"today in the bay" continues right now. >> a very good tuesday morning to you. thanks for joining us. i'm laura garcia. >> and i'm marcus washington. all right, now we want to get over to kari hall. you've been telling us this weather will be so nice and i love it when you talk like this. >> it's going to be cooler today and for spots like san jose, when it's 70 degrees, you can't beat that and we'll also have a lot more changes on the way. let's get out the door this morning with a live look outside in sunol, an amazing sunrise with low 50s out there now. as you get ready to get out to vote in concord, it will be a cool morning and 62 degrees, upper 70s today, still comfortably warm but it will be windy as we go into this evening. we'll talk about our temperature still on this roller coaster going down and back up as we head over to mike tracking the early backup for the maze. >> i've been scanning all of the areas around the maze because we did have that early backup forming but i'm looking over

here at the east shore free weigh and berkeley curve is showing a lot of improvement over the last ten minutes. still slow here and especially off 580 and 24. the earlier crash caused that early backup and things are starting to smooth out still. expect another five to ten minutes through the maze compared to the lighter traffic flow for the early morning commute. another crash cleared over at san pablo avenue and also highway 4 at 680. most of the folks are avoiding that crash at that connector because 242 is the cut through. getting out a wider look, we do still have a back upforming through pleasanton but cleared from the early morning crew a little bit late there. back to you. >> thanks, mike. in decision 2018, to today voters will decide which candidates will compete head to head in november. the top two candidates advance regard rs of their political party. >> here are the six candidates to debated right here on nbc bay

area. no particular order, lieutenant governor gach vin newsom, john chung, businessman john cox, former state school chief delain eastin and travis allen and former mayor antonio villaraigosa. >> here's another race in the south bay. lori smith has four challengers, they are john herakowa and jose salecito and martin monica. >> in san francisco, voters weigh in on use of tasers by police officer, it has been simmering for some time. most preent recently they began deploying tasers, bill scot is on board but the union still went ahead with the own ballot drive. proposition 8 would override the new police commission policy. we'll have much more coverage on today's elections throughout the morning.

if you're still debating how to vote, head to nbcbayarea.com and look for a special election page. there you can see all of the gubernatorial substances on important issues and other key information on low state and national races. 6:03 in making sure that everyone pays their fair share, today the mountain view city council will make a final decision on what's been called the google head count tax. that puts a tax on the number of workers a company employees within a city. "today in the bay's" rob redell is live to explain the impact this could have on the tech companies and other companies are considering similar measures as well. >> the city of cupertino, which is home to apple, marcus, is considering looking at putting this on the ballot for november. this would be a tax that would tax companies per employee, per head count. to be clear, this is not something voters are deciding today. this is again something being proposed for the november ballot. the city of mountain view

estimates if this does get approved by a voter company like google, google could pay an estimated $5.4 million to the city per year. the city of mountain view says it needs this extra revenue to help alleviate the extra traffic caused by the boom in business here in the valley. and also to help people with affordable housing. people have been priced out of the area because of the boom and the tech industry. what mountain view is proposing is restructuring their current business license tax. if approved by voters the new plan would tax businesses anywhere from 100 to $400 a year. that would be a progressive flat rate. that's for the smaller companies, companies for up to 50 employees. the per head count tax starts to go effect for companies for more than 50 employees. that would be a progress irviv e and that $300 for companies like google with more than 5,000 employees. the city estimates a tax would

generate around $10 million a year. later tonight the city council would decide whether or not to approve this head count tax measure for the november ballot. again, cities just trying to get it on the ballot to make that decision ya or ney, it would be up to voters to decide in the fall. president of the leadership group says he believes this job tax would discourage job grth. the cityf mountain view is also deciding -- going to be deciding whether to put a similar measure on the ballot. that's decision on whether it goes to the november ballot could be made sometime over the summer. reporting live here, bob redell, "today in the bay." >> you don't want to stop the job growth but the tax money would be good for each of the cities, we'll see, bob, thanks. we have a follow-up to tell you about. some relief for the victim thanks to hard working detectives, investigators say two member are in jail accused of randomly grabbing a woman off the streets of san francisco and then taking her and sexually

assaulting her in sonoma county. she got in the car thinking it was a ride share. we told you about this story a couple of months ago when it happened. the victim escaped in a safeway parking lot. deputies zeroed in on a dodge m magnum using the cell phone records. >> we were able to pull her phone records and got about the time she crossed the golden gate bridge which certainly helped us out because we're able to get video from the golden gate bridge district. >> wow, good work. detectives remembered si eed se that black car and blue license plate in surveillance video and they asked for nearby agencies for help and able to get a name. a search of cell phone records showed them in the same places at the same time as the victim. both men are expected in court later today. now to developing news out of washington this morning. special counsel robert mueller is asking the federal judge to put paul nan ma fort back in jail. he claims new evidence appears

to show president trump's former campaign chair attempted to tamper with witnesses' testimony. prosecutors say while awaiting while manafort tried to get two potential witnesses to change their stories. manafort has been a key target in the russian tampering investigation. >> he explicitly was trying to get a witness more than one witness to lie in the trial. you can't get clearer than that. >> this goes side ways for palm nan ma fort he could find himself in jail waiting for trial. >> manafort is currently on house arrest while he awaits trial on felony charges in two separate federal cases, he has pled not guilty to the charges. >> living in the bay area is not cheap but you could have more affordable options in the south bay. dedicating more than $66 million towards building new development. kris sanchez joins us live in san jose to explain how this could help everyone's wallet.

good morning, kris. >> reporter: hi there, this is money that the county is already set aside for affordable housing but what they are going to do today is take the second of two actions that they need to do to get started on a plot down in gilroy. this would agabenefit particula seniors who are low income. let's look at the map of where this is, this is monterey street not too far from irvin court in gilroy. it is called the gateway senior apartments, it's enough land for 75 affordable apartments half of which would provide supportive housing for seniors with special needs. this is just $66 million of that measure a housing bond that santa clara county voters approved in 2016. in all of the supervisors will vote to create 465 new low income units, not just there in gilroy and also create a $25 million fund for down payment assistance for first time home buyers in the form of deferred

loans. the median home price in santa clara county is at this point $1.3 million, which is up 26% over last year and the median rent in the county is $3500 a month. if the county moves to go ahead with this as it is expected to do, then the county would take ownership of that property on june 20th and we could see new affordable housing in the coming months. kris sanchez, "today in the bay." >> thank you, kris. >> here's krari. >> we start out with sunshine and starting to see a lot more people out there and getting out of the door. our morning commute is going to start out nice and cool. mostly clear but a nice little warm-up today and then check out the temperatures for early afternoon. only low 70s today. all across the bay area, heading into the low 70s for the south bay. peninsula as well as tri-valley, upper 70s for antioch and concord as well as much of the

north bay and san francisco 62 degrees. i'll blake break it down coming up in four minutes and mike has a look at the morning commute. >> we're showing signs of how light the traffic is for the morning commute as we head into the summer vacation for most schools here. east shore freeway recovering now after earlierroems in the bay bridge very ear , cause the early backup a the east shore freeway down below 35 minutes and maze starting to move better. 24 doesn't have any backup anymore. as we zoom out to the rest of the bay, we show a smooth flow of traffic. a live shot, a few more cars but nothing major and nothing major there through hayward through the nimitz as well. there's slowing threw sunol and pleasanton, a 20 minute drive. the earlier construction crew late and in fact they were scheduled on a chart at least for the wrong direction southbound 680 now recovering from the earlier crew and traffic break. we're picking up the volume a

companies making news this morning, twitter is going to get a slot on the s&p 500. this is important because some funds have set up their rules so they have to buy twitter stock now. starbucks, the chairman there, howard shultz says he's going to step down. there's a lot of speculation shultz will make a run for president in 2020 facing off against donald trump. shultz is also on the board of square here in san francisco. the nasdaq set a new record monday, the first time hit an all time high in quite some time. microsoft and amazon have been on a tear lately. donald trump recently tweeted in many ways this is the greatest economy in the history of america and best time ever to look for a job. i often point out when the president is misguided. let me see here he's absolutely correct. >> shares in apple helped push the nasdaq higher as well. apple hit a new record monday, worldwide developers conference continues today. yesterday we saw some of the new features in os 12 that comes out

in september, including the me diagnose memoji, that looks just like you. >> when i'm set i can select my eye color, what's really amazing, as i'm making changes the character up above is many coulding to life. >> i think that looks cool. it will come out in september. i had to contact apple to make a marcus and laura ahead of time. >> a little early. >> that would be nice. >> i have changing hair styles. >> that's true. >> i slept in. >> little slider just -- >> longer, shorter. thank you. >> back to decision 2018 coverage, if you're in san jose, you're going to see two measures on the ballot, both dealing with senior housing, measure b and c. measure b calls for the city to change zoning rules to let places zoned for business development build senior housing. supporters want to put more than 900 units in the campus industrial area. measure c is the mayor's counter proposal.

it also changes zoning rules but requires half of new zoning to be affordable and environmental reviews. help may be coming for san francisco tenants facing eviction. proposition f would provide ten aents a free attorney within 30 days of receiving an eviction notice. the legal representation would be supplied until that case is resolved and city dollars would cover the cost. >> other news for you this morning, happening today, an honor for a group of workers to make sure the san jose's japantown is ready for an emergency. city council will celebrate the community group and san jose state students who worked last month to select emergency supplies. >> okay, so talk about unwanted guests here, take a look at this wild surveillance video. if you can look closely, you see there that's an al gator, it's rearranging the furniture son this florida porch. the couple woke up and realized all of the patio was moved

overnight. they looked at the security camera and figured out what happened. they caught this 5 or 6-foot alligator doing redecorating there. the gator did not stop until every piece of furniture was actually lined up against the front door. >> wow. >> then i said, hey, do you know why did you -- why is the furniture in front of the front door? i thought maybe when he was mowing the yard he had moved it. >> we've seen gators in the neighborhood in the ponds and stuff but nothing coming up in people's yards. this was a first for us. >> you know i don't like my patio furniture against my door. >> exactly. >> the couple says that furniture is pretty heavy and they were surprised that the noise didn't wake them up but they are happy that they didn't open the door and see that little guest right there. >> that is funny. i used to live in louisiana, with the bayou and there were a lot of alligators but never did they come up on the porch. >> they didn't need to. >> i think the alligator was

saying, please, don't come out in my yard, a little privacy here. >> right. >> he had things going on. >> interior decorator. >> yeah, no, absolutely not. as we start out this morning, we've got some furniture to rearrange, it's going to be nice and cool out there. today is the day to get outside especially for the inland valleys as we take a live look outside from belvedere, clear start, looking across the bay towards san francisco, no clouds and fog. as of yet we'll start to see at tim times a few clouds moving in and we'll see fog returning by tomorrow. walnut creek with temperatures in the low 60s at 10:00 at 63 degrees and then reaching into the mid-70s today. it's going to be beautiful out there with the sunshine, nice little breeze and as you head out to the polls and in morgan hill at 9:00, a cool morning, 57 degrees, at noon 68 degrees and reaching in the mid-70s with clear skies and a nice little breeze up to 71 at 6:00 this

evening. looking at all of our high temperatures in the south bay, cupertino will reach up to 72 degrees and for the east bay, oakland 65 and 73 degrees in val ho and for the coastal areas still in the low 60s and in palo alto expect a high of 70 degrees and 62 on the em berk der ro, morning bay in 70 degrees in napa. if you're going out to the giants game later tonight, it's going to be cool out there. bring the hoody, it's only going to be a 57 degrees and those winds at times may be at about 25 to 30 miles per hour. it's going to stay windy as we have this trough, this elongated area of low pressure lined up along the coast, bringing rain to the pacific northwest but for us, a strong onshore flow and until that shifts inland, we will have a nice cool mid week for the inland areas, only reaching in the low to mid-70s but look at the weekend, it's going to start to heat up next week will be hot. 90 degrees and san francisco

will go from 59 degrees tomorrow to 73 degrees on sunday. mike, showing some slowing through the maze. >> that's right, a slow drive approaching the bay bridge toll plaza, once you guest past there through the metering lights you're in the clear. the east shore freeway shows more slowing into berkeley, there's a slight build but speeds overall are better. 24 and 580 a little more slowing. and there's more volume coming in out of concord and walnut creek and caldecott, a new crash at port chicago highway. that may be an issue. it's in your commute direction towards concord out of bay point. watch out for that. should quickly move to the shoulder though i think. southbound 680 and 880 off 580, that's the typical section for slowing, light volume there as well as the south bay a nice pleasant drive. fremont, southbound with these let's in towards milpitas and rest of silicon valley, a smooth

today-- with temperatures as right now 6:30, we're cooling down even more today with temperatures as low as the 50s in some parts of the bay area. taking a live look outside from downtown, can you guess it? orinda. that movie theater marquis there. >> i'm marcus washington. let's head over to kari hall. on my way in it was so nice i rolled down the windows and cool breeze flow in. >> do it all day long. it's going to be nice and people are doing that heading to the polls this morning in san jose. your primary election forecast and it will be at 59 degrees at 9:00 and warming up at noon and some low 70s today but it will be breezy as we the winds kick

up with the rest of the afternoon, low 70s tomorrow and it will still be nice on thursday but for the inland areas, it will be heating up. take a look there by monday, up to 90 degrees. the roller coaster weather continues, san francisco will see the fog returning tomorrow morning and then by the weekend we'll be in the low 70s. i'll talk more about that weekend forecast and mike is saying there's a jammed into as i recally silicon valley. >> smooth drive for most of the map. same expression as you look at the jam on north 101 from the south county up through san martin. there's a crash involving a motorcycle. a big distraction, we know home a couple of lanes through the area. that will slow you down and morgan hill and rest of silicon valley that looks just fine. over here approaching the bay bridge, we'll look at the east shore speeds and travel time showing 42 minutes from the highway 4. we did crack the 40 minute barrier from the east shore freeway and more congestion

>> but now we're adding in this new caveat that we're not going to judge you on your outward appearance. we're interested in what makes you you. >> carlson also acknowledged the me too movement for inspiring these charges, you'll see them when the miss america competition takes place in september. >> new this morning, only on "today in the bay," it has been about eight months since the devastating north bay wildfires were started. businesses are still feeling that impact. pete suratos is live in santa rosa. what are next steps for people impacted by the fires? >> the next steps they are hoping people continue to come to the north bay to help out with the business efforts here in the area following the wildfires. where we're standing in santa rosa because we've been very familiar with the area, tlhere s building contributing to the economy here in santa rosa. here's the latest information

we're getting according to the santa rosa chamber of commerce. the activity as far as that goes is doing well because of the recovery project. you've got hotel rooms being booked by workers or officials who are in town. they also say the winery traffic is showing signs of life but there are some issues as far as for businesses around the fire zones specifically the larkfield shopping center area. as far as the sonoma area, we did reach out to the sonoma area of chamber of commerce. they say october and november were slow months and that was no too long after the wildfires hit but business has been picking up since the start of the year. and then when it comes to napa valley, the area there, officials tell us the fire had no impact known as the napa valley floor. that's a stretch between highway 29 and silver add do trail because the fire mostly impacted the hillsides in those areas. we're talking about a small number of wineries impaed. 400 wineries were open just days

bum takes the mound. madison bumgarner broke his pinky in a line drive during preseason and had good rehab starts, in sacramento as well as san jose against minor leagues. >> man, looking over here, this doesn't hurt too bad. most of the commute looking really good. one place where you were cringing northbound 101. the crash in center divide done but now a new crash highway 17. reports of many as four or five vehicles, that is a problem from santa cruz up in towards los gatos but we're tracking that. for our viewers, into our area not heading towards the santa cruz side. a smoother drive throughoutest of the bay with the east shore freeway really bogging down through berkeley, cracking that 40 minute mark. berkeley curve shows the backup here and also from the left coming over to the right. that will be westbound 580.

>> who's ready for the weekend? >> what? >> this weekend we're going to look ahead -- still got to get through the week. it's going to be nice and we're enjoying cooler temperatures now and it's still going to be nice on saturday, take a look at this if you're going to the coast. it will only be 66 degrees and more clouds, upper 70s for the inland areas and sunshine and for sunday, a little bit warmer for the valleys and coast will be up to 64 degrees and the bay at 78. if you're going to napa valley this weekend, great weather for the vineyards, check out saturday, 76 degrees and sunny on sunday. it's going to be up to 82 degrees and still keeping the sunshine a few clouds for monterey and highs in the mid-760s and windy all weekend long. going to yosemite, this is a live look at the sunrises, we'll see a lot of sun throughout the eken and the warmest day on friday, 68 degrees.
