happening today in san francisco: we )re expecting to get an updae on how the city is combating car break-ins. mayor mark farrell and police chief bill scott will share their response to the epidemic. more details now: our investigative unit reported earlier this year -- that in 2016 there were 30- thousand auto break-ins in san francisco. that )s nearly three times the amount reported in 20-10. and arrests were made in less than (2 percent of the cases. in total - s-f-p-d made 790 arrests last year. to see the investigative unit )s entire report including our exclusive hidden camera video go to nbc bay area dot com. several people witnessed a violent robbery near the san leandro bart station. police say a man tried to snatch a woman )s purse yesterday morning. the suspect knocked the victim to the ground, kicked her until he got the purse. san leandro police officers arrived quickly and arrested the suspect as he tried to run. the victim suffered minor injuries - and she did get her purse back. happening today - linebacker san francisco 49er

rueben foster may learn if he )l be criminally charged - after his arrest earlier this year in the south bay. los gatos police arrested foster in february . he )s accused of domestic violence, threats, and possession of an assault weapon. the district attorney has since been deciding whether or not to pursue charges. foster is scheduled to appear in court this afternoon. now one san francisco mission district school is considering bold steps to help students who are struggling. the examiner reports - "buena vista horace mann" school is looking for funding to convert its gymnasium into an overnight family shelter. the school estimates there are 64 homeless students enrolled there. happening today: many san jose sharks ) fans - probably already in a frenzy .. as the team takes the ice for the stanley cup playoffs. the sharks face the anaheim ducks in round one. last night .. san jose )s city hall was lit up in teal. games one and two will be played in southern california. the sharks will be hosting

you get ready to head out the door. either going to be very cool start. some upper 40s throughout the morning and some mid-50s by 11:00. you see that we don't warm up much more than there, only upper 50s today. normally we're at about 69 degrees for this time of year, so we're much cooler than where we should be with our highs in san francisco to 58 degrees, 60 in naacp, 59 in oakland. this is all behind that rain and the cold front that moved through yesterday evening. as you're getting dressed this morning, make sure you add on the layers. it's going to be a cool start. you do need a jacket. probably some long sleeves. a good day to also wear some pants or some jeans, keep you nice and comfortable and warm. we still do have unsettled weather across the region. we're seeing rain to the north of us even as the cold front sits well to the south of us. there's snow coming in the sierra. heads up if you're going in that direction that the roads may be

quite slippery. we're going to see light, spotty rain moving across the bay area and tracking one or two cells lingering across parts of the peninsula making the roads wet once again. we also have some rain along the coast moving around san gregorio and moving to the east near redwood terrace. watching that this morning, highest chance of rain will be in the north bay with some cool temperatures that are going to be very uncomfortable today. and then with that rain quickly passing, a few of them, looks like it could make it into parts of the east bay. so a slight chance of rain for the afternoon. then as we head through the rest of the forecast saturday dry. most of sunday dry. then we do start to see rain moving into the north bay during the afternoon. then late sunday night the next round of rain moves in. it also looks like it could bring in heavy sierra snow next week. we'll see several rounds of this. we're not out of the clear and not going to see any dry weather for quite a while. we're going to get these breaks

i don't see any reason to extend it a few incheses. >> wider would be better. >> new striping is one project temperature $0.12 a gallon gas tax is paying for. a protest into google's expansion into downtown l.a. silicon valley rising said the expansion does not benefit the public at large and will only contribute further to the outsing crisis. the group describes itself of a campaign made up of labor, faith, community leaders. google has said it will add housing. looking more into the story with a live report coming up in an hour. new this morning stanford agreed to fix title ix violations. they reached an agreement with university's department of civil rights. in a blog post the provost said the government did not find legal violations in the cases reviewed but officials did find policies that don't comply with federal gender equity rules. we don't have any specifics on the violations or the cases. that investigation started back

good morning to you. it is 4:53 right now as we take a live look in san francisco, see a nice, clear start to this thursday, friday eve as a lot of people call it. either way we're getting ready. >> 4:54 right now. nbc bay area responds to novato pet owner. >> her pet racked up big medical bill clawing at her wallet so chris came to the rescue. >> this i guess fred, laura's cat. a vet said 12 of his teeth had to be pulled, a surgery that would cost more than $1500. laura explored whether pet insurance could help scratch down the cost. laura said she called nationwide insurance. she said a telephone sales agent said the vet bill would be covered even though the bad teeth were a pre-existing condition. laura went ahead and bought the

insurance and fred had the surgery successfully. then a $1700 bill arrived. laura said she asked nationwide why it didn't cover the vet bill, and it cited the pre-existing condition, which she thought was covered. she felt cheated. she was stuck with that $798 bill so she contacted us, we contacted nationwide. it said a sales agent clearly stated pre-existing conditions are ineligible for coverage. we asked nationwide to hear the recording of laura's conversation. it did not provide the tape but said later on it reviewed the call and found that laura's claim was now eligible for coverage. nationwide paid the $1798. laura said she is so thrilled. she told us fred is doing just fine. pet insurance isn't too much different from human health insurance, there are lots of terms and conditions even though
