then, we're going to see more snow as we go into saturday. this area of low pressure will move through new england. we're not looking to see a lot to accumulate that much. the second round, through virginia, west virginia, delaware, through saturday. not a lot of accumulation. you have to go in the higher elevations through central and northern new england, where we could see 4 to 6 inches and in the appalachians in west virginia, where we will see most of the accumulating snow. the big story is the frigid cold temperatures. the cold air continues to pour in from the north. minneapolis, 19, right now. wichita 43. st. louis, 46. let's take you to tomorrow morning. we're likely to break record low temperatures. green bay, a morning low of 10. the record is 16. kansas city, 18. tulsa, 27. the old record is 28 degrees. it will be very, very cold tomorrow morning. craig? >> dylan, thank you. breaking overnight, a dramatic escalation in the looming trade war with china. president trump is now

threatening an additional $100 billion in tariffs. and this morning, chinese officials are fighting back with new threats of their own. nbc chief global correspondent, bill neely joins us now. a lot of back and forth in the last few hours, what can you tell us? >> reporter: tough talk from beijing this morning, blaming the u.s. for starting what it called a conflict, but then using the word war. we're not afraid to fight a trade war, a spokesman said in beijing. and we will pay any price. this is day four of the tit for tat threats. president trump outlining $50 billion of possible tariffs on chinese goods on tuesday. yesterday, the president doubling down, suggesting another $100 billion. and now, the chinese response today. nothing from the president so far on twitter.

but everyone is asking, who is going to back down first here? these are the world's two biggest economies. a real trade war could do immense damage globally. the president trying to bully china. president xi has built his reputation on toughness and today's statement from beijing simply screams, we're not backing down. american businesses worry this is a dangerous game of chicken, to quote the national retail federation. the tariffs on china would harm american business most. both sides are leaving room for negotiation. all-eyes will be on wall street, to see if the markets, which have been spooked, respond to china's threat to pay any price to win a trade war. craig, savannah. >> bill neely, thank you. a lot more the white house, including the president making his first public comments related to the stormy daniels scandal. nbc's kristen welker has that story this morning. kristen, good morning to you.

>> reporter: good morning to you. president trump has avoided commenting on the stormy daniels saga until now, breaking his silence about the money his lawyer paid to daniels, that she says was intended to keep her quiet. president trump on the record for the first time about stormy daniels, denying any knowledge of the alleged hush money payment to the adult film actress. >> did you know about the $130,000 payment to stormy daniels? >> no. >> reporter: that payment, made by the president's personal lawyer, 11 days before the 2016 election. the president speaking to reporters aboard air force one, was not asked about his relationship with daniels. but white house officials denied he had an affair with the porn star. why would his attorney make that payment? >> you'll have to ask michael. >> do you know where he got the money to make that payment? >> i don't know. >> did you ever set up private money? >> i'm sorry.

>> reporter: cohen said he made the payment to daniels as part of a nondisclosure agreement with his own money and without the president's knowledge. a representative told nbc news, the president's comments are accurate, saying michael cohen made the payment to protect reputation, family and business. it had nothing to do with the election. daniels is arguing that trump didn't sign it, it's invalid. daniels' lawyer michael avenatti suggests the president's comments on thursday could help his client's case. >> we waited patiently and lo and behold christmas has arrived. the president's comments on air force one are serious for him, serious for michael cohen. these guys are making it up as they go along. they don't know what to say from day in and day out. and our case just got a whole lot better. >> reporter: daniels, who said she had sex with mr. trump once in 2006, talked about the payment on "60 minutes" last

month. >> was it hush money to stay silent? >> yes. the story was coming out again. i was concerned for my family and their safety. >> reporter: the real issue for the president may not be that alleged affair but the payout. a watchdog group has filed a complaint with the federal election commission, arguing the payment amounts to an illegal campaign contribution, something trump's lawyer has denied. >> thanks, kristen. we're learning more about the u.s. troops being ordered to the mexican border for the first time. the scope of the plan is being revealed. gabe gutierrez is on the mexico border in texas. good morning to you. >> reporter: good morning. 2,000 to 4,000 troops is what the president wants. the national guard in texas says the deployment here at the border is in its early planning stages. and the pentagon can't say whether of the troops will be armed. this morning, the details of president trump's troop surge at the u.s./mexico border are still taking shape.

the president now says he wants to send between 2,000 and 4,000 national guard members and keep them there until most of his proposed wall is built. >> we're going to have the wall. >> reporter: the department of homeland security says there's been a 200% spike in illegal border crossings over the past year. and a 37% jump from last month to this month. >> we are at a crisis point. we'd like to stop it before the numbers get even bigger. >> remember my opening remarks at trump tower. they're bringing crime and rapists. people say, he was so tough. and i used the word rape. yesterday, it came out that this journey coming up, women are raped at levels nobody's seen before. >> reporter: that journey, a reference to the so-called caravan of migrants in mexico, that the president has been warning about for days. but he offered no proof to support that rape claim.

>> the military is supposed to be sent to war zones, not down here. >> reporter: for years, at sacred heart church, sister norma and her volunteers have helped hundreds of migrants a day. many wearing ankle monitors as they await immigration hearings. >> these are families and children. they're not criminals. they're asking for help. >> reporter: presidents bush and obama also sent national guard troops to the border. in 2014, so did rick perry. right now, there is no timetable for when the 2,000 to 4,000 troops president trump wants will arrive. craig and savannah? >> gabe, thank you. a quick programming note here. on sunday, msnbc's "headliners" will focus on robert mueller, the special counsel leading the russia investigation. what has shaped him and drives him? nicolle wallace will take an in depth look.

we look at our morning exclusive with sheryl sandberg. we traveled to facebook headquarters south of san francisco, where we sat down with her last night. i asked her about the company's still-growing data scandal, if there were other data breaches we don't know yet about, and how facebook can win back the trust of billions of users. this might be the biggest crisis facebook has ever faced. on a scale of one to ten, this breach of trust with your users, where would you put it? >> we put it at the top of any scale because we take any breach of trust with users that seriously. >> it's a ten? >> we have a responsibility to protect people's data. and we have a responsibility for people to know that they can trust using our services. so, whether it happens to one person or a lot of people, whether it's on the front page of the newspaper or it just happens to one person, that's always a ten. >> a huge breach. is it greed? was it incompetence? when you think big picture, what went wrong? >> what we weren't focused

enough on was protecting. that same data you enable to use for social experiences can also be misused. >> let's talk about cambridge analytica. this first came to facebook's attention in december 2015. s facebook taking ago. these serious steps you've announced this week. what is the reason it took so long? you could have done all of this 2 1/2 years ago. >> you're right, we could have done this 2 1/2 years ago. >> so why didn't you? >> we thought the data had been deleted and we should have checked. you're right about that. >> why didn't you check? >> we thought it had been deleted. they gave us assurances and it wasn't until people told us it wasn't true. >> somebody that has violated in spirit, if not to the letter of the principles. >> we had legal assurances they had deleted. we didn't do the next step which is the audit. we're trying to do that now. >> many are wondering why facebook didn't tell users,

since they found out in 2015. >> we thought the data had been deleted. >> that doesn't mean you don't tell the users, hey, this was stolen from you. >> yes. we should have done that, as well. >> it feels like facebook was trying to get away with it. >> i don't think that's true. of course, you're right. and we should have done it. let's fast-forward to now. >> do you think there could be other breaches like the one we saw in cambridge analytica, where tens of millions of people's data was accessed improperly? >> we're doing investigations and audits. yes, we think it's possible. that's why we're doing the audited. we're shutting down some of the groups, events, pages, other parts of our product. a lot of these have good use cases. we're making a big shift here. and it's a shift we're making to make sure that we are more protective. >> people say that we're the product, our data. that's the product you're selling. >> that's not true. here's how our business works.

we don't sell your data, ever. we don't give personal data to advertisers. people want to do targeted ads. that's important for business. people want to show ads, we take the ads and show them. we don't pass any individual information back to the advertiser. >> you don't have to pass it because you collect all of the information and you target the ads for the advertisers. that's the service that you charge the advertisers for? >> that's right. that's a very good service. that's a privacy protected good service. >> could you come up with a tool that says i don't want facebook to use my personal profile data to target me for advertising. do you have an opt out button? please don't use ply profile data for advertising? >> we have different forms of opt-out. we don't have an opt out at the highest level. that would be a paid product. >> mark is going to be testifying before congress. what's facebook's message to congress? and do you think that mark needs to apologize in that public

setting? >> mark has apologized and i know he is prepared to apologize in my situation where we have responsibility. mark's message to congress is that he wants to be there to answer all of their questions and he wants to tell them the steps we're taking. >> a cynic would look at this and say facebook could have done all of this, every step, a long time ago, and not until its stock started tanking did facebook take it seriously. you care about privacy now because it's hitting the bottom line hard. >> we cared about it all along but got the balance wrong. thinking about social experiences. you are able to connect with your friends, able to see your friends' play lists, as i mentioned. those are good things. that involves sharing data. in all of these cases, there's good cases for sharing data. i think we were idealistic and not rigorous enough. and there's the possible misuse. what we are focused on is making sure the possible use cases get

shut down. i'm not going to sit here and say that we're not going to find more because we are. >> our conversation continued. it was fascinating. we were at facebook headquarters. this is probably the biggest crisis to hit facebook. in our next hour, i asked, you have a problem in most organizations and heads roll when something like this happens. we talk about leadership in the company, her leadership and mark zuckerberg's leadership. >> it sounds like facebook is certain there's more out there. >> it feels like, they don't know. they really don't know. and she said, now we're doing the audit. now, we're going to find out. they are making a lot of significant changes. we'll continue to follow it. and there's a lot more coming. >> fascinating conversation. a headline-making arrest in new york city overnight. fighting superstar, conor mcgregor, turning himself in after this caught-on-camera attack on a bus. willie is here with more on this.

good to see you. >> good to see you both. this morning, former ufc fighter conor mcgregor is in police custody, arrested after causing a melee at the barclay center in brooklyn. mcgregor turned himself in and was charged with assault after an incident that quickly got out of control. overnight, chaos caught on camera. after multiple videos catch mixed martial arts star, conor mcgregor, using control after a media event at barclay center. he can be seen in this video from "tmz sports," picking up a hand cart, and shattering the glass of the bus. several posted the video of mcgregor and his entourage acting wildly in a nonpublic area of the arena. mcgregor picking up a chair and running after a bus. that bus carrying other fighters, set to compete in this week's events, who ended up suffering injuries from the incident.

mcgregor later turning himself into police. he was arrested and charged with three counts of assault and one count of criminal mischief. the target of the attacks, one of mcgregor's main rivals. the incident, just the latest problem for the fighter. on wednesday, ufc officials announced he would be stripped of his 155-pound championship belt that he won in 2015. he has not fought since then. and last summer, mcgregor famously lost to boxer floyd mayweather jr. in a much-hyped pay-per-view match. the organization deems today's disruption completely unacceptable and is working on the consequences that will follow. ufc president dana white sounding off to espn overnight. >> you want to grab 30 [ bleep ]

closer toward the san francisco area, you could see we have this cell right here moving toward oakland so oakland don't be surprised if you get a period of some moderate downpours here and there. we're still seeing light showers in san francisco where you zoom out and if i show you the south bay, you could see some spots are catching a bit avenue break b -- a bit of a break and light rain for the santa cruz mountains and still foggy up there and starting to notice the winds are picking up. and a check of the roads to give you a good idea of what we're tracking. slowing out on the roads. we saw spinouts early on but noticing some slowing along the bridges. westbound 80 toward the bay bridge looking at about 15 minutes. westbound 92 toward the san mateo bridge, 13 minutes and toward the richmond bridge about 11 minutes and live at the golden gate bridge camera and slow down because we're expecting widespread rain all day long and the roads will remain wet. back to you.

lockup meetup. >> the prison officials allowed them to meet together for about an hour. and both brothers became emotional and hugged each other. they're so excited to be reunited after all these years. >> reporter: lyle had been serving time in northern california but in february was transferred to erik's prison in san diego. this week, they were placed in the same facility within that prison. >> i think it's an answer to prayer. i've been praying for many, many years this would happen. >> reporter: the brothers are serving life without parole for murdering their parents inside their beverly hills mention in 1989. prosecutors say they said did it to get the family fortune, while defense lawyers say it was self-defense after a lifetime of abuse. >> sorry for your loss. >> we need to pick up our tennis gear. >> reporter: the murders received a renewed attention with a "law & order" series on

nbc, devoted to the case. >> joseph lyle menendez, guilty. we find erik galen menendez guilty. >> reporter: last september, lyle speak by phone to megyn kelly. >> i have not seen erik in 17 years. and i miss him every day. >> can you and he speak on the phone? >> no. we cannot talk on the phone. we're communicating just through having the same family members and by writing letters. >> reporter: journalist robert rand wrote a book on the brothers, due out in september. >> lyle sometimes speaks with erik's wife. and erik speaks with lyle's wife. but neither brother has been allowed to speak to each other since 1986. >> reporter: erik has a facebook page that is administered by relatives. the latest post celebrate the brothers reunion. while they are not cell mates, they will be able to see each

other every day. when the brothers were sentenced, police objected to putting them in the same prison because they were partners in crime. rand says that lyle applied for a prison transfer six times before one was finally grounded. california prison officials say the brothers are in the same programming facility, which means they can interact with each other and take advantage of programs. >> joe fryer, thanks. dylan is at the weather wall with the latest. hi. >> good morning, again, guys. we'll look at thunderstorms moving through little rock, arkansas. we're going to see more severe weather develop later this afternoon, right through this area, parts of eastern texas, to northern louisiana, southern arkansas and west-central mississippi. 50 million people are at risk for the storms. damaging hail will be the biggest threat. tomorrow, the threat stretches into the coast, in the carolinas

msnbc. just ahead, carson's can't-miss "pop start." first, a look at the weather. >> we have more rain moving into parts of the west coast. we call it the pineapple express. the moisture originates around hawaii. and the moisture streams across the pacific and falls along the west coast of california and up into oregon, too. across the sierra nevada mountain range, we'll see more rain fall today and into saturday as well. we'll see pockets of heavy rain. the one good thing is that a lot of this heavy rain is falling in an area not impacted by recent burns and the burn scars. that should help limit some of the mudslides and rock slides we can see. we'll have to deal with the rain and the snow melt because of the warmer temperatures. that could lead to some flooding. we could see as much as 3 to 4, 5 inches of rain, with rainfall rates of half an inch to 3 inches per hour possible.

we )re in a microclimate alert. good morning. it's 8:26. i'm marcus washington. we're micro climb weather alert. a look at the golden gate. let's get the latest weather conditions. >> we've been tracking this all morning long. you can see right here on our satellite radar, we've got that plume of the subtropical air. let's see where the rain stands out. we're catching a couple of breaks in half-moon bay. san francisco seeing some light showers moving through. san jose as well, we're seeing some rain purposhing through pleasanton. santa rosa, seeing steady rain. expect the wind to pick up into the evening hours. freemont, livermore area seeing rain as well. here's a quick check of what you can expect and look out for for today. we're talking about possible risk of mudslides, especially for areas along the burn scars.

your kitchen routine with a dinner from one of the hottest chefs in the country. dylan, what you got in the weather? >> we have rain in the northeast. you go farther north and we have some snow. that will move away by tomorrow. but down through kentucky and west virginia, through virginia, that's where we're going to see snow tomorrow. most of the accumulations will be through the higher elevations. we could see strong storms in the southeast, damaging wind and hail. it will be frigidly cold saturday morning in the midwest. that will make way for more snow on sunday. cold in the northeast and chilly through the mid-atlantic. hot and dry in the southwest, especially in parts of western texas. that's a look at the weather across country. now here's a peek out your window. >> we're still on tap with that rain moving through. you can see right here we had a couple of those moderate cells push through right now, areas like san francisco, san mateo, catching a bit of a break from

some of those showers. same for oakland as well. that doesn't mean we're in the clear. we can expect to see the rain at times really all day long with the heaviest rain expected for the north bay, temperatures will remain in the 60s. a big hello to this side of the plaza, too. we can't leave them out. >> dylan, thank you. when was the last time you switched credit cards? according to a new study 40% of us have never changed our primary card or have gone at least ten years since we last did. not good says jean chatzky. she's here to explain why you're missing a chance to get out of debt faster and cheaper. always good to have you. we learn something when you're here. >> thank you. >> what's the deal here? >> the deal is that all of these people have not changed their credit card. and the rewards on those credit cards have gone up immensely.

three-times over the last ten years. you are leaving big money on the table not doing it. >> one of the things i was taught, is when you apply for new credit cards it has a negative impact on your credit score. >> it does. it's a small negative impact. when you apply for a new credit card, it takes your score down but just a little bit. when you get that new credit card, you get more credit. that takes your score up substantially. and the big trick here, do not close the old credit card, unless it has a big annual fee. that will help your credit score, as well. >> how do we choose this new card? >> according to the research is the big things that people want are rewards. the first thing to look at is a mileage bonus. there's cards that will give you

50,000 miles just by signing up. so, you can get that. you may have to spend a few thousand dollar on the card to trigger that bonus. if you can't pay it off, look for a different reward. next thing, ongoing miles earnings. you should get two miles for every dollar that you spend on these cards. chase sapphire, capital one venture. if you're not going to use the miles, it's not worth collecting them. you want to go for cash back. you sign up for the wells fargo visa card, you can get cash back. you pay that off and you can get cash back. the one i like best here is the amex card. it's called the everyday amex card. if you spend $100 a week at the grocery store, and many people do that, you're looking at $200

over the course of the year. >> the rewards are great. what about the fees? >> the mileage cards are free for the first year. afterwards, there's a $95 annual fee. the cashback cards are not going to have a fee. what you have to watch out for is the interest. if you can't pay your card off right away, it's not worth going for the mileage bonuses because the cost of the interest alone on a balance of $2,500 to $3,000 is going to eat up even a $500 reward. >> and the interest rates, as well. >> the interest rate on a card at 19% or 20%, that's going to eat that bonus right up. >> if you are carrying a balance, and a lot of the cards tap themselves to be perfect to transfer a balance to, what do you subject for that? >> look for a card with no balance transfer fees. this could be the best reward because if you are carrying

$2,500 balance, you can wipe that out at a 0% interest rate. you are saving yourself big money. chase slate is the only card i've been able to find that doesn't have a balance transfer fee. but you have to transfer the balance within the first 60 days you have the card. and it keeps you at a 0% rate of interest for 15 months. the other thing to look at is the interest-free period on that card overall. amex blue cash, another one that has a 15-month, 0% fee. and you get a bonus that can wipe out the transfer fee. i know i threw out a ton of names. i will tweet them out for people that want to follow along. >> all this sounds great. people that are watching and listening. but my credit isn't very good. >> we have answers for that. there's secured credit cards now that give you rewards. discover has one and there's a bank called sun trust that has one.
