the week. ad li welcome to wednesday morning. we've made it halfway through the week. kind of what got me out of bed this morning. as we take a live look outside, s curve in san rafael. >> good morning to you and thanks for joining us, i'm laura garcia. >> i'm marcus washington, right now the weather. >> we're looking at more sunshine even though we start out with clouds and fog this morning. in fremont, you can see the flag waving there, a nice little breeze and people up and out the door. we're going to see mostly sunny skies as we go through the day and up to 68 degrees by noon. here's a look at our high

temperatures today in the mid-70s for the inland areas and low 60s for coast today in san jose, 75 degrees and mike, you're saying it's already slow on the upper east shore. >> yes, but we warned folks about this. this is a project long term overnight through november. one lane closed over there. there's no surprises and that should be cleared up over the next half hour. we'll track that , add about fie minutes into your drive. over here to the north bay, far north for most of the viewers from vacaville, we have a closure, on and off ramps at leisuretown road are closed. it would be counter commute, way up in vacaville for most of the viewers that is not concern but still tracking that for you and let you know if there are any changes. the rest of the bay moves well, there's one thing that pops up in contra costa county. i'll let you know in a few

minutes. >> 4:31 right now. chilling details of a murder investigation and police say this all started at sfo. >> investigators say an airport employee who had a crush on a co-worker killed her fiance. jealousy may have been a motive. >> 31-year-old mark mangacat gunned down in daly city last week. his fiancee who doesn't want to show her face was in the car. >> i thought he hit something, so i told him to stop. but honey, honey, somebody shoot me. >> his fiance, 2-year-old daughter and parents are devastated. >> still can't believe this happened to us. >> his mother says he was planning to move to las vegas to start computer training. >> about to move because they were going to start a new life. he is a good-b boy quiet man. >> kevin prasad carefully

planned to kill him. this is him speaking at the san francisco board of supervisors meeting in april. investigators he and mangacat's fiancee both worked at sfo and prasad was interested in a relationship with her and advances she rejected but she never felt threatened by. last wednesday on her last day at work at the airport, investigators say prasad with his friend donovan rivera driving, followed him home after he picked his fiancee up at sfo. as i parked, prasad shot and killed him leaving a tight knit family heart broken. >> it's crazy, and why did you have to take my son away from us. >> "today in the bay." >> such a sad story. 4:33 right now. sex education, that's what many families in fremont are focusing on right now. maybe you've already had the talk or maybe your kids aren't old enough but if that's the

case you're likely thinking about what or even when to teach it. tonight the school board is talking about a lesson that sparked controversy. we first reported this story back in march, and many parents told us new curriculum is not age appropriate. one parent got more than 6,000 signatures to stop the lesson. the new reaction and a look at what kids across the bay area are already learning. >> things are finally starting to get back to normal in downtown concord. >> and traffic is flowing once again after last week's massive fire at a luxury apartment complex construction site. it took a week before crews were able to clear all of the debris from willow pass, this road and concord boulevard. atf investigators are examining the area. a former netflix executive under fire. federal prosecutors say he received kickbacks from other companies and used it to buy a home in los gatos.

4:39 right now. san francisco hands out thousands of parking tickets a

day. you may have gotten one. the city is now helping folks pay those old or delinquent tickets but you have to hurry up with this one. if you have an old ticket, you have until the end of this month to sign up for a payment plan. after that -- a non-profit called lawyers committee for civil rights urged city leaders to create a payment option saying the fees could be really tough for low income owners. >> having lost their licenses entirely or having a car towed without any way to reduce the fine or calibrate that to what a person could actually pay. what we are pushing is making those fines and fees affordable and reasonable and something that people will actually pay and can afford to pay. >> listen up again, once again, you have until may 31st to sign up for that installment plan. and in the future, new tickets will have payment options. >> 4:40, happening today, the fight to protect net neutrality

ad lib toss to wx and traffic good morning, i'm contessa brewer, here are today's top business headlines. wall street is set to open higher following a mixed session yesterday. it fell for a third straight day. it had been down more than 300 points but closed well off those lows and nasdaq rose ahead of apple's earnings last night. today we're looking for data on hiring in the private sector and the fed wraps up its two-day

meeting this afternoon. but it's not expected to hike interest rates. right now dow futures up 27 points, yesterday closed off 64 points and nasdaq rose 64 points. apple could be the big stock to watch today. the company reported quarterly earnings that beat wall street's forecast. despite the fact it sold futewei phones than expected. offset that with revenue generated users buying apps and subscribing to apple music and other services and cheering the move to return $100 billion to shareholders through a massive stock buyback program before market trading, those shares up 3%. sources it will cnbc amazon is planning more perks for prime members at whole foods. 5% cash back when they use amazon's visa reward card. already 75% are amazon prime

members but fewer than 25% of prime members shop at whole foods. trying to change that. >> sounds like they will. >> nice incentive there. >> good to see you, thanks. a look outside, it's going to be a nice day to walk to the grocery store if you can. >> walk anywhere, take in the sunshine and the warmer weather too. and it's starting out with clouds and even a little bit of light patchy fog in spots. as we look outside in san francisco, you can see clouds in the background and the 7-day forecast is coming up at the bottom of the screen, showing what you will see in the south bay and it's going to be nice and clear. once again some clouds to start and temperatures now in the lower 50s. 52 degrees as you head out in napa and 52 degrees in san francisco. those clouds keeping you a little bit milder then the temperature trend for martinez, it will go from 55 degrees at 8:00 to 73 degrees at 2:00 today.

so looks really good there. here's a look at all of our high temperatures reaching up to 59 once again in half moon bay, not much of a change there with the breezy winds but look at the inland areas, antioch up to 78 degrees and it will be a few degrees warmer than yesterday. that's been the trend. san jose up to 75 and 74 today in santa rosa. as we're starting out, you're getting dressed, you do need a jacket to start out this morning as we've seen those temperatures in the low 50s but later today, it will be nice and comfortable with short sleeves and then if you're going out to first wednesdays in walnut creek this evening, it will be cool out there as those temperatures drop back in the mid-50s later tonight. then we're going to watch these clouds moving in but this system, this area of low pressure stays well to the north of us. so even as we go towards the end of the week, no change. we're not going to see any rain moving our way. our temperatures in the upper 7's for today. 7 5 tomorrow and warm effort day

will be on friday and dips a couple of degrees and warms back up. overall, we're looking at cool mornings and warm afternoons, san francisco, mostly staying in the 60s with a lot of sunshine. and mike, you're getting out the door heading around contra costa county, the drive there. >> that's right, the last time we showed the map over there, my gosh, what happened to this. the last time we showed this big map, we saw it at the top of the screen, an i con pop in, a disabled vehicle. very cool speed sensors for the freeways. brentwood, discovery bay, you see the beautiful houses in discovery bay, the area is just a disabled vehicle, someone ran out of gas and folks are getting by but it's dark, keep in mind that may be going on for a few minutes. that is what popped up there though. farther south in alameda, dublin a smooth drive, 580 slowing out of the altamont pass.

over here the bay bridge toll plaza has been cleared. last couple of nights have not seen cash lanes backing up at all. a nice easy drive through the maze and into san francisco from the north bay. the golden gate bridge no delays novato and petaluma down 101 into the city. mass transit not reporting problems. a great start to your wednesday commute. back to you. >> let's hope it stays smooth. 4:49. concord leaders holding last of three updates on the conversion of the formal naval weapons station. they closed the facility years ago. if everything stays on track, redevelopment may begin in two years. the transit village is called mac arthur station next to the macarthur b.a.r.t. station. crews have been working in the area for a couple of years now. the final phase is a tower with apartments, office space and shopping. construction starts this morning. last week we told you the

airline owed her more than $800. >> chris chmura explains her case and three letters which might help any frustrated traveler. she booked her son christopher to fly home from state college, pennsylvania. but there was a delay. so the airline added an extra leg on a different airline and that happens from time to time. but here's the problem. when christopher got to the connecting flight, the new airline said no one had paid for his ticket and $835 was due on the spot. dharia tried to plead her case but ending up paying the 835 bucks to get her son home. airlines usually make changes like that free but daria said the two airlines were pointing fingers at each other. here's what our team did. we referred her to the d.o.t., u.s. department of transportation. it has an office of consumer protection that has more power frankly than we do.

for example, airlines are required to respond to the d.o.t. within 30 days of getting a complaint from a consumer. the d.o.t. received more than 18,000 complaints about airlines last year. we're not sure how many were successful but we know at least one consumer prevailed in 2018 and that is daria. the original airline refunded the extra $835 she had to pay. we put a link to the d.o.t.'s complaint form on our consumer web page. look for consumer resources. while you're there, you can send us a tip or call us 888-996-tips. america celebrates asian and pacific islanders culture and heritage during the month of may. this year marks 40 years since president jimmy carter signed that recognition into law. >> and happening today in san francisco, late mayor ed lee will be honored for his service.

wednesday. halfway through the workweek as we take a live look outside at the emeryville camera. a lot of cars on the road getting ready to go and we're ready to go for you as well, get you started with your day. good morning and thanks for starting your wednesday, your hump day with us, i'm marcus washington. >> good morning to you. >> kari has a look at the forecast. these days have been picture perfect. >> it doesn't get better than this. no change too. it's a good thing as we wake up on this wednesday morning we will start to see the clouds rolling by but that will not be the story for the afternoon. and as we take a live look outside in san jose at the shark tank, we're going to go to campbell with temperatures in the low 50s throughout the morning and mid-60 aegs by lunchtime. normally we're at 72 and we'll get there later today. your morning drive through the peninsula also starts out cool but make sure you grab those sunglasses. i'll have a look at the rest of the forecast including the weekend coming up and mike has a big delay out of the north bay. >> head's up folks, the south bay towards san francisco,
