wednesday that he would not welcome back, when republican house speaker paul ryan announced last wednesday that he would not seek re-election, house republicans immediately began to scramble for position. on friday, ryan gave his support to majority leader kevin mccarthy for the leadership position, leaving the bakersfield republican as the overwhelming favorite. nbc bay area political analyst larry gursten is here. of course part of us wants to tote he's from california. what's so significant about this development? >> this is big news, it really is. that's because the speaker is really the most important person in the house of representatives. he or she as we see in the past, controlled just about everything in a majority party from the
7:47 am
organization of committees and their chairs to the timing of house votes on bills if they even take place. so in terms of sheer power, there's nobody like it. the speaker has more clout than his or her counterpart. even in the senate. the senate majority leader because the house is a more tightly organized institution. and when the speaker and the president come from the same political party, that connection can go far towards moving legislation vital to both branches of government. a lot at stake here. >> a lot. but for people who might remember, mccarthy was considered a shoe-in in 2015 when then speaker john boehner resigned only to then withdraw because of opposition from the far right members of his own party. so why now is he likely to win? why now would he even be interested in going down this path again? why is he likely to win? >> good memory.
7:48 am
several factors point to a likely mccarthy victory this time around. first, he solidified alignment with the far right. here's an example. when mccarthy first came to the house in 2006, he sported most abortion rights. today, he's a staunch opponent. on other issues ranging from same-sex marriage to climate change, he moved to the right. second of all of the republican members of congress, mccarthy has perhaps the best relationship with president donald trump. that's important. that's very important for moving legislation and thirds, mccarthy has that important endorsement of ryan, paul ryan, the speaker, the current speaker which in a fractured republican party will go far towards discouraging potentially key opponents from challenging mccarthy downstream. >> any further problems within their own party like in 2015. speaking of paul ryan, the speaker has announced his retirement pretty early. it's april, he'll serve until
7:49 am
january and elections in november. right? could there be a leadership vacuum as a result of all of this? >> you know, that's really a perplexing question without a real answer right now. you know, with the republican house leadership, not officially nailed down, some observers worry that republicans just aren't going to be able to raise the money they need, the money they've raised in the past under ryan's leadership. that's a key task for the speaker. also, ryan's announcement, so early in the year, leaves some people thinking that despite his claims of wanting to spend more time with his family, maybe he's jumping ship before the projected big blue democratic wave crashes in november. that could discourage republican mora morale. the timing and lack of immediate election of the speaker present a cloud of uncertainty that i don't think republicans really want to see. >> yeah, and if we can safely assume mccarthy's election, what does this mean then for us, for
7:50 am
california? >> that's kind of important, i think. should mccarthy win? this is kind of interesting. california will be in a win-win situation. look, consider this, if the republicans somehow prevent the blue wave in november, the top leader will be from nancy pelosi if democrats sweep the control. she'll be the one who will resume her role as speaker. either way, a californian is likely to be in charge which will bode well in the state in numerous respects, to perhaps seeing policies closer to california's general values. here's one immediate possibility that comes to my mind, with both californians running the house, it may well become easier to move on immigration reform, including the daca issue. most would view that as a huge win for the state given one fourth of daca residents live in california. here's the bottom line, mccarthy
7:51 am
asendance to the top position may have significant benefits for the state. it's an important development to keep our eyes on and long term it could mean a lot of good things for california. >> win-win for team california either way. >> we'll see. >> larry, thanks to you. still ahead on "today in the bay," an 11-year-old singer who is introduced to the world on "ellen" a few days ago has taken his act to two of the biggest stages in the country. all because of his yodeling. >> and right now doppler radar, we can see that rain just off to the north. we'll talk about that timeline and how long that rain is going to last coming up in just a bit.
