yesterday and that continues today as it keeps our temperatures down a few more degrees and upper 50s for the coast and upper 60s in santa rosa, mid-70s for the inland area and morgan hill up to 75 degrees. i'll talk about the weekend and what else is ahead in a few minutes. mike says it's a slower drive in san jose. >> we expect a slower drive but it's slower than you might expect. we still have this sticking around. 101 northbound typically shows a better flow around the 680280 interchange. look at the nice silhouette. we'll show you why there may be additional slowing. there was a crash north of that camera right here at alam rock and we did see traffic build up a bit towards the approach towards 680. farther north there's a crash reported 87 at 101. sounds like everything is out of lanes over by the airport but we see the push north into the area. the rest of the bay does move smoothly there's a crash reported near the dubliner ter change and no delays other than the backup at the bay bridge

plaza. >> thank you very much. federal agents expected to arrive, massive fire destroyed the five story apartment building under construction. it's a story we brought you yesterday on the "today in the bay" live. fire forcing 250 people living next door to evacuate. atf investigators will be sifting through debris looking for clues, pete suratos is there as well and will join us with a live update at 6:32. >> 6:02. happening today, the supreme court will hear arguments in the president's latest travel ban. it's been an issue across the country and we've seen protest here in the bay area. kris sanchez is live at ssfo to explain what we could see. this is something people have been very vocal about. >> reporter: we know there are going to be a lot of folks protesting outside the u.s. supreme court this morning as justices take on that issue. here at sfo, the airport is lit

up in warriors blue and gold but this has been the scene of a lot of other protests over this proposed muslim travel ban. this is a previous protest over president trump's executive order banning travelers from majority nations from entering the united states. today the justices will hear a one-hour argument and this is over the third version of this executive order that amounts to a permanent band on nationals from five countries, raeb, libya, somalia and syria and lebanon and adds restrictions to travelers from north korea and convenience swale la. the president says the travel ban is necessary in the interest of national security but opponents say it is unconstitutional because it is solely based on religion bay area members of the council on american islamic relations are in washington, d.c. right now. the national council just tweeted in part this ban is

causing tremendous suffering for countless families and communities, #nomuslimbanever. once the justices hear the one-hour argument, when it concludes, the court will release a transcript and also audio from that hearing. we expect that to happen by 11:00 this morning. we'll bring it to you in our midday newscast. if they release it before 11:00, we'll bring it to you on our social media platforms and also at nbcbayarea.com. at sfo, kris sanchez, "today in the bay." late last night a notable ruling about another immigration issue, a third federal judge this time in washington, d.c. has ruled against a trump administration's campaign to end daca. the judge calls the attempts to end the program quote, unlawful. the order gives the administration 90 days to come up with better reasons to scrap daca or the judge will reinstate it in its entirety.

there's been no response from the white house just yet. >> happening later today, community leaders will discuss how to better house the homeless in the south bay. one solution already in the works we're talking about tiny homes. >> let's bring in bob redell. you know how small the homes will be? >> reporter: they could be smaller than 100 square feet and this is just a symptom of the housing crunch which is evident anywhere you go here in the bay area. in the tri-valley you come here to the city and you can see the dense housing behind me. we've got so many homes crammed on limited land and similar when you go down to san jose except san jose has another problem on top of the lack of housing and that's that fact that there are so few homes that some people are ending up out on the street later today at 12:30. the san jose department of housing and other community housing organizations will host a public discussion on how those so-called tiny homes can help the homeless. you might recall within the past several months the city unveiled

plans for houses rafrpging in size from 80 to 140 square feet no plumbing, just electricity. the question now where to put them. a number of residents have said not in my backyard. the mercury news reports the city is considering a few sites, one being a state owned site that used to be a home lrs encampment southwest of the overpass that connects 280 and 101. another site the vta construction staging area along manual road and city owned site north of silicon valley road. the non-profit san francisco planning and urban research association also known as spur, they are hosting this panel discussion and if you want more information on discussion, it's at 12:30, go to spur.org. report being live, bob redell, "today in the bay.." >> 6:0 of. in an emergency we often rely on police but the role of police is a hot timm topic and the reason

area churches will take it into their own hands. the ultimate goal is to cut down and eventually eliminate the need to call police they say they have their own people trained to stop violence. a rally is set for 4:30 at first congressional church in oakland. >> new this morning, parents may want to be on lookout in the north bay. police believe two men tried to lure a child into the van a 10-year-old boy telling santa rosa police, two white men in a black van approached him as he walked home yesterday afternoon. the boy says they offered him candy and when they pressed harder he ran off and hid in the bushes. it happened near badger road. the child couldn't provide a make or model but said the black van had silver trim. a quick thinking mom saved her baby and herself after she says a teenager tried to kidnap them during a morning walk. police say on saturday 19-year-old pretended to be lby

880 in fremont. asked the mom for directions and then she says he took out a gun and told them to get in his car. she picked her child and ran away. suspect got into his car and drove away but police found him the next day. we know at 6:08 right now when a rape happens those rape kits need to be processed faster. cindy chavez and da jeff ross sen are calling for kits to be processed within 30 days. currently it is 94 days, a huge backlog at the county crime lab. they'll consider the proposal next month. east coast coffee still coming to the south bay. we thought the san jose dunkin' donuts would open by this winter so our very concerned newsroom got curious and hungry and contacted developers who say it should open late this summer near snell and blossom hill where the arby's used to be.

the back jup at the bay bridge. while 242 shows typical slowing getting down towards 680. we're looking at willow pass and concord boulevard, both closed past the active scene of that apartment fire from yesterday, you you already see slowing on concord boulevard. folks have to travel around the plaza north of the fire scene. willow pass is closed for the stretch as it will remain for the day. pea suratos continues to update from that scene. south 68 o, the earlier crash may be blocking one lane from san ramon to stone bridge. >> 6:11, come being up on "today in the bay," why you could be whining about the price of wine. >> countdown to the royal wedding. the bay area hotel going to great lengths to help you celebrate like royalty. >> are you going to fly to lon lon? what's your favorite airline?

(time check ( it )s - - - on your wednesday we start out with temperatures in the 50s around the bay area. let's go to fremont. a live look outside shows cloudy skies, can't see the sunrise this morning and we'll see the skies clearing by around 8:00. some peaks of sunshine there. and we'll be in the low to mid-60s by late this morning heading into the mid-70s today.

we're going to have more beautiful weather but this cooling trend continues as we go through the rest of the week. a look at that and the forecast coming up in less than five minutes. >> the east shore freeway has a little more traffic than free mont shot. we're looking at almost a half hour from highway 4 to the backup at the bay bridge. no big surprises but we'll show you how things are shaping up in your area. >> i left for a couple of days on vacation and look what you did to the dow. these numbers were much worse midday on tuesday. twitter just reported numbers about an hour ago. had its second profitable quarter ever. facebook reports after the bell. caterpillar, we don't normally talk about it, it's a dow component, was down big as the company predicts a rougher economy ahead. a dow component, some of the damage you see here is causing some of the damage you see here. speaking of facebook, that whistle blower from cambridge

cloudy skies to start out but we will not see that all day long. a live look at oakland at oracle arena. maybe in the warriors colors, getting ready to head to school, oakland school day forecast starts out with 50s and it will be slower to warm up thanks to the clouds but it will be a beautiful afternoon in the low 60s by 1:00 as you gets ready to head out of school. 7-day forecast showing the forecast for san francisco and maybe heading to the giants game today, right now we can see just the seagulls flying around with cloudy skies and little bit of a breeze. we have an early afternoon game at first pitch at 12:45, it's going to be 60 degrees but sunshine and we'll make it feel nice and comfortable, beautiful day out there at the park and we're going to reach into the mid-70s for the south bay. downtown san jose, 73 degrees. and i think pretty perfect at 64 in oakland and for the

peninsula, 72 degrees and palo alto. 58 on the exbark der ro. watching this area of low pressure that's well offshore, actually moving a little bit farther to the west. we'll have a few more days of dry weather and also pretty brisk onshore flow but as that moves just to the north of us, it will bring a slight chance of rain for the north bay mainly on saturday. other than that we have dry weather in the forecast and temperatures staying in the upper 50s for san francisco and for the inland areas we're still cooling off, 75 today but 65 on saturday. and mike, you have one stall out there. >> one stall and a lot more folks than over ten minutes ago. looking over here towards 101 -- 680 at hos setter reports of a stall. typical pattern, lie flow of traffic in the south county, a little slowing through san

million dollar plan for cl 6:25 right now. later today, san francisco mayor mark farrell will unveil his $13 million plan for cleaning up streets and sidewalks in fran. you might remember investigative reporter exposed a dangerous mix of trash and feces across san francisco. tells us about the mayor's new proposal in an exclusive interview. >> when you see human feces and smell of urination on our

streets, that's disgusting. >> reporter: three months after becoming mayor mark farrell admits san francisco's record of cleaning up human waste and garbage stinks. he now wants to boost the city's street cleaning crew by 20% that's 44 more workers to sweep up trash and needles. >> last year i stepped on a needle in civic center on the way back to city hall. >> you stepped on a needle? >> you did? >> i did. i went back to make sure it didn't pierce through my shoe and that's not acceptable, not okay. >> why has city hall allowed this to continue? >> the buildup continues to grow on this issue and the tide is turning. >> san francisco has nearly 300 public restrooms but about 70% aren't open overnight. the mayor wants to expand the hours of five staffed restrooms and open five more. >> are you ever left feel being embarrassed or even angry by what the streets look like. >> absolutely.

>> we'll get some sunshine later today. live look outside in san jose, let's head up the road to sunnyvale with the temperature trend and we'll see the clouds through about 9:00 then as it clears out we'll see those temperatures making it into the upper 60s today. normally we're at 71 degrees, we'll be a little bit above that for this afternoon. san francisco keeps those 50s in the forecast, a little bit cooler today and breezy, more 50s throughout the next several days and inland areas will be cooling off into the mid-60s by the weekend. we'll talk more about the weekend in about seven minutes, mike tracking a crash in dublin. >> that's right, just spotted this on the chp report and live camera. zoomed in you can kind of make it out. west 580 from behind the trees here with the auto dealerships are and the mall approaching dublin interchange. the flashing lights setting the scene. folks are able to get on the freeway but it sounds we have a motorcycle down and couple of lanes affected before you get to

the b.a.r.t. station right there. that's going to probably be a problem as folks traveling westbound and livermore towards the dublin interchange, slowing on the approach and then clearing by the time you get down towards stone ridge, an earlier crash there as well. that particular spot is a little tough. if you cut down through livermore you'll get slowing because it's it's basically a major service street. no major surprises for the p peninsu peninsula. back to you. >> major safety concerns in concord this morning continue as the massive construction site fire take a look at this video, scaffolding was collapsing on parked cars and that happened hours after the fire. >> pete suratos is live at the scene, firefighters worried more of the scaffolding could fall. >> reporter: we'll keep a close eye on this morning as the

investigation continues into what caused the fire. this is the construction site that went up in flames just a little over 24 hours ago. you can see the scaffolding that came down. that was from yesterday as moek still comes from the building as they work to completely put out the fire. we'll show you this video and this all morning long here on "today in the bay." firefighters mass cam, you can see the scaffolding collapsing at the scene, that was not too long after the midday report. there's a wall behind it that could collapse at me time. before that fire yesterday, the site was said to become a 180 unit apartment complex, now a total loss with damages approximately at $55 million. there were 250 people living in the building next to this construction site. they were forced to evacuate yesterday and they still cannot return too their apartments as of this morning. they were given less than ten minutes yesterday to grab essential items. here's what our crews were able

to get from them. >> this is something you see in the movie, it was amazing, it was like you can't believe it. >> cops taking groups of people around and getting emergency items out, medication, pets, stuff like that. >> i want to point out the national response team with atf is on the ground this morning, they are going to help out with investigation. now they are also investigating similar fires that took place at construction sites in the east bay between 2016 and 2017 one in oakland and two in emeryville. we want to take you back live. you see the scaffolding now and we'll continue to keep an eye on those issues. officials say it's too early to tell if it was intentional or accidental. we're getting an update and i'll be sure to update you on our social media accounts, live in concord, pete suratos for "today in the bay." >> you've been covering this

extensively. >> the company oo accused of lying of toxic cleanup at the shipyard plans to address misleading reports, tetra tech holding a news conference at a law firm this morning. epa is questioning 97% of the clean updata and wants the soil retest retested. chronicle is reporting that a lot of dirt in question, that soil, it was dumped in landfills across the state including here in the bay area, brisbane, vacaville and morgan hill. i shipyard was home to a navy radioactive lab for deck ats. the investigative unit is tracking these and new developments and you can watch those stories on nbcbayarea.com. >> are you still recovering from the 2016 election. in decision 2018, get ready for a new wave the political ads like these. >> for republicans, the race for governor is crystal clear. >> i was born in san diego.

his efforts to block access to martins beach near half moon bay. recently filed an appeal to a high court after the state supreme court refused to hear its case. high court justices are requesting his opponentance response by mid june. new this morning, a better understand being of san francisco's new electric scooter regulations. with that clarity it seems the city may end up with no scooter rental companies at all. the examiner is reporting transportation leerds laid out new preliminary regulations for the stationless scooters which customers can currently leave anywhere. city leaders say rental companies have to play ball once the new regulations are approved or risk not getting permits. >> we saw a number of scooters laying in the rain, take care of those things too as well. no rain today, smooth bay for

good wednesday morning, we start out with clouds with a live look outside in san jose as you get ready to head out the door and our temperatures will be in the mid-50s, we will still see a mix of sun and clouds through 9:00 and after that it clears out, nothing but sunshine today and slightly cooler temperatures will be at 73 at 2:00 and that commute, will also be all clear but we're going to see some cooler temperatures in the forecast more on that in less than five minutes. >> the south bay commute, skies might be clear but the roadways do have the traffic. 101 slows as you would predict towards oakland road. east bay under a half hour to

the backup at the bay bridge toll plaza. >> 6:43. all new this morning, all lanes of northbound 680 in walnut creek open again in time for the morning commute after a crash involving several cars that may have also been -- may have happened by a hit-and-run. it unfolded 3:00 a.m. near the treat boulevard on-ramp no one suffered serious injuries. northbound lanes closed for more than half an hour. an emergency, you want firefighters to be able to find the nearest hydrant as quick as possible, right? >> absolutely. new this morning, it apparently not always that easy for a lot of people. here's why, cupertino hydrant caught our attention thanks to a social media post. you probably can't see that because it's underneath all of that ivy. don't worry, it has been cleared now but fire officials say that this was part of their annual

to make new rules. that failed and the president now says daca will be forever canceled with no possibility of a future deal. two previous court rulings said the president shouldn't be allowed to do that. now today a third judge has said not only that, but that new people ought to be able to join the ranks. don't sign up just yet. that judge delayed the order to let the white house explain why it thinks it has the legal right to end daca. meanwhile the supreme court is looking at the third version of the trump travel ban. a short hearing today, we should get a transcript by 11:00 a.m., the big question, does the ban target muslims specifically? if so, that's illegal and previous court cases have used the president's words against him. let me remind you, 2015, trump says at the rally, donald trump is calling for a total and complete shut down of muslims entering the united states.
