. how long is the dry weather and the sun going to grace its presence for sthus we us? we have a change coming. and south bay is seeing more slowing northbound 101 and 87. no surprises. and the peninsula holds up close

>> reporter: and you've probably been following the privacy concerns involving facebook since 50 million of its users had their data accessed by cambridge analytica. facebook dealing with angry users, angry investors and now apple ceo tim cook, last week apple had an event in chicago where it rolled out new products. and tim cook was asked about the facebook privacy situation and he said privacy is a human right and civil liberty. hinting that because facebook is free, the users of facebook have become the products that are then sold to advertisers. he said apple would they everha never never do that. those words trisklie i tricklinn to end zone who responded i find that argument that if you are not paying that somehow we can't care about you to be extremely glib and at at all aligned with

applications. we want to update you on breaking news. this little guy here on your screen is 13-year-old jesse hernandez, he fell into a sewer pipe and he was found alive and well about a mile from where he went missing. sanitation workers put cameras down into the system and that is how they found him. fernandez is alive and talking with searchers. he was taken to the hospital to be decontaminated though. he was in a sewage pipeline after all. rescuers searched 6400 feet of pipe before they found him. and a developing story out of mendocino county. the chp now says that the driver of the suv that went off the cliff splay intentimay have int sped off killing the family of eight. software from the suv reveals the car was at a full stop right before it accelerated 90 miles off the cliff.

>> there was no tire friction pa marks, no physical evidence at the location. >> no physical evidence that the driver tried to stop. now, this is not the first time the washington state family has been in the news. in 2014, this young man was famously photographed hugging a police officer during a rally in portland. social services did have an open investigation into the family after neighbors reported possible child abuse last month. oakland police say officers stopped a sideshow overnight saying the cars have been towed. no details on exactly where this is. and continuing coverage now and more fallout from stephon clark's death in sacramento. a woman attending a protest is now recovering after she was hit by a sheriff's deputy patrol car. the moment appeared to have been

captured on video. we don't know what prompted the deputy to hit the accelerator or why the deputy didn't stop. but witnesses describe this way. >> it was like an immediate jump which knocked her to the ground and into the gutter. she had a huge bump on her head about the size of a golf ball. pretty good size. >> some protestors say that a nearby chp officer did not help right away. the chp did open an investigation and went by the vehic victim's house. today the family of a man shot and killed by a b.a.r.t. officer says that they will learn about possible next steps. tindel's family says that they will meet with the district attorney and then they are planning a rally. the officer shot him outside of the west oakland station in january. body camera foot handling has put initial police claims that tindel had a gun into question.

if you plan on heading out on cal train, you will see some changes. cal train is implementing a new system to crack down on fare yi evaders. instead of paper citations, conductors will now use a device to scan a rider's i.d., fines will be sent electronically. first and second offenses will cost the ride are $75. a third other fence couffense c off cal train for 90 days. there will be traffic declares between oakland-alameda. bridge inspectors will close at least one lane of fruitvale bridge today and tomorrow and then it will be completely closed tuesday night. inspectors will also close off the high street bridge wednesday through friday 10:00 in the morning to 2:00 in the afternoon. and then at least one lane of the bridge station will be

closed from 10:00 to 2:00 during firlgs half of the week. >> yeah, check our website and note that you can always use the tubes just a little farther northeast out of downtown oakland. we have a smooth drive around the bay. look at these great sensor reads. mild slowing northbound through sally c silicon valley. this is typical. northbound 101 does bog down by the time you get to cochran, things clear up to the speed limit. there is a live look at dublin. a crash reported at north livermore, so i'll check that. but travel times into the bad.

and coming off a three day weekend and some people are already thinking about next weeke weekend. >> and especially with the big shift in weather, a lot of people planned things to be outside of the weekend and saturday unfortunately not looking too hot right now especially because atmospheric river is expected to make its way late thursday night into friday about that and depending on the time line, we're still days away. so we will track to see as far as rifle and main event impacts and when we will see the heaviest of the downpours. but right now friday a looking at a complete washout and also saturday. because it looks like we have another impact coming in late friday night into the evening on saturday. so coast bay and land, temperatures will be a little cooler as well in the 60s. and then as of right now we could even see some lingering rain as we head in towards sunday. coming up next, we

we're starting to see some fog building in woodside. not seeing mountain cloud cover, but coastal fog along half moon bay. temperatures in the 40s and 50s this morning. i'll have an update in a bit. building fog not a problem for the drive. northbound routes, you slowing. across the bridges, bay bridge has the slowest. a build on the incline. 6:43. new video in showing a powerful explosion that launched a manhole cover into the air in south lake tahoe. this happened yesterday morning along highway 50 in front of the hard rock casino. surveillance video shows the

flash from the blast and officials say two power vaults overloaded and exploded and that is the reason for it. highway 50 is still closed this morning which could impact spring break travel plans if you are headed there today. this morning we have details on weekend crimes at bay area b.a.r.t. stations. saturday police arrested a man in oakland saying that he had thrown a metal pipe hurting a man. another passenger says that six young people stole his two cellphones. and we did some checking. b.a.r.t. police department is reporting a surge in arrests in 2017. prime data shows officers arrested more than 1700 people in 2017, that is nearly 40% increase from the year before. b.a.r.t. says the numbers also showed officers are focused on fare enforcement. number of citations and warnings to suspectedjaders jumped 88% about that. and today senator feinstein

will offer support for dreamers. she will take part in a so-called fire side chat. she will address the situation that dam recipients are in and talk about possible solutions. >> but is there is a deal to talk about? president trump says no. >> scott, the president says daca is dead. >> and he said between twice. no daca. he has tweeted about it. daca is dead because the democrats didn't care or act and now everyone wants to get on to the daca bandwagon. the president is tweeting about what he calls caravans, he claims that there are huge groups of people on their ways right now to the u.s./mexico border and they want to take advantage of daca. these big flows of people are all trying to take advantage of daca, they want in on the act. but of course that is not how daca works. you have to have lived in the u.s. since 2007 to qualify for

gak. daca would not cover the people he is talking about. and it is not clear the people he is talking about exists. the caravan idea came from the center for immigration studies. an organization the southern poverty law center calls an anti-immigrant extremist group. so let's say you do qualify for daca. you are covered, you are asking what now. the answer is we don't really know. if the president as the head of the republican party is serious, then daca is dead and the deal will expire and you'll have to leave the country at some point. but it is not clear he is serious. he's talked in the past about his desire to have a daca deal with heart. and he has tweeted in the past that it would be unfair to deport people who came into the country as kids. so stay tuned. on a lighter note, the white house is hosting the annual easter egg roll this morning. these are live pictures. the president and first lady are hosting. the kids will come in at 7:00 a.m. our time.

during the day. still have event mr. of snow and we may get a couple inches as we head into this weekend and depending on the storm system. now, microclimate highs for today, check out the temperatures. comfortable into the mid-60s. low 60s for san francisco. a high of about 63. palo alto 70. concord 71. and very sunny for coast, bay and inland area tsareas. doppler radar, right off the coast we see this system that will start getting muggy around here. very tropical weather which means humid, sticky, the whole nine as we head into thursday night and into friday, that system expected to make its way in which will of course bring higher than average rainfall per hour. and as of right now, friday is looking like a complete washout and so is saturday. but as we head in towards sunday, it looks like the rain totals are pretty impressive.

right now 1 to 3 inches expected. next seven days, a rainy weekend ahead, but tomorrow's giants game perfect baseball weather. and right now we're looking at northbound throughout the south bay just a little build. not a major problem. lighter volume we expect all week. middays, afternoons will be tough. there is the dumbarton bridge. at bimd, build, but good recove. waze and showing you from the dublin area, things moving nicely. 680 around the bend about 55 minutes. pretty much any route you take, if you go down through hey ward, about the same. join wazers to help you around the bay wherever you are.

morning. crews searched for more than 12 hours in griffith park area. this is new video in from overnight. crews say hernandez fell 25 feet into a sewer pipe which empties into the l.a. river. crews searched 6400 feet of pipe even using cameras to help them look for him. when they found him, they gave him a cellphone to call his family. right now he is in the hospital being decontaminated. and a look live at i.c.e. headquarters in san francisco where a san jose man whose arrest sparked protests is set to leave jail today. agents picked fernando up in october saying that he he had been deported before and he had a dui. last week a judge ruled that he should be released. he hopes to avoid being sent back to mexico by avoiding future run-ins with the law. and a police chase ends in a crash overnight in san jose.

it happened in mt. pleasant a area near story road. and we've learned officers say this was a stolen car. it happened around 12:30 this morning. that crash took out a power poll which knocked out power to about 300 customers at the time. homes and businesses. two men were taken into custody. happening today, pg&e will begin installing 13 miles of you power lines and 14 miles of gas lines. this is underground in the north bay of the fire zones. the work is happening in santa rose's coffey park neighborhood. crews will be out on working for about 12 hours every day. meantime investigators are still trying to figure out what sparked the fires. they are fare focusing on power lines. and there will be jury selection in the bill cosby

trial. the jury was deadlocked last june at his first trial. the body of an 11-year-old boy was found in a canal in northern california after a neighbor called 911. that neighbor says that they heard screaming, the boy's father screaming that the boy had fallen into the water. this was at the meadow vista canal. his body was found late last night. and a war of words between bay area tech ceos as we look live at facebook headquarters. this morning mark zuckerberg is firing back at tim cook, cook criticized facebook for the company's data privacy practices and zuckerberg says i find that if you are not paying that somehow we can't care about you to be extremely glib. and not at all aligned with the truth.
