>> we have more congestion even though they have more lanes open as well. we have this build for the commute. even though we have a lighter volume pretty much this week and you see that in the south bay and along the east bay. towards the tri-valley, we see the congestion, southbound 680 towards al costa build into san ramon, we have all of this slowing and it let's up around dublin boulevard where pete suratos reports. there was a crash and fuel leak. there have been changes out there but i'm going to sends it out to you because you have the latest situation out there. >> reporter: good morning, mike, we're just past dublin boulevard on 680 south. you're seeing this traffic move but behind me you see where the lane closure is and that's where all of the fuel spilled and caltrans if you can see it down there in the distance. if we can hold that shot, you can see they are cleaning up the fuel. that's good news because once they clear that up, then they can reopen the lanes and then traffic will be back to normal.

but we'll show you some of the video from earlier when this all took place. according to chp, they are saying a big rig lost control around 2:10 a.m., there was a malfunction with a fuel tank. they are not sure if it hit debris or whatever the cause may have been. no other car was involved. it hit the center divide and that's what led to all of that fuel. 50 to 70 gallons of fuel leaking from al costa to dublin. let's take this back out live so viewers can see. this is the fuel tank ruptured and where all of the fuel leaked out. right now that's why you have caltrans clearing up all of the fuel that leaked out of there. we're not sure right now as far as when this will reopen but as far as the time line, they are saying caltrans will clean it up and when that finished up, the lanes will reopen. hopefully we're talking about the next hour or so traffic can get back to normal here on 680 southbound in dublin. live in dublin, pete suratos for

"today in the bay." >> we want to bring in kari hall with a look at our forecast. hot temperatures now a little cool -- >> big cooldown today. there's going to be a huge difference as you go throughout the afternoon. not so much this morning. we're seeing temperatures in the 50s and low 60s and a live look outside in san jose shows that it's a beautiful start to this wednesday morning. in sunnyvale we'll stay in the 60s throughout the day coming down from the 80s and 90s we had yesterday. as we look at the seven-day forecast, still a big roller coaster here from 70 today to 93 on saturday. and if you enjoyed the hot weather, it's coming back. i'll talk about that in a few minutes. >> along with the hot weather we talk fire danger. we are talking breaks news. san francisco firefighters have been working to put out a brush fire in the portola district off 280 in the al mainny exit. just posted this video to

n nadim says he's applying for the job. earlier this month the council agreed to appoint a replacement for dominic caserta. he resigned after sexual harassment allegations. city charter does not allow for special elections so the council will pick a replacement based on applications and interviews. he has run and lost several times he's a professor and president of the muslim community association. he would be one of the first nonwhite counselors in the city which is less than half white. people can apply until tuesday. voters will elect a permanent counselor in november. >> it will be a big day if your kids attent charter school in concord. several administrators abruptly leaving and still don't know why. but the contra costa county education department plans a financial audit. the interim executive director is holding a town hall meeting tonight and we're putting those

details on your screen as you see right there. he says he will not talk about school leadership and spending but we don't think this will stop parents from asking those questions. >> 6:07. the u.s. summit with north korea may still officially be off. happening today secretary of state mike pompeo will be meeting with north korea's vice chairman. the meeting takes place in new york. pompeo will speak to a former spy chief who president trump says has the power to negotiate. nbc learned about a new cia report suggesting north korea has to plans to give up its nuclear weapons. >> north koreans look for something in return on the order of getting u.s. troops out of the korean peninsula or something like that, obviously this isn't going to go very far. >> that cia report does suggest some other possible concessions from north korea, including opening a fast food american burger joint in the capitol. in a show of goodwill. >> the effort to recall judge aaron persky on a lot of

people's minds one week from the vote that will decide his future. on the stanford campus lots are talking about this. he handed down a six-month sentence to brock turner after he was convicted of sexually assaulting an unconscious woman. last night self-rights activates appeared on stanford's campus and she is credited with starting the me too movement more than a decade ago. burke did not address the recall specifically other than saying that she believes survivors can vote as a constituency. stanford students say they know what's at stake. >> it's about accountability and holding someone to the standard that they were elected by the constituency to represent. >> persky talked about his situation on national television yesterday. he maintains his belief -- his belief public opinion should not

sway the court. >> it is 6:08. developing out east, evacuations under way in north carolina. take a look at that, they are dealing with mudslides there. officials are concerned about the imminent failure of a dam in that area. thousands of people are in the mandatory evacuation zone. heavy rain is coming from alberto, the first named storm of the season. >> now, maybe you've seen them with the weather heating up, more snakes coming out of hiding. that's including rattle snakes. pest control companies say they are getting more calls this year about rattlesnakes and someone in venitia found three on her door step. the snakes did not bite anyone and they were removed safely. a man who removes them for a living says as temperature rise a snake will look for a cool place to chill. >> if a snake cannot find cool weather, it will die from overheating. >> you have to be more aware and reminds you, i have a lot of ivy

on the side. maybe i need to cut more of that ivy out. >> all right, so that that neighbor says she was not scared about the snake problem but it is a reminder for her to keep her own yard clean. >> cooler temperatures, hopefully keeping those snakes in hiding. >> keep those things away. as we look outside in san jose, more people heading up and out the door and if it's a short week for you, you're going to enjoy a wide variety of temperatures and changes in our weather. it's going to be much cooler today. that morning commute starts out with temperatures in the upper 50s and then we make it in the upper 60s today. we're coming down from those low 90s in the south bay yesterday. as we get a look at our two-day temperature change, we go from 79 in napa to 75 today but in some areas the change will be a lot more drastic like concord. it hit 95 degrees yesterday but today, 73. we'll talk more about those

changes coming up and also mike tracking the jam through san ramon. >> that's right. we're looking at san ramon and 680. contra costa county looks great. bay bridge toll plaza has the metering lights on. just above the clock we see the slower drive for 680 southbound out of san ramon or through san ramon out of danville. southbound 680 sorting itself out and better speeds as we're down to one lane closed but that's a stretch from al costa down towards dublin boulevard. pete sur ratd toes just passed dublin and waiting for caltrans to finish up the cleanup after the overnight fuel spill and big rig over there as well. we have ace distraction as folks approach the interchange but the interchange is completely open. the traffic flows through the rest of the bay, kari showed you the shot for san jose, look how nicely the northbound 101 moves, a little slowing but that's relatively light compared to a typical wednesday. back to you. >> thank you, mike. it's 6:11, coming up next on

when the worst oil spill hit san francisco, first responders went to work. and mayor gavin newsom, he went to hawaii. man: newsome left the day after the spill for a four-day vacation in hawaii. the same gavin who said his job as lieutenant governor was so dull, he only showed up for work at the state capitol one day a week, tops. gavin's not gonna work as governor.

>> good wednesday, trying to recover from a pounding yesterday. disney fell more than 2.5%. i know what you're thinking, not because of roseanne on the abc network, the stock was already this low when we heard about the whole debacle. slow tickets sales for the movie "sol "solo." tesla had the only green on the board. the big hit came here in problems with europe. italy needs to have snap elections and it's possible the party that wins will want to withdraw from the euro, from the currency. italy is the fourth largest economy in the european union. you remember the problems in greece, well, this is the same sort of issue except with a much more powerful country. i know, you don't probably follow italian politics but the guy in charge until those elections happens is this man, carla cuta relli or mr. scissors because of the way he cuts

budgets. back here at home, home prices continue to rise. i know we tell you that all the time because there are all kinds of studies and companies that want to get their name on the news. zillow red fin, national association of realtors all have price reports. the most trusted in my mind is the case shiller report. the shiller in case shiller won a noebl prize. they say prizes in san francisco froze 11% overover year. case shiller only covers the san francisco metro, not the south bay. but the south bay is doing just fine. you saw record price for this house in sunnyvale, $3 million, somewhat larger home there. a neighbor in our report thought we were in a bubble because of the high price. i'm not sure that's right and here are the reasons we're probably not in a bubble. wages in job growth are strong in the bay area. the number of homes available, very low and there are very few

homes being built. east bay. >> the speeds are starting to improve a little bit again after more slowing. pete saur rat toes, who was on scene at the fuel leak, this is video from earlier in the scene an the within they had lanes closed. this is about 2:00 in the morning when reports of this big rig crash puncturing the fuel tank happened there and from al costa to dublin, there's that fuel leak there. they had to clean that up. caltrans is on the scene. and pete had to move from the scene where he was reporting all morning because they pulled that big rig from the area and presumably should open the lanes pretty quickly shortly after this report. let's get back out to the maps and show you the slowdown again, southbound 680 through al costa out of san ramon and approaching the dublin border there. as you get to the interchange, traffic flow is moving nicely through the interchange, south 680 builds through pleasanton, nothing causing unusual slowing other than that -- as we get out to the maps we're showing you that overall traffic flow is lighter an we see that because we're shifting from the school

year i guess commute to more of a summertime commute. and also we're seeing changes in our forecast from school year forecast to summertime. >> major changes today as we only see those highs in the south bay reach up to 70 degrees. oakland, a high of 64. san francisco reaching the upper 50s and santa rosa today, 71 degrees and some of the same spots yesterday we were reaching into the low to mid-90s, our 7-day forecast shows low 70s today, even cooler tomorrow, inland and look at the weekend. it is going to sizzle out there with highs in the low 90s and we'll talk about just the weekend coming up in just a few minutes. >> we'll look forward to that. 6:31 this morning. new this morning, kind of tough talk over breakfast cereal, sexually transmitted infections are on the upswing. the department will talk about how to stop this from getting worse. chris sanchez is live with new data overnight, kris?

>> reporter: laura, this is really not very good news, particularly if you have teenagers or young adults in your life. you may want to have a conversation with them because it could save them a lot of trouble down the way. if you look at the graph, it shows that there has been an increase in cases of gonorrhea i can't and syphilis, they nearly quadrupled since 2010 and often people don't even know it and can pass that bacterial infection on that causes pain and infertility and blindness and deafness and some cases even death. those three sexually transmitted infections are up particularly among younger people aged 15 to 25. the county cites online dating and also changing social networks but also a decrease in access to std clinics nationwide. they also say substance abuse is an issue as is survival sex, sex in exchange for shelter or food or drugs. the santa clara public health

issuing construction contract to del terra real estate. >> marijuana has been legal more more than five months and tonight a north bay city of sonoma will finally decide whether to allow the sale of pot there. this is happening at the city council meeting tonight at 6:00. a bill to help victims of natural disasters recover losses is moving forward in sacramento. it moves onto the assembly for a vote. the bill guarantees up to three years of coverage for living expenses. it also makes sure insurance companies cannot drop coverage for at least two years. now this is interesting, if it becomes law, it will apply it retroactively to help north bay fire victims. >> state senators have also passed a gun control bill. it bans people from buying more than one firearm within a 30-day period. it also increases age requirements to buy all guns to 21 years. the bill now heads to the state assembly. >> 6:36.

public school advocates oppose the new school saying it lacks a curriculum but the charter school says it meets the state's criteria. >> students at a lorenzo high school will turn to class after a scary ordeal. a student was arrested for bringing a gun to school. you can see right here this is what the sheriff department says the students and staff and school resource officers worked together to make sure that that situation ended safely. >> happening today, you have a chance to speak about another proposed hike in the south bay. san jose water wants to raise rates by $14 by 2021. the money is needed to upgrade its infrastructure. the california public utilities commission has to improve that increase. the public forum is at 6:30 tonight in the san jose city council chambers. more details now, san jose water has been raising rates steadily for some time now. between 2016 and this year, bills have gone up by more than $17 per month.

this morning we see a cold front passing by the bay area. it's going to change our temperatures drastically and i can tell looking at the satellite and radar we see a cluster of clouds. this is the front rolling on by out ahead of that and we're not going to see any rain, just a few clouds and mix throughout the morning. we start out fairly mild with upper 50s with that morning commute through the south bay at 10:00 we'll be at 64 degrees and only seeing those highs today reaching in the upper 60s. yesterday concord hit 95 degrees. but then check out today's temperatures, only 73 degrees at 4:00 today. you better take it in if you love this cooler weather as we will only see our highs today in the south bay up to 70 in san jose, 70 in livermore. oakland 64 degrees. i know you were not really hoping for this cool weather. it's only going to reach up to 59 degrees. wide range in temperatures today and it's best to put back on the long sleeves and pants.

we'll be breaking out the shorts again in time for the weekend. you do need a jacket if you're going out there to the a's game this evening. first pitch at 7:05 and only be 57 degrees and windy too. those winds rushing in from the north back behind the front will make you feel even cooler today and those winds gusting up to about 25 to 30 miles per hour and even for the inland areas, it will be breezy throughout the evening. even cooler for tomorrow with highs in the upper 60s but look what happens on friday, high pressure moves back in and our temperatures going way up, 93 degrees will be the high on saturday and just as hot on sunday. then it does drop in time for early next week. san francisco goes from the upper 50s to the upper 60s, much more comfortable weather for saturday. as we head over to mike, you're heading back to dublin. >> going back to dublin, dublin, is it clear? i don't think so. that is a smooth drive. the problem continues with the earlier fuel spill after a busted fuel tank for a big rig

when the worst oil spill hit san francisco, first responders went to work. and mayor gavin newsom, he went to hawaii. man: newsome left the day after the spill for a four-day vacation in hawaii. the same gavin who said his job as lieutenant governor was so dull, he only showed up for work at the state capitol one day a week, tops. gavin's not gonna work as governor.

we welcome back, the time is 6:55 and here are the top stories. >> we're still tracking a problem for east bay drivers. a truck spilling fuel north of the 580 interchange. at one point three southbound lanes were shut down. right now only one lane is closed as crews still clean up all of the fuel. mike is looking at the work around and we'll check in with him in a few minutes. >> more breaking news, san francisco firefighters say that they've contained a brush fire. this is in the portola district. it broke out this morning off of 280 and almany exit. the fire department posted this video. you can see crews spraying down the hillside that burned about an acre. firefighters say that that investigation was -- say during the investigation they found out

this was accidental and was started by heating source. people nearby were evacuated but back hom now. >> we're learning more who might replace dominic caserta. mohammed nadinsays he's applying for the job. he's a professor and president of santa clara's muslim community association. if he gets the job, the merc said he would be the first nonwhite city councillors in a city less than half white. the seat is empty after the former councilman ka saert at a recertifica-caserta resigned. a dam could give way. emergency officials say that the dam is in imminent failure and heavy rainfall from alberto increases fears about the integrity of the dam. the national weather service says a flash flood emergency is in place. this is not what you want to see on your doorstep. pest control companies say they

are getting more calls this year about rattlesnakes. take a look there. someone found three on her doorstep yesterday. the snakes did not bite anyone. and were removed safely. a man who removes those snakes for a living says snakes are looking for a cooler spot as temperatures rise. >> a go fund me page is set up for a teenage boy beat with a hammer near santa cruz. alex was one of three teenagers attacked over the holiday weekend. he is slipping in and out of a coma. police say a group of masked men entered the garage where the boys were sleeping and beat them with a hammer. then stole things from the garage and drove away. investigators have no leads on suspects. >> preventing another tragedy. today texas governor releasing his plan to keep schools safe. ten people were killed at santa fe high school two weeks ago. greg abbott got feedback while meeting with school shooting victims and educators and lawmakers and law enforcement.

we don't know exactly what the governor is going to announce but he'll announce something. >> and a live look at santa clara county public health department. they are dealing with a spike in sexually transmitted infections. the most common types of infections are nearly four times more frequent than in 2010. young people are getting hit the hardest. the report cites online dating and less access to std clinics as part of the reason for that spike. county health leaders will review the report later today. >> it's reunification day in santa clara county. the day celebrates families coming back together after kids are put in foster care. taking a live look outside from redwood shores this morning. a much cooler day today. enjoy it because things are going to ramp up once again. >> i think a lot of people are going to enjoy this break as we are going to see our
