tv Today in the Bay NBC April 6, 2018 6:00am-7:01am PDT
6:00 am
start with the rain in the area. >> i'm kris sanchez here for laura garcia. and we've been on since 4:00 to make sure you don't get caught in the rain. vianey is here for kerry. and this is a trouble some storm because it is so widespread. you have a lot of hot spots. >> yeah. we do. and one of the bigger concerns which is why there is a flood watch in place is for the north bay, looking at the models, it is trending more to the north. so it will stall out over the north. right now our flood watches for the mountain areas, and make sure you keep this in mind. north bay and santa cruz mountains, the sonoma county area expecting heavy rain so if you are just now waking up, turn ayour attention toward the monitor to give you a good idea of what we are expecting in terms of the rain. as we look ahead toward tomorrow, another cold front will sweep in early on at about 2:00 through 7:00 a.m.
6:01 am
and that is what will kick up cause for concern of gusty conditions for santa rosa, napa and san rafael but thoed doppler radar is showing off the widespread rain. so expect heavy rain at times, sonoma county seeing a lot of the heavy downpours. and if you are traveling -- if you are planning to travel to the sierra, lake tahoe area, keep in mind that today into early tomorrow morning we're skp -- we're expecting the worst of the commute. so not a good idea to head up there because this is a warmer storm. i want to remind you, we're trapping subtropical air tapping into hawaii and so the pineapple express is going to melt the snow creating runoff for the roads and potential mudslides heading up to sierra. so now let's check the roads. because i know a lot of you are wondering what the roads look like. we're seeing more issues pop up on the traffic map and i do have the radar up. so these are the green -- these highlight the highways and the
6:02 am
green off the map, that highlights.rain or areas that are wet. one that we have been tracking all morning long is that sig-alert. and it is in place for eastbound highway 4, one lane is open, two lanes remain blocked involving a big rig but now it looks like they thought it might have been spilling fuel but it looks like they could clear that out in time. so we're looking into that. chp said it is possible and now updating us on that. that is backed up to bay point. if i kind of zoom this back out to show you another slowdown, this is typically an area that sees a lot in both directions along 880 and i haven't seen any traffic collisions reported along that route. the bay bridge right now you could see the camera, we have some rain pushing through. i'll give you an update in just a bit. back to you. >> thanks, vianey. it is 6:02. the biggest concern is for the north bay. >> people living in the burn scar areas from last year's
6:03 am
wildfires. sharon katsuda is live in santa rosa where it is pouring and we know that this is really difficult time for these folks because they haven't even recovered yet, sharon? >> reporter: that is right marcus and kris. and that is the concern. we're standing here on a slope so this area is surround by hills. s in then empty lot with a lot of lots around the hoy-- where house once stood but was destroyed in the fire last october. you could see the barriers set up to keep the debris from going down the hill. now let's take a look at the radar. this is the concern. there will be about two to five inches of rainfall here in this area by tomorrow. so firefighters say those living in the nun and tubs fire area should keep an eye on the hillside and look for any movement and report any activity. sonoma -- and napa county are worried about potential slides and flooding and after the
6:04 am
wildfire burned homes and trees and vegetation which means the ground is unable to absorb water. >> this is the first time to test the burn scars and the storm that those of us working in the fire recovery, this is one we've been worried about. >> reporter: sonoma and napa county office of emergency serves took us on a tour to show us one of 22 rain gauges to monitor rainfall and measure how high surrounding creeks could rise. and back here live you could see the barrier set up and that is what their urging residents, to basically set up sandbags you know where there could be movement along hillsides to keep the debris from going into other areas and in the next half hour we'll have more tips on how to prepare for this storm. reporting live in santa rosa, i'm sharon katsuda.
6:05 am
we're following this morning since we went on early this morning at 4:00. an rain covering the bay area and where sharon is. vianey has been tracking this. and we'll bring her in. and you've been tracking every angle of this storm and you've been telling us where it will come. you said it, we saw it. so what can we expect for the rest of the day. >> well the north bay is going to continue to get slammed. which is why this has been a focal point in terms of our flood watches, reg n -- right n affect through 8:00 a.m. on saturday. so i will take you througha time line. the highlighted zones i have highlighted some of the areas that are more prone to flooding. right now the timeline shows just over two inches for santa rosa. and you can expect to see some of the coastal mountains higher. now i want to say that the santa cruz mountain area based on the models is under in the santa cruz mountains over two inches and along half moon bay. when you are looking at the map, oakland over three inches so we are at a flood risk right now.
6:06 am
and we want to keep a close eye even through tomorrow morning. so as the system makes its wau through tonight and that risk will remain especially as we led in toward tomorrow morning because that cold front will sweep in and the north bay is expecting the brunt the initial cold front. so for now we'll keep monitoring the storm through the bay area. back to you. >> thank you very much. continuing coverage, and crews are spread out across the bay area. you just heard from sharon katsuda in the north bay. garvin and bob are coming up later this hour but right now ansar hassan who is live in the south bay. what are the conditions like in the santa cruz mountains? we know that area often gets walloped. >> reporter: well chris, you could see it is really starting to come down. the santa cruz mountains are expecting to get four to six inches of rain over the next 48 hours. but the big thing is the flood watch issued just about an hour ago and will last until tomorrow morning. now residents who live up here
6:07 am
remember last year's massive storm that brought mudslides and rock slides. i checked with santa cruz county and they estimate the damage to be over $100 million. one of big concerns for this storm are the weakened trees by the drought which could come down at any time. odds even higher in in bad weather. the county officials pope francised -- officials warned on facebook to be aware of power outages. and the wind will pick up reaching 30 to 40 mile-per-hour so the countries suggesting having supplies on hand. they are recommending radios, batteries and of course nonperishable food and water. now with all of this rain has made for a tough morning we talked to drivers facing traffic issues. >> no one is expecting the rain but because california is in drought now, so we need the rain. >> it should allow to you go
6:08 am
home safely. or to the hospital emergency. >> reporter: the county said pg&e is going to increase staffing during the storm and the department of public works will also be out monitoring events. now chp wants to remind drivers to turn on your fog lights. especially as you could see as conditions being so bad out here. the rain and the fog so a warning for drivers to make it a safe commute. live in the santa cruz mountains, i'mancear hussan. >> thank you so much. we're at 6:08 and another big weather headline. we'll watch the rain at lake oroville. officials could raise water to a triggering level. now the main spillway at the dam is not fully repaired. last year the spillway crumbled forcing nearly 200,000 people to >> it is 6:08 and as the storm
6:09 am
system makes its way through on the radar, widespread rain and some seeing deeper pockets of rain than others. we the cell moving in and in the next 14 minutes we'll expect to see periods of moderate downpours. eldridge, i hope i'm pronouncing that correctly, or eldridge, but tweet me and let me know, at 6:20 and near sonoma at 6:29 and the cell pushing through. could you see it moving through. by 6:43, yountville and then napa at about 7:00 a.m. with heavier rain moving through. at least it is not windy but that is expected to change in the next couple of hours heading into tonight. i do want to highlight some more of the flooding risk factor for the highlighted areas. the one that you see highlighted are more prone to possible flooding which is why a flood watch is in place. the north bay and the santa cruz mountains as ansar said, and santa rosa expecting over two inches and san francisco also expecting a good amount of rain
6:10 am
as well. now a check of the roads. really quickly you could see what is starting to slow down. right now the biggest issue remains with that sig-alert along eastbound highway 4, two lanes remain blocked involving that big rig. i know they are already on scene. they've been working to clear this for a while. but we're also starting to notice slowing in the east bay. so i want to take you through the drive times. westbound 80 from highway 4 toward the bay bridge, at about 18 minutes. westbound 580 toward the bay bridge 18 minutes and 880 to the bay bridge about 16 minutes. back to you. it is 6:10 and we are watching other headlines, other than the weather. and that includes new jobs numbers. just into the newsroom. >> and we will take you live to at&t park. the process by which the giants will decide whether or not to play ball in all of this rain. 6:10 right now. time no
6:13 am
a soggy start at 6:13 and the satellite radar pick up the widespread rain and keeping an eye out on the roadways. i'll have an update on the drive times and tracking of the storm coming up. well time now for the day's business and tech news, including another controversy for facebook. >> and just in, the labor day releasing the march jobs report within of the last hour. skos mcgrew is off so we are
6:14 am
joining by eric chemi at c nbc headquarters in new york. >> that is right. good morning. we have a few negatives for the market this morning. we just got the latest job numbers from the government about 45 minutes they are not helping because job growth and unemployment were both worse than expected. investors are reacting to president trump proposing even more tariffs on china product and now they are saying they will take all of the necessary measures to protect its interest. and you add that up and you are probably looking at the end of the three-day winning streak for stocks. looking fog t looking -- looking for the dow to be town. and goodyear is denying a defect and the subject of a federal probe and possibly linked to nearly 100 deaths or injuries. the highway traffic safety administration is looking into claims that tires used for rv's were prone to failure causing loss of control and crashes over
6:15 am
a two-decade period. goodyear said it followed industry standards. and now looking at facebook. cnbc learned that facebook spoke with hospitals last year about possibly matching profiles of anonymous users with health data. the claim is to share medical information such as health issues and age but not a person's name and pair that with anonymous accounts that appear to belong to the same people and use the behavior to inform them on medical treatment. facebook confirmed the work to cnbc but because a pause on the program to do a better job of protecting data and more clear on how it is being used. back to you. >> thank you. also eric just mentioned facebook. at 7:00 this morning see savannah guthrie full interview with facebook coo sheryl sandberg. we've been playing piece of it and we'll share more at 6:45. expect tough questions about how the bay area company is handling your privacy.
6:16 am
and this morning giants fans are wondering, is there going to be a game? we're looking live at at&t park this morning. san francisco already seen the rain for sure. >> "today in the bay" garvin thomas is live outside of the stadium in the rain. and we can expect the team to make a call about that game sometime today? >> reporter: absolutely, marcus. for baseball fans who remember a name ernie banks, a legendary shortstop for the cubs and said it is a good day and the forecast is looking dicey for the game. let's show you what it is. the microclimate forecast for at&t park this evening. well, before, during and after game time, 7:15 and it looks like rain. the storm was no surprise so they got the tarp on the field early to make sure the infield is covered. grounds crews say there is not
6:17 am
much they could do other than that. just sit and watch the weather forecast. they want a few hours that is a break in the rain to get the game in. rescheduling the games is inconvenience for the teams and inconvenience for the fans. so they really do their best to make sure they could absolutely get the game in. which is why 14 hours before the game they are not going to call it yet. they wait until they are absolutely sure there is no chance to get the game in before they call and have to reschedule the teams and the fans as i said. so we'll keep in close contact marcus and kris with the giants throughout the day and as soon as they tell us which way the game will go we'll let everyone know. >> some of the die hard fans are waiting. and you'll be able to watch the game right here on nbc bay area. game time 7:15. our coverage begins at 7:00. don't miss it. well we saw that live picture from at&t park. we saw that the tarp was covering the centerfield.
6:18 am
so we know that ground keeps er are watching that. >> they are. and i'm looking at the model runs. and that is one of the number one questions and it is still widespread continuous all day long and even though it will calm down a bit, still expecting moisture through the area. now right now satellite radar showing you where this moisture is coming from. that atmospheric river that we've been following, here it is. it is a plume of subtropical air tapping into hawaii which is why we call it the pineapple express. but i want to show you this because it is trending further off to the north. so if i zoom in right now, satellite radar shows the lighter showers pushing through san francisco right now. dublin and fremont area and then we get some areas that are seeing lighter spots. i'll zoom back out because we have our mobile doppler scanning the south bay and it is capturing some of the areas where we're starting to see some light to moderate possibly even heavier downpours. i'll zoom in even closer to give
6:19 am
you a better idea of who is seeing the tough rain. so ala meeto and south coyote seeing the rain and driving along southbound 101, getting poured on. slow down because we're expecting this to continue all day long. so a time line of what to expect. by 6:30, showers and san rafael and san francisco and heavy rain in the santa cruz mountains and seeing the wind increase by 7:00 a.m. and we get this decent line of storms with stronger cells down even through the south bay as well. i'll take that through 11:30. this is where we might catch the slight break especially for the south bay. right around lunchtime, that doesn't mean the rain lets up. it is just a bit around 4:30 near san jose and palo alto because of the rain shadow but once again taking this through. 6:30, giants game, first pitch set at about 7:15 and you could see we still have plenty of rain
6:20 am
left right around that time. so the wind is expected to increase by this evening. even overnight and into saturday morning. the reason is about 2:00 a.m. you see the heavy pockets of rain, that is a cold front sweeping through. so you could see it right here. ab this is the biggest concern for flooding in the north bay. keeping a close eye. i'll be in tomorrow morning as well monitoring the situation up there. by about 6:30, the majority of the cold front and the line of storms makes its exit and by 11:30 or 12:00, the system clears off out of the area making way for a dry saturday evening into sunday. so let's talk about some of the rain totals estimated for tonight and into saturday. santa rosa inching closer to two inches. some of the models are running lower than what we have seen them pick up earlier this week. by about 7:00 a.m. on saturday, you could see the majority of the focus is still off in the north bay and for the santa cruz mountains over the next seven days, here is a good idea of what to expect.
6:21 am
rain at times and breezy and widespread. and then we get an early morning start on saturday with gusty conditions. heavy rain and then the rain moves out clearing sunday. we'll stay dry through monday and then tuesday we have another system moving in by the evening with another system behind that on thursday. but those two systems by no means look as strong as what is moving through now. now a look at the roads so you could get an idea of what you are dealing with outside. i'll zoom in because the biggest concern is the sig-alert. they have not cleared that out. lanes remain blocked involving the big rig. this is the early morning commute and hop on after and keep it on surface streets. let's look at east bay drive times. slowing along westbound 80 from highway 4 where the accident is, to the bay bridge and westbou westbound -- 580 and 230 to the bay bridge is slowing down. that is good, folks.
6:22 am
keep it slow. >> keep it slow because it is very rin ye-- rabe out there. >> and coming up on "today in the bay" -- >> first bay area responds. >> your hospital or doctor's bill contains an error. you are not alone. surprising research, plus coaching to help you correct those mistakes. i'm consumer investigator chris chmura and nbc bay area responds, next. mom you called?

we have just learned four-hour delays for arriving flights at sfo because of the wind and rain. take a look at the radar. it is not a surprise. >> well nbc bay area responds to billing mistakes all of the time. some of the biggest involve medical bills. >> big ones, too. consumer investigator chris chmura is here and the steps tv stations are helping to combat medical debt. >> reporter: mistakes on medical bills are rampant. the personal finance site nerd wallet did research. it studied thousands of bills and found errors on 49% of them. where there were mistakes, charges were 26% higher than they were supposed to be. so what do you do about? you speak up early and often. if your issued a bill after treatment, scrutinize it before you leave the office. ask questions and don't leave until you get it settled or get a written commitment to fix it. if it is a bill that is wrong and arrives in the mail after

the fact, don't waste any time starting the process of challenging it, immediately call the office and contest the mistaken charges. be sure to document every single call you make, and keep every single piece of paper you receive. that being said, we know that people sometimes give up fighting and those unpaid bills become medical debt. so nbc is partnering with an organization that can offer immediate help to hundreds of families. our company made a $150,000 donation to rip medical debt, a new york nonprofit that will use our donation to buy and forgive $15.5 million to $20 million of medical debt for people around the county. we can't forgive certain people because the charity is buying the debt in bulk but if you are part of the batch of $1.5 million in the bay area that rip is buying up to forgive, you get an envelope like this in the mail. it is yellow.
6:27 am
if you get one, we would love to hear from you. but even if you don't want to contact us, please hold on to that paperwork inside of that yellow envelope. that is proof your debt has been forgiven and the debt collector calls should stop. rip medical debt accepts donations from members of public. we've added a form on our website in case you would like to join nbc and make your own donation. if you have a consumer complaint for us to investigate, please call 888-996-tips or nbcbayarea.com/responds. well it is 6:27. coming up, tracking the storm. a live look in fremont. next, the way you can prepare and how to handle trouble on the roads. taking a live look outsid
6:30 am
the north bay. this is santa rosa.... at the right now at 6:30, a live look outside. this is in the north bay. this is santa rosa at the heart of the burn scar areas that have a lot of people worried this morning. as that rain continues to fall. good morning and thank you for joining us. as our special coverage continues. now we have been on air since 4:00 this morning to get you prepared for the storm. i'm marcus washington. >> and i'm kris sanchez there for laura garcia. we're standing in front of the radar to show you how wide spread this is. it is a traditional radar but this is storm ranger with more detailed picture of where that rain is coming down. >> and vianey is watching this wet commute for us and tracking the storm. vianey, what is the latest here? >> well let me zoom that in for
6:31 am
you. that great photo definitely shows the mobile doppler radar. on the screen it is the red and white scan is the national weather service. where we stand in terms of the rain moving, you could see in the east bay getting pockets of where it is calmed down quite a bit. we're now seeing some light rain. so it is not coming down too heavy but just off the coast you see we've still got a couple of pockets of heavier rain that will push through the north bay in just a bit. san jose if i take it down to the south bay you could see we're seeing light rain in milpitas and san jose. sunnyvale not catching any rain. same for palo alto. and right through the area typically falling into rain, saratoga seeing rain. not windy so we are not getting the blowing sideways rain but just light rain. with occasional periods of some heavier downpours. so let's talk about the -- the microclimate weather alert. we are expecting this to be widespread and carrying over
6:32 am
into saturday morning and as far as rain totals, between to to five inches. app we talk about five inches and we're talking about the higher elevation and the peaks and north bay and santa cruz mountains and upwards of three plus inches and that is a mudslide risk for fire zones and scars. we're talking about afa -- fast creeks an rivers and this is subtropical taching into hawaii so we'll get the snow that will melt but we could see a couple of inches toward saturday. so i'll give you a good idea, but right now the hour by hour time line. expect heavy rain for the north bay and santa cruz mountains and the breezy conditions will turn breezier into the afternoon and expect to keep the rain through the early morning hours and into the afternoon. now let's get a look at traffic. see what is going on out there. i told you we saw some slowing for the east bay and this is westbound highway 4 sig-alert due to the turned over big rig.
6:33 am
it might have spun now because of the wet roadways. 19 minutes. 580 from 238 to the bay bridge 17 minutes and the rain is calmed down just like it shows on the radar. but we're still seeing the wet roadways and it only takes a little amount of water to spin out. so slow down. back to you. and 6:33 and continued team coverage. our crews have been spread out across the bay area to bring you live coverage. sharon katsuda is live in santa rosa where it is pouring down. there is concern for people living in the burn scar areas. >> reporter: marcus sh the rain is coming down sideways. so the winds are picking up out here. and the rain has been coming down steadily all morning. you could see this is one of the empty lots in this burn area. we're seeing more standing water since we've been here. you could see that barrier set up here to keep the debris from what is remaining here from going down the street. there is another home that is
6:34 am
still in tact below as we have more daylight we could see there are homes still in tact. so this barrier is trying to keep the debris from going down the slope here to other homes. now let's take a look at the radar. this is what they're concerned about. they're concerned there is about to to five inches of rain between now and tomorrow morning. and they are saying that people living in the tubbs and nun fire burn areas should look at the hillside and report any activity, any movement. sonoma and napa county office of emergency services are worried about potential slides and flooding. the october wildfire burned homes and trees and vegetation which means the ground is now unable to absorb water. may marry and gary survived this storm but now will survive the rain. >> not worried about mudslides and come back next week and we'll see if we are standing in mud or not. >> reporter: water agency
6:35 am
program specialist barry duggan took nbc bay area on a special tour to show us one of 22 rain gauges designed to monitor rainfall and measure how high surrounding creeks could rise there. and take a look. this is what you should be doing right now to prepare for the storm. tie down any patio furniture as we said the winds are starting to pick up. so be careful. tie down the patio furniture and clean the storm drains out and of course keep some batteries on hand in case there are any power outages. live in santa rosa, i'm sharon katsuda. >> thank you for the update. and now a live look at other spots across the bay area. you could see the radar on the left side of the screen and on the right a live look at palo alto, plus a live look at the red roads in dublin. let's continue with our team coverage this morning in the east bay. >> and bob redell is live in fremont and, bob, what are the conditions like there? >> reporter: well you could see,
6:36 am
kris and marcus, we have a break in the rain but coming down heavy earlier. we did speak with drivers this morning who told us that they are definitely slowing down out on the roads. could you see now people going into their friday morning commute right now. and they are wishing these drivers that other drivers would do the same. remember the posted speed limit is the fastest you are allowed to travel as conditions warrant. so in other words, today might not be one of the 65 mile-per-hour days. now as we stand alongside of the alameda creek we're reminded of another possible danger here in the bay area and we're talking about flash floods. take a look at your tv screen. this is a video animation from the national weather service that has put out to show you what can happen when you try to drive your car through water in the middle of the road. it might seem like a good idea until you realize that the water is much deeper than expected. and your car washes downstream with you in it. here is some statistics. it only takes six inches of
6:37 am
moving water to knock down an adult and 12 inches to move a small car and 18 to 24 inches for larger vehicles. the cdc reporting that all flood fatalities in the united states have been in vehicles, something to keep in mind as this storm pushes its way through the bay area and expected to get worse much later today. live if fremont, bob redell, "today in the bay." >> thanks, bob. well of course we want to see the pictures across the bay area. as many of you face the rain this morning. you could see send those pictures toisee at nbcbayarea.com. >> vianey and bob was talking about how little rain you need to be knocked down or over and we are expecting more than that. >> especially dealing with ponding water. that is one thing, it is getting light outside but folks don't see -- excuse me -- the ponding water. but for now, i mean, we are expecting a couple of issues to arrive. the east bay right now along 880 both directions -- excuse me --
6:38 am
i've been dealing with this little pesky cough for a couple of days. >> take your time or a drink of water. >> southbound 101 seeing heavy delays but still the area of concern remains that sig-alert along eastbound highway 4 and two lanes are blocked an causing bigger delays because around the time the traffic starts to build, you could see the heavy delay back to bay point. they have not cleared that out. that truck is stalled out, flipped over and possibly because of a spinout right over that area. so if you can, try to avoid that hot spot. if not, just maybe head out earlier now because as of now there is no estimated time of when they will open the westbound 580 toward richmond bridge, about 10 minutes toward the bay bridge and looking at about 15 minutes and if we take a live look outside, golden gate bridge, seeing that rain come down again. >> if you like the look, get used to it because it will stick around the first part of the weekend. >> through today and all day keep the umbrella handy because
6:39 am
even though we might catch some breaks in the rain it will trick you because it will start back up again into the afternoon. so satellite radar showcases what we're tracking in terms of the rain. and as you saw, bob, he's in fremont. they're catching a little bit of a break right now. but we are expecting that rain to kind of just -- periods on and off all day long into early saturday morning. but good news, it looks like the system will make the exit sooner than anticipated. early on between 2:00 and 7:00 a.m., will be the main event. why? because the winds will really pick up getting very gusty and the temperatures will be in the 60s. remember, it is already feeling hot and muggy around here. because of that subtropical moisture. so coast and bay and inland in the 60s. and then as that system makes its exit into saturday evening, check out how your sunday is looking. you will like this. sunday forecast much more pleasant. we have a couple of clouds left behind but aside from that, it is a lovely afternoon. temperatures will remain in the 60s and we'll keep the drying conditions all day on sunday into monday. before we see the arrival of another system move in on
6:40 am
tuesday. so keep a close eye on that but hey, we get one full drive day of nice weather as we head into the weekend. sunday and monday are my favorite days any way. so back to you. >> it is movie day for sure. coming up next on "today in the bay," how about paying for facebook. >> and right now -- >> that would be a paid product. >> it is the story that has folks talking on social media, facebook and otherwise this morning. we'll tell you what facebook coo is saying about when you might have to pay to use the site. and speaking of money, yeah, the stock market not looking great. the dow down 145 points. this is all on trade worries and a weakened job report. and tonight we want to get to know the new fresh faces. one of the newest players has a connection to dr. martin luther king. tony watson's name is watty and ended last season as a dodger. but we won't hold that against

6:45 am
