morning. a jacket needed early with our temperatures in the mid-50s. look at that noon, 75 degrees and upper 70s, walking home from school. so it's going to warm up quite a bit, the 7-day forecast does show big cooling for the bay area by the end of the week. i'll detail that coming up. mike you have a warning for san jose drivers. >> i do. counter commute direction southbound 101 is seeing slowing. we'll show you that overall there are no real big surprises and backup is on at the bay bridge toll plaza. northbound 101 typically shows a little slowing but southbound towards mckee, there's slowing and there may be garden bee b e dedegree over the roadway. we'll continue to follow that issue. over here the golden gate bridge does show low clouds hovering around the area but visibility for drivers is just fine. it gives this eerie look but you see the beautiful lights still light beiing up.

>> lighter news this morning, breaking news, it's a boy! there's a new little prince in the world. right now we're eagerly watching this london hospital, kate and baby number three are expected to walk out sometime this morning. she gave birth an hour ago. no name announced just jyet, weighs 8 pounds, 7 ounces, baby and mom both said to be doing well. the new baby boy is the fifth in line to the throne after charles, will, 4-year-old prince george, 2-year-old princess charlotte. >> 6:02 right now. happening today, protesters expected to take a stand and push for stricter rent control. all across the state. we know here in the bay area those rent prices skyrocketing, pricing people out. "today in the bay's" pete suratos. >> reporter: good morning to you, marcus, we're going to see rallies across the state including here in the bay area

regarding this issue. we got renters advocate groups that got enough signatures to get a vote on this come november regarding a state rent control law that's been around since 1995. the law i'm referring to is the costa hawkins law. it makes it legal for cities to apply rent caps to properties built after 1995. on top of that it prevents cities from passing rent control ordinances on rented condominiums or single family homes. of course this is an issue in the bay area where rents are extremely expensive and i took a look at the latest numbers from a survey done on the apartment list done last month and there were three bay area cities that cracked the top four spots when it comes to the most expensive rent in the country. you see there on the television screen, san francisco just above $3,000 for a median price for two-bedroom. san jose just above $2500 and in oakland rents just above $2200. our crews did get a chance to

speak with one bay area renter who says the rent in the bay area is simply getting out of hand. >> six or seven months ago the landlord wants to increase my rent 110% more. that's just impossible. that's impossible to pay. but like you say, we have to find many jobs to pay the rent. >> reporter: quite a jump there. landlords will still be able to capitalize on investments even if there are restrictions. now the groups behind the petition got more than 500,000 signatures to get a vote on this issue this coming november but there are going to be rallies, one of them in oakland that's set for 12:00 p.m. reporting live, pete suratos for "today in the bay." developing in the midwest, a man accused of killing four people at the nashville tennessee waffle house this weekend is still on the loose.

police consider him very dangerous. they say thatreinking would have killed more people but a brave man stepped in to stop him. >> i ran through the swivel door and hit him with the swivel door and then the gun was kind of jammed up and pushed down. so we were scuffling. and i managed to get him one hand on the gun then i grabbed it from him and threw it over the countertop. >> police say that suspect was only wearing a jacket when he started shooting. no clothes underneath. and it's not his first encounter with police. officers say that he tried to cross a security barrier at the white house just last year. 6:05. no collusion, that's the case u.s. government is making in the kate steinle case. attorneys for zarate want new gun charges thrown out. federal prosecutors filed the charges in december after a jury found that zarate not guilty on

the most serious charges in steinle's killing. a judge didn't convict him of a gun charge. president trump calls the ruling disgraceful. zarate's defense says that comment is proof they colluded with the state prosecutor. zarate cannot be tried on gun charges again. a judge will hear the motions in the case tomorrow. today san francisco plans to sweep homeless encampments out of the mission district. they'll take part in the big cleanup. sweeps have been carried out about before the mayor is taking a tougher stance this time and wants to create a dedicated team to make sure the tents don't return. >> taking a live look at capitol hill this morning where the president is meeting with the president of france today but president trump is pushing back against critics on the planned meeting with north korea's

president. tra tracie potts is live with more. what are senators saying about this? >> reporter: well, senators and members of congress kind of skeptical whether or not kim jong-un is going to follow through and keep his word. there's no trust built up between these countries, there's no trust built up between the two leaders. >> just days before friday's summit with south korea, north korea is promising to freeze its nuclear program, get rid of a testing site and focus on economic growth and peace. washington is skeptical. >> the good public relations move, we'll see -- we want to see substance does. >> reporter: lawmakers worry the decision is easily reversed. >> the reputation of the north koreans has been that they don't necessarily keep their agreements. >> with so much riding on an upcoming face to face with president trump, some are

day today on the warmer side. >> still feeling like summer out there. we continue the weather we had from over the weekend and then as we go towards the end of the week, some big changes ahead. let's get out the door this morning. live look outside in san francisco. beautiful sunrise. it's not too cool, it's 52 degrees. as we get a look at dublin as the sun rises it's a great start on this monday morning. let's go to livermore. it's going to be 52 degrees at 7:00. a jacket needed walking to school but already by recess, they'll start to peel off the layers, make sure they come home with a jacket. by the time you walk home it will be 80 degrees in the middle of the day. then as you get ready to head out the door for your morning commute in the east bay, upper 50s by 8:00 and lunch outside perfect temperature at 70 degrees. mid-70s by 2:00. if you have plans to go out to

at&t park this evening, here's a look now, all nice and quiet but it will be busy again today and first pitch at 7:15. it will be 61 degrees, layers needed with the winds kicking up tonight and mid-50s by the end of the game. we're going to have a beautiful warm day, breezy winds coming in from the northwest with low 80s for the south bay and some mid-80s for spots like antioch and concord. and the peninsula still cool along the coast while palo alto will see a high of 78 degrees. low 70s in san francisco and 80 today in sonoma. then an area of low pressure will drop in and change our winds bringing a stronger onshore flow, stronger ocean breeze by the end of the week. i'll watch for a slight chance of showers on saturday. mike, flashing lights in san jose. >> right, kari, there was nothing reported about it in the chp but that means this was

nbcbayarea.com/responds. thanks, chris. 6:25. this is either the luckiest guy in the world or unluckiest. 20-year-old dillon mcwilliams survived a bear attack last year only to become a victim of a shark attack last thursday while he was on vacation in hawaii. he said he felt something hit his leg while he was in the water then realized it was a shark and bit him. he swam back to the shore and ended up with $7 stitch and last summer a bear attacked him sleeping in a tent in colorado. the shark attack took him by surprise since he had already had ang animal attack him. >> felt something hit my leg and looked down and there was a lot of blood and saw the shark underneath me. rarely happens anyway, the same person twice. >> is he tempting fate? mcwilliams said it won't keep him out of nature and he plans to get back in the water soon as well. he says this is his third wild animal bite. a rattlesnake bit him while

the country today celebrating the birth of a little prince as the prince born at 11:01 this morning. a cheer went out here in front of the hospital when the birth was announced. there's a very dedicated group of royal fans to come out and camp out by the hospital once it's learned that the birth is getting near. so they've been out here for the past few days. cheered when they heard a prince was born. and now we're waiting really to see kate william and their newborn baby come out and be introduced really to the world. it's become somewhat of a ritual, prince george made his international debut on these steps as a newborn as well as princess charlotte back in 2015. the baby is fifth in line to the throne, bumps prince harry to the sixth spot and no doubt a joyous occasion with the prime minister and the queen both

saying they are delighted. marcus and laura. >> new baby in the house is always fun. thank you very much. 6:33, happening today, teachers in one south bay school district plan to protest against the latest contract offer. >> kris sanchez is live at holy oak elementary school. kris, we're seeing this across the country. why are teachers in the evergreen district, why are they not happy about what's going on right now? >> reporter: well, marcus, i'll tell you this is really about a contract negotiation that's been going on for a very long time. the first school bell rings at 8:05 here and as parents show up to drop off their kids, they are going to be meet by teaches are picketing and handing out information about the contract negotiation process. within the last half hour, i got this statement from the president of the evergreen school district union, teachers union and reads in part, evergreen teachers are determined to stand up for our students and ourselves and we're fed up with paying for education

out of our pocket. we believe teach being childrin a calling but should not come as an expense of our own family. here's where things stand right now. union declared a impasse saying further negotiations would be pointless. mediation with a mediator failed and now that evergreen union president tells me that it is onto the fact finding panel which is one person from each side and one independent person from the state. if there is still no agreement after that, the district can impose its last best offer and the union can vote to strike. now, the evergreen school district faces an $18 million deficit and in january, announced a prospect of consolidating schools and cutting instructional coaches and tech support and even principal positions. the evergreen district serves 12,000 students from kindergarten through eighth grade at 18 different campuses.

one of the struggles is one that other districts are also having, a declining enrollment. we have reported on that in the last few months. the teachers plan on handing out this information and beginning their campaign at 7:45. rest assured they will be in a classroom today. if your students are in classrooms here in the district, they will have their teacher there but before the teachers head to class they will be meeting with parents outside their campuses, 18 of them all around. kris sanchez, "today in the bay." >> thanks so much, kris. >> if you're booked on a southwest airlines flight today you might want to check the status of your flight before you head to the airport. the airline has already canceled 91 flights today including three at sfo. at least one at oakland international this morning. the airline has been canceling flights to con sem accelerated fan blade inspections.

mid air engine pron killed a passenger last week. it only makes up 1% ever the nearly 4,000 flights. firefighters are still looking into what started the fire at a san francisco apartment building that killed a woman over the weekend. this morning, that building's owner is still not answering one big question, where were the smoke alarms. sam meyer whose apartment caught fire tells us as flames and smoke filled the unit, not a single smoke detector went off. you can see there in the video just how much smoke we're talking about. this happened saturday night, the building is in the inner sunset. all three units were destroyed. 70-year-old jessica castro did not make it out. here's sam meyer describing how he tried to help. >> she could have followed me up the stairs, we were yelling her to come up and she just wouldn't. she was a little bit out of her mind and she was just saying you

know, i don't know, she was babbling. >> take a look at this cell phone video. this shows how large the fire was and as for the smoke alarm, thom jensen asked the owner why they did not work and the owner declined to answer the question. it is 6:38, california famous wine industry could actually be one of the biggest losers in president trump's trade war with china. that includes bay area wineries and hundreds who work there. it's a story only on "today in the bay," bob redell live in livermore at wente with the impact happening there. good morning, bob. >> reporter: good morning, california wine country in the north bay and here in the east bay could be hurt over time if this trade fight between the united states and china winds on. wente family estates says they have to put a cork in exports to china. we're talking about 3,000 to 5,000 cases of red and white wine waiting to be shipped,

ready to be shipped but supporters in china don't want to pay the 15% tariff on the wine. a tariff china imposed on america in retaliation to president trump's tariffs on them. that 15% is on top of the preexisting 48% in taxes and tariffs. wente's vice president of international sales says the lost business to china is in no way going to put the winery out of business or cause a wine glut but he is worried what could happen a few months from now. >> even a bigger concern is the fact that if we're not shipping our supporters will be running out of stocks and shelf space for california wines and wente wines will be open and there are many wine producing around the world clamorring for the shelf space who want to take that position from california. >> reporter: wente estimates that china will run out of stock of wine in the next 30 to 60 days, leaving wente vulnerable

to countries like chile and new zealand who have no tariffs and australia which will be tariff free starting next year. mainly we're talking about countries who are waiting to pounce and try to take that market share away from california. reporting live here in livermore, bob redell, qu"todayn the bay". >> comcast cares, of course comcast, parent company of nbc universal, several of us spent part of the weekend working with volunteers in the bay area. our parents company donated $300,000 to finish a wellness center in santa rosa. you can see kari hall and i donning our green comcast shirts and we helped out at the middle school in san jose. kari has hard at work pulling weeds and i somehow got stuck shoveling and digging holes and working hard with the big guys. don't know how that happened. but it was a lot of fun and made such great improvements to the school. always nice to see.

now, in oakland, almost 2,000 wood frame apartment buildings are in danger but the cities don't even have a published list of where the buildings are. there's no laws really requiring any retrofitting for these buildings. in the meantime happening today, the san francisco public works department will host the first of two open houses this week. their engineers will build model cities and then test for earthquake resiliency on a specially crafted shake table. you can see how the buildings hold up and the meeting at 9:00 this morning at the offices. we've been hearing from the former head of the fbi james comey, not over just yet. he's bringing his book tour to san francisco tonight. mr. comey will be speaking at the curran theater in front of a sold out crowd. com comey's book covered his service in the fbi from 2013 to 2017, including his interactions with president trump.

and that will bring it back closer to normal this time of year. we'll also be watching to see if we have a chance of rain in the north bay on saturday. as of right now it's going to keep the rain chance out of the forecast because it's so small. 72 today in san francisco. but then look towards the end of the week and weekend and only lower 60s and then for the inland area we go from 82 degrees today to 67 for your saturday and sunday. and then each day as we go throughout the week it's going to be cooling off several degrees. back to spring we go. like you've been tracking, a lot of issues on the road. >> somewhat confusing, this live look from our fremont camera for a few seconds when i took a look it was almost completely empty southbound. that would be your commute heading towards silicon valley. the traffic started to come back in and i have checked chp report and we also have a map showing you there are no problems coming into milpitas out of fremont.

you might want to check the status of your flight before you head to the airport. the airline already canceled 91 flights including three at sfo, two at sjc and one at oakland international this morning. the airline has been canceling flight to conduct accelerated fan blade inspections after a mi mid-air engine failure killed a passenger. the cancellations only make up 1% of southwest's 4,000 flights. california's wine industry could be one of the biggest losers in president trump's trade war with china. wente estates in livermore is one of many wineries with hundreds work. and the company tells us it's ending exports to china because the country put a 15% tariff on wine. right now the winery says that it's going -- it's not going out of business but the future really is uncertain. >> 6:58 right now. maybe a little sparkling wine later this evening.
