i zoomed it out a bit so you could see what we're tracking now in terms of the atmospheric river that's developing moisture. you can already see it on our map there. if i zoom this in closer to the bay area to give you a better idea where it is, there it is. some of those cells far off to the north. let's give you a time line so you get a good idea. remember when i said are you going to need the umbrella for work today? if you live in the north bay you'll be heading out early. you definitely will. you'll see ukiah and san rafael, even some spots in san francisco, maybe even along the coast might get a couple of those showers. for the most part south of the golden gate bridge mostly cloudy.

into early tomorrow morning so by 8:00 a.m. expect widespread rain. tomorrow for your morning commute you're going to need some extra time as you head out the door. you can see thankfully still no major accidents to report. i think commuters know i'm doing double duty and want to keep the roads clear for me which is nice. a quick shot along 580, you can see this was due to an earlier possible hit-and-run crash, still catching slowing in this area. it's a hot spot for accidents. come tomorrow this is going to be very wet and yucky. i'll send it back to you. >> thank you very much, vianey. it is 6:01 right now. back to the incoming storm as it approaches. this is the burn zone in the north bay. last night santa rosa fire department put out an alert

more about. right now we want to go to anser hassan. anser, she was very vocal about her dislike of facebook -- i mean, about youtube, on youtube. >> reporter: that's right, marcus. and that's a big part of this ongoing investigation. the good news right now things seem to be getting back to normal. the main road has opened back up. the police tape has been taken down. youtube has beefed up security at entrances and at street corners. we see security guards and police have been patrolling the area as well. in a memo released by youtube it gives a detailed account of nasim aghdam who is from san diego and how she entered the campus through the garage before she started shooting at a nearby court yard. her family issued a statement saying they are, quote, in absolute shock, saying they regret what happened and expressing sorrow for the innocent victims. mountain view police found aghdam sleeping in her car on

an ax and then investigators say he got into his van and plowed onto the sidewalk and into a group of men killing this man here. dennis is due in court at 9:00 this morning. 6:07. a judge will soon decide whether 130 people will have to clear out of a homeless encampment. this is the map where they're located near highway 12. "the press democrat" reports the judge delayed the property owners from evicting the camp after homeless advocates filed suit. the so-called parking problem that's been frustrating drivers in novato is not even a problem at all, at least according to the city. drivers have complained about the lack of parking downtown on grant street for years. researchers say that the street reaches capacity for only one hour during lunch time. they also say that there is more parking just a couple streets down. good morning. it is 6:07. we're talking about the incoming rain. i wanted to give you a good day

planner today and tomorrow to give you an idea when we're expecting to see that rain. we have an increase in clouds and we're starting to see some of the moisture, the rain developing just off the coast especially for the northern bay area locations. now by about 12:00 it will get mild and muggy. all notice an increase in the southerly wind between 10 and 20 miles an hour. by about 3:00 our daytime highs will top out nicely into the upper 60s for today. it will be very muggy out there. and the north bay, we'll start seeing some of the rain initially which means showers will start to creep on in, eventually becoming widespread as that rain begins to move south. later into this evening at about 7:00 we'll notice an increase in the cloud cover as well and those wind speeds will start to pick up. as we head into tomorrow that system will become widespread overnight that early tomorrow. expect locally heavy downpours and rain early on in the morning even as early as your 4:00 a.m. hour. we'll start early tomorrow because that have. by about 12:00 rain at times and

that heavy mountain rain kicks up. locally gusty conditions will be between 15 to 30 miles an hour. a quick check of traffic. i know you're wondering if anything out there is affecting your drive times or your commute this morning. we're seeing a little bit of slowing northbound in the south bay but it doesn't look like it's anything major as far as accidents to report. we are tracking a possible accident right now on the bay bridge. we're going to look closely as far as that goes. metering lights, the backup is really starting to build along the bay bridge. and you can see it slowing down even with your drive times, westbound 80 to the bay bridge looking at about 12 minutes. get that coffee to go, guys. back to you. >> already did. still ahead this morning, crying at work. the amount of workers and bosses who say that it's okay. >> oh, that's so good to hear. coming up at 6:25.

it's 6:13. there was a surprise on the market. the dow gained wednesday. i admit that's not much but that's a gain despite bets traders had made that this would fall as much as 500 points. remember as we were talking about yesterday the new tariffs just announced are only threats of tariffs. we made a threat, then china threatened back, and now the white house seems to want to calm things down. the new economic adviser told reporters the new tariffs probably won't happen. and then there's pressure. tariffs may help sink farmers. that's because china has threatened tariffs on pork and soybeans which is iowa's bread and butter. we told you news as it broke on wednesday that mark zuckerberg would testify. now the senate is getting in on

the action scheduling two committee hearings for tuesday, the day before the hearings in the house. zuckerberg is now apologizing saying, quote, we didn't take a broad enough view of what our response is and that was a huge mistake. it was my mistake. facebook also said the number of users who had their personal information used by cambridge analytica was closer to 80 million. we estimated 50 million. facebook had been quiet for days. savannah guthrie will sit down for an interview with facebook coosheryl sandberg. expect how the company is handling your privacy. shares of spotify lost about 3% on their first full day of trading and then gained the second. they went all out for spotify's debut.

7:15. by the model we're looking at, it's going to be raining for the most part of the day. 56 degrees. the temperatures will be rather mild. muggy out there. so we're going to keep a close eye on this. the temperature trend doesn't look like good news. keep our fingers crossed as there may be a break in the sunshine here and there. temperatures 54 degrees for oakland. hayward, 55. san jose also in the 50s. your micro climate highs for today will be rather comfortable. we're expecting to see a couple of changes in terms of the weather, though. we'll see a couple of high clouds here and there. our daytime highs will top out in the 60s. i want to show you a good idea where the storm system is and what we're tracking. you can seymour is starting to develop just off the coast of northern california, and right behind that is the atmospheric river that we've been talking about really for the entire week. if i zoomed this in our storm ranger is up and scanning, we

highlighted some of the burn scars from the north bay wildfires and these will be major areas of concern because the locally heavy downpours we're expecting as we head into tonight into tomorrow and into saturday as well. so for the most part today will be mostly cloudy. off to the north and quickly becomes rather slow. that's when it quickly becomes widespread into early tomorrow morning and that's when we'll see pockets of moderate to heavy downpours at times, also the conditions will be picking up in terms of gusty spots. friday we'll catch a little bit of a break. it looks like san jose will fall into the rain shadow and as far as your rain totals as of right now it's not looking too impressive tonight. as we fast forward through tomorrow you notice the higher elevation areas just over 2 inchi inches for santa rosa. rob and i were running through

some of the models and it looks like the rain totals taper off right into the midafternoon on saturday. if that does continue on tap with this storm that means the system will be moving out sooner but santa rosa could be seeing over 3 inches. and that's how we're so concerned about the burn scars. a quick rundown of what you can expect again, friday, tomorrow, into saturday will be the biggest impact. rain totals right now possibly 2 to 5 inwcchesinches. the higher elevation spots in the north bay. fast creeks and rivers and, of course, the sierra snow mel could create flooding out there. a look at what you can expect. by sunday we'll see some nice clearing out there for san francisco and inland areas that will give you your shot to go outside and see some much-needed sunshine. and then we'll dry out monday. look at tuesday. that rain looks like it could make its comeback. as of now the storm isn't looking anywhere near as intense as we've seen with this

atmospheric river. get a good idea of what we've been seeing on the roads. we've seen some slowing. there it is along the bay bridge. again, remember i mentioned we were tracking what could have been a minor fender-bender near treasure island. we're seeing some delays out there. as of now there seems to also be an accident in the fast lane around the bay bridge toll plaza. delays are so heavy i don't think it will create a big impact once they move that over. a check of your east bay, slowing down from highway 4 to the bay bridge. you can see that there because some of those delays jumping on the bay bridge 24 minutes. westbound 580 to the bay bridge you're looking at about 21 minutes and northbound 880 from 238 to the bay bridge about 16 minutes. i'll send it back to you. >> thank you, vianey. up next on "today in the bay," details on the story we just told you about.

nbc bay area is tracking what could be the biggest and right now at 6:30, nbc bay area expecting what could be the biggest and wettest storm of the season. flood barriers are already going up. good morning and thank you for joining us. i'm marcus washington. >> and i'm kris sanchez in for laura garcia who is enjoying a little spring break with her kids. this is not spring break weather. nbc bay area will issue a micro climate weather alert in order to deploy more of our resources and crews as the storm is moving in and it is a whopper. you are forecasting 4 trillion gallons of water. >> northern california is going

to see kind of the brunt of it. this is over the time span of the next two days or so. san francisco right now you can see we have a couple of clouds out there, very calm right now. it will get muggy out there. the reason i expect it to be a wet one is that atmospheric river effect. it's tapping into subtropical moisture, a plume, a steady stream that will keep in. you can see the rain off the coast. we have our storm ranger up and running in the parking lot. now your hour by hour outlook, the majority of the rain early on today will be staying to the north.

if you notice by about 4:00 a.m. the yellow pockets of rain, the periods of moderate to heavy downpours and right in the middle of the morning commute we'll see a lot of that rain pushing through, 7:00, 8:00 a.m. if i fast forward the time line through the afternoon you see for a moment it seems it catches a break. the north bay will see the heavy downpours friday night and into saturday morning. expect gusty conditions up to 35 miles an hour. it looks like it could come in between the early morning on saturday and between the overnight hours of saturday and 7:00 a.m. pockets of rain in napa, fairfield and even down the south bay.

the storm system could be making an exit on saturday. take a look at your traffic conditions right now. chp is reporting some slowing along the bay bridge. the metering lights have been on for about an hour now. chp was reporting a minor traffic collision on treasure island. there goes the delays on the bay bridge. expect to see a lot of people heading out now. east bay drive times seeing slowing from highway 4 to the bay bridge. that's what you saw on the green map. 24 minutes for your drive times and westbound 580 to the bay bridge about 19 minutes. back to you. you can see storm ranger tracking it all.

the atmospheric river will hit late tonight. >> "today in the bay's" pete suratos is live with what crews are doing to prepare for the rain and, pete, we're talking low-tech solutions here. >> reporter: here behind me this is what happens when the city is expecting the rain to come in. crews are still in place and they've been here the past four hours. we can see crews around apartments in the area, businesses in the area. it's a low lying area. they want to prevent flooding. that's why they have that set up there. way up north and that's at the oroville dam. that spillway forced more than

troubled former football star aldon smith faces a pivotal day in his ongoing legal battle. last week smith did not show up for a court appearance tied to a misdemeanor charge. the latest stem from his alleged violation of a court order to stay away from his fiancee who prosecutors say he assaulted. a bench warrant goes into effect if smith misses his court date again. an update on the illegal dumping story they are calling a crisis. the city will have a forum later this morning. we told you city workers discovered more than a dozen of these illegal garbage sites by offering discounts. 6:36 now. drivers along one busy east bay highway are suffering through some long delays this week. it's supposed to get better.

that's where crews this week are switching the old roadway to fooly cfoo newly constructed lanes. it will be between 8:00 in the evening and 4:00 in the morning. it is supposed to wrap before tomorrow morning's commute. if it doesn't we know vianey will track it. i certainly will. we have the traffic maps up right now. you can see a lot of green. we are starting to notice more slowing around here. the reason for that, of course, we have that building traffic as we inch closer to the 7:00 a.m. hour. you can see the bay bridge there. delays on 880 near the east bay. a look right now outside our golden gate bridge. no major delays for the golden gate bridge. if i switch cameras you see the heavy backup. i'm always so thankful that's not part of my morning commute.

i will not lie to you. the east bay drive times westbound 80 from highway 4 to the bay bridge, there goes that delay about 22 minutes. look at it now. more traffic building up out there. >> they'll be dealing with the traffic tomorrow as rain comes in and even the weekend we'll have to deal with rain. >> we have some incoming changes. i want to start with the look ahead into tomorrow, we're monitoring the giants versus dodgers game and this is your home for it on nbc bay area. we'll be monitoring any rain delays out of the storm system because of that incoming system. we're going to get another round of showers moving in late friday into early saturday morning.

as the sun begins to come up you're going to notice clouds out there. this is a live look over san francisco. we are still tracking that incoming rain. you can see that moisture just off the coast. i'll give you a look at your time line. does this ruin your weekend plans? details coming up. it is 6:43 right now and happening today another possible step forward for b.a.r.t.'s extension into san jose. vta will vote for plans on a massive tunnel project to bring trains into downtown san jose. the vta is looking at designing a single bore tunnel. the board of directors still has to approve the plan, though. the federal transit administration will also have to sign off on it. san francisco police are talking about the recent arrest of a man they say is tied to several car break-ins. >> police say officers saw this man identified as brian vander court driving a car near

fisherman's wharf. the car matched the description tied to break-ins in the richmond district. they saw him get out of the car, smash the window of a parked car and grab a backpack inside. they arrested him and also found evidence from the other break-ins. at 6:44, a push is reportedly under way to bring open source voting machines. it allows for public auditing and voting machine companies then would no longer control the process. supervisors are in agreement. they're asking for matching funds to pay for it. according to "the examiner" the mayor is still on the fence. president trump has found a spot to start building his wall. >> the president is taking credit for breaking up that band of refugees. >> good morning to you. he just tweeted about it praising mexico for stopping

that band of central american refugees. trump called it a caravan. they pass through and would ask for refugee status once they made it to the american border. they have stopped in mexico where mexican authorities will offer some of them refugee protection. president trump had linked them with a plan to send national guard troops to the border. the perceived threat is gone but the plan still in place. president bush and president obama also used national guard troops at the border. mr. trump is under enormous pressure to get from his base to get this wall built. he doesn't have the money, though. there is money in the new spending bill to repair and replace the existing wall and his homeland secretary says that counts. >> this is an important question. if there was a wall before that needs to be replaced, it's being replaced by a new wall. so this is the trump border wall. in many cases -- >> would count as new wall in

your words? >> yes, it would. >> so if the old wall is new wall where do you get money for the new new wall? you can get it from the military and that has inspired a new plan. have the military build a new wall in an area a military base more or less abutts against the mexican border. so this is california here and this is arizona. san diego would be under these buttons. here's mexico. they're talking about this area here. here it is closer up. the barry goldwater bombing rairai range, a bombing range not a particularly popular place to cross. the military does own this and the military could use the money to build a wall to keep undocumented immigrants out. we'll continue to examine. i love your feedback. you can get me on twitter.

>> starting today contra costa county animal services are offering free adoption. the shelter is looking for homes for dogs because part of the shelter is at 90% capacity. with the stormy weather on the way they need to clear out shelter space because they expect they'll get new pets. >> if you keep your pet outside, bring them inside. it gets windy, they get scared and frazzled. you may end up with a lost pet. bring your little friend inside. as the city begins to wake up, some nice hues. this north bay camera, talk about beautiful.

mobile doppler radar is up and our storm ranger is in the parking lot. i want to show you what's to come. we can already see it on our radar. we can see the rain developing just off the coast. the red area you see here are highlighted burn scars and that's what we've been talking about in terms of a concern for possible mud slides or flooding especially with the continuous amount of rain totals we're seeing for areas in the north bay. i want to take you through the time line because this is what everybody is wondering, how long is this rain going to stick around and when is it going to come my way? well, right now we're still seeing the majority of the rain off to the north bay for today. but through tonight, late tonight into early tomorrow morning we'll start to see a lot of the rain become more widespread spreading to the southeast. tomorrow morning's commute is not going to be the best one. take extra time. even though it will be mostly

cloudy, as that rain begins to move southward, you see widespread continuous rain especially early on in the morning. then if i fast forward to about 3:30, you notice areas like palo alto, san jose. starting to catch a break from the rain but then late into friday evening and early saturday morning another round of showers move in. we have a cold front sweeping in and it will get gusty out there. 35-mile-per-hour gusts especially for the coastal mountains. and look at the heavy pockets of rain. localized heavy downpours and that will start to move south early saturday morning. we're looking closer at the time line on saturday. it might make an earlier exit. as far as rain totals right now if i take you all the way through tomorrow at about 8:30 you're going to notice the most significant one, santa rosa, 2 inches. the santa cruz mountains over an inch. san jose seeing lesser amounts, less than hatch lf an inch toni.

our rain estimates seem to taper off. santa roser close to 4 inches. some areas might even see 4 inches or more especially for the coastal mountains. and this is what we're going to be monitoring very, very closely. this would be a good time to tie down any patio furniture, clear out any storm drains, anything like that that could catch you off guard. here's a look at what you can expect. the atmospheric river already making its way into the north bay. we'll keep the scattered showers and move southward and then on friday we're expecting widespread rain, windy conditions. this will carry over into saturday which means saturday morning we're expecting a pretty wet start. that system seems like it will be moving saturday into early afternoon leaving behind a clearing sunday. we're going to keep the dry conditions. but on the seven day look at tuesday. the return of some rain thanks to another incoming system. but that's just looking ahead. of course a close eye on what's to come in the next couple of

hours. take a look at your traffic conditions. right now we've managed to stay quiet. a lot of this seems to be from that typical morning commute. nothing too serious. however, chp right now is reporting some pretty heavy delays along 680, southbound 680. the reason for this right at washington boulevard. sorry this is hard. it seems my box closed off. a road hazard at washington boulevard. a ladder blocking one of the lanes. and this is a very heavy populated area especially early on during the morning commute. you can see this already backing up. you may want to jump off and take surface streets. they're already seeing some of those delays. metering lights have been on for an hour and a half. east bay drive times from highway 4 to the bay bridge about 28 minutes. how quickly we go from 8 minutes to 28. westbound 580 from 238 to the

critical to serious. and facebook's privacy scandal got even bigger. it is believed to be 87 million users who had their information shared improperly. most are in the united states and most of that data is connected with the 2016 presidential election. founder mark zuckerberg will speak on capitol hill next wednesday. and tomorrow on "today" savannah guthrie will sit down for an interview with facebook's coo sheryl sandberg. expect tough questions how the bay area company is handling your privacy. delta airlines is investigating a possible data breach that may have included travelers' payment information. this happened last fall and hackers may have had access to payment information over a three-week span. the airline says only a small subset of customers were affected. they say that it's not sure any of that information was actually accessed. many americans are still wondering whether national guard troops will start showing up at

the border with mexico. the president yesterday signed an order authorizing troop deployment and vowed to keep those troops in place until a wall is built. so far the plan is missing a lot of specifics including how many troops and in which states. while there is speculation we could see troop movement as early as today, again, that has not yet happened. happening today the lawyers for a former 49ers quarterback colin kaepernick will question under oath the general manager and head coach of the baltimore ravens. this is to understand why they did not hire kaepernick. he claims there's a coordinated effort to keep him from playing. he's even suing the nfl arguing the teams have colluded to keep him unemployed because of his protests for racial inequality. speaking of sports in a different note a's and giants are both coming off winning games. the giants play the dodgers tomorrow. you can watch that game here on nbc bay area. the first pitch is scheduled for
