joining us...for this special edition of nbc bay area news... i )m jessica aguirre. and i )m raj mathai... we )re on in prime time -- bece of the stanley cup f good evening. thanks for joining us for the special edition of the news. >> the game is over but the party is just now starting. in fact, let's take a look at this massive party. it's happening right now down the street from the white house. this is a live picture from our nbc chopper in washington, d.c. keep in mind the game between the golden knights and capitals was in las vegas. there's about a half a million people in the streets of washington, d.c. right now. the washington capitals are the stanley cup champions, this i the first time in washington for any sport. look at the fun they're having. >> a local angle for this, they're celebrating brooks orpik, a san francisco native, there he is, number 44 and he

has the great honor of hoisting the stanley cup. thanks to brooks orpik and the washington capitals. on to other headlines at this hour. three people were shot and a man arrested outside a hospital with a car full of guns. that's what police are dealing with tonight in san francisco. >> nbc bay area, this developing story, what do we know right now, sergio. >> reporter: we know one of those men who was shot has died. the other two men are at the hospital being treated, one in critical condition and the other in serious condition. right now, police say they're still looking for a suspect or suspects in this shooting. this all started this afternoon around 3:30. residents say sever fired on treat way near cesar chavez in the mission district. police arrived to see a man who had been hit. >> theydou rendered aid and got

ambulance and transported to the hospital. that person unfortunately died from their injury. >> reporter: at the hospital two other men arrived in private vehicles. what they saw when they came on campus. >> i think two parties were in different cars with weapons and stuff like that. >> reporter: in addition to someone who spoke to me off camera there were weapons in that vehicle. we did speak to one man who was in the black suv taken into custody. according to the hospital spokesperson when they arrived the hospital went on lockdown. the spokesman said that's standard procedure when he had what he described as a multiple casualty event. this investigation is still fluid and the police have not officially confirmed to us that man who was taken away in handcuffs is connected to this shooting at the moment.

the police have quite a few details to hammer down and decide how the three men who were shot were connected or related to each other and trying to find information obviously on the person who pulled the trigger or the people who may have pulled the trigger in this situation. lots of questions to be answered still. reporting live at san francisco general hospital, i'm sergio quintana, nbc bay area news. while this video is troubling, the police are hoping it will lead to a suspect in a blue da brutal daylight attack. focus on a well-dressed man walking up and kicking somebody on the ground. the latest from the district. >> it's a common sight on levin worth, homeless residents spread out on the sidewalk sometimes sleeping. how common is this? a suited man walking down the block, emerging from behind the

you should never do that. >> reporter: the signal, taken by many people here that street injustice in san francisco continues to surface. >> that was sam brock reporting. also new tonight, be warned the scam on the peninsula, the fbi is calling it a virtual kidnapping. strangers call your phone saying they have your loved one and will kill them unless you pay up. the callers go to great lengths to make it seem as real as possible. we spoke to one victim in redwood city who wanted to remain anonymous. he said he received a frightening call from a person that sounded like his daughter. theyot me. i got my eyes shut and i've got knife in my throat. i told her, where are you? that's when some man's voice told me, i've got your child kidnapped. how much money do you want for your child?

>> these are very skilled scammers here. police say there have been reports of the virtual kidnapping scam in palo alto. the bay area sounding the alarm. releasing a scathing new report about the police activities league commonly known as pal saying the program is being mismanaged and calling for changes in a hurry, too. picking up the story. >> reporter: this is where the kids get off the streets and play sports. a little prep work going on now. a city auditor says the police are not running it well and need to hire a professional to run the books and the program. this is their escape, a chance to test theiringthids a fightin chance to make it. >> pal was the place to go. nowadays you have ymca and kids' club and for us growing up it was always pal. >> reporter: he and his children all played sports at pal. he is saddened to see the

program is in trouble. in this blistering report the city auditor says pal needs a lot of help. among the 23 recommendations the city urges them to hire an especially trained director instead of having cops run the program and the report accuses pal of failing to complete its financial requirements with the city and with the irs. >> i think there's a lot of support with pal so i'm hoping we can move forward with as many recommendations as possible. >> reporter: the police chief says the changes require more funding and parers with community groups but vows police officers will always be part of th with the cuts in the police departmentn decade we kept it going because it's mentoring and relationships and it lasted a lifetime. >> reporter: he says it's what helped him and then his kids. he started his own similar program called the east san jose football club. one of the options here is to

sell the naming rights to pal stadium. we're in san jose, i'm damian tr truijillo. >> if you're just now joining us we're on primetime a little early because of washington capitals won the stanley cup. two arson attacks targeting day school centers. police releasing this surveillance video showing a woman slamming a molotov cocktail against one of those pre-schools. nbc bay area, robert handa with clues police hope to lead to a suspect. >> reporter: that's why we're here at the safari preschool and daycare center off newark boulevard. it is all boarded up now due to the fire damage. an investigator says this facility has a definite connection to another target in another city. police say the first arson

attempt by this female suspect took place last year during the thanksgiving holidays at the safari preschool in the city. it has the same owners as the safari kid torched two weeks ago. owners of this restaurant in the same building are stunned. >> i think initially shock. we're still in shock. it's incredible to think someone is capable of causing such harm. >> reporter: police say on november 27th, this woman was caught on video trying to use a molotov cocktail to start a fire at the union facility. she struggled to ignite the device, a bottle filled with an topped with a wick. she then tried unsuccessfully to smash it against the building and then took off. >> this is an in secendiary dev that if it went off could injure or kill someone.

the crash was in march.. today the n-t-s-b released its we're getting new details about the deadly tesla crash on mountain view. it was in march. releasing the report the tesla suv was on autopilot and the driver did not have his hands on the wheel, at least not all the time. we have more. >> reporter: the images from the crash are horrible. the front end of a tesla suv ripped off and burned, its driver killed. tonight, the national transportation safety board confirming the vehicle did not detect the driver's hands on the steering wheel. >> no matter hour good this is, it is software written by humans. you can never count on it doing everything. >> reporter: the government report indicates at three seconds prior to the crash and up to the time of impact the tesla's speed increased with no pre-crash braking or evasive steering movement detected.

stanford university's professor is an expert at self-driving technology says it is possible the tesla's technology malfunctioned here. >> what it seems to indicate that the autopilot did not have a full understanding of the situation. >> reporter: on the day of the crash, two tesla employees worked for hours to safely remove parts of the exposed damaged car battery that caught fire after the crash. the ntsb's report reveals five days after the crash, that burned battery reignited, something the doctor says could easily happen because the chemicals in these electric car batteries are still interacting with each other even after a crash. >> you cannot just pull the plug or flip the switch and turn it off. >> reporter: nbc bay area news. a close-up look tonight at the man sacramento police had a bizarre road rage attack caught

on camera. this is the 48-year-old alvarez. police think he was high when he did this, ram his car repeatedly. the cell phone video shows the driver of a white chevy blazer identified as alvarez ramming a honda. it doesn't stop then. he gets out, climbs on the suv and starts stomping in the windows. luckily there was no one in that car. he faces multiple charges. we're getting to beach weather. a report warns be careful where you take your boogie board. the most 10 polluted beaches shows testing shows five are in the bay area. the tests measure water for bacterial pollution. not all bad news. most beaches were grade a or b tested in san francisco. the number of healthy beaches has been trending down for years

see here into early tomorrow morning, we will keep the clear skies in the forecast. we see a lot of fog beginning to clear out because we have warmer drier air moving in from the south that will impact your temperatures tomorrow with an increase in that heat. we will have more on this. i also want you to start thinking about this cooler system off to the north and changes this weekend and rainfall associated with that. let's bring you into your friday morning forecast. we will start off mostly sunny in the bay area. that will be the biggest change for us heading to friday morning. 59 for south bay. fog in the peninsula and 56 at the trivalley and temperatures in the 50s for north bay right over to the east bay. temperatures warming up for tomorrow. it will be noticeable. about a ten degree jump by the afternoon. that will put it to 79 in san jose and low 80s morgan hill to

here. pleasanton at 80, oakland at 82. 73 in redwood city and 79 in palo alto. can't warm it up that much. we have sunny skies and colder westerly wind at 21 miles an hour is too chilly to see heat here. 81 in novato and 77 in mill valley. more changes once we hit saturday's forecast. that cooler system we've been talking about moves to the north, brings cloud cover and drops our temperatures. rachel looks like it will stay off to this point through oregon and washington. for us right now, no rainfall at this point. in san francisco by next week, low 70s into next monday, tuesday, also on wednesday. for cities away from the

and a big concern...fier safety... and fireworks safety. today -- investigators announced one of the biggest fireworks busts in state history. the fourth of july is around the corner. >> around the corner. >> a big concern is fire safety.

>> one of the biggest fireworks busts in state history. >> reporter: investigators say these boxes contain nearly 50,000 pounds of illegal fireworks, some seized during raised in the bay area all just before the july fourth holiday. >> four semi trailers full what are essentially weapons of wildfire and not to mention disturbing our community, that's enough. >> reporter: seven people were arrested in the sting investigators say started where a tip from a concerned citizen. >> law enforcement officers have reason to believe these suspects have been illegally importing, transporting, distributing and ultimately selling these products of dangerous fireworks throughout california with indication this practice has gone on at least 30 years. >> reporter: investigators say jack schroll was arrested

twice. he saw atf agents carrying off boxes 10 days ago. they start nearly 18,000 fires around the state. the agency hopes by getting these illegal ones off the streets it makes for a safer holiday. >> that means fewer fires, fewer injuries, fewer deaths, less property damage and impact to the environment including air pollution. >> reporter: we are told the suspects face felony and misdemeanor charges. if you will use fireworks this holiday season make sure they have the safe label. those are the only ones legal. >> thank you. how bad is it? we are spending a lot more time in the car than ever before, not necessarily a good thing. the metropolitan transportation commission tells us how much time we waste ingrid lock. since 2009 the average commute time in the bay area went from

27 minutes to 32 minutes. the top five bay area cities with the longest average commute times are all in the east bay. the longest in antioch, where drivers spend an average of 45 minutes in the car. it is bad for everyone. tonight, facebook says they will start spending on a possible solution. >> here's our business report. it might surprise you. scott budman. >> reporter: no surprise traffic in these parts on the bridge has gotten worse largely because of tech growth. facebook, one of the fastest growing tech companies is fighting back. bay area traffic near facebook is a mess coming and going. >> i hit traffic and my commute has gone up five minutes just in four months of being here. >> reporter: relief may be on the way. the san mateo transit district

says it's planning to work with facebook to ease traffic. partly by adding bus and pedestrian options to the dumbarton bridge. not the plan also called for rebuilding the dumbarton rail bridge which would initially act as a shuttle from newark to the park. >> reporter: redoing the rail bridge originally built in 19 ten would likely cost about a billion dollars. they also say having help from facebook is a big step towards making it happen. >> if this process results in funding being secured that does speed things up quite a bit. we see that we may be able to see this getting built in the near future. >> reporter: other than that they say it's too early in the process to estimate a timeline. i should mention even as facebook helps to fight traffic it's growing all over the bay area with offices planned in sunnyvale, fremont and san
