outlook breaks down nicely exactly what we're tracking. i want to turn your attention to time line right up here, this time stamp will give you an idea when the rain will move into your area. you can see ukiah getting that rain. napa, san rafael, anything north of the golden gate bridge will start to see the moisture develop earlier on. into the overnight hours you can see that rain becomes widespread into friday morning which means all of these yellows and red and orange is where you see the more intense rainfall passing through the area. now today is mostly cloudy. some rain at times. on friday we'll track breezy becoming widespread and as we head into friday and into

saturday we're going to be seeing the arrival of another chance of seeing some rain heading in towards the early morning hours into saturday afternoon which is why we do have storm ranger. in a bit the red areas highlight some of the burn scars from the north bay wildfires. we'll talk about how this atmospheric river has the potential to bring the possibility of some threats or mud slides and flash flood concerns in some areas. now let's take a look at your traffic. the traffic has managed to stay fairly calm. no major accidents at this time. chp is reporting a quiet start to our thursday morning. i want to show you the golden gate bridge. this is one of those areas when it starts raining it can get dangerous. head out tomorrow. take that extra time because you have been forewarned. south bay drive times now, northbound 101 about 20 minutes and northbound 280 to highway 85, about seven minutes. back to you.

>> thank you very much, vianey. 5:02 now. back to the upcoming storm as it approaches. one of the areas of concern is clearly the north bay burn zone. last night santa rosa fire department put out an alert saying it is at risk for excessive rainfall and also flooding. the department is encouraging people in the area to get rain ready with sandbags and placing those all around their homes. also, they are encouraged to have cell phones turned on at all times in order to receive emergency warnings. and we want to get you ready and keep you connected. you can always get the nbc bay area app and take the weather forecast wherever you go. that micro climate weather alert will go in effect in a few hours. you might want to download it now. be sure to tune in tomorrow morning early for "today in the bay" as we track the storms. nbc bay area will issue that micro climate weather alert. that means we go on the air at 4:00 in the morning instead of 4:30 and we will have a live

team coverage presence to prepare you before you head to work and start your week. 5:02 right now and we continue to follow new developments in the youtube shooting investigation. more and more details are coming out about the suspect such as her dislike for youtube. live in san bruno. anser, the suspect was not alone in her anger towards youtube. >> reporter: the police tape is gone, the main road opened back up. investigators will be out here later on today as will employees. some returned to work yesterday, but in a company memo they're ern encouraging them to take their time getting back to work. the company says they gave a detail on how the shooter nasim aghdam, who was from san diego, entered the campus through the garage before she started shooting at a nearby court yard. according to san bruno police aghdam was upset over their

policies and practices claiming youtube discriminated against her and filtered her videos and posts. >> we know she was upset with youtube and we've determined right now that's the motivation we've identified. >> reporter: in the youtube memo the company says it will also examine their security protocol in their offices around the world. te they investigate the crime scene. the people injured in the shooting, one woman injured her ankle as she tried to escape. two women suffered gunshot wounds. they've been treated and released. the most seriously injured was a man in his 30s. he's seeing improvement as of last night. his condition was upgraded from critical to serious. the san bruno police insist there is no connection between the shooter and the victim. coming up at 6:00, we look at whether red flags may have been missed as police spoke to aghdam

hours before the shooting. reporting live, anser hassan, "today in the bay." it is coming up on 5:05. developing right now many americans are wondering if as early as this morning the national guard will start showing up along the border with mexico. this after another surprise announce amea announcement. the president vows to keep them in place until the wall is built. >> until we can have a wall and property security we're going to be guarding our border with the military. that's a big step. >> so far the plan is missing a lot of specifics including how many troops and in which states. a live look at capitol hill where lawmakers are currently not in session and so far there has not been a big response to all of this. our scott mcgrew is looking deeper, and he will have it in his checks and balances segment

at 5:45. 5:05 right now. happening today an nfl team coach and manager answer tough questions over why they did not sign colin kaepernick. the former 49ers quarterback claims the league is keeping him out of the game. bob redeal ll is live. people argue he played very well there. bob, explain to us what these interviews are all about. >> reporter: good morning, marcus. later today the lawyers for former 49ers quarterback colin kaepernick will depose and question under oath the general manager and head coach of the baltimore ravens to find out why they did not hire kaepernick to be their quarterback. this is according to the pro football talk website. kaepernick wants to find out the ravens didn't offer him the job because of the controversy he caused by kneeling during the national anthem before football games. he's been without a team since he left the 49ers over a year

ago. now kaepernick has filed a collusion grievement and has argued teams kept him unemployed. kaepernick has a right to be present during today's deposition of ravens gm ozzie newsome and head coach john harbaugh whose brother, jim, you'll recall, used to coach kaepernick here at levi's stadium when they were 49ers. reporting live here in santa clara, bob redell, "today in the bay." >> it will be interesting to see what comes out of this. thank you, bob. happening today a man accused in a bizarre and deadly hit-and-run is expected to be arraigned. the incident unfolded last week. police say that man there sitting on the stoop is 33-year-old mark dennis, and he first confronted a group of men with an ax. investigators say then he got into his van and drove it onto the sidewalk striking the men, killing one of them. dennis is due in court at 9:00

this morning. we'll be there. a judge will soon decide whether 130 people will have to clear out of a homeless encampment in roseland. this is bordering santa rosa near highway 12. a judge delayed the property owners from evicting the camp after homeless advocates filed suit. the so-called parking problem that's been frustrating drivers in novato is not really a problem at all according to the city. drivers have been complaining about the lack of parking on grant street. they say the street reaches capacity only for about an hour during lunch time and there is more parking just a couple streets down. good morning. it is 5:08. we're already start to go see that rain developing north. that means, yes, get that umbrella ready and get those rain boots ready. to give you an idea what to expect today, increase in clouds. for the bay, about 56 degrees.

54 for inland. it will get muggy out there. by about 12:00, still mild and muggy. we're talking about the winds picking up a bit, becoming gustier as we head into tonight and into tomorrow. now i've been talking about this, the north bay will see the majority of the rain initially earlier on than the rest of the bay area. 60 degrees for inland spots. by 7:00 that rain will begin to move south which means it will become more widespread making its way across the entire bay area, and that is expected to bring widespread rainfall through tomorrow which means locally heavy rain especially for that early morning commute and just all day long any outdoor plans. you want to take them indoors or prepare to have a tent set up if you have plans to be outside. now let's take a look at your traffic conditions right now. chp is still not reporting any major accidents at this time. always great news. let's look at some of the north bay drive times. southbound 101 from highway 37 towards the 580 about seven minutes. from 580 to golden gate, about

vianey traffic tease good morning.. a surprise on the markets.. the good morning. this is what it looks like in san francisco. tracking an incoming storm system that is expected to bring widespread rain just in time for your friday and looking like it will track into your weekend. that hour by hour outlook coming up. as far as your roadways go, the bay bridge, as usual, showing some slowing out there.

the metering lights are on. i'll track your drive times coming up. it's 5:14 on your thursday morning. the dow gained yesterday. okay, not much but that's a gain despite bets traders made that it would fall as much as 500 points. larry kudlow saying he thought the president's tariffs may not go into effect. facebook continues. mark zuckerberg would testify before a house committee next week. tuesday, the day before the hearings in the house. zuckerberg spent time on the phone wednesday afternoon with reporters telling us he's, quote, very sorry. we didn't take a broad enough view of what our responsibility is. that was a huge mistake.

it was my mistake. facebook said the number of users who had their personal information used by cambridge analytica was 80 million. we estimated 50 million. facebook has been quiet for days after the crisis but is opening up. sherly sandberg talked with savannah guthrie. other news, delta said it suffered a data breech through its online function on its website. spotify debuted tuesday. on tuesday the new york stock exchange went all out for spotify's debut with a big banner that says spotify and the american flag and then another flag which is the swiss flag. >> that's embarrassing.

pablo sandoval hit a home run into mccovey cove. the dodgers come to town tomorrow. >> you'll be able to watch tomorrow night's game on nbc bay area. the joints play the dodgers on your broadcast home for the san francisco giants. a lot of people might be wanting to watch the game on tv instead, not that we're advocating that. vianey, they'll be in the middle of the storm at that point. >> that's the thing. we're looking at the rain and as far as the time line, we'll keep you updated. the rain is coming. that's one thing i do know for sure. let's take a look right now at san francisco's temperature trend if you're wondering how you should dress. we have those clouds start to move in as early as yesterday so

you will be surprised by the cloud cover. we're going to start seeing the development of that rain earlier on for the north bay. you can see that subtropical plume of moisture tapping into hawaii and that's what we've been talking about all weeklong. by about 11:00 you can see ukiah, napa, san rafael and areas near san francisco will start to see some of the rain. even just south of that we'll still keep with the clouds. expect to see the rain move southward especially later tonight and early into tomorrow. you can see the heavier pockets of rain where you see the yellow and orange hues. widespread not just overnight.

it will start getting breezier friday night into saturday. you can see we'll catch some slight breaks here and there. in towards your saturday, we do have our storm radar where you see the red zones. i've highlighted some of the burn scars. these are going to be areas of concern for what reason, well, because of the amounts of rainfall that we're tracking with this. heading through tonight, rain totals not too impressive. if i take this time line through tomorrow, you can see santa rosa, areas for concern with over 2 inches. if i sweep this all the way through saturday it looks like this stops and levels off early on at about 8:00, 9:00 a.m. over 3 inches of rain which is why we'll be closely monitoring the situation in the north bay. as we head into the next couple of hours, rain totals between 2

to 5 inches, 5 inches for areas along the north bay and then the mudslide risk for fire zones, creeks and rivers. we're tracking the sierra snow melt. because it is a warmer storm it will melt some of the snow which could cause concerns for flooding. now send things over to traffic. here i am, i'm back. we have the traffic right now and not a lot going on. whenever we see a lot of this green it means no major accidents or slowdowns in the area. chp showing a calm commute this morning. not a lot of cars on the road. not a lot of fog. and that will stay clear but we are expecting to see that rain move in. take extra time the bridge drive times, even though they're looking decent, the metering lights are on for the bay bridge. we're looking at about ten minutes. back to you. >> thank you very much, vianey. coming up we will tell but a very special offer for the survivors of the north bay

who jumped bail during his trial 5:24 right now. continuing coverage, a convicted east bay minister who jumped bail during his trial is still in custody in southern california. he's waiting to return to the bay area.

jurors convicted one-time pleasant hill pastor fernando maldonado. he disappeared in the middle of his trial for sexual abuse of a girl. he was arrested in mexico and returned him to the u.s. this week. when he gets back to the bay area he's due to be sentenced. the oakland a's are mrng to pitch in to help ease the pain of the fire victims. the a's wrap up their series against the rangers. they announced big plans. june 10th will be north bay day at the coliseum. anyone affected by the wildfires can attend that game for free. just go to the a's website for more information on how to get the free tickets. >> absolutely. well deserved. prince being remembered by baseball. starting today the minnesota twins will sell prince-related merchandise. some of those items include hats, shirts, pins, patches, baseballs. oh, my!

there are so many other items as well. the deal is believed to be the first of its kind in major league baseball. okay, so forget about the roads. people are choosing to hit the sidewalks during the morning commute because today is walk to work day in san francisco. the workers have set up several hubs across the city. those who opted to walk can pick up a free cup of coffee and other goods along the way and maybe even more people will be off the road tomorrow when it is national walk to work day. new this morning a study suggests medical marijuana scores high with seniors. senior citizens, that is. a university of michigan poll revealed four out of five seniors say they support medical marijuana use and would consider using it themselves. about half also say they believe prescription pain medications are more addictive than marijuana. coming up, ten years later, we look into how effective the hands-free driving laws have been. and looking live at the transamerica building.

subtropical moisture that we've been watching. that's that atmospheric river. you probably heard that so many times this week. if i zoom this in, you get a good picture of that rain that's expected to make its way in. let's take you through the time line, hour by hour outlook. staying to the north initially. san rafael and napa. and this is why we are definitely keeping a close eye because of those burn scars up there that will create the threat of potential mud slides and flood concerns. as we fast forward the time line late into thursday night and into early friday morning we see the heavier pockets of moderate to heavy downpours expected to make their way in through tomorrow morning which means, oh, tomorrow's traffic is not going to be the best traffic you've ever been sitting in. speaking about the traffic, let's talk about that right now. today is a great day to go outside if you like dry roads. so far so good.

nothing major to report in the north bay to the south bay. i've seen a couple minor ones popping up early on. this is the heaviest backup we're seeing. obviously you could see the metering lights definitely on. back to you. >> thank you very much, vianey. >> the atmospheric river is expected to hit late tonight. parts of the bay area could see several inches of rain. >> "today in the bay's" pete suratos is live in san francisco. we know we have trouble spots in the city, but we also know the crews tried to get ahead of that. what are they doing? >> reporter: that's right, kris. they're definitely getting ahead of it. early this morning when we showed up at about 4:00 a.m. crews behind me were putting up the barriers. you see the flood barriers. they're on 17th and folsom. this is a low lying area so they're around businesses and

apartments, the flooding in the area when that rain hits. the rain takes place tomorrow. another area in northern california that could be a problem area with all the rain coming now is near the oroville dam. you have the spillway issue earlier this issue where it forced 200,000 people to evacuate from their homes in the area. it's only been partially repaired but could be put to work since the rain could be at what's called the triggering level in the area. now if this were to happen workers may not use the spillway. the department of water resources say it will be safe to use if need be. you can see the flood barriers are in place. when the rain comes down hopefully will prevent flooding and it will stay in place until the rain subsides. we're live in san francisco, pete suratos for "today in the bay." >> thank you very much, pete. we can also keep you prepared with a more high-tech app. you can get the app, the storm

surrounded a home with assault rifles last night. the victim told police he was sleeping on his couch when two men and one woman tried to rob him at gunpoint. he was able to call police and those officers talked the suspects out of the home. an update on that illegal dumping story that richmond city leaders are now calling a crisis. the city will host a forum on illegal dumping later this morning. we told you city workers discovered more than a dozen of these illegal garbage sites. they're luring people in taking their money, offering them discounts for dumping their garbage. the city says that trash often ends up in waterways. this is a story we brought to you exclusively, and you can watch that full report by nbc bay area's jodi hernandez on our website. that is nbcbayarea.com. drives along one east bay highway are suffering through some long delays this week, but it's expected to get better soon. here is new video this morning showing backups on eastbound highway 84 between fremont and

livermore. that switch is causing those backups between 8:00 p.m. and 4:00 a.m. the work is supposed to wrap up before tomorrow morning's commute. this month, all month, california focuses on the dangers of distracted driving. april is distracted driving awareness month and the first week is teen safe driving week. law enforcement is marking a major shift in how it deals with drivers and their use of cell phones. ten years ago this july california enacted the hands-free throw law. the chp says fewer drivers now use their phones behind the wheel. good morning. it is 5:36. we've managed to make it -- oh, wrong. this is my weather forecast. hey, giants versus dodgers, it will be okay in terms of the temperatures. let's move on to the traffic. so we have the traffic map up. slowing along the 580 westbound.

it's going to look like it will be raining all day long. widespread rain. maybe just a slight break going at about 8:00. we'll keep a close eye on the game. keep that in mind if you have time to head out tomorrow. now that storm system is expected to bring widespread rain on friday. friday night into saturday morning the winds will be kicking up. periods of moderate to heavy downpours early saturday morning. the good news is rob and i are back there looking at the models. it looks like some of the rain totals stop early on. the system could make an exit earlier on which would give you your saturday evening at least to enjoy without any rain. we could still see the possibility of a few pop-up showers later into saturday. for now 68 degrees for the bay. now that storm system moves out saturday, that will make for a much clearer sunday and, hey, at least it will help your allergies. ignore this inland rain. that's supposed to be a sun with clouds. the coast, sun and clouds. we'll see the storm system clear out some of the bad allergens

we're keeping a close eye on that incoming storm. you could actually already see some of that moisture just off the coast. we have our storm ranger mobile doppler radar up in the parking lot. the red highlights are the burn scars from the north bay. we'll track that time line plus i'll give you a rundown of how much rain we're expecting as we head toward saturday. taking a look right now at the roads. you can see oakland has that building traffic for both lanes right now. no traffic, though, in terms of accidents to report at this hour. thank you very much, vianey. it is 5:42 right now. returning to school this morning after boycotting class. belle haven in menlo park says that nearly half of the students were absent yesterday. parents there are angry that a superintendent transferred the principal. this happened just days after the principal filed a discrimination complaint. a new push is reportedly under way to bring open source voting machines to san francisco. open source software allows for

public auditing and voting machine companies would no longer control the process. "the examiner" reports supervisors are in general agreement about the new plan, and they're now asking the state to give them matching funds. still on the fence about calling this a major priority. >> well, let's take a look at the morning commute and the san mateo bridge. right now we're also learning about major milestone for drivers. the dmv has issued more than a million drivers licenses to undocumented immigrants. the stanford researcher studies the impact on road safety and they say hit-and-runs decreased by 10% in some counties. the drivers who were not at fault in those crashes saved $3 million in repairs. scott mcgrew, the president is taking credit for breaking up

the band of refugees. >> he tweeted about it praising mexico for stopping that band of refugees that was intending to make its way through mexico and to the american border. trump called it a caravan and feared the people you see here would ask for refugee status once they made it to the border. they largely stopped in mexico city where mexico will offer them some refugee protection. president trump has linked those refugees are a plan to send the national guard troops to the border. the perceived threat is gone, but the plan is still in place. presidents bush and obama also used national guard troops at the border. mr. trump's under enormous pressure from his base to get the wall built despite not having the funds that he signed to do it. now there is money to repair and replace existing wall and his homeland security secretary says that counts. >> how much wall can you build with the money that you currently have?

>> currently will build about 150 miles. that's for '17 and '18 together. we're building real time. this is an important question. to us it's the same wall. if there's a wall that needs to be replaced, it's being replaced by a new wall. this is the trump border wall. in many cases it will -- >> it would count as new wall in your words? >> yes, it would. >> just very little money in the new spending bill for a wall, but there's a lot of money for the military, and that has inspired a new plan, have the military pay for the wall in an area where there's a military base that more or less abutts the border. this is california, arizona, san diego would be over behind my button. they're talking about an area right over here. the barry goldwater bombing raid, this is mexico, homeland security says the military can use money to build a wall right

temperatures we've seen earlier this week. i want to show you our radar because it really gives you a good idea as far as where the rain is right now and then i'll give you a future cast where we'll be headed. you can see that moisture starting to develop. there goes that atmospheric river. this is actually our storm ranger that is up. that little red scan is in our parking lot right now. we will be moving that up to the san bruno mountains into tonight ahead of the storm making its way in. the highlighted areas are actually the areas of the burn scars from the north bay wildfires. we'll take you through a quick time line of what you can expect. thursday by 11:00 p.m. the majority of the moisture stays off. san francisco might get a couple of showers earlier on but then heading into tonight the rain moves southward and is way more widespread. also the winds will start to pick up, becoming breezy to windy at times and these yellow and orange hues are the heavier pockets of rain that you're going to see as we head into

early tomorrow morning. now that rain sticks around all day long. i fast forward this time line all the way through friday and even into saturday morning. we're still expecting that rain. i want to focus your attention really quick to the north bay because this is the area of concern in terms of mud slides and possible flooding. as of now we're expecting that locally heavy rain through friday morning all the way through about the midday which means early saturday morning areas like the burn scars in the pocket fire, the tubbs fire and nun fire. all of these will be something we need to monitor for the possibility of seeing mud slides and flooding. you can see that rain really kicks up when we get the heavier pockets coming through making their way in. the red and yellow hooues frida into saturday. the rain totals. you're wondering how much rain we're expecting. rain totals stay low for the majority of the day today but as we head into friday at about 8:30 we start to see an increase in those inches as far as santa rosa over 2 inches.

going into saturday, over 3 inches. this is why these are areas to watch for. as far as san jose this looks like it's going to be falling into the rain shadow. might not even get an inch. could see up to an inch and a half. it's something we've been monitoring, keeping a close eye on that. a quick rundown of what you can expect. we're definitely tracking changes ahead. a rainy start through tomorrow and really all the way through saturday. it clears in time for sunday. a look at your traffic right now. not a lot to report. i did see this start to pop up, yellows and red hues in the south bay. we're going to look into that and see if there are any accidents we need to turn our attention towards. chp was reporting what could possibly be a hit-and-run involving a big rig and a vehicle. it sounds like the big rig may have hit a vehicle, didn't realize it, and drove off. chp not reporting any major injuries. seeing some of that delay

from those other break-ins. and dramatic new video in this morning showing a fiery crash in india. that's the moment of impact right there on your screen. police say they were chasing a man who was dealing drugs. he sped off eventually going through an intersection where he then hit the other vehicle and they both caught fire. four people were inside. one person did die in the crash. the suspect broke his leg and now will face charges in that deadly crash. also, women in san francisco are getting help to start new bitses. they announced a $135,000 fund on wednesday. the fund will provide $5,000 grants to women. the first grant will start an art shop in the mission. also new this morning some retailers aren't just tracking what you buy. they're also watching what you return. they use that information to deny so-called repeat returners. experts say it is a way to stop

i zoomed it out a bit so you could see what we're tracking now in terms of the atmospheric river that's developing moisture. you can already see it on our map there. if i zoom this in closer to the bay area to give you a better idea where it is, there it is. some of those cells far off to the north. let's give you a time line so you get a good idea. remember when i said are you going to need the umbrella for work today? if you live in the north bay you'll be heading out early. you definitely will. you'll see ukiah and san rafael, even some spots in san francisco, maybe even along the coast might get a couple of those showers. for the most part south of the golden gate bridge mostly cloudy.
