morning. a series of overnight missile strikes in syria, following the deadly chemical weapons attack, allegedly carried out by the syrian government. it has drawn condemnation from world leaders, including president trump. what is the next move for the u.s.? we have in depth coverage this morning. let's start with nbc's chief global correspondent bill neely in lebanon. he has the very latest. bill, good morning to you. >> reporter: good morning, savannah. yes, another horrific chemical attack followed by retaliation overnight. and u.s. officials now telling nbc news that israel attacked that syrian air base after informing the u.s. first. so for president trump, a real dilemma today, does he now punish syria by firing missiles as he did almost exactly a year ago after a similar attack, or does he pull back from syria's war, as he signaled last week?

either way, this is decision day. israeli warplanes. russia says two f-15s fired at a syrian air base overnight. the t4 base is 60 miles from the syrian capital damascus. syria says 14 people died. israel isn't confirming it launched the attack, though it hit the same base two months ago. the pentagon says u.s. warplanes were not in action. the retaliation coming a day after these disturbing scenes, a suspected chemical attack. children fighting for breath, victims foaming at the mouth, eyes burning, smelling of chlorine gas. dozens killed, hundreds treated say eyewitnesses, though nbc news can't confirm the casualties. >> one thing that we are absolutely clear about is that any use of chemical weapons is completely prohibited in international law. >> reporter: in tweets,

president trump's immediate reaction was clear and personal. unusually naming president putin as responsible for backing animal assad. promising there would be a big price to pay. the decision he faces today is whether to repeat the cruise missile attack he ordered almost exactly a year ago. three days after a similar gas attack killed more than 80 civilians but just a week ago the president called for u.s. troops to withdraw from syria. today, defense secretary james mattis keeping america's options open. >> can you rule out taking actions launching air strikes against assad, mr. secretary? >> i don't rule out anything right now. thank you very much, ladies and gentlemen. >> this attack presents mr. trump with a stark choice, military response or open reluctance to deepen their involvement in a brutal war. >> later today, the u.n. security council will meet to

discuss that chemical weapons attack. and president trump will meet senior military leaders and his new national security adviser john bolter. he is under great pressure from republican lawmakers to act. russia this morning threatening that any u.s. military action could have serious consequences. savannah? >> all right. bill neely in beirut for us. let's bring in national security analyst, jeremy bash. jeremy, good morning to you. >> good morning, savannah. >> we're talking about high stakes here. the president warning of a big price to pay. but russia saying there will be consequences. do you expect the u.s. to act militarily? is there any choice? >> i do expect, savannah, that the united states will order military strikes against targets in syria. or probably in the final countdown to the strikes, maybe days, maybe hours away. the question, savannah, will the president go after more than a lone airstrip, which is what he did last year? will he attack regime targets? command in control? military intelligence headquarters of the assad regime.

>> i was wondering that because we did see something so similar a year ago. and of course bashar al assad knows now to factor that into it. if he's going to order a chemical strike, he must anticipate the response. does the u.s. have to go further if it really wants to deter this kind of action? >> yeah. i suspect the president will want to ratchet it up. the question is will that be married with a political, a diplomatic effort to really push assad aside? up until now, savannah, the united states has allowed russia, iran, to dominate syria and has kept assad right in power. we see the results of that decision. >> two parts of that. because for the first time or at least in a very rare instance w vladimir putin by name, very tough terms. and at the same time, you have republican senators like mccain and graham saying, it was trump who said last week, we might immediately withdraw from syria. and that's exactly what emboldened assad. >> i think senators mccain and graham have it exactly right. the president's embrace of putin has backfired.

here we are today. >> jeremy bash, thank you very much. we'll be watching. appreciate it. >> thanks. we have breaking news from north korea overnight. for the first time, that country reportedly told the u.s. it is willing to discuss denuclearization in the korean peninsula. a u.s. official says the offer was made directly and not through a third party. however, north korea did not specify whether it would consider eliminating its nuclear program all together or merely freeze it. last month, president trump announced that he had accepted an invitation to meet north korean leader kim jong-un face to face. this latest overture on the main sticking point between the two countries could make it more likely that the meeting will actually take place. now, to the breaking news out of long island overnight. dozens of high school students injured when the bus they were on struck an overpass, shearing off its roof. nbc's blake mccoy is at the scene for us this morning. blake, good morning to you. what can you tell us? >> reporter: good morning, savannah. the roadway on long island just reopened. that's the overpass in question.

and when you see the video, it's amazing that everyone survived. >> we have a motor vehicle accident. eastbound parkway. >> reporter: overnight, a terrifying crash on a busy new york highway. a charter bus carrying dozens of high school students plowing through an overpass, coming out the other side. the top of the bus, sheared off. glass was sprayed along the busy highway. >> the impact to the overpass was significant. it wasn't just a bump. if you look at the bus from the side, it's got substantial damage. >> reporter: video seen here, shows students climbing out of the bus. first responders using ladders to rescue those left inside. all 43 passengers and the driver were injured in the crash. at least one seriously. injuries range from broken bones to cuts and scrapes. >> this was treated as a mass casualty incident. >> reporter: 38 students between 16 and 18 years old, were

traveling home from john f. kennedy airport to meet their families after a spring break trip in europe. five chaperons were also on the bus. according to officials commercial vehicles aren't allowed on the southern state parkway because of low clearance bridges. >> what i'm being told is this driver is not from the long island area. so, he obviously wasn't aware of the parkway system. >> reporter: the crash is under investigation. but this morning, officials are thankful it wasn't worse. >> let's put it this way -- we're very lucky. this could have been tragic. we're very lucky. >> so blake we know that the driver wasn't from long island, but what else do we know about him? >> reporter: well, hoda, we're learning this morning he's from pennsylvania. you heard officials say they do not believe he was familiar with this parkway system and these low clearances. the clearance on this bridge is under eight feet. and officials say there are no signs that he tried to stop before impact. hoda and savannah? >> blake mccoy. blake, thanks very much. a lot more to get to on a monday morning.

the former fbi director, james comey, has a highly-anticipated book offering his account of the hillary clinton e-mail investigation and his abrupt firing by the president. that book comes out this week. this morning, we're hearing from a key player in all of it, the former attorney general, loretta lynch. she sat down exclusively with nbc's lester holt who is here this morning. good morning, lester. >> good morning. good to see both of you. the original justification that comey's firing was that he went around attorney general lynch improperly when he publicly announce nod charges would be filed against hillary clinton. comey was concerned that lynch's impartiality was compromised. in the clinton case. it's a subject i explored in our conversation. james comey testified in june of last year before congress. and he noted you asked him to call the clinton probe a matter, not an investigation, but he

said it made him feel, i'm para phrasing, made him feel strategic. he noted it. what did you mean when you said, let's call it a matter and not an investigation? >> i heard about the testimony. i didn't watch it at the time. it was brought to my attention later. people were raising it with me. my first response was, what is the issue here? i remember specifically talking with him, as we talked about sensitive things on a number of occasions. we often would have to discuss sensitive matters, terrorism and the like, law enforcement policy and the like, and this was a very sensitive investigation, as everyone knew. and the issue when he and i sat down at that time, which i think was early in the fall of 2015, was whether or not we were ready as a department to confirm an investigation going on. when we typically do not confirm or deny investigations into anything, with rare exceptions. >> but so comey says you want to call it the clinton matter, he

wants to call it the clinton investigation. to the extent that he noted it, it bothered him, did he question your credibility with regard to the clinton case? >> well, i can tell you that, you know, it was a meeting like any other that we had had where we talked about the issues. we had a full and open discussion about it. >> he didn't raise any concerns? >> concerns were not raised. >> in our interview, i asked her directly if she thought comey deserved to be fired for getting out in front of her on the clinton announcement. you'll hear her answer when you see that tonight. and we'll talk about the infamous tarmac meeting. when she met with president clinton on the airplane in phoenix. >> a key figure and we haven't heard her side in it. lester, we look forward to your interview. thanks, lester. now, to facebook doing damage control amid its privacy scandal. this morning, the company is notifying the tens of millions of users who were swept up in that massive data breach, as mark zuckerberg prepares to face a grilling on capitol hill. nbc's correspondent, jo ling kent is there. good morning. >> reporter: good morning. it is crunch time for ceo mark zuckerberg is in preparation mode.

his focus will be on accountability, owning the bigger problem, and taking action. this as facebook started rolling out a new tool just this morning that notifies you if you're among the 87 million users whose personal data was harvested by political consulting firm cambridge analytica. first, it will begin sending notifications out to the 87 million facebook users who potentially had their data compromised in the cambridge analytica scandal, including personal information that may have been used in an attempt to influence the 2016 presidential elections. the company says users will be able to find those alerts at the top of their news feeds. facebook will enable users which apps shared their data and how to delete those apps, making it easier for users to control their activity on the social

network. the company second in command sheryl sandberg announcing these new controls in an interview last week with savannah. >> we're going to start rolling out to everyone in the world, a notice at the top of the news feed, which tells everyone which apps they connected to and an gives them a very easy way to delete. >> reporter: the release of the new feature comes as mark zuckerberg gets set for two days of grilling on capitol hill, beginning tomorrow. zuckerberg has repeatedly apologized for the issues, saying he hopes to regain the trust of the nearly 2 billion facebook users worldwide. >> i don't want anyone to be unhappy with our services or what we do as a company. it still speaks to people feeling like this was a massive breach of trust and that we have a lot of work to do to repair that. >> reporter: apologies may not be enough for some lawmakers, who says the company may need more regulation. >> my biggest worry of all this is the privacy issue and what i called the propaganda issue, are both too big for facebook to fix. and that's the frightening part. >> reporter: zuckerberg and

i'm guessing, guys, the feud will continue for a little bit longer. >> all right, natalie. thanks. >> unfortunate. let's go over to al who has the weather this morning. let's take a look and show you what's happening. we have a couple of storms that are going to be battering the northwest coast. but then, the activity is going to make its way into the rest of the country. here's the storm, this first one comes coast-to-coast, starts in seattle, second storm moves in. we'll look for snow in the rockies. this is going to cause some problems. then, it pushes through through thursday night. the storm strengthening in the plains. strong winds are firing up. as we make our way to friday, severe weather in the plains, a wintry mix with blizzard-like conditions behind the system. and by friday, look at what happens. we have a risk of severe weather, stretching from iowa all the way down into eastern texas, with large hail possible, damaging wind gusts of 70 miles per hour or more and threats for tornadoes. so, we're going to be watching this very closely as the week wears on.
