hey, kristen, good morning. >> reporter: hi, hoda, good morning to you. the white house seems to be writing policy in real time after president trump announced this week he plans to send the national guard to the border. there are few details this morning about the plan, but so far there's plenty of heated debate. this morning a border battle brewing. the president officially sending the national guard to the mexican border, saying in a proclamation the situation at the border has now reached a point of crisis and that his administration has no choice but to act due to illegal drugs, dangerous gang activity and extensive illegal immigration. homeland security security, kirstjen nielsen. >> we do hope the deployment begins immediately. we are working with all haste. the threat is real. >> reporter: the president is directing the pentagon and department of homeland security to work with border governors to deploy national guard troops announcement earlier this week. >> we are preparing for the

military to secure our border between mexico and the united states. it's something we have to do. >> reporter: republican-led states, arizona, texas and new mexico welcomed the news with arizona's governor tweeting washington has ignored this issue for too long and help is needed. but california, which has led the resistance against the president's hard-line immigration policies, noncommittal. a state representative saying the request will be promptly reviewed. and while the homeland secretary said troops could start to be deployed immediately, this morning there are still few details. among the unanswered questions, how much will it cost? how many national guard troops will be sent? will they be armed? >> kristen, obviously this has been a big part of the president's campaign being tough on immigration, cracking down at the border, but why now? why the decision to send the guard in? >> reporter: it's a big question, savannah. and there may in fact be a number of factors.

for one, the president has been openly venting for days about those reports of a caravan of migrants from central america heading through mexico to the u.s. that has since dispersed, though. but politics may be playing a large role as well. some of the president's staunchest supporters have criticized him recently for not making enough progress on the border wall, a signature campaign promise and other key priorities. statistics actually show illegal border crossings are at a historically low level but the dhs secretary argued that april is traditionally a month that brings an uptick in those crossings. savannah and hoda. >> kristen welker, thank you. now to yet another new blow to facebook. it turns out the privacy scandal that has users deleting their accounts and has sent the company's market value plunging is actually much larger than we previously knew. nbc's business correspondent jo ling kent is at facebook headquarters. hey, jo, good morning. >> reporter: hey, guys, good morning. the damage here at facebook is far worse than originally disclosed.

up to 87 million people and their facebook data may have been harvested by cambridge analytica. this has got mark zuckerberg once again apologizing and promising that more change is coming. >> we didn't take a broad enough view of what our responsibility is and that was a huge mistake. it was my mistake. >> reporter: embattled facebook ceo mark zuckerberg telling reporters wednesday, he's still the best person to run the world's biggest social network. >> i think life is about learning from the mistakes and figuring out what you need to do to move forward. i started this place, i run it. i'm responsible for what happens here. >> reporter: that conference call coming ahead of next week's testimony on capitol hill, where he's set to get grilled by lawmakers in the wake of the cambridge analytica scandal. facebook now says the information of as many as 87 million people may have been shared in 2014 with the political firm hired by the trump campaign. that number up from an earlier estimate of 50 million users by a cambridge analytica whistleblower. the firm says they license data from no more than 30 million

people. the controversy causing some users to delete their facebook accounts. zuckerberg now acknowledging its relationship status with users has changed to it's complicated. >> i don't think there's been any meaningful impact that we've observed. but look, it's not good. i don't want anyone to be unhappy with our services. >> reporter: another bombshell, zuckerberg's comments addressing the fact that a now disabled setting allowed hackers to scrape public profile information from other users, using an e-mail address or phone number. >> it is reasonable to expect that if you had that setting turned on that at some point in the last several years, someone has probably accessed your public information in this way. >> reporter: if you're wondering if you're among the 87 million people who had their data accessed by cambridge analytica on facebook, well, zuckerberg now saying that they'll be telling you if you are affected starting monday with a link at the top of your news feed. guys. >> all right, jo. thank you. we want to mention tomorrow

nasim aghdam danced in gowns, lifted weights, advocated for animal rights across four different youtube channels. >> you will be discriminated and censored. >> reporter: sometimes in english, other times in the language of her birth place, iran. gathering enough of a following, 9.2 million views since 2010, to make money. but her father tells nbc news when youtube changed its policies, the money dried up. in the last two years, aghdam posted rant after rant against youtube. >> you go after my videos. you see my new videos hardly get views and my old videos that used to get many views, stopped getting views. >> reporter: she said her content was being filtered. >> when it comes to freedom of speech, do you think that iran is better than usa or usa is better than iran? >> reporter: police say the anger drove her to open fire on youtube employees tuesday, hitting three with a smith &

wesson handgun registered in her name. then she took her own life. just hours before the shooting police found aghdam sleeping in her car a half hour from youtube and hundreds of miles away from her san diego home. the license plate matched a missing person report filed by the family. >> the interaction by her is very calm and collected, very normal. the officers don't encounter anything that makes them suspicious. >> reporter: police say they notified the family. after the first call, the father phoned back to say that his daughter was unhappy with youtube. >> the officer didn't feel that it rose to any level of concern. there was no probable cause to have him take any further actions. >> reporter: the family never mentioned a gun. the police never called youtube. but now family members say law enforcement should have done more. >> they said she was angry of youtube so be careful. police said we are going to watch her, but they didn't watch her. >> reporter: despite the

buy. tom costello is looking into all of it for us. hi, tom, good morning. >> reporter: savannah, good morning. it probably will be a few months before the things that you and i all buy, tvs, cell phones, auto parts, anything made of steel, before those prices start to jump. there still is time for both sides to negotiate a way out of this, but the list of items that are targeted keeps getting longer. this morning, round two of what could be a looming trade war with china. with a not-so-veiled warning from the chinese ambassador to washington. >> it takes two to tango. >> reporter: china now hitting back, targeting 106 american products for 25% higher tariffs. including u.s. exports of corn and soybeans, beef, whiskey, cars, trucks, and planes sold to china. the counterpunch came just hours after the white house announced plans for new tariffs on even

more chinese products for intellectual property theft, including car parts and electronics made in china, which means americans could soon be paying more for a long list of products. cell phones, computers, tvs, fire extinguishers, dishwashers, snow blowers, motorcycles, even old school records. the national retail federation warning tariffs threaten to hurt consumers, jeopardize job creation and increase the cost of doing business here in the united states. though a white house economic adviser suggests it may all be a negotiating tactic. >> i would take the president seriously on this tariff issue. you know, there are carrots and sticks in life. but he is ultimately a free trader. >> but some of the retaliatory chinese tariffs seem to target trump country, including farmers who now fear lower prices for their crops. >> we're going to have the backs of american workers and american farmers. >> some republican senators are angry, including senator ben sasse, saying trade wars are stupid.

>> when you're on a slippery slope, you are going to find that agriculture is one of the first things going to be retaliated against. >> the concern this morning, a real trade war could lead to american workers being laid off. >> but tom, at this point it's just talk or fear of a trade war, right? we are not in a trade war? >> reporter: exactly. i think it's important to make that point. there is still time to negotiate a way out of this because the administration makes the point this won't take effect for six months, so there is plenty of time to talk. >> but the white house in this case, it does seem like they are serious about this in the long run. >> reporter: yeah. the white house says it is not bluffing on this issue. listen, it has what it believes are legitimate concerns on the part of the chinese engaging in unfair trade practices and a lot of republicans and democrats agree with the white house on that issue. >> all right, tom, thank you so much. just ahead, carson will be here with the story behind that incredible hole in one we showed you at the top of the show that jack nicklaus calls his favorite

moment ever at the masters. >> and he's had a few good moments at the masters so that's saying something. first, believe it or not, i can't believe we're going to say this, we have to talk about snow. dylan, what is going on? >> you said it, don't kill the messenger. yes, we're talking about two rounds of snow. let's take you back to yesterday where the snow is falling at the pittsburgh pirates game. they were hosting the twins. the snow is coming down, temperature was about 33 degrees, winds were up to 18 miles per hour, so the windchill was a factor. so certainly not what you hope to see for the start of baseball season here. but we have more snow falling in pittsburgh, lake-effect snow at this point because the air is so cold. but let's go back to where this next storm system is developing. we have light to moderate snow through north dakota, south dakota, eastern iowa is seeing some snow and this will move through minneapolis/st. paul today, through wisconsin, through michigan tonight. this will move quickly to the east and bring some snow especially to central and northern new england.

we are looking for some moderate accumulations with this storm, but the second storm we're keeping an eye on will move out of the rockies, especially as we go into friday night and saturday. so here you see the snow starting to fill in across the midwest. heavy rain through tennessee. heavy rain approaching georgia for saturday for the masters there. but this will continue to bring light to moderate snow through washington, d.c., through delaware and up into southern new jersey too. so storm one is going to produce a couple inches of snow but it's really storm two as it moves through the appalachians and into the mid-atlantic area where we could see 1 to 2, possibly 3 to 4 inches in some of the higher elevations. that's a look at the weather across the country, your local forecast is coming up in the next 30 seconds.

we saw the clouds move in yesterday. the peninsula, 54 degrees. the south bay, 55. 51 degrees for san francisco as well. but as we head in towards the afternoon, the north bay will start to see some of those showers. before it spreads southward to the remainder of the bay area, predicted high of 65 for oakland. 64 for san francisco. it's going to get breezy as well. southerly winds will kick up. san jose climbing into those 70s. if you look at doppler radar we can see the system just off the coast already starting to rain. we saw this early on but now we're starting to see more traffic building. we're seeing some slowing. also seeing some slowing along highway 85. a quick check of the bay bridge. this one has been backed up all morning long. drive times slowing down quite a bit, 19 minutes.

>> savannah, good morning. authorities say there is reason to believe this crash was intentional killing both parents and three of their children. this morning three other kids still remain missing as past abuse allegations against the parents come to light. ten days after the hart family's suv was discovered following a fatal plunge off a steep cliff, about 70 searchers are still combing the area. crews already recovered the bodies of the parents, jennifer and sarah hart, and three of their adopted children, but there's no sign of the other three, including 15-year-old devonte who gained national attention in 2014 for this emotional photo. >> we're going under the assumption that devonte, hannah and sierra were in the vehicle but we don't have 100% information to suggest other than our assumption that they were together. >> while the search presses on, investigators are retracing the family steps using cell phone pings and video. they believe on the morning of march 24th, the harts were in newport, oregon, and by that night had driven 450 miles to

ft. bragg, california. it's there on march 25th, investigators say jennifer hart was seen inside a safeway store buying bananas and other groceries. the next afternoon, march 26, their gmc yukon was discovered 15 miles away in mendocino county. >> no signs of anybody around it. no signs of anybody at all. >> the california highway patrol says evidence suggests the vehicle stopped near the cliff's edge, then accelerated plummeting 100 feet to the rocky shoreline below, but it's unclear why. new documents obtained by nbc news sign a light on the family's troubled past. according to a 2008 police report from alexandria, minnesota, one of the daughters, a 6-year-old, had a bruise on her left arm saying jennifer hart struck her with a belt. the parents told police they did not know how the bruise had gotten on her arm but a few days prior the girl had fallen down eight stairs in the house. the case was closed. in 2011 sarah hart pleaded

guilty to misdemeanor assault after a teacher found bruises on another child. days later all six kids were pulled out of school for home schooling. just two weeks ago the hart's next-door neighbors in washington state called child protective services saying the kids were begging for food. >> devonte coming over here and telling us that, you know, he's being starved to death and they're mean. he doesn't like it. >> according to the associated press, a family friend made similar allegations in 2013, telling oregon officials the harts were depriving their kids of food as punishment, but that friend says she was told there was not enough evidence to make a case. oregon's department of human services citing privacy laws, declined to comment. back to you guys. >> all right, joe, stay on it, thank you. now we're going to switch gears and go over to dylan for another check of the weather. >> good morning, guys. this time we're looking at the west coast where we have a stream of moisture moving in. we call it the pineapple express

because it originates from hawaii. and we do have some flood watches in effect, especially for the sierra nevada mountain range. so as this moisture moves in, it translates into heavy pockets of rain. we are going to see rounds of rain move through, especially tonight into friday. northern california could see torrential downpours. as we go into saturday, more rain is likely to move in. so the flooding risk is serious because that could lead to rock slides and mudslides as this heavy rain starts to fall. rainfall amounts through saturday with those couple of rounds of rain we're going to see could be as high as 2 to 4 inches up near san francisco and some of the higher elevations across the and, yeah, we're definitely tracking that system making its way to northern california right now. and we're already seeing some of the clouds out there, temperatures in the 50s right now. as you wake up, not seeing much rain but it's on its way. the north bay will be the first to see those showers earlier on, 49 degrees. 51 for san francisco.

i saw this meme. i actually wrote that song with the group back in 1977. this is a real photo, not photoshopped. we're at stevie nicks' house in santa monica. i'm glad that you all are discovering the song now. it's amazing. it's a good thing. they also performed here on the plaza. we're huge fans of fleetwood mac on the "today" show. some people thought it was disrespectful to use the band's song that way, but i'm sure the band will be just fine with it and i'm sure they're not too upset about the boost they're getting from the song. today is shaping up as a piv good morning. it's 8:26. i'm marcus washington. today is shaping up as a pivotal moment for barts future extension into downtown san jose. bta members are voting on plans to bring the massive tunnel project downtown. there's debate about whether that tunnel should be one bore or two. the bta is leaning on what would be a cheaper project involving one bore. bart in the past has moved two. it does appear bart is now on board with bta's idea. either way, bart board members will have to approve it and the federal transit administration must also sign off. right now, taking a look at you commute, a few little backups. >> just a couple slowdowns. a wide look at the bay area. we're seeing some yellows and oranges.

researched, the more i felt that, wow, i need to tell this. >> how would you describe the portrayal? what do you think the movie concludes, if anything, about culpability? i mean that's -- you know, this is one of those things that people are always going to wonder about. >> well, they should ask about. i think that's -- the portrayal, it's intimate, it's honest, it's authentic. we haven't strayed or gone for salacious or tabloid. it's a very strong intimate look at a man's moral choices. and responsibility lies not with him but with all of us. he is an elected official. i think that's where the story lies in history, it's always ongoing. we always need to look at the people we love and vote for. >> in the movie, i think it looks hard at the context as well. >> yes. >> the fact that his brother, bobby kennedy, had just been killed and that his brother's dream of reaching the moon was just days away from being realized. how do you think that affected ted kennedy? >> immensely.

i mean ted had 14 children, jack's two, bobby's and his own. it was one year since his second brother had been shot and murdered in front of everybody. bobby was the great liberal leader that was going to change politics, end the war. mary jo was a woman who believed and was hoping to make that happen. it's tragic. it really is an incredible one week of this man's life who then went on to have an incredible life afterwards. when you put it in context of who he was and where he was and how he got to this point, upside down in a pond swimming up for his life, it's just wow. >> it won't surprise you that some people are taking issue with the fact that this movie is characterizing this time. bob shrum who worked for ted kennedy called it a disservice. and a journalist there on chappaquiddick said it's utterly fictionalized. are you surprised at that pushback? what do you make of it? >> people think that this is
