i )m marcus washington. and i )m laur good morning, thank you so much for joining us. i'm marcus washington. >> i'm laura garcia. >> we begin with breaking traffic news. a wreck and fuel spill in east bay. let's check in with mike inouye. >> laura and marcus, good morning, folks, we're looking over here and the speeds sensors don't show you where the problem is but this marker right there will take you over to where chp has called for a traffic alert. they call it asigalert. southbound 680 as you're approaching the dublin interchange. dublin boulevard, there's a fuel spill and so reports are that three lanes are blocked and waiting for a sweeper truck. pete suratos is out there. we see from the sensors that traffic is moving slowly but if it lasts much longer in the morning commute this could be a

bad section of roadway because it gets very crowded. for the latest, pete, we'll send it out to you. what's the latest? >> reporter: yeah, good morning to you, mike. we're here on 680 southbound in dublin. from el costa to dublin boulevard, you've got the big rig sitting here following that accident. according to chp they are saying that the big rig either had a malfunction in the gas tank or hit some sort of debris that caused this leakage. now they hit the center divide. we're showing you video, hit the center divide and swerved in this area and that's when you saw all of that fuel kind of leaking within this three fourths of a mile stretch. that's the issue they are dealing with right now. one they are going to start towing the big rig shortly. the next issue is getting caltrans on the scene to start sweeping the area. the plan according to chp, for that to hopefully happen within the next hour or so.

all in all if you're traveling in this direction, you're saying maybe at least an hour or so before this is completely cleared up but at least they are starting to get things moving as far as dealing with this accident. live on 680 southbound, pete suratos for "today in the bay." >> good to see traffic is moving along there. >> at 4:32, a coaching moment, that's what southwest airlines is calling an exchange between a ticketing agent and cal's women's basketball coach tied to a young biracial son. >> here's the controversy surrounding the airline this morning. >> checking in for a southwest airline flight from denver to oakland cal berkeley basketball coach gottlieb got on social media to tell the airline she felt an employee discriminated against her family. ticket counter personnel told me i had to prove he was my sdespie having his passport because we

have different last names. my guess is because he has a different skin color. she didn't want to talk on camera but said the situation felt wrong. southwest is apologizing and calling it a coaching moment. it does have a policy of verifying a child is under 2 by asking for a birth certificate or government i.d. gottlieb said she was asked for both. >> whether or not this employee was intentionally discriminating or whether or not this employee was just being extra diligent -- >> in the current polarizing political climate, people are shining a light on injustice and corporations have to respond. >> everybody is sort of on edge around these kinds of issues. i think what she was trying to do is soften the edges for other people who have to live with this on a daily basis. >> at the oakland airport, passengers applaud gottlieb for speaking up. >> i think there's a lot of things that are policy but you don't really know at the end of

the day what someone's motives are. >> maybe this is a wake-up call to southwest. >> 4:34 right now. today santa clara county will talk about adding a full-time gun inspector. this is on the agenda for the supervisors tonight. the goal to quickly investigate and solve shooting cases. our investigative unit reported last week there's a high tech way to connect guns and shell casings to unsolved crimes. many california law enforcement agencies aren't using the technology and it really boils down to the lack of resources. the person who gets the new job will lead and organize that effort to connect evidence to crimes. be sure to watch our investigation and a behind the scenes look at how the new technology works. it's all available at nbcbayarea.com. students at san lorenzo high school return to class after a scary ordeal. a student was arrested for bringing a gun to school yesterday. you can see it here, the

sheriff's department says student staff and school resource officers worked together to make sure the situation ended safely. >> no doubt you've seen homeless encampments in many different places across the bay area. today in santa rosa they are clearing out one of those encamp. s, this is right next to highway 12. sharing this picture of the encampment we have in just a moment. you can see many of those tents along that trail, some estimate there are more than 80 tents there. the last month about 100 people were kicked out of the enca encampment and another one there, city workers are expected to clear the trail starting at noon. >> no decision about san jose's alam rock superintendent. school board debated whether to fire hillaria bower. they are fighting for a job. the mayor says bower came under fire after she started investigating the boys alleged conflict of interest in issuing

construction contracts to real estate. >> happening today, you have your chance to speak about another proposed water rate hike this in the south bay. san jose water wants to raise rates by nearly $14 by the year 2021. the company says that the money is needed to upgrade its infrastructure. california public utilities commission has to approve the increase. the public forum is at 6:30 tonight at the san jose city council chambers. >> more details now, san jose water has been raising rates steadily for some time now. between 2016 and this year, bills have gone up by more than $17 per month. now if the new rate hikes are approved by the year 2020, customers will pay more than $30 per month for water service than they did just five years ago. >> 4:36, are you ready? a live look at oracle arena. game one of the nba finals is tomorrow night. tickets went on sale last night

or the back. >> the back will whip you around. >> either of those -- >> as long as -- you do the stories where it stops in mid-air, that's the newsy in me coming out. >> it's going to be cooler today, heading out to great america it's probably not the day for water park. as we look at what's happening here, i'm showing you satellite and radar, we have a front moving through and you can see by the clouds won't bring us any rain but it will usher in cooler temperatures today and the 7-day forecast is already up at the bottom of the screen showing that our cooldown will be short lived and i'll have more on that. let's look at what you're feeling as you step out the door. it is cooler in santa rosa as we've seen more of those clouds moving in and the cooler temperatures. as you head out the door in san jose, it is 57 degrees. the morning commute continues to cool off as we will be in the mid-50s at 6:00. partly cloudy skies and only reaching in the upper 60s by

noon. big difference compared to what we were feeling yesterday. we will only top out at 68 in milpitas today. >> in los gatos expect a high of 70. we'll see low to mid-70s for much of the each bay. danville up to 75 degrees. and 64 in oakland. 56 in half moon bay. and in palo alto, expect a high of 69 degrees. mostly upper 50s in san francisco and low to mid-70s in the north bay. napa today 75 degrees. getting dressed it's not the short sleeves and shorts like we had yesterday. need a little bit more. long sleeves and pants what i'm recommending today especially with gusty winds. we'll feel cooler and winds rushing in from the north all across the bay area. our winds at about 15 to 25 miles per hour into the afternoon and early as well late tonight i should say. the highs tomorrow reaching in the upper 60s and then it cranks

back up, 68 to 80 to 93, that's our temperatures over the next few days inland. it is going to be hot this weekend but we do keep it cool along the coast, a very weak onshore flow keeps san francisco comfortable. as we head over to mike, we have an update on what's happening with the rig. >> i'm going to get out of the your way. they are doing some of the repair work or the clearing over here for the busted rig. let's show you this fuel on the roadway southbound 680 approaching dublin boulevard. just south of al costa out of san ramon and into dublin. the fuel tank spilled about three quarters of a mile pete suratos said. that results in three lanes being closed southbound 680 heading down between al costaa and dublin boulevard. the on ramp is open and interchange, the dublin interchange is completely open as well. three lanes getting there are blocking the southbound 680 direction. looking at slowing showing up

northbound that may be a distraction and may be hopefully a crew arriving to help out cleaning, waiting for the caltrans crew to dispense with that absorb ent they have to do with the fuel on the roadway. the rest of the freeways and roadways around the bay are moving smoothly because it's 4:50 on a wednesday. we have a lighter volume and easing back into the workweek. contra costa, the upper east shore freeway and bay bridge toll plaza, the north bay moves very smoothly. palo alto a. an easy drive, san mat mateo bridge back over to -- few headlights, back to you. >> we have details about a violent hammer attack. this is near santa cruz. go fund me page has been set up to help pay medical bills for a teenage boy slipping in and out of a coma. he was one of the three teenagerers attacked over the

weekend. a group of masked men beat them with a hammer and stole things and drove off. here's what investigators are telling us about the victims. >> right now one of the victims is unable to talk in the hospital in critical condition. the other two are -- have pretty bad injuries as well. some of the information that we are able to obtain right now is very limited. >> investigators say they have no solid leads on suspects. >> a bill to help victims of natural disasters recover from losses from insurance companies is moving forward at sacramento. now it's moving to the assembly for a vote. the bill guarantees up to three years of coverage for living expenses and makes sure experience companies cannot drop for two years. if it becomes law, it will apply retroactively to help north bay wildfire victims. state senators have also passed a gun control bill. it bans people from buying more than one firearm within the 30-day period. it also increases age

got confirmation the al costa boulevard on the 680 connector, that on-ramp is open and south of there is where we see lane restrictions and that may be a situation for folks traveling past that and getting towards dublin boulevard. overall the speed sensors look all right but with half of the lanes blocked it's going to be a distraction. pete suratos is out there. i hear you just got company. what's out there right now? >> reporter: good morning, mike, we're still in 680 southbound before dublin boulevard. there are still lanes blocked. you still have the big rig right there that will get towed away. as he step out of the live truck, i saw caltrans just showing up. that's good news, they need to clean up the area before they can completely reopen the lanes. let's show you some of the video from earlier. chp says it happened roughly around 2:10 a.m., that
