i want to vet on them. i stand with you. it will have to come to congress for approval. we are looking at details matter. i am hopeful i think he convinced he is better off he is keeping them. that's the goal. if he fails to do that, we'll have a military conflict and that will be a bad ending to this chapter. >> let me talk to you about the war games, like the president calls them, the joint military exercises between south korea and the united states. he said, today, we're not going to do them anymore. so, that's a major concession by the u.s. >> it is. >> did the u.s. give more than it got today? >> i don't think cancelling a war game is going to matter over the arc of time. one thing i would violently disagree with is removing our troops. i can't imagine i would vote for

any agreement that requires us to withdraw our forces. that would destabilize asia. that is what china wants. that doesn't make the world more peaceful. that makes the world more insecure. the goal is for them to give us the weapons program, missiles and bombs in return for security and prosperity. senator schumer, a democrat, has laid out a deal i can accept. the only way you're going to get that deal is convince north korea, if they do not take the peace route, we will use military force as a last option. we're going to end this program one way or another. it's not if, it's how and when. and i'm cautiously optimistic. i'm very pleased with president trump thus far. but we have a long ways to go. they've done this twice. and we can't let them do it a third time. >> senator lindsey graham. thanks for getting up early. appreciate it. thank you. richard engel watched the events unfold from south korea. he's with us along with jeremy bash and dr. victor cha.

dr. cha, we want to start with you for a minute. this isn't the first agreement between the u.s. and north korea. you were in the bush administration when another agreement was written up. you know what goes on during this movie. what do you expect? >> what we got was a broad statement, which will require negotiations to try to put meat on the bones. but the statements of denuclearization that we care the most, as americans, are so broad, you can drive a truck through them. there's nothing on timetable. there's nothing on the stockpile of weapons. there's nong -- nothing on long-range missiles. >> what is the agreement you tried for back in the bush years and this one? >> back in the bush years, we got a commitment by north korea to abandon all nuclear weapons and existing nuclear programs, which is a much more definitive statement than what we achieved yesterday by president trump. having said that, the north koreans violated the last agreement. i'm not saying it's the best agreement.

they may violate this one, as well. but the question is, are we safe with this summit? the answer is, i don't know. >> do we have too much high expectations for this summit, jeremy? this is the beginning of the road, not the end. is it too early to think we should have a timetable or verification procedures? is this what has to be done now? >> color me a skeptic, savannah. this is symbolic but it remains to be seen if this is significant. the details are more than. -- the details are important. this agreement is the most specific, most concrete, with respect to ending u.s. military activity in the region. it's the most vague, most with respect to what north korea will have to live up to. >> they talk about denuclearizing the korean peninsula. are we just talking about north korea? are we talking about the rest of the place? >> we're talking about getting rid of north korea's uranium enrichment, plutonium and the missiles. the american troop presence is not just important for the

korean peninsula, but the asia pacific region. >> what about the optics. you have the president of the united states side-by-side with the leader of north korea. the flags are waving. i mean, a lot of people look at this and say, that's a win right there for kim jong-un. >> this is the north korean leader's coming-out party. less than a month ago, he had not t withnybody. now, he's met with the chinese leader, twice with the south korean leader. i'm sure putin is coming to north korea soon. and the president of the united states. the north koreans have wanted this meeting for four decades. >> jeremy, you had harsh words for the handshake. >> i think putting the president with him is a win for north korea. >> let's go to richard engel. i wonder how south korea is responding learning that the joint military exercises that it conducts with the united states are now no longer going to happen, according to the president. >> that was something that shocked me. it seems like south korea, which

is one of our closest allies in the world, certainly, a very close partner of the u.s. military, didn't know about this ahead of time. we reached out to the u.s. military. and in response, we were told that they would have to study the exact intent and meanings of president trump's speech before they could react, which suggests they didn't see this coming. they didn't know that president trump was going to cancel the military exercises. these are fundamental to the military relationship between the united states military and the military of south korea. they happen every year. they happen twice a year. until this morning, we didn't know they would be canceled. going back to this letter that was signed, i don't think it's fair to call it a deal. it was a memo. it was an expression of intent. the u.s. and north korea committed to improving relations between the two of them, turning over a new page, working for

prosperity, and in exchange, north korea reaffirmed its commitment to the denuclearization of the korean peninsula, which is something that it has already done in the past. so, in exchange for putting his name down to a letter, promising to do something, he's already promised to do, he got the end of these very important military exercises, with which apparently the south koreans didn't know was going to end. and he got to be on the stage, recognized by the president of the united states, which has been the north koreans' wish for decades. >> so much to talk about, richard. we have to leave it there. appreciate your perspective in the region. dr. cha, you've been in the middle of it before. and, jeremy, thank you. where things go from here will have a huge implication for the president's legacy. the stakes are high for kim jong-un, after his debut on the international stage. peter alexander is in singapore

more on that story. hallie, good morning. >> reporter: hi, savannah. good morning to you. and remember, just for context here, this is all happening just a few days before the one-year anniversary of otto warmbier's death. now, president trump is crediting the college student's death with actually helping to trigger talks today. >> otto did not die in vain. he had a lot to do with us being here today. >> reporter: president trump, tying otto warmbier's death to diplomacy on the korean peninsula. kim jong-un, as you know, has killed family members, has starved his own team, is responsible for the death of otto warmbier. why are you so comfortable calling him very talented? >> well, he is very talented. anybody that takes over a situation like he did, at 26 years of age and is able to run it, and run it tough. i don't say he was nice. i don't say anything about it.

otto warmbier is a very special person. and he will be for a long time in my life. his parents are good friends of mine i think without otto, this would not have happened. something happened from that day. it was a terrible thing. it was brutal. but a lot of people started to focus on what was going on, including north korea. >> reporter: warmbier, a college student at the university of virginia, had no idea his life would change so dramatically in january 2016, when north korea imprisoned him for stealing a propaganda poster during a group tour of the country. he was 21. >> think of my family. >> reporter: warmbier was officially handed 15 years of hard labor. unofficially, it was a death sentence. >> i have made the worst mistake of my life. >> reporter: after 17 months in prison, warmbier was released on humanitarian grounds. but he arrived home in a vegetative state and died six

days later. >> otto warmbier has just passed away. >> reporter: the north koreans claimed that warmbier contrac d ed botulism after taking a sleeping pill. the cause of his brain damage was never determined. but his father believes it was torture. the warmbier family bringing a lout again lawsuit against north korea. >> i'm talking about the treatment of my son. they do this to countless other people. >> reporter: now, the president says, without warmbier, this singapore summit might not have happened at all. >> i really think that otto is someone who did not die in vain. i told this to his parents. special young men -- and i have to say, special parents, special people. >> reporter: and speaking of those parents, both the president and vice president have been in touch with warmbier's family prior to this summit here in singapore.

we also know that the president had spoken with the warmbiers just before the release of those three americans who had been detained in north korea, knowing that would be a sensitive time for them. savannah? hoda? back to you. >> hallie jackson, thank you. let's turn to bill neely. he's in singapore where the talks are being held. bill, good morning. >> reporter: yeah, good morning. well, as far as otto warmbier is concerned, what an extraordinary anniversary because it is 364 days, 1 day short, of a year, since he was released by north korea in a coma. he was one of four american prisoners at the time. of course, since then, the three others have been released by north korea. it's a country with one of the worst human rights records in the world. and president trump was also asked directly about that at the news conference. and he said, there's not much i can do about that right now. talking about the 100,000

prisoners in north korean gulags. he said, i think they're one of the great winners from this summit, as a group. pretty extraordinary statement. he also said that human rights were discussed briefly with kim jong-un. later on, he said they were discussed at length. the other surprising thing about the news conference was the announcement, of course, about military exercises. and it is causes some anxiety in south korea. the president saying that the military exercises, the war games, as he called it, would be canceled because they were provocative and expensive. well, the war games are due to start in just weeks' time, in august, in two months' time. and we just had a statement from the south korean military, saying they are trying to work out, basically, what the president meant. so, hanging in the air is the question, was south korea even consulted about this? or was this statement just
