a massive fire in the heart of downtown concord. . breaking news right now at 4:30, a massive fire in the heart of downtown concord. good morning thanks for joining us, i'm laura garcia. >> i'm marcus washington. this is not too far from clayton road and not even too far for the b.a.r.t. station as well. >> you can see it from a lot of areas. they had to evacuate some areas overnight. we don't know of any injuries or how it started right now but you see the pictures of the massive apartment complex. it was under construction. it is completely destroyed from what i understand so far because of this massive blaze that caused numerous firefighters to go out to try to fight it.

a lot of roads in the area are closed and it includes clayton valley road and galindo road and the b.a.r.t. station is nearby. a lot of smoke engulfing the area overnight. you see how thick the plaflames were. we'll continue to follow and pete suratos is at the scene gathering information. a lot of people in nearby apartment buildings were actually forced to evacuate as well just as a precautionary measure. they were sent alerts we understand to head out of the area as well. we also send out push alerts on this, download our nbc bay area app and get alerts straight to your phone 24/7. we'll have more on that coming up in a live report. >> we do actually have pete suratos live there at the scene. pete, i know you're near the b.a.r.t. station we were talking

about. >> reporter: yeah, good morning to you, marcus. we're right now galindo and clayton road. down the road you can see this is the apartment complex, what was supposed to be an apartment complex. supposed to be nearly 200 units of apartments here in concord but went up in flames a few hours ago. now, we're just getting -- it's looking like they are containing it a little bit there as we're not seeing the black smoke and white smoke. i'll go up to get more information to see how much of this is contained. but let's get to that video from earlier. this was at about 1:00 a.m. when the fire began here in concord. according to fire, they are saying it was first reported around 1:00 a.m. the apartment building i showed you was under construction, it was part of the second phase of construction, what's being called the renaissance apartments. at that time, evacuation orders

were in place for those who lived in the nearby apartment complex, we're going to get information to see if those orders are still in place but our crews were on the scene earlier and spoke with a mother who had to evacuate with her son. here she is describing exactly what she saw. >> i opened my eyes and everything was orange in my backyard. started to wake up and why is everything orange out there. oh, i don't know, i didn't know what to do. i got them out, went running like crazy and started banging on everybody's houses. >> reporter: we're showing video of the fire and we're back out here live. a number of fire engines up the hill. there are 18 brought out, including 60 firefighters to fight all of this.

we have more reaction from folks who were evacuated and we'll have more on that in the next hour. back to you in the newsroom. >> certainly check back with you, thanks so much, pete. the canadian man police say drove a van into crowds of people in toronto is expected in court today. ten people were killed and more than a dozen others hurt. shoes and clothing left behind on the scene. we're also learning new details about the suspect in the california mass killing that he was interested in and investigators are saying he researched the 2014 shooting near uc santa barbara. he was arrested yesterday. no word on the motive. here are some of the witnesses. >> pandemonium broke loose. >> hitting people one by one, going down, oh, man it was like the nightmare. >> obviously we're just learning about the situation in toronto, our hearts go to anyone

affected. we're going to obviously have more to learn and more to say in the coming hours and we'll -- >> canadian prime minister there shootly after the shooting. we'll bring you updates as soon as we get them. the man acquitted in the kate steinle shooting is asking the judge to toss out gun charges against him. zarate will be back in san francisco court today. the federal government is charging him for being a felon with a gun and undocumented and with a gun as well. his lawyers are also asking the judge to toss out one of the charges and want the charge to prove that the federal case is retaliation against garcia zarate since he was acquitted in the state court trial. sometimes you don't want to sit in a restaurant if you're a party for one but next time you go out to get your food to go, in berkeley, you may soon have to include a fee for those boxes

and plates and utensils. >> just take-out containers. >> a new idea being pushed by city council members, want to reduce one time use foodware. if her proposal passes, restaurant would be required to use reusable utensils when you dine in. when you dine out, you have to pay 25 cents for food or drink containers. >> we need our processing huge amounts of litter from our streets and in our water ways. >> they hope to get public reaction tonight at 6:00. >> i don't mind utensils but what do you think. >> bring your own plate. >> you recycle it, right? right now at 4:36 with a few clouds moving in, and it's still going to be a very mild morning and warm day. right now temperatures in the 50s and that's where we'll stay

in santa theresa through 9:00 and then warming up once again with all that sunshine. we'll be in the mid-70s today and we're looking at still very warm weather around the bay area today and cooler temperatures around the coast. >> the freeways around the bay are moving smoothly. the east bay moving up in towards oakland just fine. 680 is at speed and you see that -- 242 which is actually closer to the fire. we'll show you what's going on. on the surface streets we show you it's concord road, both closed and heading west bounds towards 242. you'll have to get towards concord avenue to get further north and you can go further south to keep you free of the area. and so we have a crew there

is set to open higher following a mixed session for the market yesterday. the dow extending the losing streak to four days dragged down by tech stocks and worries about rising interest rates. look for economic data today on home prices and consumer confidence and earnings from big companies like 3m, coca-cola and ver size zon. the nasdaq lost 17 yesterday. shares of google could be on the move, alphabet reported earnings last night that beat wall street's forecast. marketers and brands continue to snap up ads tied to google searches and the company made sizable profits from the debts on tech ventures like uber. google is spending at an incredible rate, spotify is hosting an event where it's expected to use the future streaming service. don't rule out a possible hardware announcement. the largest guess is for a speaker similar to google home.

for parts of the bay area. but i'm showing you the golden gate bridge camera because we've had some drifts of fog rolling by and this is going to help keep the coast a little bit cooler today. seven-day forecast is coming up at the bottom of the screen as you take a look, you'll see we will be cooling off over the next few days but it does feel a little warmer now as you head out the door with some low to mid-50s around the bay area. as you go through that morning commute in the peninsula, we'll be in the 50s for much of the morning and then with a mix of sun and clouds after that clears out, we'll get sunshine and a boost with the temperatures and mid 60s by noon. then our south bay temperatures reach up to 80 degrees in morgan hill. 78 in los gatos, for the east bay, 83 in concord and oakland will be up to 69 degrees and also 69 in san mateo, daly city at 60 today. you'll feel cooler air in san francisco thanks to the return

of some fog. mid-60s in the mission district and upper 70s for novato, we're getting dressed and you need long sleeves today especially if you're closer to the coast and good dress shirt and also the sunglasses because we will get more sun. as we go through the week, there will be an area of low pressure moving in that causes the air to rise and more clouds and even a slight chance of rain but the rain chances once again very slight and spotty. i think the highest chance will be for the north bay. not seeing too much on here with a system moving closer to the coast on monday. still our rain chances are very slight as we head through the forecast. we'll have cooler air moving in and today in san francisco, we'll be up to 62 degrees and that's about where we'll be for the rest of the week. inland areas feeling a little bit more of a change. 80 today and 66 on saturday. and mike, you're checking out some of the longer drives. >> early in the morning our

commuters from farther out -- we just heard from our photographer in concord with a shot of one of the closures, we'll follow that up shortly. this is ethan, his shot at willow pass road. there's closures because of the fire there not far from 242. this is at the extended closure through concord, willow pass road and clayton and galindo in the vicinity of 422 to the east of there between the b.a.r.t. station and 422 because of that apartment fire. we'll deal with the maps and makes things much simpler now. wow, things are messed up on my system as well. we'll check out the live shots from the dublin camera. i showed the green sensors for the earlier map and in dublin, try valley ties are holding up nicely. no major issues as we get over to the b.a.r.t. system, no delays for the trains, my map

systems are not working but the live shot was, we'll acceptsend back to you. >> 4:48, former president george h.w. bush is in the hospital this morning. we've learned he has an infection that spread to his blood. in a statement released by bush's office, treatment is said to be going well. he appears to be recovering. the 93-year-old was admitted on sunday morning just one day after attending his wife barbara's funeral. you might have seen former fbi director james comey on television once, or twice or five times. some people in the bay area wanted to see him in person. comey continued his media blitz in san francisco last night. he talked about his best selling book to a soldout crowd at the curran theater. most people we talked to agree with comey. >> i have a lot of concerns for the current administration so i would agree, a lot of what he's trying to put forward with his book. >> another person told us, they

think comey is a nice guy but has an ego. >> now to the question of teacher's salaries, are they enough? >> yesterday we told you about another group of teachers demanding raises. this is video of those teachers in san jose's cedar grove elementary, explaining their case to parents. these teachers tell us they are not thinking about striking yet. those teachers really may join others in the bay area and across the country, demanding those raises for more school funding. >> but do they have support. >> a new poll finds yes, 78% of americans say teachers are way underpaid. 50% say they would pay higher taxes to give teachers raises. but americans are divided over the walkouts and strikes just over 50% support them. at 4:50, gq magazine is raising a lot of eyebrows after saying that the bible, one of the classic books of all time doesn't have to be read before you die.

under the collar after she nbc bay area responds to a san jose woman who was left hot under the color after she received her recent pg&e bill and it was more. >> she did the math and when the charges didn't add up she contacted us. >> good morning, dawn o'brien said she was shocked to get an

electric bill for $453 over the summer. considering she usually pays about $200 per month. she says pg&e told her that's just how much power she used during the month according to her meter. that didn't make any sense to dawn. she doesn't have air conditioning so the heat wave shouldn't have burnt her. we contacted pg&e and the utility discovered dawn didn't actually use that much electricity after all. the meter reader had made a mistake. >> the utility promptly gave her a $187 credit. pg&e encourages customers like dawn to contact them with billing questions. it also says smart readers help reduce billing mistakes and don't cost you in this case extra. pg&e currently has 10 million smart meters in use. you can make that 10 million and one because dawn is now getting a smart reader. if you have a consumer

well. >> we do start out with a few changes in the bay area with patchy fog along the coast but it's going to have a big impact on temperatures. as we look outside in palo alto, all clear for your drive and we will get sunshine once that fog clears and temperatures in the low 60s, low 70s today. we'll bring it down a few degrees from yesterday and that will be the trend the rest of the week. mike, you're still tracking the closure at willow pass road. >> a major roadway for folks in concord. as we look at the speed sensors, south bay up towards san francisco or oakland depending which side of the bay even over here mild slowing into livermore, where there's no problems here. there you go. there's a tri-valley contra costa county. just off 242, the scene of the fire which we'll talk
