good sunday morning to you, it is 7:00. here's a gorgeous look at san francisco on the embarcadero. you can see the new look for us this morning, really enjoying it and the sun is shining. sunday indeed, right? thanks for joining us. vianey has a look at our microclimate forecast on this last sunday of april. >> that's right. that went by so fast. >> yeah, did you notice all of the cloudy skies yesterday, a lot of people were thinking is it going to rain in the south bay? it didn't but we have the cloud cover because we still have instability out there. but sitting to the north of us. the temperatures are in the 40s and 50s, san francisco 54 degrees. hayward 55. look at doppler radar showing us the fog and lower clouds as well

in santa rosa, you can see fog building along the coast. in livermore we still have those clouds out there and here's a look right now at doppler radar. we've still got that moisture sitting off to the north. there is a chance that we might catch a few isolated showers along the coast. mainly though, everybody north of golden gate bridge, if you see light showers, if any, it will be tapering off through the afternoon and we will be seeing nice cooler temperatures in terms of your daytime highs but i'll talk more what you can expect as you head into your workweek and that next chance of real rain may make a return. we have wind we're tracking as well coming up. i guess the workweek is inevitable. we'll check in a bit. thanks. we begin with one person killed in a car crash involving multiple cars on southbound 280. it happened near the highway 87 intersection in san jose. the chp says it appears the initial crash involves two cars when a third car hit one of

those vehicles. three people were injured, two of them critically, first responders say they found one of those victims on highway 87. that's below 280. police are investigating whether that victim was ejected from his vehicle or if he jumped out of the way to avoid that second car crash. that vick was taken victim was the hospital where he died. it's unknown if speed or alcohol or drugs played a role in the crash. a police officer and another driver are seriously injured after a late night car crash in hercules, the officer was responding to a domestic violence call at 10:00 last night. police say he had his siren and lights on when two cars collided with him. it happened at the intersection of san pablo and sycamore. you can see the damage to the patrol car coming up. the officers injuries are described as nonlife threatening of the one of the other drivers suffered a more serious head injury. a man is fighting for his life following a shooting at the

bowling alley at the classic bowling center in daly city. when they responded to the bowling alley on king drive they found the victim inside with at least one gunshot wound. he was taken to san francisco general where he's listed in critical condition. police stopped another car in the area but they are not sure if that is connected to the shooting. the police department is asking anyone with information to contact them. now to a life remembered. he created an oasis for artists and free spirits ar for techies in the middle of the nevada dessert. many are mourning the loss of larry harvey who passed away yesterday at 70 years old. qutsz today in the bay has more on who many called the driving force behind the iconic fest vam. >> reporter: this is video of larry harvey speaking why burning man was established. >> we come from a bohemian view where artists who motivated by

their gifts and look to manifest those gifts and give them away. >> harvey suffered a stroke on april 4th and passed away in local hospital. the first burning man happened in 1986 in this photo shot in 9 1989 standing with co-founder jerry james. the festival was an escape from a hectic life in the city. >> in san francisco sort of get out and let their hair down because to survive in the city you've got to behave yourself -- it's a big city and a lot going on. >> for others it was an opportunity to be with other artists and create. public art like this cube tree in the valley is one example of creations that came out of the week-long festival in the nevada desert. last month the smithsonian displayed burning man works and several articles have been posted on the burning man online

journal including this with a passage that reads, the loss of his presence in our daily lives will be felt for years but because of the spirit of who he is, we will never truly be without him. larry harvey was 70 years old. that was sergio quintana reporting for us. according to a spokesman, he died peacefully surrounded by his family and friends. you can read more about the life of harvey and beyond, head to nbcbayarea.com. now to a major development in the interkorean summit talks. north korea agreed to shut down the country's nuclear test site next month and north korean leader kim jong-un said he will invite experts from south korea and the u.s. to inspect the sites for transparency. this comes just one day after kim and south korean president moon jae-in vowed complete denuclearization of the decree korean peninsula. it did not include concrete

steps to reach that goal. it is often referred to as the nerd prom, the annual white house correspondents dinner in washington, d.c. typically the president attends but for the second year in a row president trump opted out. the event recognizes the work of washington reporters and raises funds for scholarships. the highlight of the night was comedian michelle wolf, she roasted hillary clinton members of the media and president trump. >> mr. president, i don't think you're very rich. like i think you might be rich in idaho but in new york you're doing fine. >> michelle wolf is a former writer for the seth myers show. where was the president? he was in michigan in fact for a campaign style rally. he touched on many topics including ousting democrats out of office and talks about

building the border wall he has been calling for. >> but we have to have borders and we have to have them fast and we need security. we need the wall. we're going to have it all and again, that wall has started. >> yesterday the president tweeted about an upcoming meetinging with jkim jong-un. the white house says the location has been narrowed down to two countries, those countries though have not been announced. reporting for duty, 200 national guard members headed to the california border with mexico, officially started their training this weekend. the guard members showed up at camp roberts yesterday about 40 miles north of san luis ee bis bow. earlier this month the trump administration ordered more security at the board ir. governor brown says troops will crack down on gangs and drug smugglers but not enforce immigration laws.

the coast guard extended the search for a man missing in the delta when the boat hit a wake. both men were thrown into the water. this happened around 9:00 yesterday morning. one man was rescue the by people in a nearby boat. the coast guard says the currents are strong in the delta right now and there's a bass fishing tournament happening in the area but it's not clear if the missing man involved was involved in it. neither man was wearing a life jacket. it was the first of its kind summit. community members in the south bay looking for solutions to the rise in gun violence in the bay area and across the country. supervisor david cortese organized the discussion. people talked about school safety, gang violence and suicide prevention. the goal was to have a fair and balanced discussion about guns. supervisor cortese encouraged people from all sides of the issue to join in. >> i don't believe that continually adding more laws and placing the burden on law

vianey will be along in just a bit with your microclimate forecast. a california man spent nearly 40 years tracking the golden state killer but he retired in 2009 unable to solve and close that one agonizing case. jerry back rich worked as the sergeant with the sacramento police homicide and sexual assault detail. he eventually became a prosecutor and then a judge. but this one case always haunted him until last wednesday when he got an unxpeked call from his daughter who now works for the sacramento county sheriff. >> she says, guess where i am? i said i have no idea. it's 6:30 in the morning. she says i'm sitting in the living room of the house of the east area rapist. and i go, what? and she says, yes, they got him. >> and wow, joseph deangelo allegedly committed 12 murders as well as 50 rapes and multiple home burglaries in the 70s and 80s. his next court appearance is

details about the mission. on the central coast north of santa barbara, the insight probe will dig deep below the surface of the red planet reaching depths as low as 16 feet. nasa says the probe will also track quakes on mars. by the way, this is the first interplanet tri mission to launch from southern california. it is scheduled for may 5th. be isolated. san francisco, we've got some of those dark clouds, you can see it right here and also see i want to point this out if you're not looking at your tv screen. look at the flag. you can see it waving. we're going to notice that the winds will start picking up and getting gusty along the coast and higher elevation areas. temperatures are in the 50s and 40s, santa rosa 44 degrees and san francisco 54. hayward 55. mountain view 52 degrees. the temperature trend is trending on the cooler side once again. here's doppler radar. here's what we got going on. an upper level low sitting over oregon but you can see some of that moisture is trending further down south. there's a good chance that the north bay -- anything north of the bridge will catch showers by the afternoon and even along the coast, i'll zoom this in closer to san francisco, you can see spotty light drizzle as you head to the city today. you might catch some of that drizzle into the early afternoon before that system clears out. as far as your daytime highs

we're trending once again in the upper 50s for the coast and 60s further inland. san jose, i have about 66 degrees. san francisco 60 degrees and half moon bay, 59 and ukia at 64 degrees. let's talk about the hour by hour outlook. this is through 9:00, you can see we've got a couple of spotty light showers here and there, expect cloudy and cool conditions and then it's going to clear out quite nicely as we head into the overnight hours. once we see these light showers pushing through into the evening hours, you can see how it clears out quite nicely and we still see cloud cover in areas in the south bay. tomorrow morning you should be okay. the biggest difference going into tonight into tomorrow is going to be the winds picking up. san francisco, you can see it starts picking up into the afternoon and it's already breezy in half moon bay and if i take this time line all the way through tomorrow at 11:00 p.m., you can see it starts to get extremely gusty, especially along the coast and north bay mountains and hills, 60 miles per hour, half moon bay at 22.

i want to show you this gorgeous shot of lake tahoe, the hour by hour in the sierra forecast right now shows windy with winter like travel and risk of afternoon thunderstorms through today. check road conditions before because it's going to be pretty bad through tonight. even into monday as well, check out monday by 5:00, we start to see snow showers out there and some very windy gusty conditions that may require some extra time as you head out the road. over the next several days, here's a look what to expect. we see a system move in that kicks up the weather conditions in terms of the wind. if you notice, into next weekend this is just me looking ahead into friday and saturday. those are 80s on the map. i've been enjoying these cooler temperatures but i don't mind the 80s, i'll send it back to you. >> i'll take all of it, thanks. >> still ahead on "today in the bay," one green thumb is going along way at a bay area school.

good morning, thanks for here's a live look outside in downtown san jose, similar to what we saw yesterday, cloudy skies to the south, a little bit sunnier to the north but what does the day have in store? we will soon find out. i'm kira klapper. vianey has a look at the microclimate forecast. >> i know a lot of people yesterday were sending me tweets asking if it was going to rain in san jose and i said no. but we're still tracking some instability out there which means we have the chance to see isolated showers and for example, very cloudy at 54

again, that wall has started. >> and yesterday the president tweeted about an upcoming meeting with north korean leader kim jong-un. he says time and location for the meeting are still being set but the white house says the location has been narrowed down to two countries, they are however not announcing which two countries those are. an unusual break-in in california's capital. in sacramento a man got inside the governor's mansion. that so-called intruder is now giving his side of the story from inside jail. our sister station in sacramento spoke with him. here's tom miller. >> reporter: a homeless man who lives across the street from the governor's mansion in mid town sacramento says he walked into the mansion through a side door after becoming frightened outside. >> open door policy, otherwise i wouldn't have -- >> he heard a large wild katd coming from a garbage can

nearby. >> like a kind of a deep, deep growl, you know. >> hoping to get away, he ran into the mansion looking for governor jerry brown's security team. >> i thought i would have ran into at least one of them. i was hoping so because they have a gun. >> once inside he couldn't find anyone and the growling continued. >> can't get away, broom closet, only thing to do was dive in the window so i dove through the window to get away. >> the incident happened april 19th when brown's wife was inside. in a statement the chp spokesperson says the first lady was on an upper floor of the residence when the incident occurred and had no contact with the subject. no force was used or required by officers. after cutting his arm during the escape, he says a good samaritan took him to the hospital. it wasn't until two days later that he was booked at the county jail.

>> what a fascinating story. tom miller for us this morning. now to a man who served his country for years and this weekend his community has got a chance to serve him back. 78-year-old larry worley served in the navy before working as a roofer but now he's disabled. he's not able to do the work of remodeling his oin home. not a problem though, volunteers from rebuilding together and the san jose marriott fixed it up for him. they installed safety modifications and painted his home inside and out. >> there is nothing more pleasing than seeing a smile on a homeowner's face when they see their brand-new home. >> especially a veteran. larry and his brother have lived in the mobile home for 25 years. volunteers hope they'll be more comfortable now that the remodel is done. rebuilding together has remodeled more than 2500 homes in the south bay since 1991. well, last october you may remember we told you about a bay

area sailor who set off on a remarkable journey. he tried to become first person to sail solo around the americas and antarctica in one year. the randall reed adventure hasn't turned out exactly as he thought. "today in the bay" speaks to him about when dreams meet reality. dreams are a funny thing. sometimes you chase them no matter where they lead. last fall bay area sail or randall reefs prepared for the journey of a lifetime. >> i'm planning to be the first person to sail around the americas and antarctica solo in one year. >> reporter: in october he set off full of hope and ambition and adventure but two months into the trip near the bottom of south america near cape horn, the smooth winds of change became winds of rage. >> waves were probably 30, 40 feet high. and one of them knocked the boat

over completely. >> reporter: though the ocean water destroyed his steering mechanism, he was able to get back on the road so to speak. but not long after in the indian ocean came another whopper of a storm. >> waves picked the boat up and threw it down off of 23-foot height on its side and filled the boat with water. this entire half of the boat is under water and windows busted out, water comes gushing in. the rail was bent between the two orange spots. all of that water sloshs back into the electronics bay. almost nothing survived. >> reporter: reeves boat limped into tasmania where it's still undergoing prepares. >> i miscalculated how intense the weather can be in the southern ocean. >> this is 30, 40-foot waves right there. >> reporter: reeves wife may not be physically in the boat but she's felt every wave and gust from her oakland home. >> i look at this weather and this is what makes me nervous.

emissions, california kira has in mind one set of automobile emission standards while the trump administration under epa head scott pruitt wants weaker standards that would give comfort to the nation's automobile industry, specifically california wants to increase the fuel economy requirement for cars and trucks to 54.5 miles per gallon by 2025. from the 35.5 miles per gallon requirement today. the trump administration con tends that california's goals are just too ambitious. the current requirement should increase maybe slightly to 42 miles per gallon over a longer period of time. there you have it. >> why would it be so difficult? because 42 miles per hour seems a bit compared to the past. >> it sure does. but this is more about the environment than it is cars. egs specially in california. look, today auto emissions are the largest, i repeat the largest source of greenhouse gas emissions in the nation.

it's been that way in california for more than 60 years when scientists here stressed the connection between auto emissions and air pollution, which together are very, very harmful contributors to respiratory ailments such as asthma and other pulmonary problems. because of that recognition, california actually began regulating automobile emissions as far back as 1961. almost a full decade before the environmental protection act of 1970. >> so the epa is the federal agency, shouldn't what they say affect everyone, including california? >> you would think so under most circumstances but here's where the issue gets interesting. when the congress passed the environmental protection act in 1970, california was granted a special waiver process to enact even more string ent regulations than the national rules if necessary. as parts of that law, californians asked for and received a waiver to enact more

stringent regulations 44 times since 1970. 12 other states adopted california's rules as well which left the automobile industry with a choice, really a problem. make two versions of the same cars or go along with california and other states with tougher regulations. the automobile industry has adopted those tougher rules, mum bling every step of the way and they add unnecessary cost to automobiles. now the auto industry wants the feds to clamp down on tougher rules and they have allies, major allies in trump and of course epa director pruitt. >> right and i know you don't have a crystal ball but sometimes it seems like you do. do you think the epa will succeed this time? >> that's the big question, kira, california regulators believe they have history on their side. in 2007 the george w. bush administration denied california's request for a

waiver but the california sued the bush administration over rejecting the request and ultimately the u.s. supreme court ruled for the state by a slim 5-4 vote. of course this is 2018, a decade later and whether the courts will rule for california and now 14 other states remain to be seen. clearly there's a lot at stake and a fight that squarely pits environmentalists against the automobile industry and trump administration made its position clear. what's less clear is which side will win. >> as always, with you, i feel i end the segment with stay tuned. >> stay tuned. >> larry, thank you as always. we'll have more news after the break stay with us. the bill cons

firefighters in fremont you're probably noticing it's cloudy and a little bit breezy out there. san francisco right now at 54 degrees, we've got the dark clouds out there, scattered and we are still tracking the possibility of seeing isolated showers into the afternoon. right now your current temperatures in napa, 49 degrees, concord 54. livermore 50 degrees and morgan hill 48. hayward 55. san jose also in the 50s and temperatures not too bad. here's a live look right now, doppler radar, you can see the system sitting off oregon and just south of that we've got some shower activity. that's going to kick up the chance to see isolated rain. you can see that trekking down a

if i fast forward that time line to about 11:00 p.m. tomorrow, we're going to notice gusty conditions for the mountains and coast as well between 18 and 25 miles per hour. i want to show you this really cool shot of lake tahoe. you can see the approaching storm system. we're tracking snow for the sierras, pay attention if you have plans to head up there. 39 degrees right now and the hour by hour outlook shows winter like travel expected into the afternoon through tonight which means a risk of afternoon thunderstorms and road conditions are expected to remain fairly dangerous, also through tomorrow evening. so, check the road travel before you hit the road. over the next seven days, we'll expect the spotty showers in the forecast. cooler side for san francisco and as you head towards the middle of the week, we have an approaching system into tuesday and wednesday that might bring showers to the south and it is definitely going to pick up the wind especially for the coast

is part of a bigger picture. that bigger picture is statewide mutual aid. california years ago realized the need to work together. teamwork is important to protect the community, but we have to do it the right way. we have a working knowledge and we can reduce the impacts of a small disaster, but we need the help of experts. pg&e is an integral part of our emergency response team. they are the industry expert with utilities. whether it is a gas leak or a wire down, just having someone there that deals with this every day is pretty comforting. we each bring something to the table that is unique and that is a specialty. with all of us working together we can keep all these emergencies small. and the fact that we can bring it together and effectively work together is pretty special. they bring their knowledge, their tools and equipment and the proficiency to get the job done. and the whole time i have been in the fire service, pg&e's been there, too. whatever we need whenever we need it. i do count on pg&e to keep our firefighters safe.
