you've been telling us about the weather and it's going to be nice today. >> it starts out cloudy for parts of the bay area. that's going to make it a little bit cooler for some of the coastal areas and even a little bit cooler inland. let's look at what you're seeing now as we look outside in palo alto and temperature trend for today, we'll see clouds rolling by until about noon and then upper 60s, low 70s there. inland areas up to 74. a chance of rain especially nor the north bay late in the evening. that could linger into early friday morning and take a look at the end of the forecast, it's going to be heating up in time for memorial day. details on that and more in a few minutes. mike, now you have a new crash in san jose? >> i do, tough place, tough time. fortunately over all a lighter commute still holding up. i want to show you north 87 at curtner, where we typically see the slowing, we have a crash, three vehicles involved and debris may be in lanes for our few northbound direction. you see that slowing from

capitol expressway and that will continue to build. the berkeley curve, the live look shows an easy light drive and berkeley curve is at speed. folks traveling towards the backup at the bay bridge. and in the next report i'll break down the backup and show you what that indicates as well coming up. >> developing this morning, a police officer in the hospital after an officer involved shooting in a hayward neighborhood. officers tell us a suspect is also in the hospital. >> bob redell is live at the scene of the shooting. bob, what are police saying about this this morning? >> reporter: good morning, marcus and laura. within the past ten to 15 minutes, crime scene unit and police officers who have been here on the scene at the 100 block in the city of hayward, they just left the scene. their investigation as far as this area is concerned is finished. now the hayward police department they did put a post on their facebook account, giving a high level explanation of what happened. they said they were called out here around 7:00 last night and

one of their officers they say fired that gun and injured a suspect. that person, the suspect is being treated at the hospital. condition unknown. an officer was also hurt being treated for an injury that is considered nonlife threatening. the police department pointed out that there is no longer a risk to the community. we did hear from one woman who says that she heard a neighbor had some sort of dispute with somebody he invited to his house on the 100 block of hewitt place. >> it xarz me because i've been here for pretty much my whole life. i grew up on this neighborhood and for my kids to experience you know, gunshots or seeing stuff like this, it's just not normal. >> reporter: the police were out here again as i mentioned overnight. we had a photographer who was monitoring the scene out here for a number of hours. he tried to speak with an investigator and that investigator told our

photographer that they would not be able to get any information out until tomorrow, until wednesday because today they had so many interviews to get through. reporting live here in hayward, bob redell, quts it's in t"tod. >> developing in the east bay, at least three people are hurt after a crash on highway 4 in antioch last night. it happened about 10:30 at night. at one point every lane was closed near the hill crest off ramp. it eventually reopened before 2:00 a.m. we have new video to show you overnight showing just how bad that crash was. first responders were there on the scene rather quickly. they had to take someone away on a stretcher. look at the condition of that car. there was a damaged big rig as well. one of six vehicles that crashed. they are also other cars that were destroyed beyond recognition. >> 6:03 right now, developing story, a heartless crime leaving a 93-year-old woman injured in concord but soon police plan to

release surveillance images they hope show the attacker. here's what happened. police say last frit peterson and her 63-year-old friends were walking in the bank of america parking lot near sunny valley mall. a man suddenly grabbed their purses knocking them to the ground and peterson ended up with a broken hip. >> that poor lady, she was on the ground. she couldn't get up. there's a several bank employees came out to help her out. >> that other woman targeted in that attack is fine. that suspect is described as a 6'3" bald man with a goatee. he may be a pacific islander. brand-new video gives a real sense of how terrifying a school shooting can be. a student took video on friday in santa fe texas. we just got it into our newsroom earlier this morning. you can see people outside they cleared the building and they are running across a field.

sadly if you listen closely, you can hear gunshots in the distance. >> just so sad. kids have to go through this. this frantic scene unfolded outside santa fe high school as alleged shooter. officer took the shooter captured faces murder charges for eight students and two teachers. the story we hear and see far too often about have people everywhere searching for answers and happening today people in the east oakland will gather for a town hall meeting focused on shootings and gun violence. high school students will be there as well, this afternoon at cast le mont high school. >> the bay area is getting more expensive to live every day. we all know it's extremely hard to find affordable housing. now we're actually getting a better understanding of exactly how many people are applying for low income housing in san

francisco. "today in the bay" pete suratos is live this morning. we know it's so hard to find housing as we were just saying, what are people doing in the city right now? >> well, marcus, you've got san francisco mayor mark farrell and sup adviser hillary ronan trying to speed up the process when it comes to making affordable housing more affordable for folks in san francisco. good news for folks looking for low income housing options. we are getting news on the issue from a new report from the mayor's housing department. in that report they are saying there were more than 100 housing lotteries in 2017 alone and in that, they are saying more than 85,000 households applied for affordable housing. mark farrell wants working groups to recommend ways to reduce cost and speed up construction of affordable housing in san francisco. and then you have supervisor hillary ronan. she would like to the city to

prioritize approval and submit quarterly reports on the approval process to the board of supervisors. the goal for san francisco is to build 10,000 low income homes by 2020 but the mayor wants to get the recommendations on the table by july of this year. we're live near the golden gate bridge, pete suratos for "today in the bay." >> thanks so much, pete. >> 6:07. live look in washington, lawmakers on both sides buzzing about what is happening today at the white house. some are calling it damage control. that's because south korea's president will visit the white house presumably in an effort to keep talks with north korea with falling apart. >> it is believed that south korean president will try to convince president trump to ignore recent tough talks from north korea. one expert explains was at stake. >> it's critical that they make some kind of breakthrough here. the whole process you can feel is a little bit on the rocks right now.

temperatures are mostly in the mid and even upper 50s right now. 57 in san jose. that morning commute through the peninsula shows that it will be mostly cloudy. maybe even mist and drizzle but by later this morning. the sun will start to break out and our temperatures will be warming up low 60s for early afternoon. in concord as you're getting the kids ready for school today and we're celebrating the last couple of weeks of school. we will get sunshine and it will be nice and comfortable with upper 60s by 1:00 this afternoon. i'll be talking about some rain and a huge warm-up in our forecast in just a few minutes and mike says we're easing into the tuesday commute. >> to be clear, the kids are celebrating the end of school. parents are struggling for the summer camps. looks over here towards the south bay, traffic flows nicely except for 87, that crash still may be blocking some lanes with debris. checking on the latest from chp, hopefully we'll get more information in the next few. just a gentle build here through concord through westbound high 4

temperatures in the mid-50's and highs reaching in the low 70s. it's going to be pleasant but we're in for a warm-up, even a little rain in between. i'll detail all of that in about five minutes. >> a look at the travel time for the tri valley. minor delays through southbound 680 there and also the east shore freeway, no problem, just 24 minutes from highway 4 to the fast track over at the bay bridge toll plaza. >> the dow will open above 25,000 this morning. stocks rallied on monday after the white house says the trade war with china has been quote put on hold. all kinds of news coming out of tesla. we're following the investigation into the tesla model s crash in the east bay. a man killed when his car went into a pond at the high rate of speed. divers found him still strapped in the seat. a tesla spokesperson says they

are still collecting facts about crash. elon thank you to all of the people who support tesla. over the weekend musk revealed people who are waiting for the inexpensive model 3 will ve wait until next year. tesla will make the more expensive dual drive version of the model 3 available first. musk said quote, shipping minimum cost model 3 right away would cause tesla to lose money and die. that's a rare acknowledgement from musk about the cash flow situation at tesla. more expensive cars bring in more money and tesla needs the money. in a separate blow for the company, consumer reports says it cannot recommend the model 3 because of its braking. consumer reports says ford f-150 can stop faster than the model 3. >> mark zuckerberg will travel to the european union parliament. that will be live streamed and starts 9d:30 this morning on california time. and state regulators all over the u.s. have launched a

our emeryville camera and it's a busy start to this tuesday morning. the 7-day forecast is coming up at the bottom of the screen. let's check out the high temperatures for today. we're heading up to 70 degrees in san francisco and because it takes a little while longer for those clouds to clear there's going to be cool there in san francisco and along the coast in half moon bay. it's going to be 70 in palo alto and 77 in antioch. and san jose look for a high of 73 and 72 in santa rosa. we're starting out with all quiet conditions this morning. but as i open the picture and widen out the view. i want to show this area of low pressure that's developed over the gulf of alaska. that will be moving its way into the bay area and bringing us some changes in our weather. we'll still see those afternoon storms developing over the sierra and then we'll see partly to mostly cloudy skies during the morning hours and then look at what happens on thursz nigda

night. scattered showers start to develop for the north bay and along the coast and as we go into friday morning, a lot of this will be winding down and then clearing out. and as we make weekend plans, we'll have changes on the way so let me know what you're doing and what's going on and where you're going. i'm @kari hall weather on facebook and twitter. the chance of rain mostly in the north bay will be thursday evening. highs up to 70 degrees and then a chance winding down for thursday morning -- for friday morning rather. as we go into the rest of the weekend, look at that. our temperatures go from the upper 60s to the low 90s by memorial day. it's going to be a big change as we go into the weekend. mike, now you're tracking a couple of changes on the road. >> that's right, we have two crashes we're tracking in the south bay. neither one appears to bet 87, that's the one i'm watching because of that steady build here. as you got a chance to look at anywhere in the commute, you're

nbc bay area responds to a contra costa county who learned they were paying almost twice as much as neighbor for propane heat but called for help. >> chris chmura and response team looked into the huge heating bill issue and learned something important. >> good morning, linda and her husband spent $1600 for just two months worth of propane to heat their home over the winter. their bill said they paid $4.85 per gallon for liquid propane from amerigas. here's the thing. neighbors said they were paying around 2.50 per gallon. same street and gas provider but very, very different prices. linda says amerigas wouldn't help explain why. she turned to us. we called amerigas and we learned there are four different ways to pay for home propane. and you get to choose. let me show you how amerigas's website lays it all out. those are all of the pricing

a warning if you're planning to spend memorial day weekend on a lake, river or even the beach. a new report says that more kids drown in open bodies of water than in swimming pools. the reason behind this natural swimming holes have stronger unpredicted currents and that water isn't clear. it's hard to see sudden drop-offs. experts say even experienced swimmers may struggle. >> so while they are swimming fine in a pool, if they are trying to swim in open water, they may tire much more quickly just because of the water temperature. >> what's a parent to do? the report suggests picking someone to be a water watcher. this is to key an eye on swimmers and make sure that those weaker swimmers in your family are wearing a life jacket. >> 6:27. women are ditching high heels and switching to sneakers. in fact women's sneaker sales increased 37% across the country last year. high heel sales went down 11%. shoes with heels 3 inches or higher are tumbling the fastest in sales as well as people who

in the mid 50s in the pen nings la but then the sun breaks out and temperatures will be warming up, low 60s there for early afternoon, eventually reaching 70 in palo alto. 75 today in concord and in san francisco, only 60 degrees. we'll talk about some changes ahead for the weekend coming up and mike, now you're seeing another crash, one after another. >> one after the other but we're swapping one. still two crashes we're tracking on the chp bloter. this one at oakland road has cleared from the blotter in the last couple of minutes. little slowing as they clear that off the roadway. north 87 still has this crash blocking thing with debris in the roadway. we're seeing thekbfñ build here more traffic volume 85 and 101. that's it for the south bay. as we move out, you see the rest of the bay showing a lighter flow as it's 6:32 on a tuesday, this is a light flow of traffic through the tri-valley. we have south 880 and the middle lane blocked by a crash five

minutes ago. we see considerable backup out of san leandro. we'll track that heading towards the san mateo bridge. the backup at the bay bridge toll plaza. i'll show you that in the next report but i want to show you west across the san mateo bridge, starting to slow because of volume of traffic. low clouds but you can still see the high rise. send it over to you. >> 6:33 right now. today san jose city leaders will talk about problems in the san jose police department. they will hear firsthand about a growing number of officers being disciplined for misconduct. "today in the bay's" kris sanchez joins us live at police headquarters what the new audit is revealing. >> it seems like 2017 was a year of change both inside the san jose police department and wng the community based on the number of public complaints filed by the police department and how the sjpd responded. tonight at 6:00, at san jose city hall, the police auditor will present his 2017 year end report. a refresher here in case you don't remember, the independent

police auditor reviews citizen complaints after the sjpd internal affairs concludes their review. there are a lot of numbers here on the screen but i'll walk you through them. in 2017, the sjpd got 222 citizen complaints which is 24% fewer public complaints than in the year before. this follows a downward trend. but of those complaints, 16 more were substantiated or valid, found to be valid, that is the highest number since the independent police auditor's office was created in 2008. there was a decrease in the use of force and arrest complaints but an increase in police officer discipline including the firing of two officers and one officer for bias. that seems to be one of the main complaint from the public at this point. i want you to see some of this data for yourself. the independent police auditor's report is 143 pages long. but i did go through it and i'm putting up some of the graph in

my twitter feed so you can look at those when you have a little bit more time. the good news is that there seems to be more disciplining of officers which means that some of the complaints from the public are being taken a little bit more seriously. i'd like you to join the conversation too own facebook. tell me if you live in the city of san jose, how do you think the sjpd is doing. kris sanchez, "today in the bay." >> 6:35, a follow-up for you, a san francisco police officer did not have his body camera rolling when he fired at a suspect in a moving car. the both of those actions are against department policy. sfpd did release some intense body camera video from another officer's camera. take a look. >> get out of the car. >> here's the story, police say that last friday, 21-year-old her shell hale drove his car towards an officer and another

officer fired twice at the car. no bullets hit anyone in the situation. police were trying to chase him down after an alleged car chase or car burglary. here's what chief bill scot said about that officer not turning on his body camera. >> we're a year into this and definitely we haven't gotten it perfect yet. there's been times when they could have been on and they weren't. disciplinary actions have been taken. >> will take discipline action before people really start understanding it but you have to understand they are in the moment. >> the investigation is still ongoing. >> now to a pretty frightening ordeal for a woman getting gas in the east bay. police say two people threatened to killed her if she didn't give them money. it all happened at a shell gas station on san pablo avenue in hercules friday night. she says a car pulled up alongside her and her kids and male driver pulled out a gun and demanded money. >> that happened and i told my girls, cover your head, go down, cover your head.

>> and the thieves didn't get any cash. the man with a female passenger sped off in a 1997 toyota camry. today in santa cruz, the sheriff will talk about friday's police shooting that happened in the early morning hours near paradise park. the deputies arrested a man and woman who were in a car. this is a reported stolen from san jose. police say the woman actually slipped her hand out of her handcuff and got back into the car and hit an officer. then kept driving back and forth to threatened police officers. so far the officers shot three time. she lived and so did the deputy. the sheriff is going to give an update at 1:30 this afternoon. today the highest court handed a major victory too corporations and it could affect your work life. in a 5-4 vote they agreed with the trump administration lawyers that workers cannot band together in fights over pay and work conditions. the courts ruled individual workers can be forced to settle

issues with their bosses instead of class action lawsuits in arbitration. liberal justices say the ruling will hit low wage nonunion workers especially hard. we're watching the courts closely for key decisions expected over the next few weeks. first president trump's travel ban. justices are considering whether the ban focuses moestdly on muslim countries is unconstitutional. next, two gerrymandering cases out of wisconsin and maryland. gerrymandering means drawing political districts to benefit political parties. and challenge to california's law requiring women's clinics to provide information about abortion. finally the justices will also decide if a colorado baker was discriminating against a gay couple by refusing to create a cake for them. >> lots ahead for them and for the folks on the roadway. lots waiting at the bay bridge but notice over here, the cash lanes are only backed up to mid parking lot and 880 yoefrl cr 0g

is filled in. this is a lighter flow than tuesday and that indicates the volume around the bay. another issue for interstate 80 this is a problem for the upper east shore freeway. a crash blocks one lane but it was blocking three or four for a couple of minutes. that's why we have the backup there. over here towards concord, a smooth drive to the walnut creek for southbound 680. widen out the shot, traffic flows smoothly except for slowing again. s south 880 the crash in the middle of the freeway. lighter traffic flow keeps things slow towards that scene and tracking the crash in san jose for 87, hoping that will clear soon. >> that's a thorough fare. >> yes. >> a lot of people are trying to make it through the week to have their long holiday weekend. you were saying prom and all of this stuff going on. graduation. it's going to be a busy weekend. also memorial day weekend and

san francisco carnivale is happening along with festival and parade. there will be a slight chance of rain early on friday morning. it's going to reach up to 62 degrees but warming up as the weekend goes along. memorial day we're up to 72 degrees. in san jose it's going to be 66 and cool partly cloudy on friday. look at what happens as the weekend goes along. we'll be up to 85 degrees by memorial day and in concord, kids fest will be happening and i think the best day will be saturday. 75 degrees and it gets warmer on sunday and memorial day 92 degrees. bottle rock this weekend and napa and there will be a slight chance of rain on monday morning. 64 degrees. and 71 degrees on saturday. 81 on sundays. so you can see the trend here, it's going to be heating up. i'll talk more about that as a look at today's temperature trend in three minutes. >> thanks so much. >> it is 6:40. coming up, some changes to a busy freeway interchange. that could help your commute.

mike. as 6:44, a live look at the hayward neighborhood turned into a crime scene. hayward police officers recovering after a pretty chaotic night and ended when the officer shot a suspect. it started at 7:00 last night near huntwood avenue. look at this video. police aren't saying much about what led up to the shoog. a woman who lives on the street says one of the neighbors invited someone over and they got into a fight. police have not confirmed that but at some point an officer was injured. we do know the officer is expected to be okay. >> a follow-up for you now, leaders reportedly following through on changes for a troubled charter school. east bay times reports board members at clayton valley charter high school approved a new interim leader yesterday. it comes after three four rm top administrators abruptly stepped down. contra costa county is now auditing the school for questioning financing and hires. >> 6:45, you'll notice on your

commute upgrades, the california transportation commission actually approved a $34 million in funding for this yesterday and there's been a push for years to approve highway 680, state highway 4 interchange in pay chak co-. you already know there's a lot of backup in this spot. the interchange went up in the '60s to handle traffic levels of that decade. critical meeting today in the white house between president trump and south korean president moon. >> and scott mcgrew, moon is desperate to keep america in the peace talk. >> that's right. the peace talks between america and north korea, the talks are in doubt after tough talk from the north korean leader kim jong-un. it's moon's job today to convince our president to stay the course and talk to the north korean leader. video of president moon getting on a plane in south south korea over the weekend to make that trip out.

today's meeting is scheduled to last just two hours. now, when you look at it from his perspective, this may be the most important meeting of his life because of alternative to peace talks could be a military strike by the americans on north korea. president trump says it would involve fire and fury like the world has never seen. that would be a disaster for south korea. remember the south korean capital is only 35 miles from the dmz. there's enough north korean artillery up there to level the capitol before we could stop it. the white house communications agency part of the department of defense will issue a commemorative coin marking the summit assuming it happens. these are challenge coins common in government, particularly the military to mark all kinds of things. meanwhile in american politics there are elections in georgia and arkansas and kentucky today. a problem for republicans in west virginia as well, the fellow who lost the republican primary there says he's going to run anyway, which could split

anan anty oak, 70 in palo alto and santa rosa, 72. the 7-day forecast is up at the bottom of the screen as you're looking out the window and getting dressed this morning. if you're in with the fog and drizzle, you do need a hat but if not, if you're inland, sunglasses today because it will clear out quickly and we'll also have a good day. you'll be comfortable with light long sleeves and you'll need a little bit more than that tonight if you're going out there to the a's game. it's going to be breezy and cool, only in the upper 50s, partly to mostly cloudy skies as we go into tonight. we're seeing just a few clouds right now this morning especially for the coast as i widen out the view, i'm tracking this area of low pressure that's just offshore that will be making its way into the bay area heading into late thursday into early friday morning. we still have daily storms over the sierra morning. but we'll see morning clouds and rain approaches thursday, starts out with scattered showers for the north bay and most of it will be winding down by friday

morning, even for the inland areas and it will be cool on friday but then a big rebound in our temperatures for the rest of the weekend. the holiday weekend goes from 69 on friday to 90 on memorial day and san francisco will be in the low 60s to low 70s for early next week. i'll have more on that and mike, you're still tracking those two important crashes? >> that's right, not quite as dramatic as changes in temperature you're showing. 87 is the worst of it in san jose. they are waiting for more one tow truck northbound 87 jams from capital to curtn er, may b affecting one lane. 101 and 85 show a volume build and little slowing but overall the south bay and rest of the bay showing a very mild commute right now. south 680 slow through pleasanton, we have this other issue south 880 and crash at 92 just about a minute and a half ago. i got the all clear for lanes there. you see speeds start to recover.

today in the bay. >> three people are hurt after a crash on highway 4 in antioch, it happened near the hillcrest off ramp. at one point every lane was closed but everything cleared about 2:00 this morning. in fact we've got new video into our newsroom overnight show being just how bad that scene was. responders taking someone away there on a stretcher. you can see heavily damaged big rig, eventually see it there. look at the crash. this is one of six vehicles that crashed. there were some of the other cars that were destroyed. >> police are looking for a person who injured an elderly woman. this is during a robbery. it happened last week at the bank of america parking lot. this one behind sunnyvale mall in concord. a 90-year-old woman named ann peterson was hurt. she's still in the hospital this morning and officers have not found the attacker. today they are really hoping to get surveillance images out of that attacker. police say peterson was walking with her friend last friday when a man grabbed they are purse knocked them to the ground and

got back into the car and drove off. heat peterson fell and broke her hip. other woman is fine. >> a student took this video friday in san jose. people were outside and ruppinn along feed and cleared buildings and running across the wide field to get away. the frantic scene unfolded outside santa fe high school as they took on the alleged shooter. the shooter is captured facing murders charges for eight students and two teachers. people in the bay area are talking about school shootings. today people in the east bay in oakland are actually gathering at the town hall to focus on violence and gun school shootings. high school students will be there. it is happening this afternoon at castlemomnoking live in san the mayor wants more affordable housing. they released a new report with numbers detailing how many

people apply for low income housing rentals. the mayor wants working groups to make recommendations this summer about ways to make the housing crisis better. the ultimate goal, 10,000 low income homes by the year 2020. san jose leaders will hear firsthand about a growing number of police officers being disciplined for misconduct. these are live pictures of san jose headquarters this morning. san jose's independent police auditor released a report about the department. it found two officers lost their jobs because of misconduct last year. at the same time, citizen complaints are down nearly 25% from a year ago. they are also down nearly 40% from 2013. today's meeting happens at 6:00 tonight. >> happening today, celebrating a big addition to san francisco's sky line, city leaders will attend the grand opening of the salesforce tower. tonight is a long awaited launch of the tower's new nine story light installation.
