weatherwise, we have the rain last week and really nice and warm yesterday. today not as warm. >> a little bit of something else for people who like cooler weather and clouds. the rain we'll see today won't be a washout. be prepared for a quick round of rain moving through this afternoon. otherwise partly to mostly cloudy and start out with a live look outside in fremont. a little bit of a breeze and milder temperatures up to 60 degrees already by 8:00. and reaching into the upper 60s, the clouds moving in will keep it cooler today. we're not looking at 80s like we had yesterday. all around the bay area some low to mid-60s and even upper 60s for san jose. mike is tracking a minor crash in oakland. >> we don't see a lot of slowing and we don't see any slowing for most of the bay as far as your commute goes but it is southbound 880 around 23rd. my concern that's where they had the overnight construction zone. i'll check that traffic and monitor the reports to make sure there's no other complication

through the area. a little slowing at the bay bridge toll plaza. we showed you the cash lanes starting to back up and should be clearing as all toll lanes open over the next few minutes. northbound just north of tesla, that track with tail lights moves up through union city and hayward and in the north bay, southbound your commute through the curves, there you go, san rafael is great. back to you. >> 5:01. it is a big day for bay area's own facebook as we look at capitol hill this morning, where facebook ceo mark zuckerberg will be in the hot seat in front of lawmakers. senators are expected to grill him on the cambridge analytic ks a scandal. scott mcgrew has been tracking the story and joins us now. what can we expect from zuckerberg this morning? >> a lot of rehearsed answers. zuckerberg is ready to talk because he's been well prepared by experts who we suspect have anticipated every question he's

going to be asked. we even know what he's going to say at the outset because we have a copy of his opening statement. zuckerberg goes before the senate twice today, house tomorrow. here we see on capitol hill on monday meeting with individual lawmakers. in the opening statement at the senate judiciary committee he'll start by saying it was my mistake and i'm sorry. i started facebook, i run it and i'm responsible for what happens here. the mistake he's talking about is facebook release of 80 million users' personal data to cambridge analytica which used it to help the trump campaign and he'll address the russian issue, a group who american intelligence believes was backed by the kremlin and able to fool facebook users into believing they are passing around authentic news about trump and clinton but created by the russians. two apologies today but facebook is often apologizing. we really messed this up in

2006. we did a bad job and we apologize in 2007. sometimes we move too fast, 2010. and more apologies in 2011 and 2013 earlier this year. facebook has gone before congress before along with twitter and google following first time we figured out the russians had used the social networks to influence the election. in that case they didn't send ceos. they sent lawyers. so today we will see a ceo in front of the senate committee. >> you've been covering mark zuckerberg forever now -- >> long time. >> how do you think he's going to do? >> i think he's going to do very well. he started as a very awkward public speaker, very awkward. >> has come into his own. >> he really has. he hosted president obama and did a fine job with that. the big question is going to be is the senator going to try to get him or herself on television with one of those pounding to death sort of things. i don't think they will. you think back to when tim cook went before the senate this was video of it, they were accusing

the president calls it a disgrace. most biased group of people, these people have the biggest conflicts of interest i've ever seen. >> that raid was carried out on a tip from russia special counsel robert mueller. happening today, the man accused of threat fening to kil san francisco police officers and overs is in court. dust inhamilton near at&t park, he stole guns from his parents' home in san jose and left a manifest to threatening to kill as many people as possible, including police officers. nbc bay area talked with hamilton exclusively. >> they are probably going to charge me with a huge crime. >> you're saying you were prepared to kill officers or shoot officers if it meant defending your territory? >> right. >> that would be murder. >> not if i'm defending the constitution of the united states. >> he says the removal of a

homeless encampment by the embarcadero unlocked his anger. he said he's been living on the streets for years and just defending his territory. his family says he suffers from schizophrenia. san francisco leaders debate a $2.5 million plan to clean city sidewalks and streets. if you watched our nbc bay area investigative unit series diseased streets you know how big of a problem the trash is becoming in san francisco. some supervisors say the city needs no declare a state of emergency. leaders could authorize an immediate reallocation of leftover money from last year. this is for a new street cleaning pilot program. if you still haven't seen the diseased streets report, go to our website, nbcbayarea.com and click on the investigations tab. it is 5:06. a landmark decision in palo alto. city leaders reportedly have taken first step to create more affordable housing.

bob redell has a closer look at really this late night decision. good morning, bob. >> reporter: good morning, overnight here at palo alto city hall, the city council voted 7-2 to make it easier for developers to build affordable housing within the city limits. the city created what they are calling and i'm quoting here an affordable housing combining district, which is a new zoning designation that will allow -- ease the standards for building affordable housing projects, namely easing those standards in three different ways. it will allow denser housing and taller structures and more parking spots for projects. the palo alto weekly notes that it's been years since the city has produced affordable housing and last night's vote came after months of discussion and debate. reporting live, bob redell, "today in the bay." meantime, santa clara city

leaders want the public's input on fees for new private development. a new study recommends that the fees go towards new affordable housing. residents and developers and real estate agents are all invited. today's meeting is at the palo alto art center at 6:00 tonight. happening today, san francisco port commissioners asking supervisors to place a bond measure to improve the embarcadero sea wall. to repair and seismically upgrade the sea wall. experts say it is vulnerable to earthquakes and the board would have to approve the measure by the middle of next month. right now 5:08. watching rain on the radar. still well north of the bay area but we're all right seeing clouds move in the north bay. this will be a quick one and done moving through the bay area with a cold front that will be here moving into parts of the north bay before lunchtime. santa rosa should see it 11:00 this morning. then moves into san francisco

around 1:00 to 2:00 this afternoon of the parts of the east bay will see the showers. san jose looking at some rain at about 4:00 this afternoon. and then it will be moving quickly to the south as it kind of falls apart. there will be more rain right behind that and i'll talk more about it coming up in the next microclimate forecast and also a look ahead to the weekend. mike, you were saying some of the lanes are clear through aesthetic la oakland. >> we're worried about a crash at 23rd near the construction zone. overnight construction cleared as we look at the bay. sensors are great here. oakland, 23rd to 29th, the overnight crews cleared just before 4:30 so we're looking at southbound with the crash that also clears. no activity reported and no slowing. there's a little slowing at the bay bridge toll plaza but the cash lanes have all opened up and those are starting to clear. look how great the berkeley curve moves westbound 80. that's the commute towards the bay bridge joining up with the other folks out of the maze.

foundation to funds a initiative that supports first responders. they donated $100,000 each and invited employees to make individual donations which google said it would match. as of now google employees from around the world donated more than $90,000. new this morning, the nation's largest pet store chain facing tough questions. it comes after four dog owners came forward claiming their pets died during grooming appointments. all reportedly happened within last five months. the latest dog to die a corgi named abby, died on march 29th in new jersey after being dropped off for routine grooming. another owner claims his 8-year-old daughter scruffles died after groomers used a drier on the english pubulldog, a bre known to prone to breathing difficulties. he's shocked how many owners have reached out with their own allegations. >> the first thing i say to the vet, have you ever seen anything like this happen before where a dog goes to get groomed and then

next thing you know he's at your location and he's dead on arrival? >> i've never seen anything like this before. never. >> in a statement, petsmart calls the incidents unrelated adding it is deeply saddened by the death but pointing out its investigations revealed associates followed rigorous practices quote and that pet parents have refused to share their animal's autopsy results which could show preexisting conditions. happening today, oakland city leaders are expected to debate banning plastic straws. the ordinance would make it so restaurants and bars and cafes would only be allowed to give out straws if customers asked for it. legislation comes in an effort to limit environmental damage caused by plastic straws. plastic surgery or those surgeons they say that selfies are contributing to a boom within their industry. >> we talked to a few doctors and they've noticed more people coming in with questions and these people are getting younger and younger. the addition of snapchat and

outside and go to the park. we're going to see some changes headed our way and here's a first charge. it will be much cooler than yesterday afternoon. reaching into the upper 60s for the south bay. low 70s for the south county, seven-day forecast is coming up at the bottom of the screen. you'll see rain icons on there but don't worry it's not going to rain all day. it's going to be mostly cloudy and quick round of showers. in the meantime we're going to feel cooler air with oakland reaching 64 degrees, 67 degrees in danville and in livermore and up to 64 degrees in san mateo. daily city, 60 degrees today and breezy westerly winds coming into san francisco. highs in the low 60s and low 60s also for the north bay. novato today, 62 degrees. as we get a look at the rain that's starting to make its way closer to the bay area, mostly some scattered showers but as we get a closer look, we can see the rain moving in eureka and approaching ukia as we go

through later this morning. this will quickly move through and i think it will be out of here in time for the evening commute. there will be another round of rain moving in by late tomorrow night into thursday morning. and that one also doesn't look that significant and then by the end of the weekend, late sunday into monday, more rounds of rain and some sierra snow. it does stay busy even as we go into next week with several cold fronts moving through but even with all of this, we're still not looking at the amount of rain we had last friday into saturday's storm. for the most part we'll only get a quarter inch of rain for much of the bay area. then we look at sierra snow, we are going to measure more snow here with cooler air dropping in and mostly about 5 to possibly 12 inches of snow between today and any. friday. we've seen significant improvement here and we're still not where we should be but the central sierra at least has half of the normal amount of snow and

with more snow on the way and with it coming so late in the season we may increase those numbers just a bit. but it will be quite unsettled over the next couple of days from today through thursday, drying out by the weekend. of course that's what we like to see, all clear skies, warmer temperatures and then more rain early next week. now, mike, you were telling me there's a new crash and it's involving a big rig. >> i'm a little concerned because of the big rig involved and the smaller sedan. let me show you where it is, it's in fremont. as we look is he south bay and peninsula, those are moving just fine and almost all of our speed sensors are moving nicely. wow, let's show you this first the altamont pass shows a little slowing but the earlier crash cleared at grant line but we're seeing a little build. this is the crash we're talking about south 880 towards steve ven son, the left lane was reported blocks before i took this map we were looking at the slower drive heading down towards that scene. may have actually cleared that

sedan from the fast lane but i'm worried about potential injuries for the sedan because there's a lot of damage reported to the car. we'll track that as well. meanwhile, further south this is a look at the live kacamera in n jose. it shows the amount of traffic through san jose, not a surprise. light drive without delay. gilroy through morgan hill and san jose itself. no delays for transit, 43 b.a.r.t. trains reported on time. no problems for those scheduled. a nice drive over here from the east bay, richmond side over across in towards san rafael for the 580 transfer and bay bridge itself shows a smooth flow of traffic. minor backup at the bay bridge toll plaza. the backup metering lights should turn on about now. >> thanks, mike. >> coming up next, combatting the growing opioid crisis. the bay area county expanding treatment options plus -- >> she asked me to stand up and move around and i looked at her, what do you mean? >> new this morning, outrage

student to cover up. >> she had chosen not to wear a bra but was wearing a shirt. 17-year-old lizzy martinez was trying to be comfort after getting a bad sunburn but the dean said the lack of bra was distracting. martinez says she did nothing wrong. >> there's nothing sexy about a nipple. everybody has them. you don't look at boys nipples and drool over them. you shouldn't be so distracted and attacked i wasn't wearing a bra. the school district has issued an apology and will take steps to avoid similar incidents in the future. marin county leaders will get an update on plans to expand access to treatment for people who areopioids, last year they received $3.5 million grant for addictional addiction care. this includes expanded treatment options and more providers. they will receive a status update. more details for you now, marin county claims to be among the first anywhere to have pro claimed an opioid crisis which

it did in 2014. from 2012 to 2016 the county recorded 100 overdose deaths. it was also the county's leading cause of accidental death in that time. after declaring a local crisis, the county says overdose death fell by 27%. 5:26 right now. happening today, property taxes are due. this is the second installment. taxes are due by 5:00 tonight for california homeowners and other property owners. if you haven't made them by now, you're going to want to pay in person or online to make it on time. late payments are subject to a 10% penalty and $20 fee. new this year, santa clara will accept partial payments and property owners only have to pay the fine on the unpaid portion. coming up next on "today in the bay," bringing the kitchen to an ongoing problem in the u.s. local leaders are coming together to shine a light on the issue. plus -- >> that's awful.

one little distraction. and 880 off of 238, that is standard. over here the approach towards the bay bridge, nothing major, this number at the top here a little bit more slowing down through berkeley for westbound 880. metering lights are on and we see relatively gradually the backup filling all lanes at the toll plaza market. >> thanks, mike. 5:31. schools in emeryville are set to reopen today after falling victim to a cruel hoax. a group of gamers sent out threatening e-mails to several school districts to see how people will react. pete is live at emeryville high school where students and staff will return and pete this was a scarry moment for a lot of those involved? >> reporter: good morning, scary enough for emeryville high school to close doors yesterday in response to the hoax that we're learning about but they are going to be back here today, students and staff when classes resume at about 8:30 a.m.

as you mentioned, this was a game being played by folks overseas, at least according to em eryville police. they are seeing which schools react to the mass e-mail threat. the mt. diablo unified school district got a similar e-mail but decided not to cancel school sessions. crews were here yesterday at emery high when youth practice still took place yesterday afternoon. the folks we spoke to did not attend emery high but all of this is still a cause for concern. >> shooting, this kind of stuff is really scary. >> that's awful. that just puts people in panic. >> reporter: knnow the fbi is investigating this and sending out a tweet they are treating it as a terrorist type of threat. we expect emery police to be here when students and staff return in just a few hours. thanks so much, pete. also happening today, the man accused of stabbing two people at the coliseum bart station this weekend is due in court for first time. robert dolf now facing attempted murder charges went after his victims unprovoked. the victims are brother and sister. the sister is out of the hospital but her brother is still in critical condition this morning. a passerby helped to disarm that suspect. he was interviewed, why he says he felt compelled to act. it's all on nbcbayarea.com. new this morning, richmond police are investigating that city's second deadly shooting in three days. this happened at about 9:00 last night on harnett avenue. authorities have not identified the victim and no arrests have been made. this follows the deadly shooting on saturday afternoon which was also richmond's first of the year. search continues this morning for a missing family.

now friends and family fear they might have been in a car accident. the family from southern california was on a road trip krifing from portland to san jose. the last known location was the oregon california border on april 5th. they were driving a maroon honda pilot. we spoke to family members who say they are praying for the best but worry the rainy conditions might have contributed to their disappearance last week. 5:34 right now. happening today, new legislation setting statewide emergency alert protocols. it's heading to its first official senate committee hearing. we mentioned this yesterday. it requires every california county to adopt an updated wireless emergency alert system which trained operators can implement an evacuation order. the legislation will also set standards for when counties should use that system. it's a response to the north bay wildfires. and san francisco leaders today will join leaders in emergency services and private sector.

they hope to be better prepared when the big one hits. today and tomorrow experts are attending an annual earthquake summit in presidio, it explores how different sectors can come together during an earthquake disaster. shining a light on the pay gap between men and women. supporters across the bay area are expected to come together for equal pay day. today marks how far into the new year women must work in order to earn the same pay that men did last year. sharon is live in san jose with what this day means for women across america. good morning, sharon. >> reporter: good morning, laura. you know it means solidarity for women. they are going to be showing support for each other today and speaking openly about how to close the gap. now since 1996 equal pay day symbolically sheds light on the gap in gender pay for the same job between men and women. according to the american association of university women, women working full-time in the

u.s. earned 80% of what men are paid. the non-profit group also projects if changes continue, women won't be equal with men until 2119. a federal appeals court in san francisco just yesterday ruled that workers' previous salaries cannot be used to justify unequal pay. it includes a female math consultant who sued a superintendent there for paying male colleagues more doing the same work. the superintendent's attorney says they will appeal to the supreme court. at 4:00 p.m. there will be an equal pay forum by the office of women's policy to mark national equal pay day. it will include a panel discussion with representatives of equal rights advocates and department of labor women's bureau and american association of university women. in oakland there will be an unequal bake sale to mark equal pay day coordinated by the american association of university women's piedmont

we're looking at 101 here, san jose, a little build, that's typical. same thing over here coming up out of gilroy and into morgan hill and a smoother little slower drive as more folks hit the road. 17 moves slowly. here's the palo alto camera. university heading north past marsh and towards willow there may be a crash blocking one lane approaching the off-ramp but we've seen no slowing. there's the san mateo bridge getting to and from the peninsula, an easy krif across highway 92. >> or the weekend. >> or the weekend. >> there you go. make it through the workweek. >> when i woke up this morning, it's tuesday, made it past monday then we're that much closer to the weekend which looks like a nice one. a lot of sunshine and it's going to be warm. the coast will be at 72 degrees

and the bay at 76 degrees. inland 78 degrees for the high temperature, more clouds moving in on sunday and then by sunday evening as you wind down from the weekend, we will have a chance of showers moving in. and that will move from north to south. i think the north bay will start to see it first. and it will be up to 67 degrees, slightly cooler with those clouds. if you're heading up to russian river valley, you have to watch out for the showers on sunday but saturday still looking really nice. 68 degrees and sunny and more of the same on friday as well. santa cruz, upper 60s, a lot of sunshine for friday and saturday. but once again, once those clouds start to move in, we will have a chance of rain, mostly late sunday evening and for the sierra, we're going to have a chance of snow as that storm system moves in. it still looks busy in the forecast. we'll sort it all out and i'll break down today's temperature trend coming up in three minutes. >> we'll look forward to it. >> coming up here on "today in

it's a 40-second clip and kids can be seen climbing down a ladder as police and workers watch from the parking lot below trying to aid them. when the ladder eventually tips over, several of the children are seen leaping off the balcony. miraculously none of those girls were seriously hurt. the cause of the fire itself is under investigation. good thing they got out. new this morning, american airlines trying to determine why a ceiling panel gave way, knocking loose an oxygen tank that struck a 1-year-old boy in the head. can you seen the photos of the aftermath? she was on a flight from hong kong to dallas when the plane landed and the panel just collapsed. the tank struck her toddler who was sitting on her lap. the woman did decline medical treatment for her son but she says the whole thing left both of them shaken. 5:44. san jose mayor is reportedly raising concerns about the

travel that some city leaders are doing using taxpayer dollars. the mercury news reports half of the city council is in japan this week along with other staffers. they are visiting the sister city. and says san jose faces a budget shortfall and wants to tighten the belt on what he believes is the unusual or -- unusually large trips that many people take. the current policy states city workers can expense travel as long as there's public benefit. getting to school in a safe way. new res laolution to put crossi guards at 15 schools. if passed each city members would pick two crossing guards. san francisco is having problems hiring crossing guards. that's supervisor of the recent -- survivor of the recent florida school shooting rampage is in sacramento right now. she's sharing her experience as part of national crime victim rights week. they took part yesterday in a
