oakland, both sides of the bay here are moving very smoothly. all sides, the south bay as well. out of the north bay across the c can ken that is bridge, there's overnight road construction going on. we warned about one lane being blocked. from hall hvallejo to marin, 1: minutes, you can save half of the time highway 37 to avoid this backup over into richmond. richmond down to the bay bridge is just fine. waze team members on nbc bay area wazers, the team we of course share that information right away. back over to you guys. >> 5:00 right now. today governor brown's twin tunnel project delta might get a big boost thanks to one of the biggest water districts in the area but could mean you're about to get a bigger water bill. let's bring in pete suratos, how could this impact us?

>> reporter: good morning to you, marcus. such a big issue that you got the contra costa county discussing this issue later today. but we're going to keep our eyes on the santa clara water district, where they'll take a vote to decide how much funds they'll allocate and that will mean the water bill could increase for parts of the south bay but that won't happen until decades down the road. here's how's it's going to work. there's going to be a vote taking place with the santa clara county water district. according to a staff memo, bills could go up as much as $10 a month by 2033. that's if the board votes tonight to allocate $200 million to fund this twin tunnels project. brown supported it for years, considered a legacy project, it would convert pafrt to the largest part of the area and southern california.

now first reported by the san jose mercury news the district is taking this vote not too long after the california water commission recommended a $485 million in funding for the pacheco pass project. if that sounds familiar, it would fund a new dam in the area, that the district has been seeking for quite some time. critics of this twin tunnels call the timing of tonight's vote a bit suspicious but folks in the water district say that insufficieinuatioufficieninuatis expected to take place at 5:00 p.m. pete suratos, for "today in the bay." >> important to many. thanks, pete. new for you, all oakland school children are going to have access to clean drinking water thanks to a city council vote. you may recall the story last summer in oakland, we told you about it. the district discovered elevated lead levels at several campuses. city council is installing hydration stations at all 110 schools just in time for next

fall. perhaps ironically most of the money will come from oakland's new sugary drinks tax. one mayoral candidate wants to take the community college plan a step further, how about two free years of free education? plans to push that today on the steps of san francisco university. his plan would hoonly apply sf graduates who then go on to earn a bachelor's degree. >> today is day two of the facebook developer conference, all of the chatter about the new dating feature and ongoing cambrid cambridge analytica scandal. it was a big day yesterday. >> reporter: it was a very big day and before you got to the fun stuff, the dating apps and enhanced instagram stories and what not, mark zuckerberg did take on the issue of privacy and user data head on. here's a little bit of video from that key note speech where

zuckerberg promised to reearn the trust of users and review the app process to make sure they are considering privacy and safety of user as well. privacy was at the forefront but the facebook ceo announced a dating feature and also enhanced sharing options for facebook ininstagram stories. some of the topics on tap, there are 45 sessions. some of them dedicated to facebook login, creating stronger connections with the users. also a lot of talk about virtual reality and artificial intelligence. we talked to a lot of developers looking forward to talking about that and also talking developing on the oculus platform and news and publishing as well. you may see folks around town with these head sets, all of the conference goers are taking home before they leave today. they are also on the market now, brand-new and start at $199 and

apparently they are pretty cool. they didn't roll them out until after we left for the day yesterday. if you want to see that, you can find scott on twitter, scott budman and has a pretty cool picture of him touring something historic. you'll have to check that out. kris sanchez, "today in the bay." >> it was funny to see how mark zuckerberg handed them out too, it was like an oprah moment. >> 5:05. new this morning, a san francisco couple facing millions in fines accused of kicking out tenants from buildings they own and renting those units on air bnb. they are facing a $5.5 million penalty. the city attorney there says they used the elis act to kick out tenants from buildings in pac heights and turned into short term rentals. the couple was fined for the same thing four years ago but it appears they never stopped.

a new push for soil testing at land fills related to the scandal surrounding cleanup at san francisco's hunter's point naval ship yard. the navy now says a private company may have faked years of data in its collection of radioactive soil. east bay times reports, supervisors fear some of the soil ended up in its keller canyon land fill. yesterday they demanded additional testing. they insist guidelines were properly followed. continuing coverage on the police shooting death of stephon clark in sacramento. new questions after the release of the official autopsy. the new findings contain several critical differences with the privacy autopsy conducted by the clark family or at least at their request. the differences include the number of times officers struck clark where those bullets entered and whether clark was moving towards officers. the official autopsy also lists five drugs in clark's system, including the illegal drinking.

he was legally drunk there. clark's grandmother did not read the new report and focused instead on officers who fired. >> how do you sleep? i wonder how do they sleep? >> i made it a priority to stay committed to conducting the very thorough investigation and we want our community and the public to have the information on this autopsy just as we do. >> now the official autopsy maintains clark most likely moved towards officers before being shot head on, not in the back as that private autopsy found. the family's attorney is now reviewing report. today some bay area police departments will recognize and remember officers who died in the line of duty. san jose police and authorities in san mateo will hold ceremonies this morning, national police week starts may 13th. many of us still remember those fires ripping through the north bay last year, some firefighters are already trying to get you ready for this year's fire season. the marin county fire chief

moving by and a mild start this morning. as we go to sunnyvale, we'll be at 57 degrees and temperatures warm up quickly today heading in the upper 60s by noon and 70s by early afternoon, which is about normal for this time of year. he'll even go slightly above that, up to 75 in san jose and 78 in antioch. concord 77. oakland 67 and 62 in san francisco. we'll talk about what's ahead for palo alto in the day planner coming up in a few minutes. mike has a look what's happening now as you head out for the drive. >> upper east shore freeway, contra costa, we're looking for improvement and i think i see it turning from red to orange and yellow. you see that up here. the overnight road work, this is first night of that, big backup may continue overnight, east and westbound through november. the crew clearing from the area, should see good improvement off the carcenas bridge, no backup

says sales of the iphone x were healthy and reported profits to investors and announced a $100 billion stock buyback thanks to that big tax windfall, $100 billion. apple is spending it on essentially nothing. not research, not buying another company, it's buying up its own stock. now, when a company buys up its own stock, the shares it buys back from investors just cease to exist. they are torn up. which makes the remaining shares worth more. it's a way of goosing your stock price. economist warned lawmakers this is what would happen. the companies would not invest their tax cuts in research or jobs as congress promised, they just enrich their shareholders. in fact, a survey by the atlanta fed found many in the southeast have no plans to spend tax cuts on people or expanding, three quarters had plans to use their money -- three quarters say they

will not use their money to grow their businesses. republican marco rubio in an interview at the economist newspaper said companies bought back shares, few gave out bonuses, but there's no evidence whatsoever that the money they've been -- they have massively pouring back into the american worker. now rubio said it's important to republicans in the mid-term to paint tax cuts as something that benefits middle class americans. vice president mike pence was in arizona tuesday pushing that message to voters at a rally. this is not political. getting tax cuts passed is political. >> right. >> what happens after that is economics and that's science, we can measure that. what they said is going to happen is not happening. >> interesting there. a lot of travelers in bait area and pet owners here, leave fido at home before you fly united. the airline is putting out new restrictions which pets you can bring on a trip. you can bring a little pet if

it's in a carrier and sits on a seat. larger animals like mastiffs and some bull dogs are not allowed in the cargo hold. changes come after a dog died on a flight in march, just tweeted the link to restrictions so you can check to see if your pet is allowed to fly. the rules start next month and the policy does not impact service animals or emotional support animals. 5:17, a follow-up for you for first time you grab a beverage, a new ban on single use plastic straws unless a customer asks for one. plastic straws do not recycle and end up in landfills if not the city streets. the council plans to extend to other plastic and styrofoam within the next six months. >> one dad in cleveland didn't get the memo after catching a foul ball and celebrating like he won the world series last night in cleveland. yes, i got a foul ball! he's excited.

a lot of people already on the way. our temperatures are going to be in the low 50s. so you do need a jacket. it's a chilly start and then at noon, look at that, 61 degrees. lunch outside today. sunshine, 66 degrees at 4:00 and cooling off nicely in the upper 50s. check out the 7-day forecast at the bottom of the screen, showing more 60s for san francisco but a little bit more change for those inland areas. check out your microclimate as we go to the south bay. 73 will be the high today in morgan hill. look at the winds coming in from the northwest. we'll be breezy especially this afternoon. those winds make it feel more comfortable with highs in the upper 70s for antioch, 78 degrees today and oakland will be at 67 and some upper 50s in half moon bay. low 70s for redwood city and daly city at 62 degrees. 65 in the mission district for the afternoon and 75 today in sonoma. so as we make that forecast, getting a look at our forecast

at the sap center and if you're going to the sharks game tonight, it begins at 7:00, we'll be at 68 degrees and there will be a lot of celebrations and festivities before you head into the shark tank and then later on tonight we'll be in the upper 60s -- upper 50s and low 60s. watching the bigger picture, seeing storms firing up over the sierra the past couple of days. that will be in place today even as the system starts to move away and then we're seeing that swirl of clouds but we'll not have an impact on our weather. in fact it continues to move to the north. we do continue on with dry conditions and if you're heading to monterey for the weekend, some low 60s and we're going to talk all about the weekend forecast and destinations you may be heading to and events going on. i'm @karihall weather on twitter and facebook if you want a personalized forecast, let me know what's going on. your 7-day forecast looks good. a lot of 70s over the next few days and for san francisco, staying in the 60s. and mike, you're saying it's not

such a great drive for cocoa county. >> i thought it would be better by now. we had about 20 minutes now the construction picked up. overall anywhere from the south bay in fact the south county all the way up to the bay, looking great both sides. peninsula and tri-valley no problem. a little slowing out of the altamont pass. this is the slow drive all the way across the carcenas bridge, richmond, a little improvement after the overnight road crews cleared. let's show you what's going on with the waze app. a dramatically different travel time, two hours now coming across from vallejo in through the jam-up. again, that should start to move much better and see a dramatic change in time but if you're trying to get over to the marin county side, use highway 37 because there's mild slowing around the island. that one is not there it is the upper east shore. looking at the waze system, and as the nbc bay area wazers, the team you should join.

>> i'm marcus washington. >> we've come far in the workweek, wednesday, hump day. kari hall is here to track what to expect for today and the rest of the week. >> it's going to be pretty good today. still some clouds this morning around the bay area. but then a lot of clearing. let's get the kids out the door and ready for school this morning. we'll be in the low 50s as you walk to school but it will be warming up nicely today at noon, 68 degrees and low 70s in san jose. inland areas up to 77 for this afternoon. it will be slightly cooler, more clouds in the mix as we head closer to the end of the weekend, but overall looking like a nice and dry weekend on the way. san francisco low 60s in the forecast. we'll talk just about the weekend forecast and some things going on around the bay area coming up. mike has a look at the commute. >> we'll take you out hire and show you the bay bridge. a slower build this morning. this is what we're talking about, the fast track lanes filling in first. this is a friday pattern

indicating usually a lighter commute driving in. these folks have fast tracks and cash payers typically less frequently driving into the city. that's what we have here. we'll look at the backup and the map shows you no problems for the maze. the backup over here might also be holding a lot of folks up. coming across the carcenas bridge, we have a call into chp, it's a little bit slower, a lot slower than we expected this time in the morning. the rest of the bay is looking all right. over to you. >> 5:32 this morning. families focusing on sex education, maybe you've already had that talk or maybe your kids aren't old enough just yet and thinking what and when to teach it. now the fremont unified school board is talking about a lesson that is sparking controversy. bob redell joins us live with the ongoing discussion happening there. bob, some parents say the curriculum isn't age appropriate. >> reporter: correct, laura. later this afternoon, the

fremont unified board of education in the building behind me will vote on whether or not to approve this new sex-ed curriculum that will be taught to fourth an fifth and sixth graders in our schools. look at the tv screen. we have a screen grab from the web we put up there. there's almost 6400 people who already signed a change.org petition to stop this curriculum from being taught. the fear is as you mentioned not age appropriate and could lead to quote the sexualization of their children. when we first reported on the story back in march, the district question how many signatures were from people in the community versus other parts of the country, the associate superintendent says the curriculum does follow state law and standards with an emphasis on communication. if something out of the ordinary happens the student can let a trusted adult know about that. they can let their child opt out of this new curriculum but critics argue that would subject their child to ridicule. >> i'm against the existing

sexual curriculum. i feel that they need to have a total comprehensive health education even in it is sex education, i think the current curriculum, it's not appropriate for their age level. some of the material is a little too explicit. >> i'm okay for it. you know, the kids need to know what it is, i'm sure the district knows what they are doing. >> reporter: do you think it's too young of an age for fourth or fifth grader? >> they are going to find out anyways. >> reporter: today's board meeting is at 4:30 at district headquarters and the district is expecting a lot of people. they'll open the doors at 3:45. one ticket per person. no saving seats and once the board room is at capacity, you'll have to go to an overflow room. anyone who wants to talk will have two minutes to speak their minds before the board. bob redell, "today in the bay." >> 5:34 right now.

a murder investigation centered at sfo and investigators believe a romantic obsession may have been the motive here. san mateo district attorney says prasad wanted a romantic relationship with a co-worker but the woman repeatedly rejected him. then he on her last day of work, the investigators say prasad and his friend rivera followed her to her fiancee's home and shot and killed mark mangaccat. the victim's mother says his 2-year-old daughter is heart broken. >> why did you have to take my son away from us? he's a good man. >> prasad and rivera will be in court for first time next week. >> things are finally starting to get back to normal in downtown concord. traffic flowing after the massive fire at a luxury apartment complex construction site. took a week for crews to clear all of that debris from willow pass road and concord boulevard. atf investigators are now

examining that area. last week we told you about the vanness avenue construction project delayed once again. today we're going to find out exactly why. it has to do with what they are finding under the roadway. probably not a dinosaur but recall back in 2012 crews found a mammoth tooth. they are explaining the history they are digging up. the road improvement project is expected to wrap up in 2020. 5:36, we want to tell you about the starts on the new homes in oakland. the transit village is called macarthur station, an appropriate name because it's next to the macarthur b.a.r.t. station. crews have been working in the area for a couple of years. the final faphase is a 24-story tower and construction starts this morning. the warriors taking care of business and now up two games to none in the playoff series against new orleans and for warriors fans what could be

wonderful drive right now south county and south bay and san jose minor slowing for 101. like yesterday we seem to have a lighter flow of traffic around most of the bay. there is slowing northbound off the 580 for northbound 238. there's a big rig on the shoulder and may be a couple of other vehicles. no lanes are blocked but that distraction cues off the slowing through the castro valley. as i zoom out, we'll show you the zoom out over here. the backup at the toll plaza built but all lanes are full again. we're looking towards the top of the screen, still very slow for westbound 80 off the carcenas bridge, the overnight paving work doesn't appear to be clear. it's 40 minutes late for the pickup. >> we're thinking about the weekend, of course. >> thinking about the weekend on monday. >> we do actually. >> a lot of people do. there's a lot going on this weekend. we're going to have a lot of events and people may be heading out of town and the weather is going to be perfect. the coast will still be in the low 60s, a little bit cool there

time anybody has stood up to the president over rumors and threats they'll fire people investigating him. jeff sessions hasn't dont, mitch mcconnell hasn't done it. speaker ryan has kind of said the president shouldn't do it. now rosenstein has spoken out. he hasn't always been trump's nemes nemesis. >> highly respected, very good guy, very smart guy. democrats like him. >> that's the famous interview that trump gave lester holt after he fired james comey. the original story was that rosenstein recommended it. secretary of state mike pompeo will actually become secretary of state for real today. the president will make his first ever trip to the state department too give pompeo the oath of office. pompeo got a big welcome at foggy bottom on tuesday after being confirmed by the senate. the state department has been suffering from low morale after big cuts by rex tillerson.

palo alto, let's get kids out the door for school with a need for a jacket with the temperatures in the low 50s and then tail be taking the jackets off at about recess. make sure they bring them home. it will be in the low 70s walking home. and you'll have the windows open letting in the fresh air and sunshine. it's going to be comfortable all around the bay area. a little bit warmer in antioch, up to 78 degrees, 76 in napa and san francisco we're looking at the high there of 62 degrees. and as we're starting out this morning, getting dressed you do need a jacket, once again our temperatures in the 50s but later today you'll be good with some short sleeves and probably need the sunglasses too. then later on this evening, put jacket back on as you head to walnut creek's first wednesdays kicking off today and it's going to be in the mid-60s as we head through the 7:00 hour, all clear skies tonight. perfect weather for that. i'm watching this system that's just offshore and we'll continue to move closer. even as it passes it will be dry and our temperatures just coming
