4:30 right now on this wednesday morning. a somber day in the bay area as we take a live look at san francisco, today marking the 112th year since the 1906 earthquake. we're live as the city prepares to remember the lives lost. good morning and thank you for joining us on this wednesday morning. i'm marcus washington. >> i'm lara garcia. we're expecting rain but i'm hearing it gets pushed to this evening now. >> very late this evening and most of the bay area won't even get that rain so this really not much of a factor in our daily plans and stepping out the door this morning, it's all dry and also some cool temperatures. a live look outside in san jose with our temperature trend in evergreen, it's going to be a little bit cooler today as the

clouds roll in, we'll only see a few peaks of sunshine as we're already seeing this very weak system over the bay area now and once again rain later tonight. i'll be tracking that. mike starts out with a jam on the nimitz. >> over here towards 880 north of high street, things are jamming up, i was really concerned about the chp note said the full closure was going to be cleared at 2:00, that was a typeo, 5:00 opening, expected a 5:00 opening at the latest. we're expecting things to move back over the next 15 using international boulevard or 580 westbound and the rest of the bay showing a smooth drive. back to you. >> 4:31 right now. today marks 112 years since the devastating 1906 earthquake struck the bay area leaving the city of san francisco in sh shambl shambles. pete suratos is live and you can see the fountain behind him. a day that will never be

forgotten. >> reporter: certainly, indeed. a day that will never be forgotten in the city of san francisco as they are remembering those lives lost during the 1906 earthquake as you mentioned, the 112th an verse i have that. we're standing in front of kearney and market. we see this every year, the importance of the fountain, it was a meeting spot, meeting point for people in the aftermath of the earthquake that hit in 1906. you'll have city residents and city officials gathering here for a ceremony to remember the thousands of lives lost and those who suffered. the last survivor of the earthquake passed away in 2016. you guys are looking here at the fountain. a ceremony will take place at 5:12 a.m. the moment when the earthquake hit back in april of 1906. we'll bring that ceremony to you when it happens live here on "today in the bay." live in san francisco, pete

suratos for "today in the bay." >> at 4:32, new calls in san francisco to examine building codes for high rise towers amidst a surge in sky towers, which experts admit is slowly sinking. engineers say the building code has not kept up with the building boom and reassessment of earthquake risk is needed. happening today, north bay mother accused of not calling 911 when her 16-year-old overdosed and died is expected in court today. the story we first brought you yesterday morning on "today in the bay." petaluma police say dan danielle was also under the influence when her son overdosed. his mother and her friend were arrested. they responded to 20 overdose cases in the past six months. three just this past weekend. kathleen stafford with petaluma

parents against drugs says that parents need to start paying attention. >> be aware, know what's going on. google things, get to know the trends. check cars and back packs and check everything. >> that mother faces charges of manslaughter and child endangerment. san francisco police are looking for a man caught on camera slamming and killing a puppy, threw it to the ground. this video, i have to say is very difficult to watch. we're going to freeze the video before that actual dog is thrown. police are looking for 23-year-old who was arguing with a woman at a store in the line when he started throwing canned goods at her. the suspect then snatched aid dog away from a woman and just throws it to the ground. >> the video we released of the incident is disturbing and it is graphic. and shows a level of violence that we're concerned with and that's why we want to take this person into custody. >> galon is facing domestic

violence and kidnapping and felony animal cruelty charges. 4:34. happening this morning in morgan hill, a major crackdown on those who violate traffic rules this is part of the vision zero plan. santa clara and police will be helping out. the major focus will be school zones, that enforcement period starts at 6:30 this morning. thousands are expected to celebrate the legalization of recreational marijuana in san francisco this friday, 4/20. city leaders are getting ready as well as they do ifr year for this event. board president and mayoral candidate will hold a news conference. a big issue all of the trash that gets left behind in golden gate park. san jose sharks could sweep the ducks. they are up three games to zero. the sharks put up eight goals in the third team but the team is definitely not overconfident. captain joe pafl ski remembers

good morning, i'm kate rogers live at cnbc global headquarters. wall street will try to build on yesterday's gains despite a disappointing earnings report from ibm. the markets raltlied on the back of strong quarterly results from netflix, hit a record high. on today's watch list erngsz from banking giant morgan stanley and american express. the dow closing up 213 points, nasdaq jumping to 7,281. the irs is giving americans an extra day to file tax returns after its website went down on deadline day. businesses or individuals that had a payment or filing due tuesday will now have until midnight wednesday. no additional paperwork is necessary to get the extension.

the irs site which crashed amid a flood of findings appeared to be back to normal yesterday. walmart is revamping the website with a new design next month. it will focus on personalization and specialty shopping experiences. that means the majority of the new home page will be personalized to whoever is brouzing it. this may include best selling items in the area and could let you know services such as online grocery are available. back over to you. >> another sign that they are always watching what we're doing online. >> thanks, kate. >> a lot of people post things online. do you take pictures of your food before you eat it? >> no. >> almost 70% of millennials admit they do. and almost half of 35 to 49-year-olds snap a pic before they shou dochow down as well. restaurants are making sure their foods look social media ready. one selling girl scout cookie and pizza on top of pizza and unicorns are popping up on

on this wednesday morning -- live pictures from the home of the oakland a )s -- things are watching "today in the bay" on this wednesday morning. 4:44 right now as we take a live look at this picture from the home of the oakland a's and things are quiet this morning but that was not the case last night. tens of thousands of fans came out to celebrate 50 years at the oakland coliseum for the a's five decades ago. then governor ronald reagan threw out the first pitch. the team wanted to show the appreciation by inviting fans to watch the game and it was for free. 47,000 fans ended up attending and it was a great game to watch. the a's won the game 10-2 against the white sox. >> i hope that changes things for them because sometimes it's

such -- a low turnout, have a good time and go back to the game. cheer on the great a's. >> it was a throwback uniform they were using but i don't like the ones they used -- >> no? >> we have great weather today, fans want to continue that momentum today, they've got an early afternoon game. but as you step out now, it feels a little cool in some spots, we've had mid-40s in the north bay. 49 in palo alto and san jose now. and also clear skies where we're starting to see clouds moving in and that's going to keep our temperatures down today. 57 will be a high in san francisco, 58 in oakland and 62 in an tee of course. >> it's start out with cool weather and you need layers like a scarf and i say a xafrn becauscarf because it's going to be quite windy and long sleeves.

looking at the coliseum, looks quiet as the weather is nice and clear throughout the day. at first pitch will be at 56 degrees and then we'll see a mix of sun and clouds. nice weather today and you won't have the sun just beaming down on you but you do still need a jacket. we're starting to see our next disturbance moving in, a weak storm system, as the day goes on, it looks like this will continue to fall apart but it will bring us spotty light showers throughout the morning, not expecting a whole lot out of this except for sprinkles and then we're going to see a mix of sun and clouds today. some slightly heavier rain tonight but look at the time line, it's 10:30 and just starting to make its way into the peninsula and san francisco and then it just falls apart as it moves into the rest of the bay area. once again not at all a very significant system. and shouldn't change your plans for today as we're looking at a few 100ths of an inch of rain for parts of the bay area. then we warm up over the next few days, looking at highs from

the upper 50s in san francisco to upper 60s for the weekend. and a lot of sunshine here. it's going to really heat up fast. it will be low 80s by saturday and sunday. mike, giving the drivers a few options through oakland. >> that's really the only place you need options, everywhere else is an easy drive right now. altamont pass through the area, we have that construction clearing from the altamont corridor, west 580 smooth towards livermore and there is a crash reported right around north livermore. that will be one factor. getting over to the bay bridge, if you come up through oakland, the nimitz, i showed you the backup through the camera. 23rd is where they have the overnight closure for the next few minutes, let me give you the alternates on waze. bay bridge toll plaza almost 40 minutes through the slow drive through the construction zone and getting off and on the freeway. waze let's you know where to go,

san francisco, first the housing bill that called for new transportation has stalled in the legislature. that faced backlash for requiring cities to build new housing despite zoning laws. weiner's bill which restores net neutrality is moving forward. it has passed first legislative committee and being endorsed by attorney general. ftc under the trump administration is eliminating the net neutrality protection which can mean service providers verizon and our parent company comcast can control price and speed of data. an east bay community is wondering if a memorial for fallen soldiers will stay or go. we're learning lafayette city council approved a sale of a hillside filled with crosses, one for every soldier killed in iraq and afrg. the family that owns the land says it has two potential buyers, it's unknown whether the new owner will keep the crosses but the memorial advisory board

chmura explains. the big culprit here is the big tax law congress passed back in december. and it could make a big difference in how much you owe or get back when you file your taxes next year. just a few of the new rules here. the pefrnl exception has been eliminated but the standard deduction has been nearly doubled. the child tax credit doubled for each qualified child. now up to $2,000. the tax brackets by the way, those are lowered a little bit but they are also wider. and here's a big change for us in california. the itemized deduction for state and local taxes which includes your property tax is capped at $10,000. bottom line, the time to start planning for tax day 2019 is now. >> you want to avoid a big surprise next year because of all of the big changes that happen this year. and you have time this year, whole year to do it. >> we'll look at that big
