sunshine again today. a lot of clearing for the afternoon. here's a live look outside in palo alto this morning. visibility is all clear and we'll be in the upper 50s at 8:00 and you still see those clouds there through about noon with clearing today upper 60s for the afternoon. highs today heading in the low 70s inland, maybe upper 70s for spots like antioch and low 60s for san francisco and for the coast. we'll talk more about what's ahead for the week and mike still tracking what's happening in palo alto. >> i want to use the same shot you did. after a delay, a ten minute delay as far as picking up the closure at you have, we have seen traffic restoring back to the typical flow. the speed sensors are a little slow to recover but the live shot shows you no problem traveling north past university and willow, whether it was the overnight closure. we have a little remnant here on our speed sensors, everything is okay for the bay shore freeway and rest of the bay shows a nice smooth drive. we move up and looking at contra

costa county over towards the bay bridge without a problem. here's our live look at oakland. w you have company but no problem. >> thank you so much. >> at 5:01. now to a developing story in the east bay. a chaotic night in a hayward neighborhood. both being oting leads to an hurt. >> quts today's in the bay bob redell, i know neighbors in the area are describing a scary night for them. >> reporter: good morning to you, marcus and laura. are correct, you can see the hayward police department still has this section of the neighborhood, the 100 block of hewett place. one woman lived in the neighborhood for decades was frightened by what happened here last night and sadly she said to us, this is hayward. she tells a neighbor had some sort of dispute with somebody, he had invited into his house here on this block. police were called in around 7:00 last night and according to a post on facebook page, one of

their officers, one of the hayward police officers fired their gun and injured a suspect. that person is being treated at the hospital. their condition unknown. and an officer was also hurt being treated for an injury that is not life threatening. the police department pointed out that there is no longer a risk to the community. >> it kind of just scare me because i've been here for pretty much my whole life. i grew up on this neighborhood and for my kids to experience you know, gunshots or seeing stuff like this, it's just not normal. >> reporter: we also had one of our nbc bay area photographers out overnight monitoring the scene here. he tried to speak with an investigator and investigator told him that they are going to be so busy today, tuesday, conducting interviews and the like they wouldn't be able to get more information out until tomorrow. reporting live here in hayward, bob re-dell, "today in the bay." >> thank you very much.

it is 5:02. developing in the east bay, at least three people are hurt after a crash on highway 4 in antioch last night. it happened about 10:30. at one point every lane was closed near the hill crest off ramp. it eventually reopened before 2:00 a.m. we have new video in overnight to show you just showing how bad that crash was. first responders were taking someone away on a stretcher there. you can also see a heavily damaged big rig eventually i believe in this shot. there it is. it's one of six vehicles that crashed. there are other cars destroyed beyond recognition. developing now, a live look in concord and at a bank of america parking lot. this is behind sun valley mall. this is where a heartless crime last week injured a 93-year-old woman. but as soon as plan to release surveillance images they hope show the atanger. ann peterson is still in the hospital. last friday police say she and her 63-year-old friend were walking in the parking lot when

a man suddenly grabbed her purse -- her purse as well as the other friend's purse and knocked them down to the ground. peterson ended up with a broken hip. >> that poor lady. i mean, she was on the ground. she couldn't get up. there's a several bank employees came out to help her out. >> the other woman targeted in that attack is fine. the suspect is described as about 6'3", bald with a goatee and may be a pacific islander. continuing coverage this morning. brand-new video gives us a real sense of how terrifying a school shooting can be. a student took this video friday in santa fe texas. we just got it into our newsroom. you can see people outside. they've actually cleared the building and running across a field. if you listen closely, you can hear the gunshots in the distance. >> how frightening for these

kids. this frantic scene unfolded outside santa fe high school as a school resource shooter took on the alleged shooter. he faces murder charges for killing eight students and two teachers. the story we see and hear about far too often these days that has people everywhere searching for answers and happening today people in east oakland will gather for a town hall meeting focused on school shootings and gun violence. high school students will be there as well. it happens this afternoon at castlemont high school. >> 5:05. tackling the housing crisis, we all know how hard it is to find affordable housing here in the bay area. well, now we're getting a better glimpse at how many people in san francisco are applying for low income rentals in the city. qutsed in the bay pete suratos is live in san francisco with the new report. this is not so surprising but what are city leaders doing about this? >> reporter: well, marcus, you've got mayor mark farrell of san francisco and city officials

trying to figure outweighs how to speed up the process when it comes to making affordable housing more aavailable to folks in san francisco. as you mentioned there, this is a problem we're seeing really all krogs the bacross the bay a. a new report was put out by the mayor's office, house beiing an community development office. you can see there were 104 housing lotteries in 2017 alone. there were more than 85,000 households there that applied for affordable housing. no mayor wants to do is put together three working groups to recommend ways to reduce costs and speed up construction of affordable housing in the city. also have supervisor hillary ronan calling for requirements for the city to prioritize approval for affordable housing and as well as submit quarterly reports to the board of supervisors when it comes to that approval process. now, the ultimate goal for san francisco is to build 10,000 low income housing units by 2020. but the mayor wants these final

a warning for you if you're planning to spend memorial day weekend on the lake or river or even the beach. a new report says that more kids actually drown in bodies of water than swimming pools. and the reason natural swimming holes have strong unpredictable currents and the water isn't clear so it's really harder to see those sudden dropoffs. experts say even experienced womener e swimmers may struggle. >> if they are trying to swim in open water, they may tire much more quickly just because of the water temperature. >> so what do parents do? well, the report suggests picking someone to be the water watcher for you, to keep an eye on swimmers and make sure those weak swimmers in your family wear life jackets. >> especially when you're boating, you have to it. >> always. >> all right, so you really want to listen to this story. a police officer saved a cat. this is on the side of a michigan interstate. >> look at this video the department just released. >> this okay.

for early afternoon. eventually heading up to 75 degrees. 77 in antioch, napa today 76 degrees and san francisco today 60 degrees. 73 in san jose. as we widsen out the view to give you a look what's happening here. an area of low pressure developing over the gulf of alaska and that will be making its way into the bay area between thursday night and early friday morning. as we look at the time line, our hour by hour forecast, just shows passing clouds between now and then. by thursday we'll see rain approaching the north bay and that will make its way into parts of the east bay, maybe even the south bay by early friday morning. and then after that, things clear and our temperatures will be heating up. so we go from the 70s for the inland areas into the mid-80s by sunday and 90 degrees on monday. san francisco also in for a warm-up after spending the week in the 60s. next week we'll start out at 73 degrees. more details on that and mike

says it's mostly a calm commute for drivers. >> mostly a calm commute. we did hear about this, over on the peninsula, folks 101 at 92, right near the interchange reports of a small roadside fire, maybe debris and possibly maybe a cigarette tossed from the road. car, don't do either, toss garbage or cigarettes through the area. we're looking over here towards san jose. that debris cleared from the roadway. over here the bay bridge toll plaza, slight build for the cash lanes, going to kick in over the next couple of minutes, contra costa a smooth drive to the walnut street interchange. and over there in north bay, marin county moves smoothly at speed through san rafael. here's san jose, 101 moves nicely, good volume of traffic but south county to downtown san jose and smooth flow and dublin for 580. just typical slowing out of the altamont as you pass by the north. things get windy i'm told, hold on through the altamont pass. back to you. >> thanks, mike. coming up here on "today in the

whales, sea lions, and other welcome back. a type of fishing gear is being blamed for killing dolphins, whales and sea lions and other marine life off the california coast. they are called drift gill nets and now there's a push to ban the gear which fishermen say would sink their industry. investigative reporter caught up with marcus to talk about how the nets now entangled in controversy. >> we're talking about these nets. how big are they? >> they can stretch to about a mile long. it's really become infamous for their deadly catch. we reviewed 28 years of federal inspection reports and found that tens of thousands of animals have been caught and killed in the nets including endangered species, they are actually the main way to catch swordfish off the coast of california but they are catching

looks like lanes are open over the last few. i wanted to show you the bay bridge. not the toll plaza where the backup is forming and lights are on but alsoow clouds hovering around the deck. you might have to use the windshield wiper a swipe or two over on the san francisco sides. the clouds are lower over there. no problem heading under the bay bridge with b.a.r.t. great, no delays out of the central valley. and caltrain along the peninsula at speed. back to you. >> it's 5:31. tackling problems within the san jose police department. today city leaders will hear firsthand about a growing number of officers being disciplined for misconduct. "today in the bay's" kris sanchez joins us live with what a new audit is revealing about the department. good morning, chris. >> it seems like 2017 was a year of both inside the san jose police department and also in their interactions with the community. the san jose independent police auditor is going to present his findings for the last year to the city council tonight.

the ipa will present that at the city council meeting at 6:00 tonight. a refresher here, the independent police auditor reviewed citizen complaints after the inferternal affairs concludes their review. a lot of numbers in this report thbuiugh your screen. in 2017, the sjpd got 222 citizen complaints and that is 24% fewer public complaints than the year before. but of those complaints, 16% more were valid dated, that is those complaints were found to be valid, the highest since the independent police officer's office was created. there is a decrease in the use of force and arrest complaints from the public. but also an increase in officer discipline including as you mentioned the firing of two officers and the discipline of one officer for bias. i want you to see some of these findings yourself ahead of the san jose independent police

an alleged car burglary. here's what chief bill scot said about the officer not turning on his body camera. >> we're a year into this and definitely we haven't gotten it perfect yet. there are times they should have been on and they weren't and disciplinary actions have been taken. >> will take discipline action before people understanding it? but you have to understand they are in the moment. imagine, that investigation is still ongoing. >> now to a pretty frightening ordeal for a woman getting gas in are the east bay. police say two people threatened to kill her if she didn't give them money. it happened at the shell gas station on san pablo avenue friday night. she says a car pulled up alongside her and she was with her kids. and then a male driver pulled out a gun and demanded money. >> that happened and i told my girls cover your head, go down, go down. cover your head. >> the thieves did not get any cash. the man with a female passenger sped off in a 1997 toyota camry.

california students may soon receive an extra layer of protection from gun violence at schools. assembly members passed a measure that now heads to the state senate. it would allow school workers to request gun violence restraining orders. police and immediate family members already have those rights in california. the bill would allow students -- school employees make a similar legal request. this is for people showing violent warning signs. >> the nation's highest court headed a major victory to corporations and it could affect your work life. in a 5-4 vote, the court agreed with the trump administration lawyers that workers can't band together and fight over pay and work conditions. the court's five conservative judges ruled individual workers can be forced to settle issues with their bosses instead of class action lawsuits. the process of course called arbitration. liberal justices say the ruling will hit low wage nonunion

workers especially hard. we are watching the court closely for key decisions expected over the next few weeks. first president trump's travel ban, considering whether the ban focusing moekly mostly on muslim countries is unconstitutional. two gerrymandering cases out of wisconsin and maryland. means drawing political district to benefit political parties. plus a challenge to california law requiring women's clinics to provide information about abortion. finally the justices will also decide if a colorado baker was discriminating against a gay couple by refusing to create a cake for them. 5:36. a key late night decision in palo alto will affect you and your family. new cell phone towers are on the way. the city council is giving the go ahead to install small verizon cell nodes or antennas on utility poles. opponents worry it will drive down home values and also a concern possible health risks from radiation.

the alleged thief brought the dog home but he kept the car and later crashed it. the suspect's court hearing is today. in court the dog's owner says that he is speaking to the judge on the thief's behave because he's greatful he brought riley, the dog, back home safely. >> over here we're following the bay bridge. i told you the metering lights are on and you see the fast track lanes are backed up. look at the interesting pattern. they really let up here. i saw slowing traffic, a good indicator off the east shore freeway but that lightened up as well. traffic flow into the area looking light for a tuesday. we typically see those lanes completely filled in now we're looking at the walnut interchange in concord and highway 4 and feeder routes. as we do the summertime shift for the volume of traffic, we tip beiypically see things ligh

than the year. we'll continue to track that speed sensors throughout the south bay and peninsula. here's the look at san jose, first burst we typically see is here. again a little lighter than we often see and that will ease up over the next half hour and kick in again about 6:30. >> people getting up. >> trying to get through the week. >> there you go. >> exactly. >> which means we're closer to the weekend than yesterday. >> and for a lot of people it's going to be a long weekend with it being the holiday. there's a lot going on from festivals and we talked about graduations and all of that as we wrap up the school year as well. now taking a look at san francisco's forecast, friday we will have a slight chance of showers mostly during the morning. the rest of the weekend is looking great as temperatures warm up on memorial day. it will be warmer, 73 degrees. checking out san jose as memorial day weekend forecast, it's going to be 66 degrees, cool, slight chance of sprinkles during the morning and then look at that, upper 70s by sunday, 85

>> go ahead. we're going to talk about popsicle weather, it's coming. >> some people hoping for warmer weather and it comes in time for the holiday and people will be heading to the beach. it's going to be perfect for finding somewhere nice and cool to cooling off as we kick off summer. it's definitely doesn't feel like summer today. here's a look at the low clouds over san francisco. starting out with those tera 50s and heading up to 60 today. it will be cooler there for the coast and half moon bay because of the clouds and the time it takes for it to cool off and clear out. we'll be up to 66 degrees today in oakland. 75 in concord and 76 in napa. in san jose, expect a high of 73 degrees and the 7-day forecast is already up at the bottom of the screen. as you get a look outside and getting dressed this morning, you need a hat and also sunglasses after those skies clear. we'll get beautiful clear day. light long sleeves will be comfortable too. especially as our temperature is

nice and cool. you'll need more than that. you'll also need a nice warm jacket. it's going to be in the 50s throughout the game. looking at what's happening now. everything is nice and quiet but we've seen storms developing. as we widen out the view, we'll watch this area of low pressure that developed over the gulf of alaska and moving closer to the bay area over the next couple of days. it will bring in slight rain chances for the north bay. but that won't be until late thursday afternoon into early friday morning. until then, we'll just see a mix of sun and clouds and then by 8:00 thursday night, we start to see some rain approaching the coast and also for parts of the north bay, not everyone will see the rain but it may linger into early friday morning for the inland areas and then we'll also see some cool temperatures. look at what happens once the system clears, we're going to heat up and fast by memorial day. we'll be up to 90 degrees inland and san francisco will be in the

low 70s with mostly clear skies throughout the weekend. mike, now you have an update on the crash in nimitz. >> it's not a big deal. the good stuff is that the crash is over on the shoulder. maybe even cleared off the chp grid. we're look at north 880 a distraction on the shoulder with no slowing there. in the east bay and south bay looking great. south county we see slowing both directions northbound through san martin. we expect that. southbound does show a little blip showing up and i'll check the chp updates to make sure there's no crash blocking any lanes. i'll let you know and tweet that out as well. i'll give you a look at dublin. some slowing out of the altamont but things are fine through livermore. you see the low clouds not a problem for visibility. there was a wind reported through the altamont overnight. a note of caution there. richmond to san rafael, a nice easy drive for fast track. let's check our commute with waze and we'll get you commutes
