welcome to tuesday morning. taking a live look outside this time from the south bay shark tank. things calming down there, hmm? expecting a nice day ahead. good morning to you and thanks for joining us. i'm laura garcia. >> and i'm marcus washington. of course we'll have more on your commute in just a minute. >> first to kari hall. >> it's going to be another beautiful day across the bay area. a little warmer than yesterday. if you enjoyed the sunshine and the nice breeze, it's going to be even better today once it feels a little more comfortable. it's a chilly start. here's a live look outside in fremont and we are going to start out with temperatures in the upper 40s at 6:00 this morning, but look at that, it turns into the mid-60s by noon

and we keep the sunshine today. i was just seeing some flashing lights on the camera. you're saying that's clearing? >> it's construction crews over by the truck scales in fremont, they're clearing. i will take you where a construction crew did clear and there's a crash that just cleared a couple of seconds ago, west 580 at north flynn there was a crash now moved to the shoulder. minor slowing coming off of the merge with 205, 580. closer to the dublin interchange, there's a crash that looks like traffic is flowing uninterrupted but i'll find out the details from chp. we'll send it back to you. at 4:31, we start with a heart-breaking story. a building collapsed overnight in brazil. you see the video and shows that moment that tower came crashing down. this is in saw -- sao paolo.

there are reports it used to be a police headquarters building but was abandoned years ago. a few weeks ago mark zuckerberg was grilled on capitol hill. >> it's the social network's annual developers conference but this year things could be a little bit different. jennifer has a preview of what we can expect. >> from now on, facebook will do more to keep you safe, to protect your privacy. >> reporter: a tv commercial for a social network that has never had to advertise, and voluntary, paid exposure for a ceo who generally avoids the spotlight. this commercial debuting just a few weeks after mark zuckerberg was called to capitol hill to answer after consulting firm cambridge analytica harvested data from as many as 87 million

facebook profiles without the users' knowledge. information potentially used in an effort to influence elections. >> if you've messaged anybody this week, would you share with us the names of the people you've messaged? >> senator, no, i would probably not choose to do that publicly here. >> i think that may be what this is all about. your right to privacy. >> reporter: the rights of users' privacy on the free platform versus the third-party software developers' rights to the information offered by those using those free services is a delicate balance. >> what we've done is really made changes to make sure that no one takes advantage of the platform. so we're putting precautions in place to really make sure that going forward, that everyone is safe. >> reporter: facebook's menlo park campus is abuzz with talks of augmented reality and new technology, set to be announced over the next two days, but in the current climate, the key thing facebook users will be watching for in any new feature

or product is privacy. and our coverage of the developers conference continues in our next half hour. kris sanchez will be there live and scott mcgrew will join us with further analysis on what to expect from today's events all coming up at 5:00. new this morning, violence in the east bay. a shooting there leaves two people dead in oakland. this happened on 89th avenue near international boulevard. officers found that body there a little before midnight, but right now they're not saying when the shooting happened. we are working to get more details like the suspect's description. we'll tell you that as soon as it comes in. continuing coverage for you, people trying to get around downtown concord really just want that traffic nightmare to be over. last week we reported extensively on that fire destroying a luxury complex development. this is video we shot of the

process of crews tearing down that building. two main roads, willow pass road and concord boulevard, are still closed. police tell "the east bay times" they're working on a timeline to reopen the roads. happening today, focusing on rebuilding after the fire. santa rosa leaders want to streamline the permit process for housing. in the aftermath of last year's firestorm, councilmembers approved fast track permits to allow homeowners to rebuild. now they want to expand outside the burn zone. the measure would last for three years. some are concerned about the building frenzy and say it is too much deregulation. and you've seen them on the streets of the city. now sf leaders are working to fine tune the city's motorized scooter laws. today the rubber hits the road for transportation leaders. they will debate new rules for those dockless scooter companies. supervisors approved a permit process. today's hearing will reportedly

focus on limiting the number of scooters and where those scooters can be used. we'll have more in a live report coming up at 5:30. happening today, oakland leaders will huddle up to concern what will be considered a serious hail mary. they will debate whether to file a lawsuit to block the raiders from moving to las vegas. a tall task considering crews are already hard at work already building the raiders' future home. today supervisors will debate their legal options, which some feel may lead to losing the team even before the raiders' planned 2020 stadium opening. and the race for california governor is pretty expensive. this morning we're taking a look at how much fund-raising money each candidate has raised so far. lieutenant governor gavin newsom is leading the pack with more than $17 million. behind him is antonio villaraigosa. both villaraigosa and new is so

good morning, i'm courtney reagan live from cnbc headquarters. here are today's top business headlines. wall street could start the day in the red. investors are eyeing president trump's decision to delay steel and aluminum tariffs on canada, mexico and the european union pie a month and exempt several other countries. also on today's watch list, data on manufacturing, the fed begins its two-day meeting and apple reports earnings this afternoon. the markets ended april on a down note but still eked out small gains overall. the dow fell 141 points to

24,163 and the nasdaq slipping 53 to 7066. analysts say sales fell 8% last month and that's despite big discounts for consumers. sales are also expected to drop further in 2018 as interest rates rise and more late-model used cars return to dealer lots to compete with new vehicles. thousands of websites are expected to post red alerts on may 9th ahead of a senate vote to block the fcc's repeal of net neutrality rules. the go red campaign is designed to promote awareness about the vote and the hope is that it will spur constituents to flood lawmakers with calls and e-mails calling for the restoration of open internet protection or no slowing of speeds. now, in december the fcc approved a measure to remove those rules. the congressional review act allows lawmakers to strike down new rules, but they need a majority vote. back over to you. >> thanks so much, courtney,

through about 6:00 and a lot of sunshine today. at 11:00 we're at 61 degrees and 63, so definitely a day to roll down the windows and let in some of that fresh air. we are going to see those temperatures over the next few days in san francisco holding steady, but warming up for the inland area. today we're at 63 degrees, 74 in santa rosa n some spots this afternoon it's going to be almost 10 degrees warmer than yesterday, so that warming trend getting under way and will continue to go up a few more degrees each afternoon. starting out this morning as you're getting dressed, standing in front of the closet like what do i wear today, it is indeed a day for layers so you need a jacket to start. underneath that jacket maybe some short sleeves because it will be a much nicer afternoon. pants and also a necessity, sunglasses today, because we'll get some bright sunshine throughout the afternoon. as you make plans for today, maybe you're going out to the giants game later this evening, it's going to be another nice

one but also cool. just a little bit warmer than it was yesterday. 59 degrees, though, with those breezy winds at times up to about 20 miles per hour, it's going to make you feel much cooler. if you're heading over to the sierra, heads up we've had some thunderstorms firing up during the afternoon hours and there will be a slight chance of storms there, while we will continue on with dry weather for the inland areas. mid-70s for the next few days. the weekend is looking really nice with some mid-70s continuing. and for san francisco looking at some 60s over the next seven days. mike, you've been tracking a few of the drives through dublin? >> we had a crash in dublin but didn't see any problem, but now we see a lot of slowing west 580 right here. i moved the camera over to the right, zoomed in and you can see flashing lights approaching the dublin interchange. the backup extends almost to where the camera is, it extends

back past hopyard and over on the approach to 680, your right two lanes are reportedly blocked by a crash. crews are arriving on scene. this is a tough time, very early in the commute for that to be starting over there. you see the slower drive with more folks coming out of the altamont pass. there may be more traffic heading through livermore and pleasanton. i'll track that. no other problems throughout the bay. the fremont earlier flashing lights have cleared north past the truck scales, we talked about construction clearing through the area. the south bay looks great. no problems northbound 101. can't even see 680/280 but it's right there. back to you guys. all new, you will get a say in whether we'll all have to pay more to cross bridges in the bay area. the bay bridge is one example. this morning the san francisco county transportation authority says when it comes to a measure raising the toll by $1, you will

see it on that ballot in june. if voters approve, the change takes effect next year. the plan does include more increases in later years. the new money would pay for transit projects across the area. state caltrans workers filing a grievance over what they believe are growing dangers in clearing homeless camps. needles, hazardous material, a lot of human waste as well becoming more and more common. they argue workers simply don't have proper training or the necessary equipment. one homeless advocate says he tends to agree with that argument. >> there's needles that they could be poked with and then that's possibly aids or hepatitis. you know, obviously lack of bathroom facilities. >> caltrans so far not commenting so far on the grievance, but the agency says the cost to clear homeless camps last year rose more than 30%. 4:50 and your morning

commute might get a little less smelly. everyone knows that b.a.r.t. elevators can be a bit dirty, so now b.a.r.t. has come up with a plan to put more workers on site to clean everything. so b.a.r.t. will start having attendants inside the elevators at powell and civic center stations in san francisco. that goal is to keep people from doing things like drugs or urinating inside. a tough story to tell you about but maybe you can help. a san francisco woman is pleading for the return of her stolen dog. stephanie lee said her 13-year-old blind and deaf pug was snatched from outside the whole foods market on market street. very popular location if you haven't been there. a lot of people around. she said it happened when she went inside to grab a coffee. and there's surveillance video. a woman actually unties the dog and then just walks off. lee says her beloved dog will not survive much longer without his eye cancer medication. >> i just want him home.

i know he needs me as much as i need him. he's my best friend. i feel like my heart is ripped apart in pieces. >> lee is offering a $5,000 reward for his safe return. let's hope someone does the right thing. >> absolutely. a 4:52, we now know the stranded sailboat in pacifica won't be removed until tomorrow afternoon. they planned on removing it last night but high surf prevented it from happening. the boat ran ashore saturday morning and is still on the beach this morning. the four people onboard that boat are actually going to be okay, they were all fine. they were actually going from san francisco to san diego when the motor suddenly stopped and the boat drifted ashore. they say that nearby strangers jumped in to help and they are very appreciative of that. it is 4:52 right now. coming up, a brutal end to last night's sharks game. but don't give up hope just yet. we hear from some pretty
