and think okay, is it going to rain? we could see mist and drizzle and then clearing as the day goes along with another round of rain moving in. this system is very weak. i would not change any plans for today. i wouldn't even bother with an umbrella. it's going to be so light. as we go through the 7:00 to 8:00 hour, a little bit of green here but once again it's going to be a very light drizzle as we go through the day, we'll get sunshine and it's going to be a really nice afternoon and there's a lot going on as far as sports around the bay area and events and then for tonight, scattered showers starts to move in and most of us will be sleeping. i'll detail that and we'll look ahead to the weekend in a few minutes. mike you have a serious crash. >> it sounds like. overall the speed sensors are not showing a major problem for the commute right now and bay bridge toll plaza, the biggest backup because metering lights are on. we take you to the south bay, we're looking at southbound 680

at the various off ramp, it sounds like the activity is off the freeway. a pedestrian may have been hit by a vehicle there and it sounds like serious injuries, we're tracking that, not far from our station, we're checking what we can and i'll let you know about closures. south 680, at the various off ramp. north of 680 and 280, traditional pattern. 580 in dublin, the volume holding steady. no major problems around the rest bay. back to you, laura. >> thank you very much. 6:01. a live look from the emeryville camera, the bay area known for pleasant weather and picturesque views but our air quality here not so great. a new report from the american lung association find being the bay area is in the top ten when it comes to having the worst air quality across the country. kris sanchez is live to explain

what the results could mean for our health. very concerning. >> hi there, laura, if you have sensitive health and your doctor has probably talked with you about the importance of staying out of polluted areas on bad air days and the bay area is ranking in the top ten in two of the categories that are difficult for health and also contribute to climate change according to some scientists. take a look at your screen for more detail. these are findings for san jose, oakland and san francisco and the bay area ranks number six in short term particle pollution and rank tenth in the same kind of pollution that sticks around year round. 13th in ozone pollution which scientists say is a result of warmer temperatures. these rankings reflect what was happening back in 2014 and 2016. but you don't have to look that far back to see scientists have noticed this.

you might remember the spare the air day last year and the really hot days we had in 2016 which scientists say were brought the second warmest temperatures in reported history. if you have heart disease, lung disease or asthma, then again your doctor has probably talked with you about the impact pollution is having on your health. there is some good news here the american lung association reports improvement since the last stay of the air report and says california has made strides in reducing pollution. i did post a link in my twitter feed to the actions that the lung association says you can take. but i also want to know what the air is like in your community, whether or not you've noticed that change that the lung association says that we've had that improvement or perhaps whether the pollution in your community is worse than -- it's a twitter polg, go ahead and take it. >> thanks very much, kris. >> 6:03. new stories emerging about the woman who died after a southwest

airplane's engine exploded and the people who risked their lives trying to save her. we brought this as live coverage for you during breaking news during yesterday's midday newscast this happened on a flight from new york to dallas, the fan blade broke apart in mid air, shattering a window. it nearly sucked one passenger from the plane. jennifer rearden of wells fargo executive died from her injuries and others who tried to save her talked about the terrifying experience. >> a emt and passenger managed to get her back inside the plane and lay her down and started cpr. we continued that for about 20 minutes and landed while we were still doing cpr. >> that plane made an emergency landing in philadelphia. this is the first commercial aviation death since the asiana crash at sfo in 2009. at 6:04.

new this morning, more criticism for california. the president is tweeting overnight, quote, there's a revolution going on in california, so many sanctuary areas want out of this ridiculous crime infested and breeding concept. jerry brown is trying to back out of the national guard at the boarder but people want security and safety now. we're also learning about secret meeting between the trump administration and north korea. the president confirms his choice for secretary of state outgoing director mike pompeo. apparently he met one on one with kim jong-un earlier this month. new details the red cross is now helping more than 100 people who have no place to live after yesterday's fire at a large san jose apartment building. this happened yesterday morning on mclaughlin near tully. four people were taken to the hospital. no one suffered serious

crash activity cleared from the lanes. we're still following what happened to the pedestrian that was apparently hit off 680. but 680 itself movers smoothly now. coming you through morgan hill, more slowing than we often see, by the time you get towards cochran, should be just fine as speed through that portion of the commute. 17 moves nicely. there's a disabled vehicle just north of the fish hook, sounds like everything is out of lanes but i'll let you know if there's any major problems -- our drive through oakland out of fremont and towards oakland tail lights move nicely for 880 and southbound headlights past tesla towards silicon valley. as you approach towards the bay bridge and also out of the maze, you see the headlights slowing for west 580 as well. back to you guys. >> history lesson there. thanks, mike. >> coming up next on "today in the bay," health concerns at the

yesterday's gains despite a disappointing report from ibm. the market rallied on the back of strong quarter results from netflix, hit a record high. on today's watch list we have earnings from banking giant morgan stanley and american express. the dow closing up 213 points to 24,786 and nasdaq jumping 174 to 7,281. tesla will switch factories to working around the clock as it aims to produce 6,000 model 3 cars by the end of june. according to an e-mail sent to employees that was confirmed by cnbc, musk says tesla will halt production for several days to upgrade equipment. the irs is giving americans an extra day to file tax returns after the website went down on deadline day of all days. businesses or individuals that had a payment or filing due tuesday will have until midnight wednesday. no additional paperwork is necessary to get the extension. the irs site which crashed amid a flood of last minute filings appeared to be back to normal

seven-day forecast at the bottom of the screen showing a big warm-up. we make it up to 56 degrees in daly city and san francisco 58 in the mission districts and 61 today in santa rosa. as we're starting out we're also checking out that forecast as you make plans for this evening. if you get out there early to the sap center to watch the sharks game it's going to be at 59 degrees. a lot of sunshine too but there will be a slight chance of rain while you're inside the sap center and it's going to be an exciting day there. a live look outside in oakland, getting on the roads this morning then later on today if you're heading out to the a's game, we have some perfect weather for that too. at times there will be some clouds and peaks of sunshine but temperatures staying in the upper 50s throughout the day as i track this rain moving in. this is a very weak system, could bring sprinkles through the morning. some clearing for the afternoon and then some rain mostly tonight while we're sleeping and only in a few spots. i'll have details on that and

also a look ahead to the forecast. mike focused on san leandro. >> san leandro a tough part of your commute, overall we don't have one right now. san jose a little slowing from north 101. it was south 880 around washington, that's where i was concerned the disabled vehicle blocks one lane. chp says it's still there but i would expect to see more slowing out of oakland. we don't. we have it here towards the san mateo bridge and hayward and union city. that's a light drive, just slowing past 92 and west across 92 starting to build. west across 80 the bay bridge, slowing on the incline and slowing through berkeley but nothing dramatic through the maze. meerting lights are on. the south bay, we didn't show it a whole lot on the map, a little of slowing 101 north of 680 and 280 on the overcrossing there. we look at the san mateo bridge, this bay crossing westbound is picking up volume. we talked about the slower drive developing along the flat

we have breaking news to tell you about, two more emergency landings this morning just one day after planes engine brew out mid-air on a southwest flight. we're just learning about an incident in which a quantas plane had to turn after after taking off from dallas because of a flap issue. earlier this morning in nashville, a southwest plane struck a bird on takeoff. that plane was forced to turn around and head back to the airport. there are no injuries in either of those incidents and we'll have more on yesterday's deadly southwest plane in philadelphia coming up for you at 6:55. it is tax day 2018 again after the irs added a one day

extension because of problems with its website. >> big changes are coming to the way you file taxes next year. that means you might need to start taking action right now. consumer investigator chris chmura explains. >> good morning, the big culprit here is the big tax law congress passed back in december. and it could make a big difference in how much you owe or get back when you file your taxes next year. okay, just a few of the new rules here. first the personal exemption has been eliminated. but the standard deduction has been nearly doubled. the child tax credit doubled for each qualified child, now up to $2,000. the tax bracket by the way, those are lowered a little but they are also wider. and here's a big change for us in california. the itemized deduction for state and local taxes which includes your property tax is capped at $10,000. bottom line, the time to start planning for tax day 2019 is

it will be 60 degrees. let's get a look at all of our highs for today, up to 64 in san jose, 63 in concord, oakland 58 degrees, cooler because of the clouds and even a couple of sprinkles but some of the heavier rain for parts of the bay area arrives tonight. i'll detail that and the weekend. mike says there's a steadier build around the bay. >> steadier but slower. so slower steadier wins the race, i don't know if that applies here. but the bill for the south bay for 87 and 101 both starting to show the volume show up a bit and hayward slow through that area. getting towards the bay bridge, almost half hour right here, highway 4 to the bay bridge and backup at the toll plaza itself. the backup itself shows you that the left shows a lighter flow because of traffic flowing nicely there. it ebobs and flows and fast trak nicely as well. over here we had a good flow of traffic about five minutes ago and things kind of calmed down

again towards the city via the golden gate bridge, no delays for the north bay. >> thanks, mike. at 6:31. we have breaking news, a house fire this is where a house has gone up in flames in the south bay. our nbc bay area sky ranger is over the scene right here. you can see firefighters pouring that water on the scene. breaking up a little bit but you can see crews still on the scene trying to put out any hot spots that we see there. this happened around 4:30 this morning and this is near majestic way elementary school in san jose. luckily we're hearing no one was hurt but we do know five people have been displaced. we'll stay on top of this breaking news for you. we'll continue here on "today in the bay" and nbcbayarea.com. today marks 112 years since the devastating 1906 earthquake and fire in san francisco. our cameras were rolling just about an hour ago as city leaders and community members came together to mark the

anniversary. today ceremonies come on the heels of a new report that finds the bay area could be more vulnerable to a major earthquake than we thought. >> pete suratos is live with that concerning new finding of the hayward fault line. this is very disturbing. >> reporter: yeah, very disturbing indeed. we'll get to that study by the usgs in just a moment. i want to give a recap of the ceremonies that took place here remembering the 1906 earthquake and thousands of lives lost. we just saw what's called the little giant fire hydrant. that was spray painted at about 5:30. that fire hydrant is credited with essentially saving the mission district during the 1906 earthquake. i want to show you video from earlier. the wife of late san francisco mayor ed lee who was the first to spray paint that fire hydrant gold and we saw a number of people do so afterwards. about 30 minutes or so before that at another ceremony at the lottas fountain on market

street. that the ceremony took place at 5:12 to remember lives lost in the earthquake and 5:12 is an important time, when the earthquake hit in san francisco back in 1906 and that fountain is significant because it served as a meeting spot for people during the 1906 earthquake. both ceremonies this morning were dedicated to mayor ed lee, the late san francisco mayor who palgsed away unexpectedly in december. we had a chance to hear from organizers as well as current mayor mark ferrell about the importance of remembering the mayor during these events. >> we have dedicated year's ceremony to the memory of ed lee, came down here for many years and person responsible for getting water flowing in the mountain again. >> i would like to take a special moment to remember our late mayor, ed lee. who was a friend to so many of us here this morning but also was a stalwart at this event. >> reporter: now back to the

skyscrapers. experts now admit is slowing sinking, "new york times" spoke with structural engineers and they say building codes have not kept up with the building boom and reassessment of earthquake risks is needed. >> happening today, the north bay mother accused of not calling 911 quh her 16-year-old overdosed and died is expected to appear in court today. we first brought you this story yesterday morning during "today in the bay." daniel foernsler was also under the influence when her son overdosed on monday. his mother and her friend robert harrison were arrested. petaluma police say they have responded to 20 overdose cases in the past six months. three just this past weekend. kathleen stafford says that petaluma -- with petaluma parents against drugs and says that parents need to start paying attention. >> be aware, know what's going on, google things and get to know the trends and check cars

and backpacks and everything. >> that mother faces charges of manslaughter and child endangerment. 6:36, san francisco police are looking for a man who was caught on camera slamming and killing a puppy. we want to warn you this video could be very difficult to watch. we froze that video just before that dog is thrown down. police are looking for a 23-year-old. gallon was arguing with a woman at that store in the tenderloin when he started to throw canned goods at her. the suspect snatches the dog away from the woman and slings it onto the ground. >> at 6:37, a traffic mess in the peninsula neighborhood, they say navigation apps are causing more traffic on residential streets as drivers try to cut around the congested areas. bob redell is live in san mateo with the changes that maybes want the city to make. good morning, bob.

>> reporter: good morning, take a look at this local road behind me. not exactly a bustling freeway but in the evenings believe it or not it can feel like one. it becomes bumper to bumper with traffic. you can understand why the people who live in these homes right here are so frustrated and demanding that the city do something. this area we're talking about, take a look at the map we put on the tv screen, it's airport boulevard and north bay shore boulevard that run north and south between peninsula and third here in san mateo. commuters are using these roads in the evening to get to the highway 92 interchange and the san mateo bridge without having to deal with the backup on southbound 101. neighbors who live in this area tell the san mateo daily journal they feel trapped in their own homes during the evening commute because their roads are so jammed with cars. now residents are asking the city for help. the journal reports the city is looking at additional signs and changing the timing on the lights at the intersection of peninsula and north bay shore boulevard. neighbors would also like a no

left turn sign at norfolk and east third avenue down in the area we're at right now, which they believe would make this shortcut not worth while for commuters. another option, having the city encourage waze, the driver app, to stop direct being drivers here. the problem of commuters being directed through neighborhoods buy driving apps like waze, not only a problem in peninsula, but fremont, installed new turn signs and livermore where the county is or is going to be installing speed tables. not just a problem on the peninsula but east bay as well and other parts of the bay area. reporting live here, bob redell, "today in the bay." >> if you live in those areas, not great. thank you so much, bob. >> at 6:39, breaking news that we're following on this wednesday morning. one person badly hurt after a crash by 680. it happened just after 530 in the morning on the off ramp.

someone called 911 to say they accidentally hit a pedestrian. the ramp is now open and the victim is at the hospital with what they are calling major injuries. glad that person is in the hospital for treatment. 680 cleared and as laura was talking about that crash, this crash on north 101 just north of 680, that also just cleared from the shoumder, no more distraction and see a good flow of traffic. a little build as well as capital expressway. speeds in the 50s for north 87 as well from capitol to curtener. a nice drive, coming through hayward, an earlier crash, may still be activity on the shoulder but looks like lanes have cleared in the past couple of minutes towards the san mateo bridge towards the bay bridge. look at oakland, pretty light. it's like weekend light over there -- it's not the weekend yet. >> wishful thinking, right. >> so much closer than

yesterday. >> true. >> and some great weather too this weekend on the way. we're going to shake the clouds and get warmer temperatures for the inland valley so we're making plans to maybe head to the beach and take in some sun. it's going to be 70 degrees for the coast on saturday and the bay it's 74 degrees, 80 for the interior valleys and sunday more of the same even a touch warmer for the valtlys on sunday. as you make plans, how about the apple blossom festival and the parade starts at 10:00 in the morning then live music going on all day. we'll start out with mild temperatures in the low 50s but it warms up nicely. if you'll be hitting the road heading to l.a., it's going to be sunny all weekend long, highs in the low 70s and no issues there. monterey is going to be nice with upper 60s and just a few clouds in the mix throughout saturday and sunday and high of 68 degrees. here's a live look at yosemite and it's going to be very chilly during the morning hours but a

out the air. we get rain but this system is so weak, i've only seen light sprinkles and it looks like for the most part a lot of rain chances will be backing off. we could see some spotty sprinkles and mist and drizzle from 10:00 to 11:00 and sun comes out today. we'll get mostly sunny skies for the afternoon and the quick round of rain we'll see for this evening may not hit all of the bay area. looks like only for the peninsula and parts of the east bay and south bay may see some rain. some of the models only showing a few hundreds of an inch of rain and only in a few spots. this is a fairly weak system and wouldn't change any plans whatsoever to be outside. then we'll get a lot more opportunities to get outdoors and enjoy warmer weather as it heats up in the upper 60s in san francisco and low 80s this weekend inland. mike has been tracking some serious issues for the morning commute. >> the most serious was the crash and we learn that victim was taken to the hospital. the roadway itself is clear,

southwest plane the second in two days. our national tennessee affiliate says a plane struck a bird shortly after take-off but managed to savely return to the airport. new stories emerging about the woman who died after a southwest airplane's engine exploded. we brought you live breaking coverage of this during yesterday's midday newscast. it happened on a flight from new york to dallas. investigators are saying the engine's fan blade broke apart in mid air shattering a window and nearly sucked one passenger from the plane. ail wells fargo executive and mother of two died from her injuries. a secret meeting between the trump administration and north korea. the president confirms his choice for secretary of state, outgoing director mike pompeo met one on one with kim jong-un. details have not been released. the red cross is now helping out more than 100 people who have no place to live after an apartment fire in san jose.

it happened yesterday morning and we showed it to you here on "today in the bay." four people were hospitalized but no one has serious injuries. the entire building is off limits and an evacuation center is open for those displace. a live look at the golden fire hydrant in san francisco's mission district. credited for helping save the city during the 1906 earthquake, today marks 112 years since that devastating day. we have been following the tributes around the city over the past couple of hours and this is done every year and the last known survivor died in 2016. >> a live look at what right now is a quiet street in san mateo but neighbors say during the evening commute, it can feel like a parking lot. that's because traffic apps like waze are sending drivers down the normally quiet street from north bay shore boulevard. it happens when nearby highway 101 just gets too congested and they are asking the city to take some kind of action to try to
