joining us. i )m marcus washington. and i )m laura garcia. it's 4:30, we start with breaking news. good morning, i'm marcus washington. >> i'm laura garcia. >> several lanes of a major freeway were shut down in east bay. looks like they are trying to clear this up quickly. >> trying to clear it very quickly but we have a lot of work to do. this is the scene. this is going on northbound 680 approaching the boulevard and all lanes closed this morning. they do have now just a couple of lanes open as you get past the scene and sweepers should be doing their work right now. in fact, as we look at this horrible wreck, there are no major injuries reported but we're still following the scene because judging by the damage on these cars, there must be at least some injuries to report. no deadly crash as far as we know, as far as details show.

i want to show you what exactly is going on as far as speeds. the sweepers are on scene northbound 680 and they should be clearing any minute because they are in the final stages of clearing and once they open the two lanes, this morning about a half hour ago, they have actually had traffic flowing pretty nicely through the area. in concord, we're following the effects of yesterday's fire. people talk about that in just a second. i wanted to show you, still local closures and i'll outline those in the next report. i want to show the rest of the report, a smooth drive as far as speed sensors go, we're tracking concord for both incidents. >> we start out with nice weather this morning with temperatures mostly in the mid-50s around the bay area. here's a look at the forecast as we get a live look outside in san jose as we go to sunnyvale, it's going to be in the low 50s and sunshine breaking out to make it a very nice day once again. our high temperatures reach into the mid-70s for the inland areas like antioch and for the coast

upper 50s in half moon bay and san francisco. we'll talk about the cooling trend continuing coming up in the full microclimate forecast. >> thank you very much. 4:34. more than 24 hours later and still smoldering this morning. firefighters watching for flare-ups at the concord apartment complex. we covered it all morning long yesterday. this morning the danger continues and people nearby are still evacuated. >> pete suratos is live in concord. i can only imagine there's a lot of concern there this morning. what's going on with that investigation? >> reporter: marcus, expected later this morning, we'll see the national response team with atf assisting helping out contra costa county fire to determine the cause. i want to show you hibehind me, you can still see not only smoke coming out of the building but still flames about as they work to put out the fire on the

construction site set to be an apartment building here in concord later this year. but shortly after the midday report yesterday, we saw another concern and that is the scaffolding which you can see down here which fell down or collapsed right after our midday reporting, let's go to video from a firefighter's mass cam shortly after 11:00 a.m., capturing the collapse of the scaffolding. the wall behind it could also collapse at any time. that's something we're keeping an eye on this morning. that's why the more than 250 people living in the building next to it had to evacuate when that building went up in flames yesterday morning and those folks stilg can't return to their homes. they were given less than ten minutes yesterday to grab essential items. here's what they had to say. >> it was crazy, it's something like you see in a movie. it was amazing, like you can't believe it. >> cops, you know, taking groups of people around, getting emergency items out. medication, pets, stuff like

that. >> when it comes to the national response team i referenced at the top of the report, they are going on the ground in concord this morning and currently investigating similar construction site fires that took place in the bay area at different construction sites between 2016 and 2017. one of them in oakland, two of them in emeryville. we're going to take you back out here live, you can see flames still here in concord as crews still continue to battle this fire. officials say it's too early to tell if it was intentional or accidental. it's all under investigation. we're expecting another update from contra costa county fire at this point this morning as we get that update, we'll bring that to you in the newsroom. live in concord, pete suratos for quts it's "today in the bay >> it seems we're getting a better understanding of the new electric scooter regulations. with the clarity it seems the city may end up with no scooter rental companies at all. the examiner reporting transportation leaders laid out a new preliminary regulation for

the stationless scooters which customers can leave pretty much anywhere. that rental companies will have to quote, play ball once those new regulations are approved or really risk not receiving those permits. a live look in washington where short time from now french president emmanuel macron wraps up his u.s. visit with a joint address to congress. it follows last night's state dinner honoring macron, the first white house state dinner since president trump took office. diplomats and billionaires attended at the white house event. guests included apple ceo tim cook and robert murdoch. the night ended with a toast and both leaders pledging to work through their differences. >> we both knew that none of us easily changes his mind but we will work together. >> make our friendship grow even deeper, may our kinship grow even stronger. >> last night's menu included

lamb, new orleans style jam ba ball la ya. >> pushing to speed up the new housing construction, that includes affordable homes, mark farrell's new bill approves the process by cutting number on the number of public hearings and also wants to do away with all public hearings on 100% of housing projects. it go to the supervisory committee next month. new tower in the works. developers hope to build a hotel on a vacant lot on north boulevard in west santa clara start near the proposed google trans transit village. the high rise would be 19 stories tall and have more than 200 rooms. >> coming up here on "today in the bay," don't forget to take the extra when you buy your favorite bottle of wine especially if it's considered a bargain brand. we'll look at the reason why the uptick you might see when you

rising interest rates after the yield on the 10-year treasury bond cracked 3% for first time since 2014. banks often use the 10-year to set rates on mortgages and other loans. another concern here, caterpillar, a barometer of the global economy is hinting that growth could slow later this year. the dow closed down on 4/24, yesterday's date, 424 points to 24,024. how do you like that coincidence? nasdaq dropped 121 to 7007. you'll pay more for wine in the near future. wine production fell to a 60-year low last year blamed on bad weather in europe, including a late winter frost. europe accounts for two thirds of global production. american production largely stable even though we had the wildfires in california. experts say producers and retailers will absorb in of the price hikes but customers will end up paying more especially if you like cheaper bottles of wine or value bottles as i call them. snapchat had a change of heart.

they are testing a redesign of the controversial redesign it unveiled in february. that update triggered backlash from users including ki lly jenr and christy teagan. it separated stories that came from friends and a lot of users said i like feeling like i'm friends with celebrities. who doesn't? the new test rolls back the changes but just with a select number of users. marcus and laura, if you don't see the changes, it means you're not that select. >> we want to be friends with contess abreuaabrewer. >> thanks, con tessa. >> if you have a credit card, i'm pretty sure you're happy not to see the fees. if you ask, the fees can go away and you don't have to be nice about it but probably will help. credit card.com poll finds 84% of card holders ask for late fee

it's 52 now in san francisco and seven-day forecast is up at the bottom of the screen. you'll see that we will have some cooler air. we're heading back to spring after the next couple of days. looking at the morning commute for the south bay, some low 50s, we'll be at 53 degrees and you can see the clouds there through about 8:00 and then nothing but sunshine and in the upper 60s by noon today. our highs for the south bay up to 72 degrees and east san jose and 70 in milpitas, 76 in danville, just a few degrees cooler than yesterday. up to 72 degrees in fremont. and 57 in half moon bay, san mateo, 65 degrees and 60 in the mission district with the north bay up to 73 in napa and in novato. a live look outside and san jose as you get dressed this morning, you do need layers but you'll probably be comfortable with long sleeves and pants also good today as we're getting rid of the shorts weather as our temperatures cool off. there's an area of low pressure

still well offshore and we're still in with the dry weather over the next few days. that will start to move farther off to the north as we head into saturday, that could bring in a slight chance of rain, mostly for the north bay and that continues to move off towards the east. we will get a pretty strong onshore flow and ocean breezes to keep our temperatures down. san francisco up to 58 degrees today. and some upper 50s throughout the weekend, low 60s and for the inland area, 75 degrees today but 65 as we head towards the weekend. mike, you're starting out with the drive through cocoa county. >> over here the maze, no problems. east shore freeway gray, north bay same thing, 680, completely clear now and no slowing northbound. 680 at street boulevard. the freeway is clear, 242 is also clear, getting there again this morning a problem because willow pass is closed to mir ra

vista from yesterday's fire activity. the other closure is concord boulevard because both of these are affected through the same stretch past the freeway, this will be a problem through downtown concord once again today, expect more folks to hit concord avenue to the north of there or maybe heading south even as far south as street. that will keep you completely clear. in the south bay, southbound 280 around 80, approaching 87, coming to downtown, chp, thank you forgiving us a shout out about that and palo alto, smooth drive up and down the peninsula for 101. thank you. >> it's 4:49. happening today, the company accused of lying about toxic cleanup at hunter's point ship yard in san francisco, plans to address what they call misleading reports. tetra tech is holding a news conference. the epa is questioning 97% of the company's cleanup data and wants the soil at the shipyard

retested. kron kel reported this week that a lot of dirt and soil in question was dumped in land fills cross the state, including brisbane and morgan hill. the shipyard was home to navy radioactive lab for decades. if you love fast food you won't like the next story. the next time you order one, one east bay city is getting closer to getting more expensive for you. berkeley city leaders just approved an ordinance that would put a 25 cents charge on to go containers when you order take-out. the idea is to get diners to bring their own containers. supporters say to go containers are hard to recycle and create a big litter problem. >> it litters our streets and business districts and ends up in the storm drains and in the ocean. >> good reason here, berkeley says about 40% -- 40 million to go cups are used in the city

after he bought it. he says he took the suv to a ford dealer several times but the dealer couldn't find anything wrong. but then in 2016, ford reported an exhaust problem with some explorers that caused the interior to smell like sulphur. so he asked the dealer to finally fix the problem. and it said okay but it would cost him nearly 1,000 bucks because his explorer was no longer under warranty. he didn't think that was fair because he said he reported the problem long before his warranty had expired and ultimately paid for the repair himself and then reached out to us for help. we contacted ford and it reimbursed him $771. $200 short of the repair bill. in a statement, ford said, we are pleased to assist him and cover 78% of the repair cost, although his warranty had expired nearly a year before. we asked ford how it calculated
