today. if you were working over the weekend today, maybe your day off and you'll be able to take in some sunshine and warm weather, here's a live look outside in san jose now as we get started, willow blen and 82 degrees by 2:00 today. it's going to be another one with well above normal temperatures and we'll cool off as the week goes on, mike you're updating the issue for cocoa county. >> we'll zoom to this portion of the map, slowing out of the altamont and disabled vehicle. doesn't look like a major problem. highway 4 around bailey. let's get to the waze system and the update from chp and also came in from an unnamed wazer but we do know the wazer is a member of the nbc bay area team. nbc bay area a car fire on the shoulder and that's why there's additional distraction.

we'll get more info on that. back to you. >> we're on baby watch, kensington palace says the duchess of cambridge in the early stages of labor. a live look in central london where prince william's wife would give birth at any moment. the couple were married ba in 2011 and have two other children. the newest royal baby will be the fifth in line to the throne. going to keep monitoring this and of course bring you any updates as soon as we get them. >> happening today, renters revomi revolt. we know the prices in the bay area skyrocketing. protesters are expected to push for stricter rent control across the state. p pete, i know those demonstrators will take a lot of action. what are we expected to see today? >> reporter: good morning, the action we'll see there will be a number of rallies including here

in the bay area. at issue is those high rent prices and renter's advocate have enough significants to repeal a longstanding law around since 1995. that law i'm talking about is the costa hawkins law makes it illegal for cities to apply rent caps to properties bimt after 1995. it also prevents cities from passing rent control ordinance on rented condominiums or single family homes. this is an issue for the bay area which has some of the most expensive rental in the country. i did look at this and have numbers for you from an apartment survey done in march of this year. and let's pull up that information. you can see three of the major bay area cities crack the top four spots when it comes to the most expensive rental in the country, you have san francisco for a medium price for a two bedroom rental, just above $3,000. in san jose just above 2500 and in oakland it stands at $2,260

per month. our crews did speak with one renter who says the rent is getting out of hand. >> six or serve months ago the landlord wants to increase rent 100% more. that's impossible. it's impossible to pay. but like you say, we have to find many jobs to pay the rent. >> reporter: supporters of that costa hawkins law argue that landlords can still capitalize on investments even if there are restrictions. the group behind the petition got more than a 500,000 signatures to get the issue for a vote in november. there's going to be rallies in los angeles and sacramento and oakland. oakland rally is set for 12:00 p.m. reporting live, pete suratos, "today in the bay." thanks for that update. >> turning to our nation's capitol. today president trump will meet

with the president of france and pushing back against critics of his planned meeting with north korea's president. >> tracie potts is live in washington with the talks of north korea giving up nuclear stock piles. do senators think this will happen? >> reporter: well, you know, washington is really exceptical, they don't know if kim jong-un will follow through and keep his word. at this point it boils down to trust and there is no trust bil built up between the two countries or two leaders. >> just days before friday's summit with south korea, north korea is promising to freeze its nuclear program, get rid of a testing site and focus on economic growth and peace. washington is skeptical. >> we want to see some substance. >> lawmakers worry kim jung un's decision is easily reversed. >> the reputation of the north

throne. no doubt we'll have more on that. this is a sad story over the weekend, it's been developing in the midwest, the man accused of killing four people at the nashville tennessee waffle house this weekend is still on the loose and police consider him very dangerous. travis reinking would have killed more people but a brave customer stepped up to stop him. here's that man. >> i ran through the swivel door and hit him with the swivel door and the gun was jammed up and pushed down, we were scuffling. and i managed to get him with one hand on the gun then grabbed it from him and threw it over the countertop. >> police say the suspect was wearing only a jacket when he started shooting and it's not his first encounter with police, officers say he tried to cross a security barrier at the white house last year. >> 5:06. no collusion, that's the case the u.s. government is making in

the kate steinle case, they want new charges thrown out. the federal prosecutors filed those in september, after finding him not guilty on the most serious charges in the steinly killing. a jury did convict him of a gun charge. president trump called the ruling disgraceful. his defense says that that comment is proof that the government colluded with the state prosecutor. the defense tells the examiner that the feds and state work together so garcia czaratae cannot be charged on gun charges again. the judge will hear motions in the case tomorrow. today san francisco plans to sweep homeless encampments out of the mission district. teams from several city departments will take part in this cleanup. these sweeps in the mission have been carried out before, but mayor mark far rel is taking a tougher stance, wants a dedicated team to make sure they

don't return this time. >> rattlesnakes are coming out. a hiker bit several times yesterday. these are pictures the chp poeflted on his rescue on the facebook page. crews took the 79-year-old hiker to john muir medical center and he's xpeked to be okay. make sure to watch out if you're out hiking. wear boots. >> that's scary. i went hiking yesterday, didn't even think about that. >> got to watch your ankles. >> right now we're waking up to temperatures in the 50s as you get ready to head out on this monday morning. here's your hiking trail forecast in the east bay and yes, be careful out there. we do start out with cool temperatures. we'll be at 50 degrees at 7:00 and warming up already by 10:00 to 63 degrees. 78 with lots of sunshine by 1:00 and if you're heading out around maybe over towards mt. diablo, make sure you stay hydrated. it's going to be 82 degrees

today. much cooler along the coast, half moon bay with some 50s to start. sunshine and makes it into the low 60s for today with breezy winds. we'll take a look ahead to the week forecast in a few minutes. mike, you have more information about the car fire. >> that's right, a little bit but it's important information. now, south bay along the peninsula, that side is just fine, even the east bay, no real slowing, it's all the way up here, highway 4 but the early commute out of antioch, that will slow around bailey because we have one lane blocked after the car fire was discovered. highway 4 jamming up. the car was engulfed for a period of time. trying to get a status now on anything. no injuries reported but i want to know about the fire as well. after you pass that towards concord, just fine, 242, 680 down towards the wall nut creek interchange. look how beautiful this view is from the emeryville camera towards san francisco. there's the city in the background. over here the north bay, no

a nice mild start around the bay area as you head out the door. here's a live look outside in san jose. let's go to evergreen to check out our temperature trend for today. it's going to be 62 degrees already by 9:00. we know it's going to be a warm day. another one, we're back in the low 80s for the afternoon. and it will be cooling off as the week goes along and there may even be slight rain chances down the line. i'll talk about that coming up in less than five minutes. >> mild slowing out of the altamont for 580 and 84, no problems through livermore but hiohihighway 4 with a backup an fire. we'll track all of those. >> today the obama era net neutrality law is expected to come to an end.

>> it stopped isps from blocking or lslowing down your access to online content and the final day for anyone against the repeal to final a challenge. firefox mozilla already filed the lawsuit. how the end of net neutrality can affect you. >> for whatever reason, maybe it's a big player that can play for the content first and small players can't pay for that. these kind of rules favor incumbents in the market. >> actually in the majority of american households if you want more than 25 mega bits you have one choice, so in an environment where consumers have little choice and can't vote with their wallet, the free market doesn't work. >> that was sonic ceo dain jasper, small isp also against the repeal. 23 states including california are in the process of passing

their own net neutrality protection. a local congressman wants a bill of rights for internet users as well. south bay lawmaker drafted a new bill to outline what users rights should be. this weekend he held a town hall at independence high school. this is in san jose, representative says he wants input from silicon valley giants, including google and facebook and apple. >> it is a huge task and why it's not going to be an overnight process. we want to get it right. i think tim cook was right, cfo of apple when he said the regulations need to be well crafted. >> so far brazil and italy written language in their laws governing the internet and user rights. a call for changes to wells fargo. the state treasurer will personally deliver a letter to the san francisco based bank calling for leadership changes. last week they were fined $1 billion tied to auto lending and mortgages, not the other sales scandal. critics might call this a

publicity stunt. chung is running for governor and not polling as high as other candidates. it turns out americans are taking a critical look at big tech companies in the wake of the facebook data scandal. >> for the rest of the news let's check in with bertha coombs. good morning, bertha. >> good morning, laura and marcus, wall street first looks like it's going to start in the red today, just slightly below the even mark. markets are coming off a negative session on friday but the dow nasdaq and s&p 500 still saw their third positive week in the past four. there's going to be a busy week for economic data with reports on home sales and consumer confidence, durable goods and first quarter gdp which meshers economic growth. it is also the heaviest week of earnings season which is a big, big time around here. about a third of the s&p 500 set to report.

today we're going to hear from google's parents alphabet and amazon later in the week. friday the dow fell 201 points to 24,462. the nasdaq dropping 91 to 7146. prices at the pump continue to climb but i probably don't have to tell you that. the latest survey shows the average price is up ten cents over the past two weeks to 2.83 a gallon nationally. driven primarily by higher oil prices. 37 cents higher than this time last year and we're going into the summer so they are expected to rise even more. in the bay area gas is averaging between 3.60 and $3.70 a gallon. americans are taking a more critical view of big tech companies in the wake of facebook's data scandal. one firm still stands out above the rest and new poll by survey monkey and recode shows that 20% of people believe that amazon is having the most positive impact on society out of any other

major tech giant. amazon was followed by google, apple and facebook coming in fourth now. jeff bezos is believed to have the greatest impact on people's daily lives. and guys i don't know if you heard about his annual shareholder letter last week where he talked about things take time. he takes a long view. he had a friend who got a coach to learn how to do a hand stamp properly, took about six months. >> wow, exactly. patience for those who wait. >> thanks a lot. this is a pretty cute way to start a day. look at this. new video of baby kangaroo taking its very first steps. or hops. the joey crawls out of the mom's pouch and walks around on all fours at a zoo in sydney australia. >> i love spring, you see all of the new birth and what not. >> yeah. >> i want to get back in there.

>> that was good, i'm done. >> i was looking at first, like what is that moving and -- >> a baby. >> you're right. >> all right, maybe it's time for a trip to the zoo to see all of those spring babies around the bay area. and we're going to have some beautiful weather no matter what you're planning to do but it does heat up quickly and we're going to see the same thing. here's a live look outside in san jose with a clear start and fairly mild temperatures. let's get you out the door for school this morning with a look at that school day forecast for the south bay. 55 fwredegrees at 7:00 and rece it's already 65 degrees. if they are wearing a jack, walking to school in the morning, make sure they bring it home. look at the temperatures today, it's going to be in the upper 70s as you go back to pick them up from school or riding home, also in that pickup line. our temperatures today will make you have to turn on the air

conditioning for a little while. it's going to be up to 83 in gilroy and also in east san jose, cupertino, 80 degrees. it's going to be breezy as well, about 5 to 10 but we could have higher gusts, oakland 74 degrees. 64 in half moon bay. redwood city, 72. low 70s in san francisco and the mission districts and embark der ra and north bay up to 80 degrees in sonoma. as we break down today in oakland, we'll be in the low 70s by 4:00 and it's going to be a beautiful day but there will be some changes ahead. an area of low pressure will increase onion shore flow. that means a stronger ocean breeze and our temperatures will be coming down in response. as we head towards the weekend, a very slight chance of rain in the north bay. elsewhere it does stay dry. in san francisco, we go from 72 today to low 60s by the end of the weekend. inland areas will also be in the 60s by the end of the week. mike, you're starting to see a

lot of slowing on the roads. >> not a whole lot but one key spot seeing a lot more and that's over near highway 4. i wanted to show folks south bay up into san francisco and easy drive, this is where we are seeing a lot of slowing, not the altamont. there is a significant amount of traffic, it's standard over there. it's highway 4 up here and it's not over in antioch, it's getting towards bay point where we still have the car fire blocking the slow lane as you approach. then once you pass bailey, you're okay towards 242. 680 off the bridge, a smooth drive and car keen as bridge, bay bridge now, no metering lights just yet. they may be turned on in the next couple of seconds, we have reports of a disabled vehicle around the treasure island tunnel. we'll watch for any slowing there. no problems to the north, richmond/san rafael bridge an easy drive right now. >> coming up next on "today in the bay," beating the odds.

is making headlines as well. dr. oz shot it on his cell phone. tv personality posted the clip on facebook. he said he was driving by and students on board were on the way back to baltimore after a school trip and you can actually see the kids there, carrying musical instruments away from the flames. new this morning, good news for parents, fewer kids are exposed to liquid nicotine used in e cigarettes, the number of poisonings is dropping. no the containers are required to have child resistant packaging. more needs to be done to prevent potential poisoning. new this morning, are you ready for a new job. more people are willing to quit for a chance to make more money somewhere else. 30% say they'd take the risk. that's the highest percentage of american workers willing to jump jobs since the great recession a decade ago. >> broadly across the country employees have the confidence to go out and look for new jobs. it's a strong market and it is

the bay bridge, glistening, nice look out there. folks already up and about getting their workweek started. >> thanks for joining us on this monday. >> right now we want to share this beautiful monday with meteorologist kari hall tracking a beautiful forecast. >> we've had a great weekend and that continues into today. so you wake up this morning and it's still clear, not really all that cool and we're going to have those temperatures warming up very fast. 57 at 9:00. 79 degrees already by 2:00 and low 80s expected today. now normally we're at 70 degrees, we're going well above and beyond that. 85 in antioch and 74 in oakland. 72 today in san francisco. we'll talk about the weekend coming up in seven minutes and mike saying it's a better drive towards concord. >> and then in concord you might get a worse drive as traffic is released. we're talking about no problems from the south bay towards san francisco or in towards the oakland area via 880 or 580.

maternity leave in late march, the third week in march and sort of been out of sight since then, we haven't seen so much of her, maybe one event or two but not in a big flashy official role, no working engagements. when we got the news this morning she was in the early stages of labor and come here to saint mary's hospital, obviously we along with the world media rushed to this very famous front door as well. i can tell you a big cheer went out from this very loyal group of royal fans who have been camping out here for the past several days now. when they heard the news that a little prince was born, as you mentioned, 8 pounds shl7 ounces the prince is fifth in line to the throne. he bumps uncle harry to the sixth spot in royal succession. and we fully expect that he will be introduced to all of us and all of you, the world here in front of the hospital on those steps behind me at some point

today. you'll remember when princess charlotte was born she was born at 8:34 in the morning back in 2015 and william and kate were out here in front of the hospital later that afternoon. so we'll be keeping our eye on those front steps for you and report on this all through the morning on the quts today show of course. >> it's always nice when a baby is born, let alone a prince. we'll wait and watch for kelly's full report on the quts today show later this morning. >> 5:33, the top story locally, if your kids go to school in the evergreen district, the teacher might be distracted. >> teachers will protest the latest contract offer. live at holly oak elementary with what the union is actually pushing for, good morning, chris. >> reporter: hi, there, the

school day starts here at holy oak elementary school in elementary school at 8:05 as parents come to drop off kids they'll be met with teachers picketing in front of the school and handing out information about the status of their contract negotiations. this is not a strike. the teachers will be in class but definitely they will have other things on their mind in addition to the regular curriculum. here's where those negotiations stand this morning. the union and the district declared an impasse back in february saying further negotiations between the two parties would be pointless. the next step after that is mediation with a state appointed mediator. i was just in communication with the union president and he said that actually failed so now they are certificateed for a fact fig panel. one person from each side and one independent from the state. if there's still no agreement after the fact finding panel, then the district can impose its last best offer and the union at that point then can vote to

strike. the evergreen school district is facing an $18 million deficit and in january announced the prospect of consolidating some schools, cutting its coaches, tech support even some principle positions because of those consolidations. the evergreen district serves 12,000 students in kinder through eighth grade at 18 different schools. one of the district struggles is one we have reported on for other districts as well, that is declining enrollment and fewer students means fewer instructional dollars as well. the teachers plan their informational campaign for 7:45 this morning. coming up in the next hour at 6:30, we'll take a look at some of the teachers salaries and how they stack up against other districts as well. in san jose, kris sanchez, "today in the bay." >> the contract disputes seen across the country right now. >> 5:35, if you booked on a southwest airline flight today you may want to check the status before heading to the airport.

the reason you want to do this. the airlines already canceled 91 flights including three at sfo, dwo at sjc and at least one at oakland international airport. this morning the airline has been canceling flights to conduct accelerated fan blade inspections. southwest says at the only make up of 1% of their nearly 4,000 flights. the famous wine industry could be one of the biggest losers in president trump's trade war with china that includes bay area wineries and hundreds who work there. it's a story you'll only see on "today in the bay." bob redell liver in livermore at the winte vineyard estate and explaining the impact of what's happening to them there. good morning, bob. >> reporter: good morning, california wine country in the north bay and here in the east bay could be hurt over time if this trade fight between the united states and china winds on.

wente family estates in livermore had to put a cork in exports to china. we're talking about 3,000 to 5,000 cases of wine waiting to be shipped but importers in china don't want to pay the 15% tariff on the wine. that's a tariff china imposed on america in retaliation to president trump's tariffs. that 15% on top of the preexisting 48% in taxes and tariffs. the vice president of international sales tells us the lost business to china is no way going to put his winery out of business or cause a wine glut, nothing like that, however, he is worried about what could happen a few months from now. >> even a bigger concern is the fact that if we're not shipping our importers will be running out of stocks. if they are running out of stocks and shelf space for california wines and wenty wines will be open and many wine producing countries around the world clammering for the shelf space that want to take that position away from california.

>> reporter: they estimate that china will run out of their stock of wine over the next 30 to 60 days. leaving them vulnerable to kungts like chile and new zee lands who have now tariff and australia who will be tariff free. waiting to take market share away from california. bob redell, "today in the bay.." it is 5:38. frlts are still looking into what started a fire at the san francisco apartment building that killed a woman over the weekend. this morning the building's owner still not answering a big question, where were the smoke alarms. sam meyer who owns the apartment caught fire tells us the flames and smoke filled his unit. not a single smoke detector went off. there was a lot of smoke reported there as well. it happened on saturday night. the building is in the inner sunset. all of the units were destroyed and 70-year-old jessica castro didn't make it out.

here's sam meyer describing how he tried to help his downstairs neighbor. >> she could have followed me right up the stairs and we were all yelling her to come up and she just wouldn't. she was a little bit out of her mind and she was just saying, you know, i don't -- she was babbling. >> cell phone video shows how large that fire was. as for the smoke alarms, nbc bay area reporter thom jen sen asked why they didn't work. the owner however declined to answer. >> many transit areas in the bay area, a lot of people tried to do it, you might get in trouble if you don't pay for a muny ride. you might get away with it but this morning we're learning that the person who's supposed to check where you paid can get in big trouble as well. someone leaked a disciplinary report to the examiner and shows in february the agency suspended one inspector for failing to write enough tickets to passengers who did not pay fares. that inspector only gave out two

citations during an eight-hour shift and others gave out more than five. comcast cares, the parent company to nbc universal, several of us spent the weekend volunteering in the bay area. our parent company donated 300,000 problems to fin shall a wellness center. kari and i donned the green shirts in san jose. she was out there pulling weeds and i somehow was shoveling and mulch and digging holes. >> putting in the work. >> i thought this is going to throw out my back but it was great. there was a lot of work out there, a lot of great volunteers from the bay area out there. so no doubt these kids will be pretty excited when they get back to school today and everything is cleaned up. it was really fun. >> that's what it's all about. >> i didn't make it out this year because i was actually involved in another fundraiser that night. but it was always a great reward being with the other colleagues within the company, great group -- >> it was fun. >> yeah. >> get a little dirty.
