"today in the bay" continues right now. very good now tuesday morning to you. thanks for joining us, i'm laura garcia. >> i'm marcus washington. we want to head over to kari hall keeping track what to expect as we head out the door. >> it's going to start out dry and fairly mild but then as we go throughout the day it's going to be cooler and cloudy and then we'll be tracking some rain. let's get a look at the storm system that's moving in very weak one and it's with some cooler temperatures. so as we go throughout the day we'll only reach 62 degrees in san francisco. another round of rain, this one looks heavier for tomorrow evening into early thursday but it looks very nice and dry for the weekend. we'll talk more about the rainfall totals and the time line, all of that coming up in about seven minutes and mike is tracking some of the slowing on the roads. >> because it stands out so nicely against that green. so we can pretty much see pleasanton and hayward and also fremont.

we'll check the south county as well, northbound 101 shows the slowing is there. nice drive north through morgan hill. no problems for the 17 summit to and from santa cruz. here's a live look at san jose, skipped that shot here and little slowing there at 680. no big surprises and over here towards dublin, 580, nice drive here and the slowing is in the altamont pass but not dublin interchange. >> it is 6:01. taking you live to capitol hill this morning where facebook ceo mark zuckerberg is preparing to testify in front of congress. it all comes in the wake of the cambridge analytica scandal. scott mcgrew has been following the story since it first started unfolding and joins us with what to expect to hear from today's testimony. scott? >> good morning, i think you'll hear a lot of rehearsed answers. zuckerberg's ready to talk because he's been well prepared by experts who we suspect have anticipated every question he

will be asked. we even know what he's going to say at the outset because we have a copy of one of his opening statements. he goes before the senate twice today, house tomorrow, here we see him on capitol hill on monday, meeting with individual lawmakers, in his opening statement at the committee this morning, zuckerberg will start by saying it was my mistake. i am sorry. i started facebook, i run it and i'm responsible for what happens here. now the mistake he's talking about, of course, is facebook's release of 80 million users personal data to cambridge analytica which used the dat ed help the trump campaign. he's going to address the russian issue, backed by the kremlinwise able to full facebook users that they were passing around authentic news about trump and clinton but really created by the russians. two apologies today but several journalists pointed out,

facebook is often apologizing, we messed this up in 2006. we did a bad job and apologize in 2007. sometimes we move too fast, 2010 and more apologies in 2011 and 2013 and even earlier this year. things to watch for today, how zuckerberg reacts to a lawmaker who wants his or her question used on tv, showboating and grandstanding and pounding the desk demanding answers. though the last time a silicon valley ceo was in the hot seat wasn't really that hot. when apple's tim cook went before a congressional hearing to defend apple's policies, the tax policies, he was treated with kid gloves. now, remember apple was accused of tax avoidance not paying billions in american taxes but senators were gushing how much they liked the iphone and marcus and laura, new this morning, users just getting that information whether they were affected by cambridge analytica, those notifications started to go out. i have mine. here it is.

at 6:04, happening today the man accused of threatening to kill san francisco police officers and others is due in court. police arrested him last friday near at&t park. he stole guns from his parents' home and left a manifesto threatening to kill as many as possible including police officers. nbc bay area spoke slufly with hamilton. >> they are probably going to charge me with a huge crime. >> you are saying uyou were prepared to shoot or kill officers if it meant defending your territory. >> right. >> that would be murder. >> not if i'm defending the constitution of the united states. >> hamilton says that the removal of a homeless encampment by the embarcadero unlocked his anger. he's been living on the streets for years and says he's just defending his territory. his family says he suffers from schizophrenia. >> happening today, san francisco leaders die bait a

$2.5 million plan to help clean city sidewalks and streets. if you watch nbc bay area investigative unit series diseased streets, you know how big of a problem trash is becoming in san francisco. some supervisors say the city needs to declare a state of emergency. leaders could authorize an immediate reallocation of leftover money from last year for a new street cleaning pilot program. well, if you haven't seen the diseased streets reports, go to nbcbayarea.com and click on the investigations tab. new this morning, a valuable new tool to fight the housing crisis in the bay area. leaders in one city are move being forward with a plan aimed to create more affordable housing. bob redell is live in palo alto with a closer look at this landmark decision. good morning, bob. >> good morning. at city hall within the past several hours the city council voted 7-2 to basically make it sier for developers to build

affordable housing here within the city limits, what the city did is created what they are calling an affordable housing combining district, which is basically a new zoning december designation. namely it eases things in three ways, one the new zone will is a lou denser housing, more units per project space, will allow for taller structures and more parking spots per project. the pal toal to weekly notes it's been years since the city produced affordable housing and last night's vote came after months of discussion and debate. reporting live here outside palo alto city hall, bob redell, "today in the bay." >> certainly most certainly needed. thank you so much. at 6:07 this morning. happening today, santa clara county leaders want the public input for fees on new private development. a new study recommends it goes towards development housing.

today's meeting is at the palo alto art center at 6:00 p.m. san francisco porlt commissioners debate asking supervisors to place a bond measure on the november ballot. this is to improve embarcadero satisfy wall. it would provide $350 million in the first phase of funding, to repair seismically upgrading that sea wall. experts say it's vulnerable to earthquakes. the board would have to approve the measure by the middle of next month. right now at 6:08, we walk out the door and look out and you can see clouds over the south bay but also at some clear skies as well. we've got a mix of sunshine and clouds that will turn to mostly cloudy skies and then we'll be tracking some rain for early afternoon in san jose. so make sure you've got the umbrella somewhere close by, keeping it by the door before you head out. we're going to see the highs reaching up to 65 degrees. so it will be much cooler than

yesterday. and some spots by about 15 or 20 degrees. and in oakland, up to 64 degrees for a high. we will continue to watch that storm system very weak one as it moves in. we'll talk about how much rain we may see. as we head over to mike, you've been tracking the roads and few issues so far. >> we've had minor crashes that have mostly cleared. there's another one south 680 at sunol on the shoulder. a big rig will distract you a little bit. minor slowing through pleasanton. east shore freeway, some slowing past golden gate and approaching gilroy, a car fire, might be why we're seeing more slowing past golden gate field. the toll plaza, to avoid that go through the tube. part reports no problems or no delays. 53 trains on time throughout the system. palo alto a nice drive northbound with the tail lights past willow and san francisco southbound the headlights

we're coming up on 6:13. we wake up to a fairly mild start this morning. here's a live look outside in palo alto before you head out the door. we're going to start out with dry weather but there will be rain moving in by early afternoon. more clouds and highs in the upper 60s. next few days, more unsettled weather, we'll talk about how much rain could you see coming up at 6:18. >> we're looking at san rafael southbound, 101 nicely through the curves but you are more company, novato, you're looking all right for the north bay. the south bay northbound route is building a little bit. slowing through 101 at 680 but not enough to cause any concerns. >> what a difference a day makes. it's 6:13 right now.

in a matter of five days, u.s. companies have reached the cap on request for h1b visas according to u.s. immigration services. they are the work permits for foreign citizens with specialized knowledge. congress allows 65,000 visas per year maximum. the agency also reached that cap on applications for 20,000 more foreigners with a master's degree or higher. new this morning, elon musk is promising corrective action. this as perspective buyers are unhappy. on twitter many people who put their reservations in the stores on day one, they are angry that people who ordered online are getting their invitations first. musk responded that he is looking into the problem. new this morning, the largest pet store chain is facing tough questions after four dog owners came forward claiming their pets died during grooming appointments. all reportedly happened within the last five months. the latest dog to die a corgy

named abby died march 29th in new jersey after being dropped off for a routine grooming. his 8-year-old dog scruffled died after they used a dryer on an english bull dog, known to breathing difficulty. he's shocked how many owners since reached out with their own allegations. >> the first thing i say to the vet, have you ever seen anything like this happen before, where a dog is -- goes to get groomed and then next thing you know he's at your location and he's dead on arrival? he said i've never seen anything like before, ever. >> in a statement petsmart calls the incidents unrelated and added it is deeply saddened by the death but the investigations revealed associates followed rigorous practices and that pet parents have refused to share animal's autopsy reports which could show preexisting conditions. >> google is stepping up and thanking first responders this

comes less than a week after a shooting at youtube headquarters which google owns. they are donating to the san brun no community foundation to fund the initiative that supports first responders. the companies donated $100,000 each and then invilted employees to make individual donations which google said it would match. as of now, google employees around the world donated more than $90,000. >> it is 6:16 and happening today, oakland city leaders are expected to debate banning plastic straws. the ordinance would make it so restaurant bars and cafes would only be allowed to give out straws if a customer asked for it. the legislation comes in an effort to limit environmental damage caused by plastic straws. new this morning, listen up royal fans, you can now read a comic book about prince harry and his american fiance meghan markel. it's called "the royals." prince harry and meghan markel. how creative.

city. we'll see clouds moving in if you're going to go hiking in the north bay, watch out for the rain, the rain moves from north to south. i think by noon we could start to see this scattered showers there at noon and about 1:00 the rain will start to wrap up but it does stay cloudy and fairly mild and breezy afternoon. the 7-day forecast is up at the bottom of the screen showing that cooler weather and in san francisco today we'll head up to 62 degrees and 64 degrees in oakland and 67 in livermore. here's a look at the rain on the radar. you can track this too. if you have the nbc bay area app you'll be able to follow along, zoom into where you live and also get a closer look at the showers as it moves into mendocino county right now. some light rain and this is about all we'll see as we get a closer look now at the rain around u yreka. that is mostly green here indicating light rain but there will be rain that will be heavier as we get into early afternoon. you can see this very thin strip of it.

that means as it quickly moves through with a cold front, it won't last that long. at about 12:30 we'll start to see it approaching san francisco moving through napa and then moving into the city as well as parts of the east bay by about 1:00 to 3:00 this afternoon. san jose women quickly see that rain moving through in time for the evening commute and then it's pretty much done for the day. make sure you're prepared for that. the rain moving in tomorrow night will be with another cold front and it will be breezy and cool as that rain develops by late tomorrow night into thursday morning. and then it's out of here for most of thursday afternoon. we'll have a couple of quick moving systems and in all we're looking at about a quarter inch of rain or less, a little higher further to the north. here's a live look at squaw valley as the sun rises this morning. we're going to see changes there as well. it's warm today and mostly raining with gusty winds and then it changes over to snow. look how cool it's going to be by the end of the week. only 29 degrees and there will be some snow in the forecast

there, good to see some snow falling in april and it's mostly going to be 5 to 12 inches for some of our higher elevations. i'll be tracking that and we'll talk more about this forecast and mike is keeping track on what's happening on the roads this morning. >> we got reports of a roadside fire in san jose. it should be visible in the shot, 101 at 280 but i scanned the area and didn't see anything really going on. we sometimes hear about small fires in the brush and never turn out to be much for the roadway but we'll track this. a light volume of traffic through the area shows no slowing really here, northbound a little buildup past capitol and 87, a tiny build towards downtown san jose. heading into the area, we're looking at south county here, typical slowing for north 101 and morgan hill and san jose you're at speed. 17 over the summit. both directions nicely for the drive. peninsula, no delays, just starting to push across the san mateo and dumbarton bridge, 880 slowing through hayward.

in court for first time. he went after his victims unprovoked and victims are brother and sister and that sister is out of the hospital but the brother is still in critical condition this morning. a passerby helped disarm that suspect. we interviewed why he says he felt compelled to act on nbcbayarea.com. 6:33 new this morning, richmond police investigating that city's second deadly shooting in three days. it happened about 9:00 last night on har nett near crescent park. no arrests have been made. this follows a deadly shooting saturday afternoon which was also richmond's first of the year. >> happening today, new legislation is setting statewide emergency alert protocols and heading to its first official senate committee hearing. we mentioned this yesterday, that bill requires every california county to adopt an updated wireless emergency alert system which train eed operator who implement an evacuation order. legislation will also set

standards for when counties should use that system. it's a response to the north bay wildfires. >> a developing story now, the search continues this morning for a missing family. the four were headed to san jose and friends and family fear they might have been in a car accident. the pilly family from southern california was on a road trip driving from portland to san jose. the last known location was the oregon/california border on april 5th. they were driving a maroon honda pilot. we spoke to family members who say they are praying for the best but worry rainy conditions might have contributed to their disappearance last week. 6:34 and san francisco leaders will join emergency services and private sector hoping to be better prepared when the big one hits. experts are attending an annual summit in presidio. that explores how different sectors can come together after a major earthquake disaster. a survivor of the recent florida high school shooting rampage is in sacramento right now sharing her experiences as

part of national crime victims rights week. they took part yesterday in a special panel as part of a full week of events at the state capitol. samantha fuentes told her emotional story and talked about how close she came to dying in february. >> less than two months ago i was 2.5 krenlt mecentimeters fr dying. my well being was put in the hands of someone else. >> violent crime survivors are calling for lawmakers to approve stronger anti-gun measures. state leaders are looking to reign in rising health care costs, a new bill would set prices for health care services not only affect cover california plans but private health care and employment plans. prices could be set by an independent commission. providers say the price controls would encourage doctors to move out of the state or retire. >> 6:35. equal pay day and supporters are trying to highlight the gender

pay gap in an effort to create change. sharon katsuda is live to explain the meaning behind the movement. >> reporter: good morning, i'm talking to a lot of friendly women who are coming to work right now excited it's equal pay day. organizers say it's a time for people to speak openly about the issues and urge companies to do their own audit to make sure they are honoring and supporting equal pay because it's the right thing to do. since 1996, equal pay day symbolically has shed light on the gap in gender pay for the same job between men and women. according to the american association of university women, women working full-time in the u.s. earn 80% of what men are paid. the non-profit projects if changes continue at the current rate, they won't be equal with men until 2118. a federal appeals court ruled that workers previous salaries

a smooth flow of traffic. 880 through hayward down towards fremont. the east shore freeway still slow towards gil man. the earlier car fire looks like it's clear from lanes but the work around in case you want to avoid the area, the flashing lights on the shoulder show you they are taking care of something out of lane. >> all right. a weekend heading our way which we're excited for. >> right. >> the weather is going to be kind of iffy off an on throughout the week. by the time the weekend gets here it's going to be nice especially for saturday. it's going to be 72 degrees for the coast. 76 for the bay and 78 degrees for the inland areas. sunshine but notice the clouds moving in on sunday and there will be a chance of some rain especially during the afternoon to eveng hours. now ts will mostly be while you're winding down f the weekend and starting to settle in sunday night. so not expecting this to wash

sooner. we'll talk more about the time line and how much rain we're going to get in less than five minutes. >> just with all of the action on the san mateo bridge, that's good news, moving again. a quick break to remove plywood from the middle of the screen westbound, moving against towards the peninsula side. we'll show the bigger view coming up. thanks kari and mike. some startling statistics about math and reang improvements among american students. according to a report just released this morning, by the national assessment of educational progress, fourth graders made no improvements in math or reading last year. the report found about 40% of fourth graders are considered proficient in reading and math. eighth graders improved slightly but only about a third proficienpr proficient in reading and math. the numbers were similar in

california as well. there were major education improvements in the '90s and ear early thousands but no big changes since then. a kitten rescue, firefighters saved several kittens after flamed erupted in a home yesterday. these photos are courtesy from rosenbalm of the vacavil reporter. they found the cats not breathing and immediately gave them oxygen. they were able to save three but sadly one didn't make it. firefighters say the fire started after some cooking items were left unattended on the stove. >> san jose mayor is reportedly raising concerns about the travel that some city leaders are dpoig using taxpayer dollars. the city council is in japan along with other staffers and visiting san jose's sister city. he says san jose faces a budget short fall and wants to tighten the belt on what he believes are

sunrise this morning from san jose. let's get dressed as we start out with light long sleeves and also some pants with it being a cooler day, you don't need the shorts like yesterday. and also, it won't be a washout once again, you don't need rain boots and don't forget the umbrella. may want to keep it in the back seat of the car as quick moving rain moves in. here's the way it looks on the radar now. not a whole lot to it. mostly green here and you can track it on the nbc bay area app from home. you can see the rain moving through eureka and closer to ukia and looking at the time line by 12:00 to 1:00, through the north bay and san francisco by 2:00 to 3:00. east bay by 3:00. and then san jose by about 4:00 to 5:00. then it's out of here but there will be more rain moving in by late tomorrow evening in the north bay and this round may be a little bit heavier bringing the bay area about a quarter inch of rain between these two systems moving in and rain may
